O ponto de partida deste trabalho pauta-se na ideia de participação de forma ampliada e conquistada, no sentido de tomar parte no processo decisório das ações de saúde e que, em consequência, podem repercutir ações que não se restrinjam ao espaço setorial da saúde. Essa noção vai para além dos textos legais-normativos, que têm o cunho de fiscalização das ações de saúde e têm como campo de estudo o Conselho Gestor de Unidade (CGU) de Saúde, espaço local de deliberação. Nesse sentido, o objetivo geral deste estudo é analisar a participação política de um conselho gestor de unidade de saúde de Piraí e suas repercussões no campo das ações intersetoriais locais; e os específicos são: descrever o funcionamento do CGU e sua relação com outros setores; identificar as práticas participativas do CGU e; examinar as possibilidades e dificuldades dessa forma de participação de fortalecer as ações intersetoriais locais. A proposta metodológica baseia-se em uma abordagem de investigação-ação, de cunho qualitativo, por intermédio do estudo de caso do CGU de Arrozal, no município de Piraí, acreditando que seja a melhor ferramenta para elucidação dos objetivos propostos. Dentre as principais questões teóricas discutidas, destacamos a importância da participação no processo de discussão, haja vista que as decisões conjuntas, quando deliberam por meio do compartilhamento, propiciam deliberações pertinentes ao caso e que são responsáveis por um processo tanto de construção da cidadania quanto, no caso da saúde, de fortalecimento do SUS. Podemos afirmar que as ações intersetoriais presentes no CGU de Arrozal alcançaram certo status quo que garante a legitimação e a potencialização das ações desse conselho, transformando e compartilhando responsabilidades, num agir integrado com outros setores com vistas à integralidade das ações. Denota-se a importância de que cada pessoa, instituição ou setor tem a sua responsabilidade de traçar planos mediante sua capacidade de resolução e de discutir ações intersetoriais para potencializá-las. A participação com a ideia da conquista possibilita que as ações sejam mais complexas e com maior criatividade tanto quanto sejam necessárias, uma vez que a barreira do tomar parte e fazer parte já foi transposta neste conselho. / The start point of this work is on an idea of political participation in order that socials actors could integrate the decisive process in health actions in such a manner as the repercussion couldnt be restricted only over the health sector. This notion require us to a reading that exceed the texts under law established to the sector in matter that is determinate to its controller attribute in health actions, so that the local deliberation space the most expressive is the managers council on health unities (MCHU). This application has like objective to analyze the political participation of socials actors of managers council of health unities in the municipality of Piraí RJ, and their repercussions in intersectorials actions. The adapted methodological strategy has consistence in research-action in manner of qualitative, starting from a study of the case from MCHU of Arrozal in Piraí municipality. Among the main theoretical questions discussed we could put in relief the importance of political participation inside the process of discussion therefore in it definition the decisions as a whole, when deliberated through sharing, they give us appropriated and responsible decisions in a process of construction of the citizenship and strengthening of the health unified system. We can be sure that the intersectorials actions settled in MCHU of Arrozal reached a real status quo that gives guarantee to the legitimacy and powerfully in actions of this council charging theirs practices and generating the sharing of responsibilities in a integrated proceeding with orders sectors with view to the integrality of the actions. It denotes the importance in what each person and/or institution and sector has their responsibility for making projects by means of it capacities of resolution and to discuss intersectorials actions to potencialize them. The political participation as an idea of conquest of rights and it effectivation in health to request horizontals means to construct answers to the demands and necessities of the community. The participations practices of socials actors that compose the CGU studied in the way of the intersectorials actions show us that the effectivity of theirs actions has a relevant result in front of the possibilities in view by several points of observation and they produce new practices in the resolution of problems.

It is a question of discussing one of the forms of political participation of youth, which is expressed mainly by networking and opening up to government agencies. The research, of a qualitative nature, is based on reports from the youth themselves, in order to understand how they attribute meaning to their experiences as political actors, whether in organizational and mobilization practices or as representatives of the Network in governmental bodies. The period analyzed is from 2005 to 2011, when the Network is more active in the Northeast and young people were interviewed who participated in different moments of the Network's history. The analysis of the speech talks with the concept of youth, understood as a changeable category that is also signified by young people themselves, from their experiences in the family, work, school, church and politics. Political participation is understood in an expanded sense involving organizational practices, direct action and mediation, as well as the elaboration of representations about the meaning of democracy, participation and citizenship. The results show not only the contribution of the Network, but also a space of insertion and political participation of a part of the youth, but of human formation based on new bonds of solidarity in the construction of a new political culture. / O presente trabalho tem por objetivo analisar a participação política de jovens que integram ou integraram a Rede de Jovens do Nordeste. Trata-se de discutir uma das formas de participação política da juventude, que se expressa, sobretudo pela articulação em redes e pela abertura para a atuação em organismos governamentais. A pesquisa, de natureza qualitativa, é feita a partir de relatos dos próprios jovens, no sentido de apreender como atribuem significado a suas experiências como atores políticos, sejam nas práticas organizativas e de mobilização sejam como representantes da Rede em organismos governamentais. O período analisado é de 2005 a 2011, quando a Rede é mais atuante no Nordeste e foram entrevistados jovens que participaram em diferentes momentos da história da Rede. As análises das falas dialogam com o conceito de juventude, entendido como uma categoria mutável que é significada também pelos próprios jovens, a partir de suas experiências na família, no trabalho, na escola, na igreja e na política. A participação política é entendida num sentido ampliado envolvendo práticas organizativas, de ação direta e de mediação, bem como a elaboração de representações sobre o significado da democracia, da participação e da cidadania. Os resultados mostram não só a contribuição da Rede, como espaço de inserção e participação política de uma parcela da juventude, mas de formação humana baseado em novos laços de solidariedade na construção de uma nova cultura política.

As Percepções topofílicas/topofóbicas das lideranças comunitárias do bairro Restinga antes e depois da implementação do orçamento participativo

A presente pesquisa buscou compreender como as percepções topofílicas/topofóbicas dos líderes comunitários com relação ao espaço da Restinga (bairro periférico da cidade de Porto Alegre) foram modificadas através da obtenção de melhores condições de infraestrutura a partir da implementação do Orçamento Participativo em Porto Alegre. O marco teórico desta investigação encontra-se nos seguintes autores: Yi-Fu Tuan e Alicie Lindón. Os conceitos utilizados são espaço, lugar, topofília e topofobia. O principal objetivo é evidenciar e compreender de que maneira as relações entre experiências conceituais e íntimas, experiências de participação política e conquista de equipamentos públicos através do OP contribuíram para a constituição e transformação das percepções topofílicas/topofóbicas das lideranças comunitárias do bairro Restinga. Os procedimentos metodológicos adotados para evidenciar as transformações do bairro a partir da conquista de equipamentos públicos no OP foram: revisão bibliográfica, entrevistas narrativas, levantamento das obras no website da Prefeitura de Porto Alegre, construção de bancos de dados no programa Excel e composição de gráficos e mapas. Por fim, com o objetivo de compreender a relação entre as experiências conceituais/íntimas, as percepções do bairro e a construção social dos lugares visíveis ou parcialmente visíveis foi utilizado o holograma espacial. / This research sought to understand the topophilic/topophobic perceptions of community leaders regarding the space of Restinga (a suburban area of Porto Alegre City) and how these perceptions were modified by gaining public facilities from the implementation of the participatory budget in Porto Alegre. The theoretical framework of this research is found in the following authors: Yi-Fu Tuan and Alicia Lindon. The concepts used here are space, place, topophilia and topophobia. The main goal is to highlight and understand the relationships between conceptual/intimate experiences and the achievement of public facilities through the participatory budget in forming topophilic/topophobic perceptions of community leadership in the neighborhood of Restinga. The methodological procedures used to highlight the transformations of the neighborhood concerning the gaining of public facilities through the participatory budget were: literature review, narrative interviews with community leaders, survey works on the website of the Municipality of Porto Alegre, building databases in Excel, building of charts and maps. To understand the relationship between conceptual/intimate experiments, neighborhood perceptions and social construction of visible places or partially visible, the hologram space was used.

A partir dos dados obtidos pelo survey Latinobarômetro, foi adotada a função explanatória, e não apenas exploratória e descritiva aplicando as técnicas de análise quantitativa, no intuito de verificar o desempenho da influência da escolaridade – isolada e controlada por outras variáveis posicionais e socioeconômicas sobre as dimensões da proficiência cognitiva, engajamento e esclarecimento democrático. A análise quantitativa recorreu à aplicação dos modelos de regressão multinomial probit e logit, além de seus efeitos marginais, adequados à explicação da probabilidade normal de ocorrência de um determinado fenômeno. Neste sentido, a hipótese verificada foi a de que, diferente do efeito ocasionado sobre a cidadania nas democracias avançadas, fatores contextuais reduziram progressivamente a capacidade preditiva da escolaridade sobre a cognição, o engajamento e a adesão à democracia no Brasil. / The objective of this study was to test and analyze the effect of schooling on the civic and political engagement of Brazilians from 2000 to 2016, highlighting, above all, the behavioral changes of the more educated - if they are the most interested, participative and adherent to values and democratic attitudes. From the data obtained by the Latinobarómetro survey, the explanatory function was adopted, not only exploratory and descriptive, applying the techniques of quantitative analysis, in order to verify the performance of the influence of schooling - isolated and controlled by other positional and socioeconomic variables on the dimensions of cognitive proficiency, engagement, and democratic enlightenment. The quantitative analysis utilized the multinomial regression models probit and logit, in addition to their marginal effects, adequate to the explanation of the normal probability of occurrence of a certain phenomenon. In this sense, the hypothesis was accepted that, unlike the effect on citizenship in advanced democracies, contextual factors progressively reduced the predictive capacity of schooling over cognition, engagement and adherence to democracy in Brazil.

Brain power : the political economy of higher education

This dissertation disputes conventional interpretations of the comparative political economy literature on higher education. In particular, I challenge the common assumption that access to higher education is structured by income. Instead, based on insights from the relevant psychology, sociology and economics literature, I argue that a child's probability of entering higher education is predominantly a function of her abilities, and that her abilities are strongly related to her parents' level of education. I develop a theory of the distributive politics of higher education solidly grounded in this relationship. The result of this model is the counter intuitive hypothesis that the initial expansions of higher education benefit the children of more highly educated parents. Moreover, more highly educated families are the net beneficiaries of free higher education and generous subsidies. Extensive survey evidence from Britain, Australia, Canada and Sweden of higher education policy preferences confirms this picture of the politics of higher education as a zero-sum distributive game between highly and lesser educated families. In order to analyse the consequences of these preference patterns for higher education policy, I develop a theoretical and empirical measure of voting power for multi-party systems. Voting power measures how many votes a party stands to gain from converting and mobilising voters by distributing resources from one group to another. Using data from 15 EU countries, I show that parliaments and cabinets, on average, stand to win more votes from pleasing highly educated voters than from targeting less educated voters. Furthermore, the conversion imperative is much stronger than the mobilisation imperative. Statistical analyses show that variations in the voting power of highly educated individuals over the government help to explain variations in higher education policy across countries and within countries over time. All in all, the theoretical and empirical analyses presented in this dissertation represent a significant contribution towards understanding the specific distributive politics of higher education, and the political economy of redistribution more generally.
