A Trace of Genocide: Racialization, Internal Colonialism and the Politics of Enuncation

This analysis examines the implicatedness of the self as an embodied space of marginality, knowledge, and resistance to the discursive and material effects of systemic oppression. It explores the implications and possibilities as they relate to social collectives [in nation-state contexts] in resisting and contesting the constraining forces of dominant/dominating institutionalized power and authority in the context of speaking and/or enunciating from the space of abjectification, racialization, and outcastness that has been constructed historically by the nation-state of Britain as a body codified as included-as-excluded-as-removed from the dominant sociopolitical collective’s sense of self and identity? This study argues that enunciation in this form carries with it a politics of ontological transformation that has profound implications for the social collective that is Britain as a whole specifically in the context of social justice affirmation and the reclamation [and assertion] of a collective sense of self that is grounded in a refusal and contestation of the multi-layered hegemonic conceptual frameworks that continue to naturalize, {re}produce and sustain systemic oppression as a state of permanency [Bell, 1992]. This study will explore the permanency of oppression further in relation to the discursive and material negation and amputation of social difference [i.e. class, gender, disability, and sexuality] while centering race [and its prostheticization] as a salient organizing tool in the (re)production of a hegemonic social order. To this end this study utilizes two key interconnecting concepts, internal/internalized colonialism, and racialization. ii It suggests that racialization mediated and channeled by and through a process of internal/internalized colonialism underpins the hegemonic social order of Britain and as such both terms are re-conceptualized and subjected to a complex analysis. Finally, this study examines the theoretical possibilities for developing an anti-racialization framework as a politics of enunciation that makes usage of the concept of racialization as a tool for [1] demystifying systems of oppression, [2] understanding the processes of collective implicatedness in oppression, [3] refusing pathologization and [4] mobilizing transformation through and within a refusal of the amputative and negative capacities of the racialization process.

Looking for good practice and optimal services for youth facing homelessness with complex care needs and high risk or challenging behaviour.

This study employed qualitative research methodology informed by the grounded theory tradition to explore good practice and optimal services for young people presenting with complex care needs associated with challenging or high risk behaviour. In-depth interviews were conducted in three waves of data collection and analysis with fourteen experienced practitioners whose careers have included sustained periods of work with this group in a number of selected Victorian service systems. The principal vantage point was the interface between the supported accommodation and assistance programs for homeless young people, statutory child protection and care, placement and support programs for young people at risk and juvenile justice programs for young offenders. The nature of the problem necessarily included some consideration of mental health and services dealing with substance abuse. The findings propose a view of good practice giving emphasis to the accessible and assertive presence of a responsible adult to �be there� fostering relationships and skilled purposive intervention. Intervention should be planned, holistic, sensitive and responsive to particular needs. It provides active unconditional care. It attends to attachment and trauma concerns and works with short run goals and a long term perspective. Intervention is sustained until constructive disengagement can occur. The complexity and challenge in the task of helping hurt youth warrants the support, strength and guidance of a multi-skilled team. Ideally the team will be described using normative terms. Optimal services are timely, congruent, seamless and robust in capacity to nurture, establish boundaries and meet developmental and therapeutic requirements. They should be connected to a community and there for as long as it takes, with ready access to suitable accommodation, purchasing power and flexibility of operation. To the greatest extent possible solutions are generated in the place where help is sought. Voluntary service commitment lasts till personal capacity and natural networks take over.

During a period of over five years two psychiatric teams have attempted to develop a programme for cooperation between child and youth care and adult psychiatric care in common premises in a local community just outside Stockholm. The thesis docu­ments, in six parts, the experiences from these experimental working conditions and how they were used to reach the desired goals of change in the organisations and in the activities of the teams. The thesis also shows how this special situation and the circumstances which followed created obstacles to change. The research-programme was carried out by field-research me­thods, i.e. a combination of direct observation and inter-viewing. The two teams went through different phases of mutual rela­tions. Initially they had to face severe difficulties. During the first 1 1/2 years the level of conflict was high. Indivi­dual members of the staffs became more and more paralyzed. At the same time, however, they could manage to work together with client-fami1ies and with other social welfare institutions. Individuals from different teams could exchange experiences with one another but, at the same time, they were unable to genera­lize and to share these experiences consciously. In the following 1 1/2 years the teams were integrated. New ways of handling therapeutic issues were developed. There were signs of change in the therapeutic identity of the staffs. The last years of the experimental period were characterized by growing reactions against the earlier developement. The teams were again split up, both administratively and in relation to working methods, The first part of the thesis describes the developement of the experimental issue in general. It also gives a presentation of the research-programme. The working pre-conditions are examined in the second part. In the third part the cause of the paralysis of the staff's capability of action is analyzed by viewing the problem from different theoretical perspectives and as a result of a clash between the different "activity-matrices" of the teams. In the fourth part some experiences of the research-methods used are documented. Some difficulties connected with preparation, re­alization and evaluation of experimental work conditions are examined in the fifth part. The sixth part is a summing up of the earlier parts and presents an analysis of the contradictions actua­lized during the experimental period. / <p>Diss. Quais as ações ergonômicas existentes na instituição e essas são eficientes? Que adequações podem ser propostas considerando suas limitações legais? Quais os problemas e constrangimentos que se evidenciam? É possível propor adequações ergonômicas que possam melhorar o ambiente laboral e a qualidade de vida do servidor no exercício de sua atividade produtiva? O objetivo geral foi identificar demandas e propor ações ergonômicas para o cumprimento das portarias e orientações normativas relacionadas à atenção à saúde do servidor público federal, com ênfase na Ergonomia a fim de recomendar adequações para o ambiente laboral nas atividades realizadas por servidores técnico-administrativos do Núcleo de Educação Física e Desportos da Universidade Federal de Pernambuco. A pesquisa, do tipo exploratória e descritiva, foi baseada na Análise Macroergonômica do Trabalho – AMT, de abordagem participativa, e utilizou-se da técnica de análise de conteúdo como tratamento dos dados obtidos. As ferramentas utilizadas foram entrevistas individuais semiestruturadas, questionário adaptado do ICT - Índice de Capacidade para o Trabalho e questionário NASA-TLX adaptado. Os resultados evidenciaram que existem problemas no ambiente laboral que estão afetando a saúde do servidor, provocando afastamentos, acidentes, aposentadorias precoces, além de deixar o ambiente laboral pernicioso. Também foi observado que a capacidade para o trabalho apresenta índices baixos e moderados gerando incapacidades laborativas a curto e médio prazo, e que a carga de trabalho encontrada foi elevada, sendo os principais fatores influenciadores nessa carga são a frustração e a demanda temporal. Identificamos através do levantamento legislativo que falta uma política pública que defina efetivamente a promoção de saúde, segurança no trabalho e assistência de saúde para o servidor público, estes que estão à margem da legislação de proteção e atenção a saúde do trabalhador. É necessário também que a instituição aprimore medidas e promova ações ergonômicas para elevar a qualidade da prestação dos serviços e prosperar a humanização do trabalho dos servidores públicos federais. / This study aimed to identify the ergonomic demands of a department of a federal public university in order to recommend adjustments to improve the work environment, seeking to answer the questions: What are the ergonomic shortcomings of the studied sector? What the ergonomic existing shares in the institution and are these efficient? What adjustments can be proposed considering its legal limitations? What problems and constraints that stand out? Is it possible to propose any ergonomic adjustments that can improve the working environment and the agent quality of life at work? The main objective was to identify demands and propose ergonomic actions to obey the healthcare ordinances and regulations towards the federal public agents, laying emphasis on Ergonomics in order to recommend adjustments to the working environment in the activities carried out by technical and administrative staff of Nucleus of Physical Education and Sports of the Federal University of Pernambuco. This research exploratory and descriptive was based on Macroergonomic Work Analysis – MWA and had a collaboration strategy and used the content analysis technique to process the data obtained. The tools used were semi-structured interviews, the questionnaire adapted from the CIW - Capacity Index for Work and the NASA-TLX adapted questionnaire. The results appointed that there are problems in the working environment that are affecting the public agent's health, causing absenteeism, accidents, early retirement, and leave harmful working environment. It was also noted that the ability to work have low and moderate causing incapacity for work in the short-medium term, besides the workload was on high level, and the main factors that influence this burden are the frustration and time demand. Also, it was identified through the legislative survey that lack a public policy that effectively set the promotion of health, safety, and healthcare for public agents, these who are out the protection legislation and attention to worker health. It’s also necessary that the institution enhance measures and promote ergonomic actions to improve the provide services quality and further the humanization of the work of federal public agents.

This work went to history to tell about the social protection since it s was born, first like a care assistance on XV century until nowadays. It s was possible check an evolution on social protection field, that had the first reach with Bismarck, in 1883, and, on that time just assure a little the workers. Slowly, this covering became deficient in front of the necessity to protect who that are in case of needing. On XX century, Beveridge create what nowadays is called Social Welfare Work, enlarging the protection just not only with the benefit, but with the services. In other time, the work had an evolution on old age, in Brazil and for the world, with the purpose of demonstrate that how important is the old age protection , mainly because the world modification on population number, where the old age has been subject of large contends, for that social s covering plans can be prepared to care all large number of old age people that promises to exceed the infant mortality rate. In Brasil, there are three kinds of age retirement , different about , if from the city, from the country or obliged to, and about this last one it s different from what the fundamental law of state establish. Therefore, with the old people age living more, mainly the women , it s not possible allow that people get retired five years before than men and that the age still be the same, face the longer hope of live / É ainda bastante incipiente a doutrina acerca do Direito Previdenciário no Brasil. Diante disso, torna-se necessário um estudo mais aprofundado dessa matéria, para proporcionar aos operadores do direito a possibilidade de encontrar definições e conceitos inexistentes em nosso ordenamento jurídico. No presente trabalho, foi resgatada parte da história da proteção social desde o seu início, ainda como assistência privada, nos idos do século XV, até os dias de hoje. Foi possível constatar grande evolução no ramo da proteção social, que teve seu primeiro alcance considerável com Bismarck, em 1883, época em que se limitava a assegurar sobretudo os trabalhadores. Aos poucos essa cobertura foi se tornando insuficiente diante da necessidade de proteger aqueles que se encontravam às margens da mendicância. Já no século XX, Beveridge cria o que hoje se chama seguridade social, ampliando a proteção não apenas com benefícios, mas também com serviços. Neste trabalho também é feito um resgate histórico da velhice, no Brasil e no mundo, com o objetivo de demonstrar o quão importante tem sido a proteção aos idosos, principalmente em razão das mudanças demográficas que têm ocorrido em âmbito mundial. O envelhecimento tem sido tema de amplos debates e discussões, para que os planos de cobertura social possam estar preparados para proteger o grande número de idosos que prometem alcançar taxas de sobrevida cada vez mais altas. No Brasil há três modalidades de aposentadoria por idade, diferenciadas em razão da natureza da filiação, se urbana, rural ou compulsória, sendo que esta última vem se revelando em descompasso com os ditames constitucionais. Cada uma dessas modalidades possui características próprias, que serão abordadas em detalhes neste trabalho. É possível depreender que a aposentadoria por idade está na iminência de sofrer modificações, diante da possibilidade de se fixar idade mínima para a aposentadoria por tempo de contribuição. Ademais, com o crescente aumento da longevidade, principalmente no que tange às mulheres, não é possível permitir que elas continuem se aposentando cinco anos mais cedo do que os homens e que a idade para a aposentadoria ainda se mantenha imutável, diante do aumento da expectativa de sobrevida

The elements of Social Welfare Social Welfare, Social Welfare Work and Health are assured by public and society actions. The present study will broach the statute guard, it means, that preview in Statute of the Adolescent and the Child Statute, which forces the guardian to gives moral, educational and material assistance to the child. The problem which caused this search begin with the 9528/97 law, which excluded the child on guard of the 8.213/91 law in the list of economic dependents. That law regulates the social welfare benefits. Those benefits are counted fundamental rights to dependents by the supreme law of State, therefore, refusal to child on guard, results in indagation about the legislative exclusion mention above. The present work have the analyses of Social Welfare and those requisites like investigate axle, as same as studies of protective s and constitutionals doctrines of inclusion, establishing the presupposes of social welfare benefits concessions and public politics, connecting all the themes with child on guard. The focus will involve also the investigation of Social Welfare doctrines and The Constitutional Theory of Fundamental Social Rights, apply to infancy and youthfulness. Then, we will examine the family protect notion and the families modalities admitted in the Brazilian law ordainment. / A Seguridade Social apresenta como finalidade suprema a promoção do bem-estar e o alcance da justiça social. Os elementos da Seguridade Previdência, Assistência e Saúde - são assegurados pelas ações de iniciativa dos Poderes Públicos e da Sociedade. As medidas protetoras estatais ganham a denominação de políticas públicas, implicando uma obrigação de fazer do Estado, a depender de gastos financeiros, para promover a realização dos direitos securitários. Abordaremos neste estudo a guarda estatutária, ou seja, aquela prevista no Estatuto da Criança e do Adolescente que obriga o guardião à prestação de assistência material, moral e educacional ao menor. O problema que motivou esta pesquisa teve origem na Lei 9528/97, que excluiu o menor sob guarda do rol de dependentes econômicos da Lei 8.213/91, esta última que regulamenta os benefícios previdenciários. Tais benefícios são constitucionalmente considerados como direitos fundamentais aos dependentes, logo, uma vez não concedidos aos menores sob guarda provocam indagações sobre a exclusão legislativa mencionada. O presente trabalho tem como eixo investigativo a análise da Previdência Social e seus requisitos, bem como o estudo das doutrinas protetivas constitucionais de inclusão, estabelecendo os pressupostos de concessão dos benefícios previdenciários e das políticas públicas, relacionando todas as temáticas com o menor sob guarda. O foco envolverá também a investigação das Doutrinas de Seguridade Social e da Teoria Constitucional dos Direitos Sociais fundamentais, aplicados à infância e à juventude. Outrossim, examinaremos a noção de família protegida e as modalidades familiares admitidas no ordenamento jurídico brasileiro.
