Factors affecting maintenance labour productivity in the building industry

The research explored ways for improving maintenance labour productivity and reducing maintenance costs. This can be achieved through reducing the number of maintenance activities and by improving the productivity of labour carrying out repair and maintenance tasks. The research established that Integrated Logistics Support (ILS) techniques, in particular, Failure Modes and Effects Analysis (FMEA) and Reliability Centred Maintenance (RCM) could be applied to building systems, in this case to the maintenance of Rainwater Goods to identify the most applicable and cost effective maintenance strategy. As a result it was found that while 60% of failure modes identified could be rectified by employing a Failure-Based Maintenance strategy, 40% of the failure modes require a Condition-Based Maintenance strategy which is not currently applied. Labour productivity is a subject of tremendous interest to research in the construction industry; the study found however, very little research on the productivity of labour in building repair and maintenance operations. It was found that measurement of building maintenance labour productivity has not been the focus of any previous studies. Indeed no measures of productivity for building maintenance were identified. Having considered a number of alternative measures, the research identified the productivity index expressed in terms of Estimated Hours/Actual hours to be the most appropriate measure of labour productivity in repair and maintenance operations. Using this measure, it was established that labour productivity is impacted by a number of variables including task performance, labour performance, material usage and seasonal variability. Among the objectives of the research was to identify the factors influencing labour productivity. Through a survey questionnaire, it was possible to identify the factors that have the greatest impact on maintenance labour productivity; these were the level of skills and motivation of workmen; quality of information and work instructions; labour turnover and absenteeism; availability of tools and material, and access to the job site. The analysis of historical repairs data from two building repair and maintenance organisations revealed that during the performance of the same tasks, one of the data sources was almost 25% more productive than the other. The research has established that there is a potential for improving labour productivity carrying out building repair and maintenance.

Integrated Logistics Support (ILS) is a tool that ensures the operation and longevity of products and systems throughout their lifecycle. The method structures logistics support activities and yields results that simplify, prevent, or mitigate risk areas, ultimately aiming to minimize lifecycle costs. ILS was developed within the defense industry, but its use in the civilian sector is still limited, indicating untapped potential. The purpose of the research is to investigate the process of ILS implementation and the potential benefits it could bring to the civilian industry. The emphasis is on comprehending the process and methodically developing guidelines that organizations can adopt. This purpose is achieved through an initial literature review examining integrated logistics support. The ideas are then implemented in a case study to demonstrate the process and generate improvement strategies. Based on the case study, the conclusion is drawn that the method achieves the desired effects. A generalized methodology is presented, which can be utilized by civilian companies and organizations.

In recent years, the Defence budget deflated. How to use this geographic advantage¡H Not only sell the product, but also provide the more and best service. To cerate one position which cannot be replaceable. The research applies business process reengineering. Having two faults in current supply process of Military Defence Industries are¡G(1) It may restrict service to user.(2) It cannot control the conditions of product of using. When implement Integrated Logistics Support project, we cannot find the powerful point to link with user. Through the process reengineering thinking, we don¡¦t change the user organization process. Only change supplier the source of demand and the manufacturing & delivery planning. Apply Vendor Managed Inventory model, explicit objects can reach reducing supply cycle time. Improving the availability ratio of products. Implicit objects can control the conditions of products and real requirements of user. This information will also help to improve the quality of products and avoid put resource in wrong place.

ABSTRAKT LOGISTICS AND LOGISTICS SUPPORT IN CRISIS MANAGEMENT AND CITIZEN PROTECTION The graduation thesis on topic ``Logistics and logistics support in crisis management and citizen protection" is divided into several chapters, which in summary are a material presenting information about logistics and logistics support in crisis management and citizen protection. This was one of the aims at this work. Chapters I., II., III., IV. describe logistics and logistics support, crisis management, citizen protection and integrated rescue system. Chapter V. describes basic legislation connected with crisis management and citizen protection. Chapter VI. deals with logistics and logistics support in crisis management and citizen protection and presents information on the Institute of Citizen Protection, the Logistics base in Olomouc, the Administration of Government Material Reserves and the Fire Brigade of the Czech Republic. An analysed anonymous questionnaire is a part of the graduation thesis as well. Its aim was to find out the level of logistics and logistics support in the Police of the Czech Republic. The assessment of the research showed deficiencies in the logistics and logistics support of the Czech Police. The following hypothesis was determined in connection with the graduation thesis: 1. Logistics and logistics support in crisis management and citizen protection are on a good level. This hypothesis was confirmed.

Swedish military logistics are in large part dependent on civilian business assets in the acquisition of certain materiel. Here are products with high commercial-turnover-rate, which for a military organization who want to be able to buy the same product years later makes it difficult. The Swedish Defence Materiel Administration (FMV) and their consultant partners frequently run into this problem in their support functions, specifically the integrated logistics support (ILS) process. By request of the FMV consultant partner Svekon, the main purpose of the study is to investigate the subject of Swedish logistics and general ILS processes. This with the goal of determining how suitable ILS-processes can be designed for materiel systems with high-turnover-rates. The study is divided into investigations of the ILS subject, the current process within FMV and its partners, and factors around Swedish defence-logistics that play a part in the process. Methods include interviewing personnel who work within two exemplified materiel areas, including FMV, Svekon, civilian contractors, and the users within the Swedish Armed Forces (SwAF). Second is a literature study based on prior works and theories around ILS and Swedish logistics conduct, including models, guidelines, and factors that contribute to an efficient ILS-process. With the gathered material from both methods the major contributing factors and models are discussed and put into highlighting an ILS-framework to follow. The conclusion through a broader understanding of military logistics suggests that the term “logistics” and suitability of “efficiency” are in large part up to interpretation by the different actors, due to different underlying processes and goals. As such, the final contribution is a set of universal success factors that with the example of an applied ILS-framework for Svekon can be used by any ILS actor to construct a process according to their background. / Svensk militärlogistik är till stor del beroende av civila affärstillgångar vid anskaffning av viss materiel. Här finns produkter med hög kommersiell omsättningshastighet, vilket för en militär organisation som vill kunna köpa samma produkter år senare gör det svårt. Försvarets materielverk (FMV) och deras konsultparter upplever detta som ett problem i sina stödfunktioner, så kallat integrerat logistikstöd (ILS). På begäran av FMV:s konsultpart Svekon är huvudsyftet med studien att undersöka ämnet kring svensk logistik och allmänna ILS-processer. Detta med målet att avgöra hur anpassade ILS-processer kan utformas för materielsystem med hög omsättningshastighet. Studien är indelad i utredningar av ILS-ämnet, den nuvarande processen inom FMV och dess partners samt faktorer kring svensk försvarslogistik som påverkar processen. Metoder inkluderar intervjuer på personal som arbetar inom två av dessa materielområden, bland annat FMV, Svekon, civila företag, och brukarna inom Försvarsmakten (FM). Andra metoden är en litteraturstudie baserad på tidigare arbeten och teorier kring ILS och svenskt logistikbeteende, inklusive modeller, riktlinjer och faktorer som bidrar till en effektiv ILS-process. Med det insamlade materialet från båda metoderna diskuteras bidragande faktorer och modeller som sedan kan användas i ett applicerbart ILS-ramverk. Slutsatsen genom en bredare förståelse av militär logistik antyder att begreppen "logistik" och anpassning av "effektivitet" till stor del är upp till tolkning av de olika aktörerna, på grund av individuella bakomliggande processer och mål. Genom detta blir det slutliga bidraget en uppsättning av universella framgångsfaktorer som appliceras i ett tillämpat exempel på ILS-ramverk, baserat på Svekon som användare. Med faktorerna och de presenterade modellerna kan sedan vilken ILS-aktör som helst i processen utforma ett eget ramverk baserat på sin egen bakgrund.

The increased use of Unmanned Ground Vehicles affects how Integrated Logistics Support is performed due to the removal of onboard operators. This thesis aims to identify key differences between how Integrated Logistics Support is performed on Manned and Unmanned Ground Vehicles. Thereby providing the industry with the requested basis for necessary changes in Integrated Logistics Support for future systems. By conducting semi-structured interviews, six experts provided knowledge of inherent differences between Manned and Unmanned Ground Vehicles. The interview data was used to develop Maintenance Concepts for Manned and Unmanned Ground Vehicles. By comparing these maintenance concepts, differences were identified mainly in the form of maintenance and support operations due to the disappearance of the onboard operator. Multiple questions were also raised by the experts, asking when unmanned ground vehicles should be considered consumable, how redundant they should be, where the boundaries of cyber lie within the system, and to what degree they are autonomous. This work signifies the importance of continued research on the topic of Integrated Logistics Support in regard to future unmanned systems. / Den ökade användningen av Obemannade Markfordon (UGV) påverkar hur Integrerat Logistikstöd (ILS) utförs på grund av att ombordoperatörer tas bort. Denna uppsats syftar till att identifiera viktiga skillnader mellan hur Integrerat Logistikstöd utförs på Bemannade och Obemannade Markfordon. Därigenom ges branschen den efterfrågade grunden för nödvändiga förändringar inom Integrerat Logistikstöd för framtida system. Genom att genomföra semistrukturerade intervjuer bidrog sex experter med kunskap om grundläggande skillnader mellan Bemannade och Obemannade Markfordon. Intervjudatan användes för att utveckla underhållskoncept för Bemannade och Obemannade Markfordon. Genom att jämföra dessa underhållskoncept identifierades skillnader främst i form av underhålls- och stödoperationer på grund av att ombordoperatören försvinner. Experterna väckte också flera frågor om när Obemannade Markfordon ska betraktas som förbrukningsvaror, hur redundanta de ska vara, var gränserna för cyber ligger inom systemet och i vilken grad de är autonoma. Detta arbete understryker vikten av fortsatt forskning inom Integrerat Logistikstöd vad gäller framtida obemannade system.

Multi-agent decision support system in avionics : improving maintenance and reliability predictions in an intelligent environment

Safety of the airborne platforms rests heavily on the way they are maintained. This maintenance includes repairs and testing, to reduce platform down time. Maintenance is performed using generic and specific test equipment within the existing maintenance management system (MMS). This thesis reports the work undertaken to improve maintainability and availability of avionics systems using an intelligent decision support system (IDSS). In order to understand the shortcomings of the existing system, the prevalent practices and methodologies are researched. This research thesis reports the development and implementation of an IDSS and the significant improvements made by this IDSS by integrating autonomous and independent information sources by employing a multi-agent system (MAS). Data mining techniques and intelligence agents (IA) are employed to create an expert system. The developed IDSS successfully demonstrates its ability to integrate and collate the available information and convert into valuable knowledge. Using this knowledge, the IDSS is able to generate interpreted alerts, warnings and recommendations thereby reasonably improving platform maintainability and availability. All facets of integrated logistics support (ILS) are considered to create a holistic picture. As the system ages, the IDSS also matures to assist managers and maintainers in making informed decisions about the platform, the unit under test (UUT) and even the environment that supports the platform.

No Brasil, a predominância produtiva dos campos offshore evidencia a importância das bases de apoio logístico em sua cadeia de valor, o elo entre as instalações marítimas e seus provedores em terra. Diante da intensidade de capital e dos vultosos custos de uma campanha exploratória, a localização destes terminais assume caráter estratégico no sucesso da campanha. Além de apresentar os aspectos mais importantes do contexto, este trabalho visa apresentar um estudo para instalação de base de operação de apoio logístico offshore nas campanhas do Campo de Carcará na Bacia de Santos. Através da construção de uma modelagem AHP em novo formato simplificado, foi possível sugerir um ranking de terminais portuários quanto à sua vocação para provimento de serviço de apoio logístico offshore. O AHP após o desenvolvimento da forma simplificada, se torna ainda mais um poderoso ferramental para determinar a decisão correta, mesmo frente às inúmeras variáveis, minimizando a possibilidade de combinações inconsistentes e erros de julgamento, ajudando e embasando as organizações e pessoas na tomada de decisões colaborativas de forma rápida e acurada. / [en] Today, oil is the world s leading energy source. In Brazil, the productive dominance of the offshore fields shows the importance of the logistical support bases in chain value, the link between the maritime facilities and their onshore suppliers. Faced with the capital intensity and the high costs of an exploratory campaign, the location of these terminals is strategic for the success of the campaign. In addition to presenting the most important aspects of the context, this work aims to present a study for the base installation of offshore logistic support operation in the Carcará Field campaigns in Santos Basin. Through the construction of an AHP model in a new simplified format, it was possible to suggest a ranking of port terminals regarding their vocation to provide offshore logistics support service. The AHP after the development of the simplified form, becomes even more a powerful tool to determine the correct decision, even in front of the numerous variables, minimizing the possibility of inconsistent combinations and errors of judgment, helping and supporting the organizations and people in the decision making collaborative projects quickly and accurately.
