At first we present the story of the founding of the Evangelical Associa-tion BENIFICENTE VALLEY OF BLESSING and its founders, placing his mem-bership in the Evangelical Brazilian context, presenting projects, activities, structure and recognition by authorities and civil society. The second aim was to analyze the work done specifically in the City of the Child, which presented a proposal of work, activities, expected results and through semi-structured interviews can analyze the evidence. In third place are addressed concepts of Sacred, in the daily lives of children and adolescents in the Valley of Blessing and its influence on epistemological formation transforming children and adolescents in a national consciousness through a Christian worldview, restoring family values, ethics and morality. This reflection part of its history and work proposal, the activities of the Child in the City, results, and through interviews with internal staff and the influ-ence of the Sacred in everyday life and training of the child, as well as the so-cialization of adolescents. Finally, through the analysis of results can confirm the influence of reli-gion in the transformation of children and adolescents at risk of social redeem-ing values, moral, ethical, family, whipping a possible marginalization. / Esta pesquisa tem como propósito refletir a influência do sagrado na transformação social de crianças e adolescentes em situação de risco social, oriundas da destituição provisória ou definitiva por parte da Justiça ou Conse-lho Tutelar, na Cidade da Criança, um dos projetos da AEBVB (Associação Educacional e Beneficente Vale da Bênção), localizado no município de Araçariguama, Estado de São Paulo, Brasil. No primeiro momento apresentamos a história da fundação da AEBVB e de seus fundadores, no contexto evangélico brasileiro, com projetos, ações, estrutura e seu reconhecimento perante autoridades e sociedade civil. Em seguida, buscou-se analisar o trabalho realizado especificamente na Cidade da Criança, com a apresentação de propostas de trabalho, ativida-des e resultados esperados. Os depoimentos foram analisados através de entrevistas semiestruturadas. Em um terceiro momento, são abordados o conceito de sagrado, a vi-vência no cotidiano das crianças e adolescentes no Vale da Bênção e sua influência na formação epistemológica transformando a criança e adolescente em um cidadão consciente através de uma cosmovisão cristã, resgatando valo-res familiar, ético e moral. Esta reflexão parte de sua história e proposta de tra-balho, das atividades na Cidade da Criança, dos resultados, e através de entrevistas com internos e funcionários a influência do sagrado no cotidiano e na formação da criança, bem como a socialização do adolescente. Finalmente, através da análise de resultados, pode-se confirmar a influência da religião na transformação de crianças e adolescentes em situação de risco social, resgatando valores morais, éticos e familiares e minimizando a possibilidade de marginalização.

Risco como instrumento de gestão ambiental / Risk as enviroomental management tool

Objetivo: Dar subsídios para a melhor compreensão do conhecimento técnico-científico que acompanha as discussões sobre risco como instrumento de gestão ambiental. Realizou-se um estudo detalhado da problemática conceitual e metodológica das avaliações de riscos e dos principais aspectos sociais, políticos e éticos a serem enfrentados na elaboração e implantação de uma política de gerenciamento social de riscos. Esta investigação caracterizou-se por uma reflexão teórica multidisciplinar, fundamentada na literatura disponível sobre o assunto, tomando como referências básicas as metodologias objetivas e subjetivas de avaliação de riscos, bem como as ferramentas de gerenciamento atualmente empregadas. O material de estudo compõe-se principalmente de reflexões realizadas por diversos autores que abordam a questão. Conclusões. (i) Não é possível escolher uma definição de risco que melhor se ajuste a todas as situações e represente todas as variáveis objetivas e subjetivas envolvidas. (ii) A abordagem dos problemas de risco deve ser contextualizada. (iii) A definição dos critérios fundamentais para as políticas de risco deve incluir uma abordagem ética e procedimentos democráticos, e não apenas considerações técnico-científicas. (iv) O gerenciamento de risco inclui todas as decisões e escolhas sociais, políticas e culturais que se relacionam direta e indiretamente com as questões de risco na nossa sociedade. (v) o uso de risco como instrumento de gestão ambiental necessita de decisões descentralizadas, instituições sólidas e confiáveis e da aquisição e atualização contínua de informações (vi) o sistema de gerenciamento de risco no Brasil desconsidera a complexidade das questões conceituais e metodológicas. (vii) o crescente aumento da importância das cidades na organização e gestão da sociedade, cria perspectivas para a elaboração e implantação de políticas de risco mais efetivas e com a participação de todos os atores sociais no processo de tomada de decisão. / Objective: Given subsidies for a better comprehension on technical and scientific knowledge which follows the discussions about risk as environmental management instrument. It was realized a detailed study on the conceptual and methodological problematic of the risk evaluations and the main social, political and ethical aspects that are about to be faced along the development and implantation of a risk social management policy. This research was characterized of a multidisciplinary theoretical reflection based on the available literature on the subject, haven as basic references the objective and subjective methodologies of risk assessement as well as the management tools employed nowadays. The study contents is composed mainly of reflection by authors who study this field. Conclusions (i) It is not possible to choose a risk definition which is better adjusted to all the situations and represent all the objective and subjective involved variables. (ii) the approach of the risk problems must be incontext. (iii) the definition of the fundamental criteria for the risk policies must inc1ude an ethical approach and democratic procedures, and not only technical and scientific considerations. (iv) the risk management inc1ude all the decisions and social, political and cultural choices which are direct or indirectly related to the risk questions in our society. (v) the use of risk as environmental management tools needs non-centralized decisions, solid and trustful institutions and the continuous acquisition of updated information. (vi) the risk management system in Brazil does not consider the complexity of the conceptual and methodological questions (vii) the increasing rise of importance of cities in the organization and management of the society, brings about perspectives for the development and implementation of more effective risk politicies and with the participation of all social actors in the decision-making.

A Method for Scenario-based Risk Assessment for Robust Aerospace Systems

A methodology for the conceptual design phase risk assessment of an aerospace system was proposed. The method was designed to examine political, social, and economic risk over a systems lifecycle through the use of future scenarios to bound uncertainty. A decision support framework was developed to allow the user to visualize the differences in performance and economic metrics between design options as well as allowing the user to visualize the effects of mitigating certain risks. A historical proof of concept was developed to test the methodology. The results indicated that the new method will work to examine political, social, and economic risk during conceptual level design, and that this information can be used to aid in design down-selection and decision making. The use of scenario-based analysis as an alternative to traditional probabilistic analysis allowed for better traceability and bounding of uncertainty. Other findings regarding the use of a risk analysis early during concept design and future work are also discussed.

Lietuvos valstybėje paramos šeimai politiką įtakoja labai daug veiksnių: bendra šalies situacija, tradicijos, požiūris į šeimą, gėrovės valstybės modelis ir pan. Šiame darbe nagrinėjama socialinių paslaugų infrastruktūra socialinės rizikos šeimoms, pateikiamos socialinės pagalbos šeimai tinklo plėtros galimybės. Magistriniame darbe apžvelgta socialinės rizikos šeimų situaciją, pokyčiai bei tendencijas. Išnagrinėti organizacijų, teikiančių socialines paslaugas, veiklos procesą, nustatant kokią vietą šios užima valstybės ir savivaldybių institucijų sistemoje. Tyrimu nustatytos socialinės rizikos šeimoms teikiamos socialinės paslaugos, įvertinta socialinių paslaugų plėtra. Tyrimo metu peržiūrėti teisės aktai, reglamentuojantys socialinės rizikos šeimoms teikiamas paslaugas. Remiantis darbine praktika, įvairių savivaldybių patirtimi, mokslinėje literatūroje siūlomomis rekomendacijomis, mėginta išskirti problematiškiausias socialinės paramos infrastruktūros vietas bei pateikti rekomendacijas socialinių paslaugų tinklo plėtrai. Tyrimu nustatyta, kad šiai dienai dar nėra pilnai suformuota teisinė bazė, apibrėžianti socialinių paslaugų teikimo mechanizmą. This Master Paper examines the infrastructure of social services available for families under the social risk; it also presents possibilities for development of social assistance for families’ network. In this Master Paper there was made a survey on the situation of families under the social risk, taking into account recent changes and tendencies. The activity process of organizations that provide social assistance was properly studied and their place and position in the system of country and municipality institutions was defined. There were identified the social assistance services that are available for the families under the social risk, evaluated the possibility of expansion and growth of social services. Darbe atlikta teorinė socialinio pedagogo (darbuotojo) veiklos analizė ikimokyklinėje ugdymo įstaigoje bei šio tipo įstaigos veiklos specifikos analizė. Anketinės apklausos metodu buvo atliktas tyrimas, kurio tikslas - atskleisti socialinio pedagogo veiklos ypatumus bei tendencijas socialinio pedagogo etatams plėsti. Atlikta statistinė duomenų analizė. Tyrime dalyvavo 157 Kauno ikimokyklinio ugdymo įstaigų pedagogų. Empirinėje dalyje nagrinėjami socialinių pedagogų kadrų plėtros galimybės ikimokyklinėje ugdymo įstaigoje. Svarbiausios empirinio tyrimo išvados: 1. Socialinio pedagogo veikla grindžiama teisiniais norminiais aktais, socialinio pedagogo pareigybiniu aprašymu. Socialinio pedagogo veikla yra susijusi ne tik su vaiku ir jo šeima, jis turi bendradarbiauti su įstaigos vadovu, administracija, kitais pedagogais bei specialistais. 2. Auklėtojos susiduria su pilnomis, nepilnomis, daugiavaikėmis šeimomis, kuriose vienas ar abu tėvai piktnaudžiauja alkoholiu, neturi darbo, yra socialiai remtini. Nemažai vaikų lankančių darželį yra patyrę išnaudojimus - emocinis išnaudojimas ar nesirūpinimas – nepamaitinti ar paliekami vieni namuose. 3. Socialinės rizikos asmenų teisinės informacijos poreikis / Need for legal information of the people at social risk

Magistro baigiamajame darbe išanalizuotas ir įvertintas trijų pažeidžiamiausių socialinės rizikos asmenų grupių, kurios kelia didelę grėsmę visuomenei, teisinės informacijos poreikis. Tai yra asmenys grįžę iš įkalinimo įstaigų ir asmenys priklausomi nuo alkoholio ar narkotikų. Šioms socialinės rizikos grupėms teisinės informacijos poreikių ugdymas ypatingas tuo, kad be teisės žinių jie nesugeba sąmoningai elgtis, suprasti keliamus reikalavimus, pasižymi didesne tikimybe patekti į socialinę atskirtį ir linkę nusikalsti. Remiantis atliktų tyrimų rezultatais daroma išvada, kad analizuojamų socialinės rizikos asmenų teisinės informacijos poreikis yra per mažas, jie nelinkę ieškoti teisinių žinių, nes mano, jog tai jiems yra nebūtina. Dauguma jų yra pasyvūs, jie patys nesuinteresuoti nieko daryti. Šios rizikos grupės išreikšta tendencija kaltinti aplink esančius kitus žmones, ignoravimas teisinės pagalbos yra pagrindinės priežastys dėl kurių jie ja nesidomi. Socialiniai rizikai priklausantys asmenys aktyviai vengia sužinoti bei susitikti su teikiančiais teisinę informaciją asmenimis, kas ir lemia jų teisinių žinių vakuumą. Jie nenoriai dalyvauja siūlomose priemonėse ir programose, jie priešinasi įsisavinant teisinius klausimus ir teisinėmis žiniomis paisyti teisės normas. They are the people, those returned from the places of confinement and drug and alcohol addicts. The cultivation of the need for legal information for these groups of the people at social risk is special because without legal knowledge they are not able to act deliberately, understand upraised requirements and have a bigger possibility to get in social disjuncture and make a crime. Pursuant to the results of performed analysis, we can conclude that the need for legal information of the analyzed people at social risk is too low; they do not search for legal knowledge, because they think that it is not important. Most of them are passive; they are not interested in doing anything by themselves. There is expressed tendency of this group at risk to the people around, disregard of legal help and it is the main reasons why they are not interested in it. The people at social risk actively avoid learning and meeting people that providing legal information, which determined vacuum in their legal knowledge. They unwillingly participate in offered measures and programs; they resist assimilation of legal questions and observance of legal norms with help of legal knowledge. Ugdymo sociologijos magistro baigiamojo darbo tema yra aktuali, nes staigūs socialiniai pokyčiai Lietuvoje padarė įtaką daugelio žmonių gyvenimui. Atsirado disfunkcinių, socialinės rizikos šeimų, kurios dažnai tampa įvairių neigiamų reiškinių priežastimi. Pagausėjo skyrybų arba šeimų, kurių nariai nuolatos išgyvena konfliktus, smurtą, prievartą ir panašiai. Tokiose šeimose augantys vaikai patys linkę smurtauti, nesugeba sutvardyti pykčio, sunkiai adaptuojasi kolektyve, turi mokymosi problemų, dažniau linkę į savižudybę. Vaikų dienos centrai – tai įstaigos, kurios teikia dienos globos, prevencines, informavimo, konsultavimo, maitinimo organizavimo bei materialinės paramos paslaugas sunkiai prisitaikiusioms prie socialinių ir ekonominių Lietuvos pokyčių šeimoms su vaikais. Dysfunctional and At-Risk families, which usually bring many negative experiences, started appearing. A number of divorces and the number of families that constantly experience conflicts, violence and constraint has increased. Children who grow up in such families incline using violence themselves, find it more difficult to control anger, have trouble learning at school, have difficulties adapting to new environment, and are also more likely to think about suicide. Children’s day centers are institutions that provide day care, consultation, food, prevention and material support for the families with children, which have difficulties adapting to new social and economic changes. The reason for these services is to do everything to help people live independently, to help and teach them to take care of their children properly, so children could stay in their biological families, and not be sent to the state orphanages. This thesis aims to critically elaborate the World Bank&rsquo / s Social Risk Mitigation Project (SRMP) in Turkey for poverty alleviation. Within this context, the thesis argues that the content and means of social policy are re-defined on and around the theme of &lsquo / fight against poverty&rsquo / which is to be realized through (social) risk management. In this sense, there exists a paradigmatic shift in conceptualization of social policy from income re-distributive mechanisms to risk management proposed to achieve through safety-nets and market mechanism, specifically, small-scale income generating activities and investment in human capital. Hence, it is the core claim of this thesis that the strategy proposed by the World Bank for the social policy in Turkish context results in operationalisation of social policy as a means of both political crisis management, and establishing market hegemony in the distribution of welfare which means deepening the dependency on market.
