Although he started a few years ago, your profile (payment for environmental services) and its territorial approach seem to give him a character in the novel that deals with environmental policy in the region. Even very foolishly, he has been successful in solving problems as the service traditional populations, resolution of territorial conflicts and income generation. Regarding the second article deals with the same controversies existing between economic growth, sustainable development and environmental protection, raised from work as Grossman and Krueger (1995) that describe a relationship between GDP per capita and environmental degradation. Thus this paper aims to investigate this relationship through the identification of spatial patterns of variable deforestation in Amazonas and thus more specifically investigate the influence of income on deforestation, from two main interests (1) test the existence of the Environmental Kuznets curve, (2) measure the importance of the Bolsa Floresta program. For this, an econometric model was constructed with data Cross section for the year 2009, an estimation of Environmental Kuznets Curve for 62 municipalities in the state of Amazonas. The results point to the existence of an environmental CKA at Amazon with the presence of two spatial clusters. / O primeiro artigo desta Disserta??o procura sua inser??o nos debates e discuss?es que tratam de temas como pol?tica ambiental, desenvolvimento sustent?vel, desenvolvimento territorial e legisla??o florestal, dentro do contexto do desenvolvimento do Estado do Amazonas e, em especial, de um programa de desenvolvimento sustent?vel em execu??o no Estado, denominado Programa Bolsa Floresta (PBF). Embora tenha se iniciado h? poucos anos, seu perfil (remunera??o por servi?os ambientais) e sua abordagem territorial parecem dar-lhe um car?ter de inovador no que trata da pol?tica ambiental na regi?o. Mesmo muito insipiente, ele tem obtido bons resultados na resolu??o de problemas como o atendimento as popula??es tradicionais, resolu??o de conflitos territoriais e na gera??o de renda. No que tange o segundo artigo o mesmo trata das controv?rsias existentes entre o crescimento econ?mico, desenvolvimento sustent?vel e prote??o ambiental, levantadas a partir de trabalhos como de Grossman e Krueger (1995) que descrevem uma rela??o existente entre o PIB per capita e a degrada??o ambiental. Desta forma o presente artigo se prop?e a investigar esta rela??o a partir da identifica??o de padr?es espaciais da vari?vel desmatamento no Estado do Amazonas e assim de forma mais espec?fica investigar a influ?ncia da renda sobre o desmatamento, a partir de dois interesses principais (1) testar a exist?ncia da curva de Kuznets Ambiental, (2) mensurar a import?ncia do programa Bolsa Floresta. Para tanto, foi constru?do um modelo econom?trico com dados em Cross section para o ano de 2009, numa estima??o da Curva de Kuznets Ambiental para 62 munic?pios do Estado do Amazonas. To this progressive internalization of environmental concern in management and in training of university subjects we call university's environmentalization (greening process). When the university uses or possesses green areas, it can have an important tool in hands with the potential to contribute to its sustainability. In this way, the research sought to understand how these non-conventional educational spaces are constituted and how they are thought and perceived by the universities within a context that seeks sustainability and ethical-environmental engagement. It also sought to identify the common elements present in these relations and aims to contribute to the recognition of the potential uses of these spaces, such as outdoor education. As a field of research, eight universities in Rio Grande do Sul - Brazil, which have green areas under their legal responsibility and / or management, were delimited. The green areas were gardens and botanical gardens, Permanent Preservation Areas, Legal Reserves, Private Natural Heritage Reserves and Wildlife Refuge. The qualitative approach was the method used that privileged participant observation techniques, semi-structured interviews, the report of the people involved with these places, and document analysis. In this methodological path, two important and complementary stages stand out, which ultimately show the techniques to be used: bibliographic research and the field work in the mentioned Higher Education Institutions that are included in this context of possessing green areas and environmental management and sustainability policies. The research sought to base the study theoretically based on the references of Anthropology, Philosophy, Environmental Psychology and Sociology, articulating with the field of Education and Environmental Education. The results pointed to something that could be seen as emptying the sense of place of these spaces and how their existence depends on the people engaged beyond the responsibility of the institutions. Universities are struggling with greening processes, but the places of the green spaces are uncertain and fragile. Reflection on the insertion of a smaller ecology and a smaller education in the use of areas could bring them back to life. / A tem?tica de interesse desta pesquisa de doutorado est? relacionada ao uso de ?reas verdes, preservadas ou n?o, pelas universidades e como esses usos est?o integrados a processos educativos que tomem em conta a presen?a de ecossistemas, jardins, fauna, flora, entre outros elementos naturais presentes no espa?o universit?rio de forma??o dos estudantes, da comunidade acad?mica e de gest?o ambiental de um modo geral. A esta progressiva internaliza??o da preocupa??o ambiental na forma??o dos sujeitos universit?rios e na gest?o chamamos ambientaliza??o da universidade. Quando a universidade faz uso ou ? possuidora de ?reas verdes pode ter em suas m?os uma importante ferramenta com potencial de contribuir com sua sustentabilidade. Desta forma, a pesquisa buscou compreender como s?o constitu?dos estes espa?os educacionais n?o convencionais e como eles s?o pensados e percebidos pelas universidades dentro de um contexto que busca sustentabilidade e engajamento ?tico-ambiental. Procurou tamb?m identificar os elementos em comum presentes nestas rela??es e pretende com isso contribuir no reconhecimento das potencialidades de usos destes espa?os, como por exemplo outdoor education. Como campo de pesquisa foram delimitadas oito universidades do Rio Grande do Sul ? Brasil, que possuem ?reas verdes sob sua responsabilidade legal e/ou gest?o. As ?reas verdes localizadas foram horto e jardins bot?nicos, ?reas de Preserva??o Permanente, Reservas Legais, Reservas Particulares do Patrim?nio Natural e Ref?gio de Vida Silvestre. A abordagem qualitativa foi o m?todo utilizado que privilegiou t?cnicas de observa??o-participante, entrevistas semi-estruturadas, o relato das pessoas envolvidas com estes lugares e an?lise documental. Neste percurso metodol?gico destacam-se duas etapas importantes e complementares, que em ?ltima an?lise evidenciam as t?cnicas utilizadas: pesquisa bibliogr?fica e o trabalho de campo nas Institui??es de Educa??o Superior citadas, que se inserem neste contexto de possuintes de ?reas verdes e pol?ticas de gest?o ambiental e sustentabilidade. A pesquisa procurou fundamentar teoricamente o estudo a partir dos referenciais da Antropologia, Filosofia, Psicologia Ambiental e Sociologia, articulando-se com o campo da Educa??o e da Educa??o Ambiental. Os resultados apontaram para algo que poderia ser visto como esvaziamento do sentido de lugar destes espa?os e como sua exist?ncia depende das pessoas engajadas para al?m da responsabilidade das institui??es. As universidades est?o se defrontando com os processos de ambientaliza??o, mas o lugar das ?reas verdes ? incerto e fr?gil. A reflex?o sobre a inser??o de uma ecologia menor e uma educa??o menor no uso das ?reas poderia traz?-las de volta ? vida.

The starting point is the involvement in environmental action by municipalities mandated by the environmental legislation of 1981 and confirmed by the Brazilian 1988 Constitution. Contrary to the case in education and health, the environmental responsibilities vested on municipalities do not have financial and institutional strengthening mechanisms attached. We focus our study on the environmental mandate of municipalities and the resources available to them to carry out the corresponding environmental agenda. The question leading the research is whether municipalities can face up to their environmental mandate in the absence of regular financial transfers from other levels of government. Using a step-wise approach, the thesis pins down the contents and characteristics of the municipal environmental agenda, the resources required to implement it, and the extent to which those resources are available to municipal authorities. The first part of the thesis demarcates the field of environmental action according to the Brazilian legal and institutional framework. The profile of our main actor, the Brazilian municipality, is then presented. This is done through the mapping of the structural characteristics of municipalities and of their governmental responsibilities under the federal system of the country. The area of work of municipalities in environmental protection and management is identified next by crossing the overall municipal mandate for government action with the national environmental matrix. This allows establishing the contents of the municipal environmental agenda. Resources were examined first from a theoretical perspective and then through empirical study. The latter included both qualitative analyses using case studies and interviews, and the statistical scrutiny of data sets. The question of whether resource availability is a binding constraint to municipal environmental action can be answered as follows: municipalities do much more than expected in the environmental area, much less than they could possibly do under present conditions, and much less than is required from their constitutional mandate. The thesis concludes that, in spite of the institutional and financial restrictions binding their capabilities and limiting their resource mobilization possibilities, municipalities have shown an impressive environmental performance. Nonetheless, resource mobilization for this purpose was under potential. There is hence a wide area of municipal environmental action that remains to be colonized . Considering, however, the breadth of their overall environmental mandate, it is not possible for municipalities to fully respond to their constitutional environmental agenda without a supporting national strategy involving the federal and state governments. / As pol?ticas p?blicas de defesa ambiental promovidas pelos Munic?pios brasileiros constituem o tema da pesquisa. O ponto de partida ? a obrigatoriedade do envolvimento municipal com as tarefas de defesa do meio ambiente, determinada em 1981 pela regula??o da pol?tica ambiental em ?mbito nacional e consagrada na Constitui??o Federal em 1988. Ao contr?rio de outros temas como a educa??o e a sa?de, a atribui??o ambiental outorgada aos munic?pios est? desprovida de mecanismos que assegurassem seu financiamento e a capacita??o de seus promotores. Neste contexto, a tese investiga o campo e conte?do das atribui??es ambientais sob responsabilidade dos munic?pios e os recursos dispon?veis para fazer face ? agenda ambiental. A pergunta-guia da investiga??o indaga se os munic?pios s?o capazes de responder ?s suas atribui??es relacionadas ao meio ambiente na aus?ncia de transfer?ncias regulares de recursos financeiros. O m?todo adotado para a pesquisa consistiu em aproxima??es sucessivas ao tema dos recursos e capacidades municipais para pol?ticas ambientais. A primeira parte da pesquisa foi dedicada a delinear o objeto da a??o ambiental - os contornos do campo de a??o ambiental tal como entendido no marco institucional brasileiro. A seguir, foi delineado o perfil do ator principal, o Munic?pio. Foram analisadas as caracter?sticas estruturais dos munic?pios brasileiros e as atribui??es nas quais se insere a a??o municipal, ? luz do processo de descentraliza??o e das rela??es federativas. O campo de atua??o dos munic?pios para a defesa ambiental foi identificado atrav?s do confronto entre o conjunto de atribui??es municipais e a matriz ambiental nacional, sendo delineada a agenda ambiental municipal. O tema dos recursos foi abordado desde uma perspectiva te?rica e em seguida atrav?s de estudos emp?ricos. Estes conjugaram an?lises qualitativas atrav?s de estudos de caso e entrevistas, e an?lises quantitativas atrav?s de procedimentos estat?sticos de descri??o e an?lise explorat?ria. No que diz respeito ? disponibilidade de recursos, os resultados da pesquisa podem ser assim sintetizados: os munic?pios fazem bem mais do que seria de esperar no campo da defesa ambiental, bem menos do que lhes ? poss?vel fazer com os recursos de que disp?em e muito menos do que lhes ? exigido por suas atribui??es constitucionais. Tendo em vista o panorama institucional e financeiro que enquadra as atividades municipais, suas capacidades e recursos j? mobilizados, a pesquisa conclui que os Munic?pios t?m tido um desempenho not?vel. In this context, we use the principle of hope to plan and work out new ways of understanding social reality, the relationship between science and alternative knowledge. The research is to investigate how the actors influence the social construction of urban environmental policy of the city of Mossor? / RN with reference to the processes of implementing the Master Plan and Agenda 21 of the municipality. The hypothesis of this research is that the Environmental Policy in Mossley has a normative character that is expressed primarily in the creation of an institutional political framework to manage environmental issues involving so incidental and or functional society participation mossoroense. Thus questioned who are the actors that build environmental policy Mossor? / RN. The specific objectives of this research are: Identify the environmental dimension of the Master Plan Agenda 21 articulated Mossor? / RN mapping information from the managers, engineers and members of the Municipal Environment and Municipal Council of Cities on the operation of urban environmental policy mossoroense and how it is performed by the Manager of Environmental Management in conjunction with the Department of Environment and Territorial Development (SEDETMA) and Executive Management of Urban Development. As a methodology, we used the method of the sociology of absences and emergencies in conjunction with the ecology of knowledge and productivity. It is a qualitative research and documentary, which was used as the Master Plan documents Mossor? / RN, minutes of meetings of boards and complementarity were carried out 12 semi-structured interviews with managers and directors of the Urban Environmental Policy of the Municipality of Mossor? / RN. They used also the social analytical or thematic maps for the translation of the dialogue among social partners, managers and directors who make the Environmental Policy Council. We conclude that these dialogues and experiences point to the construction of an environmental policy more participatory and effective, committed to individual and collective transformation of society mossoroense / Parte-se da compreens?o que a rela??o sociedade/natureza ? largamente problematizada em um contexto de crise socioambiental. Para tanto, nosso estudo compilou as atas de reuni?es desse conselho, transcrevendo as principais discuss?es das demandas ambientais que marcam a sociedade potiguar, verificando como esses personagens se manifestaram no decorrer das reuni?es. Com base nessas informa??es, compreendeu-se a atribui??o do CONEMA/RN, como mecanismo de comunica??o entre Estado e Sociedade. Com base na an?lise das atas de reuni?es ordin?rias entre 2007 a 2014, conclu?mos que o CONEMA ? um conselho em que a sociedade civil organizada participa do processo decis?rio, apesar da acentuada influ?ncia dos atores representantes do poder p?blico sobre os atores que representam a sociedade civil. Os resultados do estudo aqui desenvolvido confirmam a discrep?ncia entre a participa??o dos conselheiros representantes do poder p?blico e dos conselheiros representantes da sociedade civil dentro do CONEMA/RN. A conclus?o aponta que os representantes da sociedade civil ainda n?o assimilaram o dever de cidad?o, a responsabilidade de sua atua??o, gerando preju?zos para o aparato legal da legisla??o ambiental potiguar, com reflexos negativos na implementa??o de pol?ticas p?blicas / The environmental movement rises up strongly in the year 1972 with the Stocolmus Conference, in the middle of pressions concerning the environmental preservation, in consequence of the environmental catastrophes. In spite of the fact that, in Brazil, the environmental movement has is institutionalization with the 1988 Constitution, in a way that the councils became democratic spaces, and provided the society?s participation in the management of public policies. In this way, we propose a discussion about the participation and the exercise of the citizenship in the State Council of Environment of Rio Grande do Norte (CONEMA), focusing the glance about the decisory process, as from the expression of the social actors. For that, our research compilate documents of the meetings of the referring council, transcribing the main discussions about the environmental necessities which were important in the potiguar society, and checking how these agents defend their interest during the meetings. We understand, with these informations, the role of CONEMA/RN as a communicative mechanism between State and Society. With the analysis of the informations of the extraordinary meetings from 2007 to 2014, we concluded that the CONEMA is a council where the civil organized society takes part on the decisory process, despite the great influence of the representative actors of public power over the representative actors of civil society. The results of this research confirm the discrepancy between the participation of representative councilors of civil society in CONEMA/RN. The conclusion point out that the civil society representative don?t, yet, assimilate the citizen duty, the responsibility of it1s action, producing, in this way, damages for the legal structure of the potiguar environmental legislation, with serious consequences on the public policy implementation

By opening roads and developing areas for housing and mineral extraction activities, man has altered considerably the landscape natural balance in that hill and caused among other difficulties, grave environmental problems, such as the erosin at the hill coast, deforestation, obstruction and pollution of the Verruga River. Therefore, in 1998 it was decreed by the Municipal Public Power that Periperi Hill became an Environmental Preservation Area with a Unit of Conservation known as Periperi Hill Municipal Park, an environmental policy implemented at the Hill that aims to hinder this occupation and to protect areas that are of great environmental importance to the city. It looking at what is now exposed and aiming to consider the Periperi Hill s environmental policy and the relationship of the occupation process, that this present work has the objective of understanding how the expansion of the city s urban network in Vit?ria da Conquista BA and the mineral activities cause an influence in the process of environmental degradation at the Periperi Hill / Esta disserta??o tem como objeto de estudo a an?lise da pol?tica ambiental e o desenvolvimento urbano na Serra do Periperi. Tal an?lise partiu de preocupa??es concernentes a ocupa??o desordenada na Serra e aos problemas ambientais advindos dessa ocupa??o. Ao construir loteamentos e estradas, e realizar atividades mineradoras o homem alterou consideravelmente o equil?brio natural da paisagem na Serra e ocasionou entre outras coisas, graves problemas ambientais, como a eros?o das encostas da serra, desmatamentos, assoreamento e polui??o do Rio Verruga. Assim em 1998 a Serra do Periperi foi decretada por parte do Poder P?blico Municipal como ?rea de Preserva??o Ambiental com uma Unidade de Conserva??o denominada Parque Municipal da Serra do Periperi essa pol?tica ambiental implementada na Serra visa coibir essa ocupa??o e proteger ?reas que s?o de extrema import?ncia ambiental para a cidade.
