Com a ajuda de Arendt, buscaremos pensar a política como a própria expressão da liberdade humana, que surgindo na esfera da aparência e do mundo comum, possibilita aos homens uma vida livre, capaz de transcender a mera necessidade a que todo homem está submetido. Baseando-se na obra política de Hannah Arendt, buscaremos pensar a política como a atividade que surge da interação de uma pluralidade de homens, que ao agir e falar conjuntamente transforma o espaço público em um espaço potencial da novidade. A dissertação está estruturada em três capítulos. No primeiro abordaremos alguns aspectos metodológicos presentes no pensamento de Arendt em relação à construção da categoria esfera pública; no segundo, relacionamos a inerência entre esfera pública e mundo comum e, por último, a ligação entre esfera pública e a categoria de ação na autora.

The Change of Morphology and Function of Public Spaces: Case Study of Latakia Since French Mandate till 2010 Yara Issa Abstract: This thesis explores the history and the practice of making use of squares in Syria in 20th century, particularly in the Syrian coastal city: Latakia. The thesis mainly focuses on the period from the beginning of the twentieth century till 2010. The thesis understands squares as a kind of urban public spaces in cities, which have a tradition ever since the Ancient times, and correspond to the Mediterranean concept of the city. It examines their morphological and functional transformation throughout history, analyzes the squares of Latakia and assets them according to special criteria for successful squares which have been articulated by occidental urban planners and architects. Esta tese é uma reflexão sobre os arranjos institucionais que compõem as ordens jurídicas e políticas de nossas democracias ocidentais. Queremos mostrar a urgência de uma virada na perspectiva antropológica, como alternativa para superação da imensa crise pela qual passamos, e, para tanto, a filosofia política de Hannah Arendt foi a inspiração certa. Com a Filósofa, aprendemos que é somente na interação do “eu com os outros” que se concretiza a realidade do mundo humano, garantindo a vitalidade do espaço público, sede, por excelência, da ação política. Enquanto permanecermos presos ao individualismo solipsista, reproduzindo o padrão comportamental daquele a quem Hannah Arendt chama de animal laborans, não poderá existir uma esfera verdadeiramente pública, mas, tão-somente, atividades privadas exibidas em público. O que queremos demonstrar é que a possibilidade de superação dos atuais problemas passa pelo afastamento da violência que destrói o poder e esvazia a autoridade, pelo resgate da confiança dos cidadãos e pela afirmação do compromisso entre governantes e governados. Trata-se de uma concreta mudança na perspectiva antropológica subjacente às estruturas institucionais da comunidade política. Sai de cena o animal laborans, dando lugar ao amável zôon politikón, o ser humano, na sua condição plena, que sabe que a liberdade real só existe neste “estar um com o outro” no espaço público, onde há a necessária confiança e o essencial consentimento dos cidadãos para construir e fazer funcionar as ordens jurídicas e políticas. Voltamos os nossos olhos para o passado, examinando os contornos políticos, jurídicos e sociais dos respectivos espaços públicos, antigo, medieval e moderno, avaliando as consequencias no desenvolvimento de nossa compreensão sobre a cidadania. A alternativa de solução que propomos investe no valor da argumentação jurídica, pois acreditamos que a compreensão humana é o outro lado da nossa capacidade de agir. Sendo assim, defendemos, neste trabalho, a máxima importância da argumentação jurídica como um dos componentes da cidadania ativa capaz de recuperar as densidades éticas, jurídicas e políticas do espaço público, dando legitimidade democrática às suas regras de regência. / The thesis is a careful thought about the political, social and legal system of our western democracies. It shows how we need, as soon as possible, to make na anthropological overturn, like an alternative to get over the immeasurable crisis we are suffering now. In this task, we are supported by Hannah Arendt’s political philosophy. This wonderful thinker taught that we need to treat the others like equals. At least, if we want to build a human life in the world with a real public space where the political action can happen. If animal laborans keeps the control over the public arena, it will not be a truly public sphere, but only a place where private activities are showed. We will get over the problems if we realize that violence destroys the power and the authority. So, we need to rescue the citizen’s trust and the compromise between the Government and people. It is a real change in the anthropological perspective that deeply affects the political, legal and social orders. Aninal laborans gets out of the public scene. He is replaced by a lovely newcomer: zôon politikón, who lives a truly Human Condition. Actually, he lives in a democratic society in which citizens have access to political debate and can themselves be heard in it. He knows that only in this special place, where we are together, a sphere of open and free discussion is possible. The public space is the place where exists the much-needed trust and the common consent of citizens for build and do work the political and legal orders. We outline a historical retrospect scenery of the western political organizations and their public spheres in order to point out the evolution that happened in the societies in face of the several political, legal and social facts that permeated the last centuries. Especially, we emphasize the effects and consequences of that facts in the citizens’s behavior and citizen’s understanding. We consider that it is quite indispensable to enable and improve the legal reasoning, especially the pratical reasoning, because we believe that the human understanding is the other side of our capacity of action. In this way, we defend the great value of legal reasoning for active citizenship. Actually, we believe in this alternative to recover the ethical, legal and political density of public space, legitimating its rules.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Esta dissertação objetiva analisar a importância da Tipografia do Diário na Corte do Rio de Janeiro, no período compreendido entre 1821 e 1831. Fundada no bojo de crescimento da Modernidade nos trópicos, a referida tipografia foi parte integrante, enquanto objeto e sujeito da nova cultura liberal que crescia. Sua presença na Corte mostrou-se relevante não apenas como espaço privado destinado à produção de impressos, mas também como espaço público de troca e formador de novas sociabilidades. Analisar a trajetória dessa empresa tipográfica constitui ainda um dos caminhos possíveis para a análise de muitas das relações de poder, consolidadas no contexto de separação do Império luso-americano e da posterior constituição do Estado-nacional no Império do Brasil . Características como o ofício de impressor e a noção de comércio da época perpassam este trabalho. / The present work seek to study the importance of Diários Typography , in the Court of Rio de Janeiro, in the period between the years of 1821 and 1831. Established in the context of growth of the Modernity in the tropics, the above-mentioned typography was a component part, as both object and subject, of the new increasing liberal culture. Its presence in the Court was shown relevant not only as private space destined to the production of printed papers, but also as public space of exchanges and former of new sociabilities. To analyze the trajectory of this typographic enterprise also constitute one of the possible ways to investigate the various powers relations, consolidated in the context of the dissolution of the Lusitanian-American Empire, and the later constitution of the National-State in the Brazilian Empire. Characteristics as the presser work and the period notion of trade also pass by this dissertation.

The present study aims to investigate the process of construction of 'Itaimbé' Park, in Santa Maria, Rio Grande do Sul state to understand its current function as a public/private space. This construction was possible because of the program 'Urban Community for an Accelerated Recovery' in the administration of Osvaldo Nascimento da Silva (1977-1982). The specific objectives of this research were: to carry out an analysis of the process of usage and occupation of the park area and its surroundings in the period within the beginning of the construction and nowadays; evaluate how the transformations affected the daily lives of the inhabitants and investigate the role of the public governments in planning and executing the building. The principal methodological procedures carried out to reach these goals were: time analysis of the area through several materials, up-to-date information collecting and recognition of field space configurations, photographic survey and interviews. The result is structured in six chapters: introduction, characterization of the studied area, methodology, theoretical thesis, results and discussions and finally, conclusions and recommendations. The dissertation is still composed by the bibliography and by the attached material (texts and images which have not been included in its main body). It is concluded that the process of building the park and its consequent maintenance involved many faulty aspects: reduced popular participation, irregular alterations in the original project, wrong management, among others, it ends up not having involvement with the population and has no value as a leisure, recreational area or one which can simply be used for social co-existence. In order to change this situation it would be necessary to create new functions for that area, adapting it to the cotemporaneous demands to avoid the same historical mistakes when planning and building new parks in the city area / O presente estudo objetiva investigar o processo de construção do Parque Itaimbé, em Santa Maria, Rio Grande do Sul, para compreender a atual função do mesmo como espaço público-privado. Essa foi uma obra viabilizada pelo programa Comunidade Urbana para Recuperação Acelerada (Cura) na administração de Osvaldo Nascimento da Silva (1977-1982). Os objetivos específicos da pesquisa foram: realizar uma análise do processo de uso e ocupação da área do parque e seu entorno no período compreendido entre o início da obra e a atualidade; avaliar como as transformações afetaram o cotidiano dos moradores e investigar o papel do poder público no planejamento e execução da obra. Os principais procedimentos metodológicos realizados para alcançar esses objetivos foram: análise temporal da área através de materiais diversos, atualização das informações e reconhecimento das configurações espaciais em campo, levantamento fotográfico e realização de entrevistas. O resultado está estruturado em seis capítulos: introdução, caracterização da área em estudo, metodologia, fundamentação teórica, resultados e discussão e conclusões e recomendações. A dissertação está constituída ainda pela bibliografia e pelos anexos (textos e imagens que não foram incluídos em seu corpo principal). Concluiu-se o processo de construção do parque e sua posterior manutenção envolveram muitas falhas: reduzida participação popular, alterações indevidas do projeto original, gestão equivocada, entre outras, o que impede a população de criar vínculos e valorizar o espaço como uma área de lazer, recreação ou simples convivência social. Para mudar esse quadro seria necessário criar novas funções para a área, adaptadas às exigências contemporâneas, e evitar que os erros históricos sejam repetidos quando se planejar e executar novos parques para a cidade.

Analisa as funções do arquivo como esfera pública informacional, tendo como fundamento teórico a Teoria da Ação Comunicativa, de Jurgen Habermas. Destaca a importância do direito à informação e acesso às informações arquivísticas na construção da cidadania. Reflete sobre a função social dos arquivos na gestão da informação, e seu papel de mediador das informações públicas, garantindo a transparência das ações do Estado, na consolidação da democracia. A partir do estudo das correspondências remetidas pelos cidadãos, para o Prefeito de Porto Alegre, Olívio Dutra, entre os anos de 1988 e 1990, analisa os conteúdos informacionais e as estratégias de comunicação utilizadas pelos cidadãos como forma de participação e de controle sobre ações governamentais. As cartas são tratadas como narrativas dos cidadãos, pois elas são uma forma de comunicação com o governo municipal, além de darem visibilidade aos problemas do cotidiano da cidade e outros temas de interesse coletivo. Conclui que os arquivos públicos como fontes de informações são elementos essenciais para garantir o acesso às informações públicas e auxiliar na ampliação da cidadania, pois subsidiam os cidadãos para a participação no debate público sobre os temas de interesse da sociedade. / This work examines the role played by archives as an informational public sphere, based on Jurgen Habermas’s concept of Public Sphere. It stresses the importance of the right to information and access to archivistic information on construction of citizenship. It reflects upon the social role played by archives on information management and as mediator of public information, guaranteeing the transparency of the actions taken by the State in consolidating democracy. Based on the study of letters sent by citizens to Porto Alegre Mayor Olívio Dutra in 1988, 1989 and 1990, the work examines the informational content and communication strategies they use as a way of participation and control government actions. Letters are seen as citizen’s narratives, since they are a way to communicate with the Municipal Government, besides pointing out everyday problems in the city as well as other issues of collective interest. It concludes that public archives as sources of information are essential elements to guarantee access to public information and help to broaden citizenship, since they assist citizens in their participation in the public debate on issues of interest for society, configuring an informational public sphere.

O presente trabalho versa sobre os modos de fazer de coletivos e iniciativas coletivas de artistas ou multidisciplinares na América Latina. Foram estudados coletivos atuantes fora dos espaços tradicionais de arte. Com suas práticas eles inventam e ativam outros espaços. O coletivismo como posição política. A criatividade e a arte são as ferramentas principais destas ações conjuntas que se desenvolvem em espaços cotidianos promovendo experimentações, experiências e trocas. / This work discusses the ways of doing from collective initiatives of artists and multidisciplinal groups in Latin America. Particular attention is given to collective agencies that work outside the traditional art spaces. These practices invent and activate other spaces. The collectivism is a political position. The creativity and art are the principal tools of these joint actions. These practices are developed in daily spaces promoting experimentations, experiences and social relations.

abstract: In the studies of public space redevelopment, property ownership has been a central field that attracts scholars’ attention. However, the term “privatization” is usually used as a stand-in for a more general process of exclusion without an examination of the nature of property itself. While taking the universality of law for granted, few studies show how that universality is built out of particular spaces and particular times, and thus hardly explain the existence of counterexamples. This dissertation argues that the counterexamples and theoretical inconsistencies are a theoretical gap in current public space privatization studies; this gap is created by the metaphorical understanding of public space ownership. This dissertation comprehensively answers how property transfer shapes the production of public space. It emphasizes the significance of social and historical contexts in understanding the meaning of property ownership. It follows the theoretical framework of Lefebvre and Pierson as well as Lefebvre’s methodology of spatial dialectic. The case in this dissertation is the history of Patriots Park, Phoenix, Arizona from 1976 to 2007. Public records, archives and governmental plans, historical newspapers and online essays, second-hand interviews, speech transcripts and transcripts of interviews are four main sources of this dissertation. This dissertation develops a new framework to understand the meaning of public space ownership through both the initial construction of planning ideology and the spatial evolution through practice and perception, which can more comprehensively and consistently interpret the different outcomes of different public space property transfer. / Dissertation/Thesis / Doctoral Dissertation Public Administration and Policy 2017

En quoi et comment l'étude des rythmes de marche rejoint-elle une approche de la ville par le corps ? Cette question qui traverse ce travail, est aussi celle que nous formulons en direction de la conception architecturale et urbaine des espaces publics contemporains. En choisissant de contribuer aux recherches sur la marche en ville et en nous consacrant à l'étude des rythmes de marche, nous avons choisi de nous intéresser particulièrement à la définition de l'espace du mouvement, c'est-à-dire à l'importance, au niveau de la perception, de l'établissement d'une relation à l'environnement qui n'en appelle pas à une expérience finalisée de la réalisation d'un parcours d'un point de départ à un point d'arrivée, mais à celle de l'avènement d'une présence. De quelle manière s'établit cette relation à l'environnement qui nous ouvre à cette expérience de parcourir la ville sur le mode des variations présentielles ? Comment peut-on envisager concevoir l'espace public urbain selon ce mode du mouvement des corps et de l'espace ? En explorant cette problématique, nous inscrivons notre travail dans le champ des ambiances architecturales et urbaines, en revendiquant pour la marche à la fois sa dimension d'expérience sensible de la ville par le corps mais aussi, par l'engagement du corps qu'elle permet, la disposition à une posture pouvant enclencher le processus de conception. Notre étude a porté sur deux terrains : l'esplanade de la BnF et la passerelle Simone de Beauvoir à Paris. Entre immersion, recueil de paroles en marche et travail vidéographique, au détour de la post modern dance et de la danse contemporaine, notre recherche croise les dimensions sensibles, spatiales du mouvement et des émotions de la marche. Les analyses menées s'attachent à découvrir et restituer les mouvements de l'expérience présentielle de ces terrains d'étude. Ces observations pourront intéresser le milieu de la conception en l'amenant à une réflexion sur la composition des espaces publics en termes de conditions d'appuis des corps en marche permettant d'établir une relation à l'environnement dans le mouvement. Cette recherche ouvre aussi à un questionnement sur la façon dont une approche par l'esthétique de l'ambiance peut s'instaurer en critique de la conception architecturale et urbaine par le mouvement. / How, and in what way, does studying rhythms of walking relate to a body-based approach to the city? This is the question that runs through this study. It is also the question that we pose regarding the architectural and urban concept of contemporary public spaces. In choosing to contribute to research on walking in the city, and in devoting ourselves to the study of rhythms of walking, we have chosen especially to investigate the definition of the space in which movement occurs: in other words, the importance, in terms of perception, of establishing a relationship with the environment. This relationship is not an invitation to a finite experience of completing a course between the points of departure and arrival. Rather, it is the occurrence of presence. How is the relationship with the environment established that exposes us to this experience of traversing the city by means of variations of presence? How can we envisage designing public urban space according to this mode of the movement of bodies and space? In exploring this issue, we position our study in the field of architectural and urban ambiances. The study reclaims the act of walking as a sensory experience of the city through the body. At the same time, it considers the aspect of walking that, by permitting the engagement of the body, facilitates a posture capable of activating the process of conception. Our study covered two sites: the esplanade of the National Library, and the Passerelle Simone de Beauvoir in Paris. Using immersion, snatches of passing conversation and video, within a context of post modern dance and contemporary dance, our research takes in the sensory and spatial dimensions of the movement and emotions of walking. The analyses conducted aim to discover, and recreate, the movements of the experience of presence in these study sites. These observations may be of interest in the conceptual milieu, contributing to reflections on the composition of public spaces. They make reference to conditions for supporting bodies in the act of walking by enabling them to establish a relationship with the environment in their movement. This study also raises questions as to how an approach based on the environmental aesthetic could become a critique of the architectural and urban concept through movement.
