Structural Changes and Urban Transformations-Accidental Housing Revival, Case Study of Niš, Serbia

This master thesis is intended as a contribution to the understanding of the influencestructural changes has on urban transformation in housing domain, by focusing onmechanisms behind the upgrading as accidental model for regeneration of the collectivehousing. In particular, the aim is to do so in relation to a comparison between differentoperational scales on which process is carried out. The process is investigated at the city,neighborhood and street/square scale. With the use of qualitative methods, such asinterviews, in depth analysis of policies and regulations and observations, differences inmanifestation of the regeneration on different scales are discovered. It is suggested thatundefined strategy, indifferent attitude of local authorities, inconsistent legislativeenvironment, disconnection between the operational scales and presence of the market asessential driving force of the process, results in asymmetric outcomes of upgrading, both inphysical and social terms. But on the other hand, in respect to wider political and economicalenvironment in which regeneration happened, it is acknowledged that considerable housingstock is renovated and living standards are improved. The most critical issue in the process isproved to be the uneven awareness of the importance of the regeneration among the actorsat different scales and consequently their performance in respect to it. Furthermore,influence of upgrading on the community life and social relation in the regeneratedneighborhoods are totally neglected, which has for its consequences decreased use ofcommon space between the buildings and erosion of existed communities. It is proved alsothat fully market driven regeneration has rather regressive consequences on urbantransformation in context of Nis but in same time gives valuable lessons for improvement ofthe future upgrading as regeneration model for collective housing. Based on these lessons,adaptive policy changes are suggested and platform for further studies in system or processoriented urban regeneration and design is established. Thesis is organized as follows: firstmethodological approach is explained, second it situate problem in wider regional and localcontext in respect to urban transformation and housing trends, third thesis discuss analysisof operational scales and conclude with final cross-scale discussion and potentials for furtherresearch.

We are all aware of the environmental challenges we are facing. To achieve the environmental goals, we must adjust the way we plan cities for the future. Northern Sweden is a region with potential for sustainable development projects with a good supply of natural resources and the basis for sustainable power sources. The interest in northern Sweden has exploded in recent years and the region is one of the forefronts for the movement towards sustainable urban transformation. One of the towns that are undergoing this process as we speak is Skellefteå. Skellefteå is anindustrial town with strong connections to older types of industry such as the mining and lumber industry. The development of the town was stagnant for a long time with little development projects and a frozen population growth. The shift towards a greener industry and new type of innovation will affect the town significantly. To achieve the goal of a sustainable urban transformation the municipality have set multiple population growth goals and are keen to attract a new innovative and educated workforce suitable for the new types of industry that are establishing in the area. Skellefteå has for a long time had a problem of young emigration to other cities. The population today is rather old and that’s something they want to work towards changing. This study explores the migration motives of young people from the Skellefteå area that have moved to other locations to pursue a higher education. The study focuses on the reasons why they left Skellefteå, if they want to return after their graduation and how they perceive the urban transformation of their hometown. The study explores what factors are seen as attractive, pull factors and what factors are considered less attractive, push factors when it came to their decision to move from and potentially back to Skellefteå.

Examining public space transformation : A case study of rationalities and inclusiveness in public space planning in Stockholm

The exclusion of marginalized individuals or groups from public space through interventions as part of processes of urban transformation, and the disparity between these processes and the stated motivations behind them have been widely researched (Berney, 2013; Low, 2020; Madanipour, 2020; Mitchell, 2017). The aim of the thesis is to critically examine the disconnect between motivations and outcomes in public space planning through the theoretical perspective of a right to the city (Lefebvre, 1996), applying the idea of circulating spatial rationalities (Huxley, 2006). The thesis takes a qualitative approach, and is designed as a case study, focused on the urban park Rålambshovsparken. The chosen methods were semi-structured interviews with four participants involved in the planning of the park, and a document analysis of three planning documents. The findings show that the interventions in the park could be said to affect inclusiveness in a few different ways, for example through overly protective measures, to ensure a perceived required quality level. Also that the motivations belong to larger spatial rationalities, the participants adhere to different spheres of rationality, though interlinking with each other.

Municipal urban transformation through children’s participation : A comparative study of eight municipalities in Skåne

The Convention of the Rights of the Child has become law in Sweden, entailing municipalities to adapt to the pillars of the convention, one of them being children’s right to participate. Due to the Swedish planning process, the convention is overruled by other planning- and building laws, meaning that municipal practitioners are free to adapt the convention on their own terms. This thesis aims to explore through qualitative comparative analysis how children are included in planning processes in an urban, municipal and regional context. By interviewing practitioners from eight municipalities in Skåne, this thesis identifies what enables or challenges practitioners to purposefully initiate and perform urban transformation with children as active participants in decision-making in urban development projects. The results show that evaluation and feedback-loops are important to acknowledge throughout projects, not only as a final subsequential step. Municipal practitioners have to identify strong intentions early on in projects and have to decide upon what role children should have in projects. Children can either have consulting roles for specific projects, or the approach could have a more soft-value focus, highlighting the democratic learning process for children and empowering them to become future community-builders as they grow up. The results also show that networks are a crucial component to working towards more participatory activities and projects with children as active stakeholders. This embraces collaborative planning ideals and strengthens the case of including more stakeholders and agents in planning processes.

In the midst of a climate crisis like the one the world is facing right now, it is essential to try to find new tools that allow better decision-making both to mitigate climate change and to adapt to it. To this day, data science has yet to develop the necessary knowledge to tackle climate change, even though there are large databases with climate data available. With the technological revolution that society is experiencing, and the large amounts of data generated every moment, it is inevitable to think that the necessary responses will inevitably require greater collection and use of data, along with the tools, knowledge, and infrastructure needed. Cities, as great centers of knowledge, population density and innovation, must take the lead to promote data science and Big Data and incorporate them into building urban resilience. For the combination to be productive, both concepts must also be understood in a holistic and complemented way, resilience and Big Data. Both dynamic and relatively new concepts must find the point of union and scientists investigating adaptation must reach out to data scientists to find the skills necessary to clean the data as well as organize, analyze and manage it. Pairing Big Data insights with a well-established and localized urban resilience context can reveal deeper understanding of climate vulnerability, leading to the adaptation of better early-warning systems, more rigorous monitoring and evaluation and ultimately more robust adaptation response based on more accurately defined problems. This study analyzes both concepts, fully understanding what Big Data is, and studying urban climate resilience in a specific setting: the city of Madrid. In this way, the results of this study allow the clear identification of the varied applications of Big Data for a given environment of climate change threats, such as heatwaves, loss of biodiversity and flooding, describing their main data sources, methods, and standing criteria. In addition, the major characteristics of the Big Data use process are explained in the decision-making mechanism, describing the barriers and key drivers of data access, assessment, and application. Such considerations include the correct integration of the different stakeholders in the data collection, cleaning and application processes, ethical considerations of privacy, use and ownership, as well as good governance issues such as fostering citizen participation, encouraging innovation and urging the creation of a solid and robust management infrastructure that promotes the proper operation of the data conditions. The use of Big Data can be a fundamental tool for the development of more robust, flexible and reflexive resilience strategies, which keep climate threats projections updated, allowing adaptation measures to be more relevant and suited for a system’s shocks and stresses. This study broadens the knowledge on which are the correct data sources, the relevance of these data on their application in urban climate resilience and specific Big Data considerations for the city of Madrid.

Nos recherches sont basées sur l'étude des villages montagnards de Lattaquié qui étaient, à partir des années 1960, le théâtre d'un mouvement intense d'émigration résultant, d'une part, de la pauvreté des terres agricoles et donc de l'impossibilité de l'exploiter pour satisfaire les besoins vitaux, et d'autre part, du fait que la région de Lattaquié représente la région d'origine du pouvoir politique. L'état Ba'thiste a suivi ses démarches pour intégrer les habitants de Lattaquié, zone minoritaire sur le plan national, au sein des autres régions dont les habitants représentent la majorité ethnique en Syrie.Ces dernières années, suite au développement survenu dans ces villages, beaucoup d'habitants ont quitté les lieux d'accueil pour revenir à leur village natal.Les migrants de retour, après avoir ramené des fonds et s'être adaptés aux particularités d'urbanité, ont transformé les campagnes à tous les niveaux. Ce nouveau type de vie, apporté par les revenants à leurs villages d'origine avec beaucoup de modifications sociales, a conféré une nouvelle forme aux villages de la campagne montagnarde de Lattaquié, différentes de la situation antérieure de ces villages et plus précisément avant l'arrivée du parti Ba'th au pouvoir dans les années 1960.Pour connaître la configuration actuelle de la campagne montagnarde de Lattaquié, il est nécessaire de poser la question suivante:Dans quelle mesure la transformation de la vie sociale dans les villages de montagne de Lattaquié influence-t-elle la configuration architecturale et urbanistique de ces villages? / Our research is based on the study of mountain villages of Latakia who were from the 1960s, the scene of intense emigration movement resulting , on the one hand , poverty of agricultural land and therefore the inability to operate to meet the vital needs , and secondly , because the region of Latakia is the region of origin of political power. The Ba'athist state followed its efforts to integrate people of Latakia , minority area on the national level in other regions whose inhabitants are ethnic majority in Syria.In recent years, following the development occurred in these villages, many people have left the area to return home to their native village.Returnees , after bringing funds and have adapted to the particularities of urbanity , transformed campaigns at all levels .This new type of life , brought by ghosts in their home villages with many social changes , has given a new shape to the mountain villages of the countryside of Lattakia , different from the previous situation of these villages and specifically before arrival of the ruling Baath party in the 1960s .For the current configuration of the mountain countryside of Latakia , it is necessary to ask the following question:To what extent the transformation of social life in the mountain villages of Latakia she influences the architectural and urban configuration of these villages?

Rio Verde in 2011 reached the fourth place in the collection of taxes , the main city of Goiás Southwest and one of the municipalities of greater prominence on the national scene due to agribusiness , having excelled in that year (2011 ) as the city that contributed most to the Brazilian GDP due to areas of planting soybeans and corn , and breeding pigs , chickens , etc. . The municipality over the last forty years had numerous projects and favorable situations to achieve the current level , which can be highlighted four key players : 1 - changing American farmers , creating a colony in the late 1960s , 2 - POLOCENTRO the project ; 3 - the creation of ME ; 4 - the installation of a plant for the city of Perdigao , who has about 250 new businesses emerge around them . Rad istražuje kako se ova pojava odrazila na urbana<br />područja i pojavu ubrzane &quot;proizvodnje prostora&quot; u periodu od početka<br />XXI veka do danas. Cilj je utvrđivanje kriterijuma na osnovu kojih se<br />definišu karakteristične urbane tipologije u vojvođanskim<br />naseljima, koja su predmet komparativne analize. Značenje, uticaj i<br />posledice opisanog procesa, a samim tim i identifikacija uzroka,<br />predstavljaju mogućnosti za sprečavanje negativnih efekata ili<br />njihovo isticanje u cilju poboljšanja kvaliteta urbanog života.</p> / <p>Financialization is a global phenomenon. Тhe term refers to the change in<br />the status of the economic sphere since the early seventies and causing the<br />movement of huge amounts of financial mass appeared on the world market.<br />This paper studies how this phenomenon has reflected upon the urban areas<br />and the emergence of accelerated &quot;production of space&quot; for the period from<br />the beginning of the 21st century till present. An Institutional Analysis Of The Transformation Of Informal Housing Settlements In Turkey: A Case Study In The Sentepe Neighbourhood Of Ankara

Transformation of informal housing settlements by urban renewal and redevelopment has become one of the major tasks of Turkish urban policy in the last decades. Nevertheless, in some cases urban redevelopment could not be facilitated due to low level of investments / and moreover most of the transformed settlements are still problematic with added difficulties brought out by urban transformation itself such as lower levels of physical quality, gentrification or dislocation. Understanding the sources of these implications and incompetence would be an important step for developing more successful policy and planning tools. To serve this aim, hypothesizing that there would be available regulatory tools including planning besides policy options relying on finance for local and central authorities and planning institutions on the basis of their political and regulative power and resources to overcome most of these bottlenecks / I have carried out both a theoretical and an empirical research to discuss the relevancy of this hypothesis. First, I have developed an institutional model of urban transformation to unravel the constituent shaping factors and actors of the process. Secondly, I have implemented this model for the analyses of urban transformation in informal settlements in Turkey with a case study in Sentepe and carried out surveys with households and interviews with developers to focus more on household and developer perspectives in terms of their aims and the implications they have an impact upon and are subjected to. Thus, this thesis includes an institutional analysis of urban transformation in informal settlements of Turkey, outlines the major problems of implications, discusses the links between factors, actors, events and their implications and accordingly searches for clues of efficient policies and better practices in urban transformation with a case study in Sentepe Neighbourhood. The findings of the empirical study revealed that first and foremost, the problem of disinvestment and very low levels of transformation in the area have been solved dramatically by a new &#039 / project&#039 / by the local authority in 2005, after almost twenty years passed since the first redevelopment plans were prepared. Moreover, the results indicate that the Sentepe Transformation Project could also managed to avoid the well-known unintended or undesirable social outcomes of a typical redevelopment like dislocation of residents or social integration of initial and new residents. These findings of the research suggest that local authorities and planning institutions could avoid some but not all of the bottlenecks and drawbacks of market mechanism in urban redevelopment even by making minor changes in the institutional environment such as providing information flow, easing the procedures for investors and developers, changing subdivisions and planning additional green areas for increasing the attractiveness of investments by builders in that area, and adoption of more participative approaches for developers and households. On the other hand, if the complementary housing and non-housing policies for redevelopment / such as affordable housing, employment or rent assistance are lacking, some of the outlined problems remain hard to solve. For local authorities and planners, these findings suggest the importance of accommodating policies, which are more responsive to the locality, to the needs and perceptions of local residents, local developers and local economy as well as of considering vulnerable sections of the society. For central authorities, on the other hand, the findings underline the cruciality of upper scale policies both directly and indirectly related to housing such as affordable housing and employment in the overall success of any local urban redevelopment practice. Once we have the institutional model to imply on various urban renewal processes, it would be helpful to carry out comparative studies for future research to better understand and evaluate various policy tools.
