A quantitative study on the culture of violence amongst learners in South African schoolsVan der Merwe, Nicola 04 1900 (has links)
The focus of this thesis falls on school violence. The research addresses the
possibility that a culture of violence exists amongst some South African
school-going youth. The researcher identified the attitudes and behaviour of
learners towards violence as indicators of the culture of these learners. The
research specifically focused on the pro-violence attitudes and violent
behaviour of learners. The definition of ‘culture’ which was employed suggests
the link between a person’s attitude, behaviour and culture. Information was
gathered through literature and empirical research. The data was collected by
means of a questionnaire with closed-ended questions and a well-tested tool,
namely the Attitudes towards Violence Scale. The results of the empirical
research were analyzed with the SPSS Windows data editor computer
program. Conclusions and recommendations regarding school violence were
made. In addition, a programme to curb such violence was proposed. Some

Text in Afrikaans / Suid-Afrika het as gevolg van apartheid vir etlike dekades oor 'n gedeeltelik legitieme plaaslike regeringstelsel beskik. Die probleem is dat die land se apartheidsregering afsonderlike stelsels vir blankes en swartes in aparte woongebiede in stand gehou het, welke beleid vir meeste Suid-Afrikaners onaanvaarbaar was. Swart plaaslike owerhede wat swart plaaslike regering moes bedryf, was nog polities nog ekonomies lewensvatbaar. Die rede hiervoor is dat hul enersyds deur die gemeenskap verwerp is en andersyds nie voldoende inkomstebronne gehad het om plaaslike owerheidsdienste finansieel onafhanklik te lewer nie. Stedelike swart gemeenskappe was aan 'n, vir hulle, onaanvaarbare apartheidsgestruktureerde swart plaaslike regeringstelsel onderworpe. Swart plaaslike owerhede was voorts as gevolg van hul ekonomiese nie-lewensvatbaarheid, gekniehalter in die lewering van plaaslike owerheidsdienste asook die daarstelling en instandhouding van kapitale ontwikkelingsprojekte. Stedelike swartes was dus blootgestel aan gebrekkige dienslewering in aparte, onderontwikkelde "slaapdorpe" waar hulle noodgedwonge moes woon. 'n Vraag waarna gevolglik gekyk word, fokus op die kenmerke van 'n ideeeltipiese
model van plaaslike regering wat die gedeeltelik legitieme stelsel behoort te vervang. As gevolg van die onaanvaarbaarheid van die swart plaaslike regeringstelsel was swart plaaslike owerhede sedert die vroee tagtigerjare die teikens van aksioniste teen hierdie apartheidsproduk. Aksioniste het nie-gewelddadige aksie (NGA), geskoei op die Gandhiaanse filosofie en metodiek van Satyagraha, aangewend ten einde swart plaaslike owerhede te vernietig. NGA (wat dikwels ook tot gewelddadigheid gelei het), het tot gevolg gehad dat die
owerheid later noodgedwonge 'n nuwe plaaslike regeringstelsel vir die totale Suid-Afrikaanse samelewing, met alle deelvennote moes beding. Onderhandelings het vervolgens meegebring dat 'n oorgangsproses na legitieme (demokratiese) plaaslike regering vir alle Suid-Afrikaners ingevolge die Oorgangswet op Plaaslike Regering, 1993 (Wet No. 209 van 1993) geaktiveer is.
In hierdie proefskrif is gevolglik vasgestel: (1) welke invloed die politieke bedeling
(apartheidsbedeling) op die ontwikkeling van stedelike swart gemeenskappe en die bedryf van
swart plaaslike regering gehad het; (2) wat die aard en effek van NGA op die ontwikkeling
van swart plaaslike regering was; en (3) hoe geldig die onderhandelde plaaslike regeringstelsel
is, vergeleke met die ideeel-tipiese model wat geidentifiseer is. / As a result of apartheid South Africa possessed a partially legitimate local government system for several decades. The problem is that the country's apartheid government maintained separate systems for whites and blacks in separate residential areas, a policy that was unacceptable to the majority of South Africans. Black local authorities who had to maintain black local government were neither politically nor economically viable because they were rejected by the community and lacked sufficient sources of revenue to render financially independent local government services. Urban black communities were subject to what, for them, was an unacceptable apartheid-structured black local government system. Black local authorities were also prevented by their economic nonviability from delivering local government services effectively and from instituting and maintaining capital development projects. Urban blacks were therefore subjected to poor service delivery in separate, underdeveloped "dormitory towns" where they were forced to live. An issue to be considered in this regard concerns the characteristics of an ideal-typical model of local government that should replace this partially legitimate system. As a result of the unacceptability of the black local government system local authorities
became the targets of activists who waged a campaign against this product of apartheid since the early eighties. Activists used non-violent action (NV A), based on the Gandhian principle of Satyagraha, to destroy black local authorities. As a result of NVA (which often led to violence) the central government was eventually forced to negotiate a new local government system for the whole of South African society with all stakeholders. Negotiations led to a process of transition to legitimate (democratic) local government for all South Africans as
promulgated in the Local Government Transition Act, 1993 (Act No. 209 of I 993). Consequently the following has been established in this thesis: (1) the influence of the
political dispensation (apartheid dispensation) on the development of urban black communities
and the maintenance of black local government; (2) the nature and the effect of NV A on the development of black local government; and (3) how valid the negotiated local government

Homicidal strangulation in an urban South African contextSuffla, Shahnaaz 03 1900 (has links)
Text in English / As an external cause of death, strangulation represents an extreme and particularly pernicious form of violence. Following the evidence gap in the extant literature, the current research examined the incidence, distributions, individual and situational predictors, and structural determinants of homicidal strangulation in the City of Johannesburg for the period 2001-2010. The thesis is structured around four discrete but interrelated studies, which collectively offer an initial contribution to the body of scholarship on homicide generally, and on the characteristics and patterns of strangulation homicide specifically. The research drew on data from the National Injury Mortality Surveillance System and the South African National Census. Study I is a descriptive study that quantifies the extent of homicidal strangulation in the City of Johannesburg and describes its distribution by characteristics of person, time, place and alcohol consumption. The remaining studies are analytical in focus, and are aimed at explaining homicidal strangulation in the City of Johannesburg in terms of its determinants. These studies are differentiated by their focus on individual-level and neighbourhood-level risks. Study II assesses overall homicide strangulation risk in relation to all the other leading causes of homicide. Study III undertakes further disaggregation to investigate homicidal strangulation risk by gender specifically. Study IV considers the socio-structural correlates and geographic distributions of fatal strangulation. The study engages select micro-level and macro-level theories that focus on the intersection between vulnerability and routine activities, gender and neighbourhood derivatives of violence to explain the social ecology of lethal strangulation. The research findings demonstrate that homicidal strangulation in the City of Johannesburg is a unique phenomenon that is distinct from overall homicide. As the fourth leading cause of homicide in the City of Johannesburg, fatal strangulation exhibits a marked female preponderance in victimisation and distinctive socio-demographic, spatio-temporal, sex-specific and neighbourhood-level variation in risk. The study is aligned with the increasing trend towards disaggregating overall homicide into more defined and conceptually meaningful categories of homicide. The study may represent one of the first empirical investigations that also attempts to offer theoretically-derived explanations of homicidal strangulation in South Africa. Healing memories : a practical theological study of victims of violence with special reference to the Lutheran Churches in the Mberengwa District in ZimbabweMoyo, Elitha 02 1900 (has links)
The purpose of this study was to unveil what the Lutheran Church has done and could do to heal the wounded society of Mberengwa during the political violence of 2000-2009. The researcher interviewed six (6) selected informants who were all members of the Lutheran church. They shared their political violence experiences.
The methods used to collect data were the questionnaire and unstructured interviews. The study began with the general introduction, followed by various themes as indicated by various literatures on healing of memories, Pastoral Care and Counseling and the church’s mandate in crisis situations. After the data analysis the findings confirmed that the church failed the community during its time of need.

Il est communément admis par les cliniciens tenant au modèle psychodynamique, qui ont entrepris des démarches d’exploration intrapsychique, que l’adolescent engagé dans des agirs sexuels violents présente un réaménagement psychique paradoxal des liens à ses figures parentales et un blocage de son processus de séparation-individuation.Il n’existe pas de recherches qui se soient spécifiquement intéressées à l’étude de facteurs facilitateurs/où empêcheurs du processus de séparation-individuation chez ces adolescents, alors que l’agir sexuel violent est pensé inscrit dans un continuum développemental spécifique à la période de l’adolescence. Il y aurait ainsi une nécessité à élargir l’angle de vue de la problématique. Un facteur, qui pourtant présente une grande influence sur le processus de séparation-individuation de l’adolescent à cette période, a pour l’instant peu été investigué : il s’agit de la capacité psychique inconsciente du groupe familial à offrir un espace de séparation-individuation durant cette phase de développement.L’hypothèse de cette recherche est que le blocage constaté chez ces adolescents, pourrait être en lien avec une difficulté plus globale du groupe familial auquel il appartient, à effectuer de son côté, ce travail psychique de séparation, auquel il est convoqué en parallèle à cette phase de développement. En appui sur les concepts psychodynamiques et psychanalytiques familiaux de « position dépressive familiale » (Roman, 1999), de « miroir familial » (Cuynet, 2001, sur notre proposition pour l’adolescence, Bernard, 2016) et « d’image inconsciente du corps familial » (Cuynet, 2005, 2010), nous avons élaboré un dispositif clinique d’évaluation pour évaluer cette dimension spécifique de la séparation au sein du groupe familial. Ce dispositif comprend des entretiens semi-dirigés avec le recours à des épreuves projectives familiales telles que « l’épreuve de génographie projective familiale » (Cuynet, 2001) et « l’épreuve du dessin de la maison de rêve » (Cuynet, 2005). A partir de la rencontre de sujets adolescents présentant cette problématique avec leur famille, le dispositif d’évaluation a été expérimenté, et la dimension de séparation évaluée. Les résultats de cette recherche, par la constitution d’études de cas approfondies, dans un esprit de recherche initiale qualitatif, ont mis en évidence l’intérêt de la réalisation d’un tel dispositif pour l’étude de la dimension de la séparation mais aussi pour la constitution d’hypothèses élargies de la compréhension de la problématique et du passage à l’acte des jeunes suivis. Les analyses de l’ensemble des études de cas montrent la difficulté pour le groupe familial à offrir un espace de différenciation pourtant nécessaire à cette période pour l’adolescent et répondent en faveur de la validation de l’hypothèse de cette recherche. La prise en compte de l’état de la position dépressive familiale du groupe, et du miroir familial ainsi constitué et de leur mise en travail, pourraient être des facteurs considérés comme leviers thérapeutiques pour favoriser l’évolution psychique de ces adolescents. Ils pourraient constituer également une piste de travail nécessaire dans la lutte contre la transmission transgénérationnelle fréquemment repérée dans cette problématique. / It is commonly recognized by psychodynamic model clinicians, who undertook intrapsychic exploration approaches, that a teenager responsible of violent sexual acts experiences a paradoxal psyche redevelopment of his links towards his parent figures and a blockade of his separation-individuation process.There is no research focusing on easing or inhibitor factors of the separation-individuation process of these teenagers, whereas the violent sexual acting is meant to belong to a development continuum, specific to the puberty period. There might be then a need to lead the problematic further. One factor that has a great influence on the separation-individuation process during puberty has not been much investigated until now: it is the unconscious psyche capacity of the family group to offer a space of separation-individuation during this development phase.The hypothesis of this research is that the blockade these teenagers suffer from is related to a greater difficulty of the family group those teenagers belong to, to achieve on its part this separation psyche work which it is responsible for, during this development phase.Thanks to the familial psychoanalytic and psychodynamic concepts of “Familial Depressive Position” (Roman, 1999), “Familial Mirror” (Cuynet, 2001, after our proposition for puberty, Bernard, 2016) and “Unconscious Image of the Familial Body” (Cuynet, 2005, 2010) we have created a clinical device to evaluate this particular dimension of the separation inside the family group. This device includes semi-structured interviews with family projective tests such as “The Familial Projective Genography” (Cuynet, 2001) and “The Dreamhouse Drawing Test” (Cuynet, 2005).This evaluation device has been tested and the separation dimension has been evaluated thanks to interviews with teenagers concerned by this situation in their family. The result of this research through in-depth case studies brought to light the interest of such a device for the study of the separation dimension but also to set up extended hypotheses about the comprehension of the problematic and the acting of the teenagers taking part to the device.The analyses of all the case studies show the difficulty the family group has to offer a differentiation space that is however necessary for the teenager during this period. Those analyses are then in favor of the validation of the hypothesis. Taking into account the state of the familial depressive position of the group and the familial mirror thus constituted and applying them, could be factors considered as therapeutic solutions to enable the psyche evolution of those teenagers. They could also represent a useful working basis in the fight against the transgenerational transmission that is frequently observed with this problematic.

L’étude commence par la description d’un risque social – la criminalité urbaine violente – et par la présentation de la relation entre une certaine forme historique de manifestation de ce risque et de l’augmentation des cas judiciaires concernant la responsabilité des entreprises de transport urbain pour dommages subis par leurs passagers à cause d’actes violents pratiqués par des tiers lors du trajet. Dans la deuxième partie, on présente les origines du discours de solidarisme juridique et les influences de celui-là sur certaines constructions dogmatiques concernant le phénomène de la responsabilité civile. Finalement, ayant pour base des recherches menées à propos de la jurisprudence de deux tribunaux supérieurs brésiliens (le Supremo Tribunal Federal et le Superior Tribunal de Justiça) on analyse le fond de ces décisions, essayant d’identifier à quel point le discours théorique de la dogmatique est effectivement incorporé au moment de l’application des concepts juridiques implicite dans certains problèmes concrets. / O presente trabalho pretende analisar a afirmação corrente, na dogmática civilística brasileira, de que as regras da responsabilidade civil objetiva se destinam a concretizar o valor da solidariedade social inscrito na Constituição Federal (art. 3º, III, in fine) e a diretriz da socialidade presente no Código Civil de 2002. O estudo é feito, inicialmente, por meio da descrição de um risco social – criminalidade urbana violenta – e da apresentação da relação entre uma determinada forma histórica de manifestação desse risco e o aumento dos casos judiciais envolvendo a responsabilidade das empresas de transporte urbano em face de danos sofridos por seus passageiros em razão de atos violentos praticados por terceiros durante o trajeto. Em um segundo momento, são apresentadas as origens do discurso do solidarismo jurídico e as influências desse sobre certas construções dogmáticas relativas ao fenômeno da responsabilidade civil. The study is done initially through the description of a social risk – violent urban criminality – and the presentation of a relationship between a certain historical form this risk takes and the increase in legal cases involving the responsibility of public transportation companies for damage incurred upon their passengers due to violent acts practiced by third parties on the itinerary. In the second part, we present the origins of the discourse of legal solidarism, and its influence upon certain dogmatic constructions concerning the phenomenon of civil responsibility. Finally, based on research done about the jurisprudence of two Brazilian superior tribunals (the Supremo Tribunal Federal and the Superior Tribunal de Justiça), we analyze the contents of those decisions, aiming at identifying to what extent the theoretical discourse of dogmatic is actually incorporated into the moment of applying the legal concepts implicit in the treatment of certain concrete problems.

The community police forum as an approach to crime prevention in the informal settlement of Stanza Bopape, Mamelodi TownshipVujovic, Marnie 28 August 2012 (has links)
M.A. / Crime hits the poor hardest since they are least able to cope with its consequences. In South Africa violent crime especially is increasing and in communities like Mamelodi, citizens are responding by taking the law into their own hands. Vigilantism proliferates necessitating police action and further straining a historically difficult community-police relationship which Community Police Forums (CPFs) aim to transform. This study looks at how residents of Stanza Bopape, an informal settlement in Mamelodi, organise themselves against crime. It considers the implications of this organisation for the CPF, a cornerstone of the Community Policing Model now enshrined in the Constitution of the Republic of South Africa, and examines ways in which the CPF can retain support and enhance its credibility within the community. The opportunity is provided for many different voices in the community to be heard so that diverse groups can participate in the ongoing quest for an effective strategy against crime.

本論文以近年歐盟會員國境內之孤狼恐怖攻擊趨勢出發,分析歐盟因應孤狼恐怖主義威脅所制定之反恐政策,同時評估歐盟反恐政策之內外反恐成效,藉此檢視孤狼恐怖主義與歐盟反恐政策之因果關係。孤狼恐怖主義緣起於美國「無領袖反抗運動」與「暴力激進化」,並透過「全球伊斯蘭反抗運動」與「外國恐怖主義戰士」成為歐盟內部安全之威脅來源;而歐盟反恐政策之決策機構與執行機關,業已透過戰略方針與行動計畫等歐盟反恐法律文件,對內建立合作機制與輔助工具等內部反恐網絡,藉此強化歐盟與歐盟會員國之間的警察合作、司法合作、資訊與情報交換合作、以及邊境安全合作;對外則透過國際協定形式,與重要第三國以及國際組織建構外部反恐網絡,以雙邊與多邊反恐合作形式強化歐盟反恐能量。本論文亦以四起孤狼恐怖攻擊個案分析歐盟會員國層級之反恐措施,分析近年歐盟孤狼恐怖主義之現況與趨勢。
本論文發現,歐盟孤狼恐怖主義來自「聖戰恐怖主義」、「本土恐怖主義」、與「外國恐怖主義戰士」等三種威脅,而歐盟近年因應孤狼恐怖主義威脅之反恐政策與措施,已朝向2005年11月30日歐盟部長理事會《歐盟反恐政策》四大反恐戰略的「預防」層面發展,並以外國恐怖主義戰士為重要反恐目標;此外,歐盟除了著手打擊「激進化」與「暴力極端主義」等導致孤狼恐怖主義之根本原因原因外,亦持續因應敘利亞與伊拉克等衝突地區之「返國外國恐怖主義戰士」所帶來的後伊斯蘭國時代孤狼恐怖主義威脅。 / With the trend of lone-wolf terrorism in member states of the European Union, the thesis analyzes EU’s policy to counter threat from lone-wolf terrorism and also evaluates internal and external effectiveness of EU’s counter-terrorism policy, in an attempt to examine the correlation between lone-wolf terrorism and EU’s counter-terrorism policy. Lone-wolf terrorism originated in the United States from the “Leaderless Resistance” and “Violent Extremism” and further threatened EU’s internal security via “Global Islamic Resistance Movement” and “Foreign Terrorist Fighters.” The decision-making as well as the executing agencies of EU’s counter-terrorism policy has established mechanisms of cooperation and policy toolkits for internal counter-terrorism network by means of EU’s legal documents of counter-terrorism, strategic guidelines and implementing programs included, in order to consolidate cooperation of police, justice, exchange of communication and intelligence, as well as border security between EU and member states. Meanwhile, EU has also been constructing its external counter-terrorism network with bilateral and multilateral agreements with third states and international organizations of importance. The thesis also offers four case studies of lone-wolf terrorist attacks of EU’s member states to analyze conditions and trends of lone-wolf terrorism in EU.
The thesis concludes that “Jihadist terrorism,” “Home-grown Terrorism,” and “Foreign Terrorist Fighters” are the three main types of threat of lone-wolf terrorism in EU, and that EU counter-terrorism policy has been developing strategy of “prevention”, one of which stated in “EU’s Counter-terrorism Strategies” of November 30th, 2005, by Council of the European Union, and considering foreign terrorist fighters as its main target. Additionally, EU has been countering not only root causes of lone-wolf terrorism, such as “radicalisation” and “violent extremism,” but also future threats from “Returning Foreign Terrorists Fighters” heading back home from Syria and Iraq in the Era of Post-Islamic State.
