Riksdagen fattade i december 1996 beslut om en ny uppgift till totalförsvaret ”stöd till civila samhället”. Detta innebär att totalförsvaret skall kunna utnyttjas vid svåra påfrestningar på sam-hället i fred. Denna uppsats utvärderar implementeringen av denna uppgift på den lokala nivån inom totalförsvaret på Gotland. Hur fungerar denna samverkan och planering inom ramen för den nya uppgiften mellan de viktigaste myndigheterna: Försvarsmakten, Gotlands Kommun och Länsstyrelsen Gotland, från tiden för försvarsbeslutet 1996 och fram till idag? Uppsatsens teori baseras på Evert Vedungs ”åttapunktsprogram” där jag i min utvärdering valt sex av dessa punkter. Jag har med stöd av dessa punkter gjort de frågor som har legat till grund för intervjuerna av ledande personer inom de tre myndigheterna. Jag har till detta även granskat de styrande lagarna, förordningar, proppositioner, betänkande och lokala gemensamma doku¬ment. Resultatet av min utvärdering har visat att det skett en implementering av försvarsbeslutet 1996 hos totalförsvarsmyndigheterna på Gotland. Detta har skett genom en kontinuerlig samverkan och planering mellan dessa. Dock finns det en del förbättringar att göra och dessa redovisas i mina slutsatser. / In December 1996 The Swedish Government decided a new assigned to the Total Defence ”support to the civilian society”. This mean that the Total De-fence requirement can be deployed at serious strain on the society in peace¬time. This composition evaluates the implement of this assignment on the local level at the total defence in Gotland. How does this co-operation and planning work, according to the new assignment between the must imported authorities: armed forces, country administrative board Gotland, district Gotland, from the defence review 1996 until today. The theori of this composition is based on Evert Vedungs “eight-points-program” and I have chosen six of those points in my composition. I have with support from those made the questions witch has make the legacy of the foundation to the interviews of the leading persons in-side the tree authorities. I have also examined the steering laws, decrees, rep-orts and local common document. The result of my evaluation has shown that there has been an implementation of the defence review from 1996 at the Total Defence authorities on Gotland. It has been possible because of the continuous interact between this authorities.
