O tema principal desta tese é o das relações Brasil-Estados Unidos, enfocado a partir de uma perspectiva dual que articula a história contemporânea deste vínculo com o seu sentido político para a inserção internacional de nosso país. O corpo desta tese está subdivido em três partes principais: 1) Evolução contemporânea das relações Brasil-Estados Unidos desde o início do século XX. 2) Relacionamento Brasil-Estados Unidos na pós-Guerra Fria. 3) Novo enquadramento das relações Brasil-EUA depois do 11 de setembro. A tese procura mostrar que Brasil se encontra num momento crucial para re-equacionar o lugar e o sentido das relações com Estados Unidos para a inserção externa do país. A perda de sua centralidade obriga uma reavaliação profunda que certamente virá a influenciar a produção acadêmica em Relações Internacionais no futuro. / This dissertation focus on Brazil-US relations with a twofold perspective: one that emphasizes the contemporary history of this relationship and another that underlines its political implications for the international insertion of our country. This dissertation is subdivided in three units: 1) Contemporary evolution of Brazil-United States relations since early XXth century. 2) Relation Brazil-United States after the Cold War. 3) New alliance of Brazil-United States after the 9-11 period. This dissertation wishes to point out that Brazil nowadays faces a crucial moment to re-think the place and importance of the relations with the US in this foreign policy. The loss of its previous centrality imposes an re-evaluation, this which will certainly influence the future of International Relations studies in Brazil.

The intention is to present some considerations regarding Brazilian foreign policy and the effects of the performance of the Midwest region contingent. This will be done by presenting the Haitian historical setting and by examining the motivations that led Brazil to accept the MINUSTAH command. Haiti, the second colony in the American continent to obtain independence, has gone through decades of dictatorships and political struggles and, therefore, several foreign interventions were carried out in the country. However, over the years, the deficient state structure intensified, and, along with serious socio-economic crisis, natural disasters and disease outbreaks, suffering among the population also increased. In 2004, with the resignation of President Jean-Bertrand, a widespread chaos broke out and caught the attention of the international community. MINUSTAH (approved by Resolution 1542 of UNSC on April 30, 2004) arrived in Haiti on June 1st of the same year under the leadership of Maj. Gen. Augusto Heleno Ribeiro Pereira. The mission aims were: to support the constitutional and political process of the country; to seek to guarantee a safe and stable environment to all the citizens; to aid the transitional government in monitoring and reforming the Haitian National Police; to assist in conducting municipal, parliamentary and presidential elections; and to promote and protect human rights. MINUSTAH had their mandates renewed several times through UNSC resolutions, which established the conduct guidelines of the troops and redefined the strategies, adapting these to political, socioeconomic and security transformations that the country presented. The Midwest region contingent, our main research object, arrived in Port au Prince in the first half of December 2006 together with Peacekeeping Operations Group (DOPaz). This group, originally from the Special Operations Brigade based in Goiânia (Brazil), found an environment of immense insecurity. A series of extremely violent kidnappings and several killings were broadcasted in newspapers around the world. The contingent conducted several enforcement operations, which achieved short-term decrease in the levels of violence in the Haitian capital, Port au Prince, and in neighborhoods like Cité Militaire and Cité Soleil. The research was developed with a dialectical approach, with a historical analysis procedure and through literature and document analysis. Various sources of information were used, such as articles from specialized and non-specialized journals, theses, Brazilian Government and the UN official documents, and multiple books that deal with the topic. / Esse trabalho tem por objetivo analisar a Missão das Nações Unidas para a Estabilização do Haiti (MINUSTAH) na política externa do Governo Luiz Inácio Lula da Silva. Pretende-se, por meio da exposição de um cenário histórico do Haiti e do exame das motivações que levaram o Brasil a aceitar o comando da MINUSTAH, apresentar algumas considerações a respeito da política externa brasileira e dos reflexos da atuação do contingente região Centro Oeste na missão. O Haiti, a segunda colônia nas Américas a conquistar sua independência, passou por décadas de ditaduras e lutas políticas, com isso, várias intervenções estrangeiras foram realizadas no país com a finalidade de minimizar os efeitos da ineficiência estatal. No entanto, com o passar dos anos, a estrutura estatal deficitária foi se intensificando, ademais, graves crises socioeconômicas, catástrofes naturais e surtos de doenças aumentaram o sofrimento da população. Em 2004, com a renúncia do presidente Jean-Bertrand Aristide eclodiu um caos generalizado que despertou a atenção da comunidade internacional. A MINUSTAH (aprovada pela Resolução 1542 do CSNU, em 30 de abril de 2004) chegou ao Haiti no dia 1º de junho do mesmo ano sob chefia do General de Divisão Augusto Heleno Ribeiro Pereira. A missão tinha como objetivo dar apoio ao processo constitucional e político do país; buscar assegurar a todos os cidadãos um ambiente seguro e estável; apoiar o governo de transição no monitoramento e reforma da Polícia Nacional Haitiana; auxiliar na realização de eleições municipais, parlamentares e presidenciais; e promover e proteger os direitos humanos. A MINUSTAH teve seus mandatos renovados diversas vezes por meio de resoluções do CSNU que estabeleciam as diretrizes de conduta das tropas e a redefinição de estratégias, adaptando-as transformações políticas, socioeconômicas e de segurança que o país apresentava. O contingente região Centro Oeste, nosso principal objeto de pesquisa, chegou em Porto Príncipe na primeira quinzena de dezembro de 2006 juntamente com o Destacamento de Operações de Paz (DOPaz). Esse grupo, oriundo da Brigada de Operações Especiais, sediado em Goiânia, encontrou um ambiente de grande insegurança, uma sequência de sequestros extremamente violentos e várias mortes sendo noticiadas em jornais de todo o mundo. O contingente realizou várias operações coercitivas, conseguindo em curto prazo diminuir os índices de violência na capital do Haiti, Porto Príncipe, e em bairros como Cité Militaire e Cité Soleil. A pesquisa foi desenvolvida sob uma abordagem dialética, utilizando como procedimento uma análise histórica, através de pesquisas bibliográficas e documentais, sendo usada várias fontes de informações como artigos de periódicos especializados e não especializados, teses, documentos oficiais do Governo Brasileiro e da ONU, e múltiplos livros que versam sobre o tema.

L’exercice du métier policier en opération de paix : quelles pratiques? quelles retombées?

La participation des organisations policières à des opérations de paix des Nations Unies est un phénomène datant de quelques décennies, mais qui suscite de plus en plus d’intérêt dans la communauté scientifique ainsi que chez les organisations contributrices. À titre indicatif, en 2010, près de 13 000 policiers étaient déployés dans 13 opérations de paix des Nations Unies, ce qui représente une augmentation de 810 % par rapport aux 1 600 policiers qui étaient déployés en 1995 . Cette augmentation marquée de la participation policière à ce type d’opération à l’étranger remet en question les conceptions traditionnelles que les chercheurs avaient de l’institution policière. Bel exemple de la transnationalisation des organisations policières, la participation des policiers à des opérations de paix soulève toutefois de nombreux questionnements. Alors que la majorité des recherches se sont penchées sur les problématiques opérationnelles reliées à l’envoi de policiers dans ces zones en sortie de guerre, peu d’entre elles se sont penchées sur les questions reliées au post-déploiement, c'est-à-dire à la réintégration des policiers dans leur société d’origine. Puisque la contribution des services de police québécois aux missions de paix des Nations Unies semble maintenant faire partie intégrante de la mission de certaines de ces organisations, il serait intéressant de valider quelles sont les retombées organisationnelles de cette participation. C’est précisément dans cette lignée que le présent mémoire prend tout son sens. Plus précisément, la présente recherche a pour objectif d’étudier la relation entre la participation d’un policier à ce type de mission et la modification de ses habitudes et méthodes de travail lors de sa réintégration dans son unité d’origine. La perspective organisationnelle utilisée dans ce mémoire est novatrice au sens où elle permet de questionner l’utilité et les retombées de ces missions, non pas sur les sociétés bénéficiaires de l’aide internationale, mais plutôt sur les acteurs contribuant à la mise en place de ces missions. De tels questionnements sont pertinents si l’on veut mesurer les retombées que peuvent avoir les opérations de paix sur les policiers eux-mêmes, sur les organisations policières participantes, mais aussi sur les services fournis aux citoyens par ces mêmes organisations. Les données qui nous permettront de répondre à ces questions proviennent de dix-neuf entretiens semi-directifs réalisés auprès de policiers de la Sûreté du Québec qui ont participé à une mission de paix en Haïti entre 2005 et 2010. En somme, il est possible d’affirmer que les méthodes de travail d’un policier revenant de mission peuvent être modifiées positivement ou négativement par différents facteurs tels que l’acquisition de compétences, la modification des traits de personnalité ou encore par un changement au niveau de la perception qu’on ces policiers de leur travail. / Police contribution to United Nations peace operations is not a new phenomenon but it is beginning to draw a lot more attention from police organizations and the academic community. In 2010, nearly 13 000 police officers were deployed in the 13 peace operations led by the United Nations. It represents an 810% increase in comparison with the 1 600 police officers that were deployed in 1995 . This dramatic increase of police contribution questions the traditional conception held by the academic community about the police institution. Good example of police transnationalization, these deployments raise a lot of questions that require some examination. While the great majority of researches have been conducted on operational issues raised by sending cops in post-conflict area, very few have focused their attention on the issues linked to post-deployment phase, namely when police officers are reintegrated in their home society. Considering that the contribution of some Quebec police forces to peace operations appears to be an intricate part of their organizational mission, it would be interesting to study its benefits. That is exactly the essence of this present research. More precisely, the objective of this project is to study the relationship between the participation of a police officer to peace operation and the modification of his habits and working methods after reintegrating his home unit. The organizational perspective used in this research is innovative in the sense that it questions the utility and benefits of these missions, not on the societies hosting these missions, but on the contributing actors of these deployments. This type of questioning is relevant if we want to measure the benefits of the contribution to peace operations on the contributing officers and their police organization, as well as the qualities of the services provided to the citizens by these same organizations. The data that enables us to provide answers to these questions comes from nineteen semi-directive interviews realized with police officers of the Sûreté du Québec that have participated in a United Nations peace mission in Haïti between 2005 and 2010.

Cette thèse cherche d'abord à comprendre, en usant de l'exemple Haïtien, si les Réformes du Secteur de Sécurité menées à bien dans le cadre des interventions internationales dans des pays en crise ou en situation de post-conflit, sont efficaces dans l'accomplissement de leurs objectifs et apportent le meilleur soutien d'une manière durable aux Etats hôtes. Finalement, ce document est aussi une base de réflexion pour trouver de nouvelles solutions et pratiques à la mise en oeuvre de Réformes du Secteur de Sécurité. / First of all, this thesis aims at understanding, while using the example of Haiti, if Security Sector Reforms carried out within international interventions in crisis or post-conflict countries are effective at accomplishing their objectives and providing the best support for sustainable changes to host States. Finally this document's objective is also to serve as a support in finding new solutions and new practices to successfully achieve Security Sector Reforms.
