[pt] Esta pesquisa tem como objetivo analisar os rebatimentos da pandemia de
Covid-19 do novo coronavírus nas medidas de reintegração familiar de crianças e
adolescentes acolhidos em unidades de acolhimento institucional do estado do Rio de
Janeiro. Durante o período caracterizado como de pandemia foram aprovadas algumas
medidas de incentivo à agilização do desligamento dos acolhidos por meio de
recomendações e notas técnicas. Esta prática pode resultar em reintegrações
malsucedidas, visto a realização de acompanhamento das crianças, dos adolescentes e
de suas famílias de maneira virtual ou, quando presencial, com a frequência reduzida.
Esta dissertação tem como foco uma discussão sobre a reintegração familiar em tempos
de pandemia, considerando antigos e novos desafios. A metodologia de pesquisa
incluiu um levantamento sistemático da produção acadêmica sobre acolhimento
institucional, reintegração familiar e os rebatimentos da pandemia do novo
coronavírus; entrevistas com técnicos de 4 instituições de acolhimento em 3 regiões do
estado do Rio de Janeiro e consulta a uma pesquisadora/especialista no assunto.
Conclui-se que a pandemia desvelou diversos desafios às instituições de acolhimento
como um todo, modificando a rotina institucional e exigindo adaptações à nova
realidade, tanto por parte dos técnicos como dos acolhidos. Contudo, estes desafios não
foram os mesmos em todas as instituições pesquisadas e à medida de reintegração
familiar na pandemia foram atribuídos significados distintos de acordo com as
características da instituição e com a metodologia de trabalho da equipe técnica. / [en] This study aims to analyze the consequences of the Covid-19 pandemic on
methods for the reintegration of families of children and adolescents in institutions in
the state of Rio de Janeiro. During the period of the pandemic various methods for
incentivizing the deinstitutionalization of the young people were approved by various
recommendations and technical notes. This effort could result in unsuccessful
reintegration given the reliance on virtual meetings or, if in person, with a reduced
frequency. This dissertation focuses on family reintegration in the time of a pandemic
considering old and new challenges. The methods include a systematic review of the
academic literature about family unification and the consequences of the new Covid19 pandemic; interviews with staff in four residential institutions in three regions of the
state of Rio de Janeiro and a consultation with a researcher/specialist in the area. I
concluded that the pandemic created various challenges for the institutions such as
changing the institutional routines and demanding adaptations to the new realities on
the part of both the staff and young people. However, the challenges were not the same
in all the institutions studied and ways of reintegrating families were quite different
depending on the characteristics of individual institutions and on the methods of the
staff.

[pt] Frente aos acontecimentos advindos do enfrentamento da pandemia de
Covid-19 no Brasil, o presente trabalho se propõe a uma análise das práticas e
discursos do governo no combate ao vírus através da identificação de estratégias
negacionistas por ele utilizadas. Assim, com o objetivo de entender como este
movimento influenciou as ações do governo durante o período, principalmente na
escolha pelo uso da cloroquina como foco do combate, e seus impactos tanto na
política e opinião pública como nas instituições estatais. O trabalho analisa os
discursos e as práticas do governo Bolsonaro para entender como o negacionismo
foi articulado para o fim de promover o uso de um medicamento comprovadamente
ineficaz, impactando assim na efetividade das medidas sanitárias e não sanitárias
de combate à pandemia. / [en] Faced with the events arising from the actions against the Covid-19
pandemic in Brazil, this present work proposes an analysis of the practices and
speeches of the government regarding the confrontation of the virus through the
identification of denialist strategies used by it. Thus, with the objective of
understanding how this movement influenced government actions during this
period, principally in the choice of using chloroquine as the main course of action,
and its impacts both on public politics and opinion as on the state institutions. The
work analyses the speeches and practices of Bolsonaro and his government to
understand how denialism was articulated in order to promote the use of a medicine
prove ineffective, with that, impacting the effectiveness of sanitary and nonsanitary measures to combat the pandemic.

[pt] Esta tese verifica que o jornalismo continua capaz de cumprir um papel de cão de guarda da sociedade a partir da hipótese de que foi fundamental para informar a população e combater a desinformação durante a fase crítica da pandemia de covid-19. Para examinar esta questão, a tese se debruça no exame minucioso do jornal diário O Globo, do Rio de Janeiro, entre 9 de março e 20 de setembro de 2020, em um total de 28 semanas, levando-se em conta a centralidade temporal da semana iniciada em 8 de junho, data da formação do Consórcio de Veículos de Imprensa. Com uso da técnica de semanas compostas, utiliza-se a metodologia de análise de conteúdo para verificar em profundidade o tratamento da pandemia pelo jornal em 28 edições (uma por semana), verificando a cobertura em 1.212 itens de informação (notas, matérias e reportagens) e de opinião (colunas, artigos e editoriais). É feita uma análise qualitativa da cobertura a partir de revisão bibliográfica das teorias da parcialidade jornalística e de estudos acadêmicos sobre credibilidade, além do exame de pesquisas desenvolvidas por instituições acadêmicas e entidades de classe sobre a reestruturação forçada do modo de produção do jornalismo em função da aceleração, pela pandemia, da adoção das modalidades de trabalho remoto e híbrido. Assim, a tese demonstra a permanência do papel social do jornalismo, principalmente em situações de emergência sanitária como uma pandemia que mudou a forma de produzir notícias em todo o mundo. / [en] This thesis verifies that journalism still able to play the role of a society’s watchdog based on the hypothesis that it was very important in order to inform the population and face misinformation during the critical phase of the covid-19 pandemic. To examine this question, the thesis focuses on the meticulous analysis of the daily newspaper O Globo, from Rio de Janeiro, from March 9th 2020 to September 20th 2020, in a total of 28 weeks, taking into account the temporal centrality of the week started on June 8, the date of creation of the Media Organizations Consortium. Using the composed weeks technique, the content analysis method is used to verify deeply the treatment of the pandemic by the newspaper in 28 issues (one per week), verifying news coverage in 1.212 information items (notes, news articles and reports) and opinion items (columns, opinion pieces and editorials). The qualitative analysis of the news coverage is based on a bibliographical review of media bias theories and academic studies on credibility as well as the examination of research carried out by academic institutions and professional associations on the restructuring of journalism production caused by pandemic which provoked the adoption of remote and flexible work. Thus, the thesis demonstrates the continuity of the social role of journalism, especially in health emergency situations such as the covid-19 pandemic that changed the journalism process around the World.

[pt] Esta pesquisa examina as potencialidades e limitações da manufatura
aditiva na produção de dispositivos médicos em resposta à crescente demanda
global durante a pandemia da COVID-19. A pesquisa busca entender as
implicações da adaptação de projetos, da conformidade com regulamentações e da
criação de uma cadeia de produção resiliente e sustentável, utilizando impressoras
3D de baixo custo. Além disso, a pesquisa incita reflexões sobre a intersecção entre
medicina e design, instigando novas pesquisas neste campo interdisciplinar.
O estudo se aprofunda na análise de adaptações de design e na exploração
de uma cadeia produtiva alternativa mais resiliente e com menor impacto ambiental.
A pesquisa considera a possibilidade de utilizar resíduos hospitalares como matériaprima
para a produção de componentes médicos, uma prática que pode reduzir
custos de descarte e a pegada de carbono. Além disso, discute a implementação do
DRAM (Design, Reciclagem e Manufatura Aditiva Distribuídos) em ambientes
hospitalares para responder às demandas de saúde em cenários de interrupção da
cadeia de suprimentos.
A pesquisa levanta questões importantes sobre a fronteira entre medicina e
tecnologia, destacando a importância da responsabilidade ética e social na evolução
científica e tecnológica. Argumenta a importância da manutenção adequada dos
equipamentos médicos e o papel vital que a manufatura aditiva pode desempenhar
na produção rápida de peças de reposição, especialmente em situações de
emergência, como a pandemia da COVID-19.
Com uma análise detalhada do joelho, um projeto prático desenvolvido
durante o mestrado, a pesquisa identifica a necessidade de reestruturação dos
processos de fabricação, considerando fatores econômicos e geográficos. A
experiência do projeto instigou discussões enriquecedoras sobre o papel do designer, a potência da tecnologia de fabricação digital e a relevância dessa
atividade em situações de emergência.
Finalmente, a pesquisa conclui que a Reciclagem Distribuída e a
Manufatura Aditiva (DRAM) podem se apresentar como uma solução sustentável
e descentralizada para a produção de itens críticos em hospitais. Sugere a
possibilidade de implementação de um ciclo fechado de produção e consumo de
materiais através da fabricação de filamentos a partir de resíduos no próprio local
de cuidados de saúde. Isso não só reduziria a dependência de fornecedores externos
e a pegada ambiental da produção, mas também poderia melhorar a eficiência e
agilidade dos sistemas de saúde em situações de emergência. / [en] This Master s dissertation examines the potentialities and limitations of
additive manufacturing in the production of medical devices in response to the
growing global demand during the COVID-19 pandemic. The research seeks to
understand the implications of project adaptations, compliance with regulations,
and the creation of a resilient and sustainable production chain, using low-cost 3D
printers. Furthermore, the research instigates reflections on the intersection between
medicine and design, stimulating new research in this interdisciplinary field.
The study delves into the analysis of design adaptations and explores an
alternative production chain that is more resilient and has less environmental
impact. The research considers the possibility of using hospital waste as raw
material for the production of medical components, a practice that can reduce
disposal costs and the carbon footprint. In addition, it discusses the implementation
of DRAM (Distributed Recycling and Additive Manufacturing) in hospital
environments to respond to health demands in scenarios of supply chain disruption.
The research raises important questions about the frontier between medicine
and technology, highlighting the importance of ethical and social responsibility in
scientific and technological evolution. It argues the importance of proper
maintenance of medical equipment and the vital role that additive manufacturing
can play in the quick production of replacement parts, especially in emergency
situations, such as the COVID-19 pandemic.
With a detailed analysis of the elbow, a practical project developed during
the master s program, the research identifies the need for restructuring
manufacturing processes, taking into account economic and geographic factors. The
project s experience instigated enriching discussions about the role of the designer,
the power of digital manufacturing technology, and the relevance of this activity in
emergency situations.

[pt] A presente pesquisa tem como objetivo principal contribuir com
entendimentos sobre a prática da enfermagem durante o período reconhecido como
o de pandemia da COVID-19 no município do Rio de Janeiro. Através da análise
de narrativas emergentes na entrevista, objetivo elucubrar sobre as emoções que
afloram no discurso (LE BRETON, 2009), as interações sócio discursivas nas quais
identidades emergem e interagem entre si (MOITA LOPES, 2001; 2006) e
evidências da ação de correntes hegemônicas (FAIRCLOUGH, 2001a; 2001b). A
fim de subsidiar tal investigação, amparo-me no Sistema de Avaliatividade
(MARTIN; ROSE, 2007) em diálogo com a Linguística Sistêmico-Funcional
(HALLIDAY; MATHIESSEN, 2014) para augurar uma análise micro situada e na
Linguística Aplicada Contemporânea (MOITA LOPES, 2006) e a Análise do
Discurso Crítica (CHOULIARAKI; FAIRCLOUGH, 1999; VAN DJIK, 2005) para
conjecturar uma análise macro. Assim, alinhando-me aos conceitos promulgados
pela pesquisa qualitativa (DENZIN; LINCOLN, 2006), analiso as narrativas de
sofrimento de enfermeiros e técnicos em enfermagem que vivenciaram a situação
pandêmica desde o seu início, observando de que forma situam a si mesmos e os
outros, se posicionam axiologicamente perante a sociedade e as correntes
hegemônicas e os atravessamentos de suas experiências. Através das entrevistas,
foram estruturados quatro blocos de análise sendo estes: O Início da Pandemia,
Politica(gem), A Linha de Frente e O Pós (?) pandemia. Os resultados sugerem que
estes profissionais suportaram uma fastidiosa carga emocional e física exigida no
exercício da profissão no período em questão e evidenciam a interferência de
interesses hegemônicos nas práticas discursivas e profissionais desses indivíduos. / [en] The main objective of this research is to contribute to understandings about
nursing practice during the period recognized as the COVID-19 pandemic in the
city of Rio de Janeiro. Through the analysis of emerging narratives in the nondirective interview, I aim to elucidate about what emotions emerge in discourse (LE
BRETON, 2009), the socio-discursive interactions in which identities emerge and
interact with each other (MOITA LOPES, 2001; 2006) and evidence of hegemonic
currents in the action (FAIRCLOUGH, 2001a; 2001b). In order to support this
investigation, I rely on the Evaluation System (MARTIN; ROSE, 2007) in dialogue
with Systemic-Functional Linguistics (HALLIDAY; MATHIESSEN, 2014) to
inaugurate a micro-situated analysis and on Contemporary Applied Linguistics
(MOITA LOPES, 2006) and Critical Discourse Analysis (CHOULIARAKI;
FAIRCLOUGH, 1999; VAN DJIK, 2005) to conjecture a macro analysis. Aligning
myself with the concepts promulgated by qualitative research (DENZIN;
LINCOLN, 2006), I analyze the suffering narratives of nurses and nursing
technicians who have experienced the pandemic situation since its beginning. Thus,
observing how they situate themselves and the others, position themselves
axiologically before society and the hegemonic currents and the crossings of their
experiences. Through the interviews, four blocks of analysis were structured: O
Início da Pandemia, Politica(gem), A Linha de Frente and O Pós (?) Pandemia.
Results suggest that these professionals bore a lumbering emotional and physical
load required in the exercise of the profession at that time and evidence interference
of hegemonic interests in the discursive and professional practices of these
individuals.
