Одним из наиболее эффективных экономико-правовых институтов, ориентированных на решение этой проблемы, является система привилегий на результаты интеллектуальной деятельности - институт интеллектуальной собственности (ИС). Объект исследования - процессы воспроизводства и использования интеллектуальных ресурсов развития промышленности. Предмет исследования - совокупность правовых и социально- экономических отношений, оказывающих влияние на процессы формирования и коммерциализации ИС, направленные на повышение эффективности воспроизводства и использования интеллектуальных ресурсов развития промышленного предприятия. Цель и задачи исследования. Целью настоящего исследования является разработка корпоративных систем управления ИС, основанных на оптимальном сочетании интересов всех участников рынка объектов ИС и обеспечивающих эффективное воспроизводство и использование интеллектуальных ресурсов развития промышленности. Здоровье населения является одной из основных характеристик социально-экономического развития страны и трудовым потенциалом общества. Показатели здоровья населения напрямую зависят от состояния системы здравоохранения на территории, функционирования системы в значительной степени определяется системой финансового обеспечения. Отечественная система здравоохранения и обязательного медицинского страхования претерпела за последнее десятилетие ощутимые изменения. Модернизации подверглась нормативно-правовая база, существенно поменялась идеология подхода к системе оказания медицинской помощи, все большее значение уделяется интересам гражданина, пациента, изменился механизм финансирования лечебной сети. Обязательное медицинское страхование становится основным источником обеспечения прав граждан, прописанных в конституции, на получение бесплатной медицинской помощи. Региональный опыт развития и управления здравоохранением и обязательным медицинским страхованием может быть эффективно экстраполирован на федеральный уровень, может объективно повысить качество и доступность оказываемой населению медицинской помощи. Этот тезис выглядит вполне жизнеспособным при оценке реализации социальной политики в сфере здравоохранения в Свердловской области - регионе, который благодаря своему экономическому и геополитическому положению в течение многих лет остается территорией, определяющей вектор развития отрасли здравоохранения в Российской Федерации. / Population Health is one of the main characteristics of the socio-economic development of the country and the labour potential of the society. Modernization undergone regulatory framework, has significantly changed the ideology of the approach to the system of medical care, an increasing importance is given to the interests of the citizen, the patient, has changed the mechanism of funding health care. Compulsory health insurance is becoming the main source for the rights of citizens prescribed in the Constitution, to receive free medical care. Regional experience in the development and management of health and mandatory health insurance can be effectively extrapolated to the Federal level, could objectively improve the quality and accessibility of the provided medical care. This thesis looks quite viable in the evaluation of social policy implementation in the sphere of health in the Sverdlovsk region is the region that due to its economic and geopolitical position for many years is still a territory, defining the vector of development of the health sector in the Russian Federation.

В научных работах практически не рассматриваются взаимосвязь управления знаниями и управления персоналом, следовательно, не уделяется должного внимания разработке инструментария для решения проблемы эффективного управления предприятием с использованием данной взаимосвязи. Отсутствие методик оценки эффективности управления персоналом с учетом взаимосвязи управления персоналом и управления знаниями, а также с учетом особенностей и специфики металлургических предприятий вызывает необходимость анализа современного состояния управления персоналом на промышленных предприятиях, что определило постановку цели, задач данного исследования. Целью магистерской диссертации является разработка методики оценки эффективного управления персоналом на металлургическом предприятии для обеспечения конкурентоспособности металлургического предприятия. Разработана методика оценки эффективности управления персоналом, базирующаяся на взаимосвязи профессионально-значимых качеств персонала и управления знаниями, особенностью которой является применение матричного метода к оценке процессов управления персоналом, оказывающих наибольшее влияние на управление и позволяющая принимать обоснованные управленческие решения. Главным преимуществом предложенной методики является применение матричного метода к оценке процессов управления персоналом. Для обеспечения эффективного взаимодействия между управлением персоналом и управлением знаниями, предложен подход к определению соответствия профессионально-значимых качеств персонала требованиям профессий и должностей. / In scientific works practically the interrelation of knowledge management and personnel management is not considered, therefore, due attention is not paid to development of tools for the solution of a problem of effective management of the enterprise with use of this interrelation. The lack of methods for assessing the effectiveness of personnel management, taking into account the relationship of personnel management and knowledge management, as well as taking into account the characteristics and specifics of metallurgical enterprises, necessitates the analysis of the current state of personnel management in industrial enterprises, which determined the goal and objectives of this study. The purpose of the master's thesis is to develop a methodology for assessing the effective management of personnel at the metallurgical enterprise to ensure the competitiveness of the metallurgical enterprise. The method of personnel management efficiency assessment based on the relationship of professionally significant qualities of personnel and knowledge management, the feature of which is the application of the matrix method to the assessment of personnel management processes that have the greatest impact on management and allow to make informed management decisions. The main advantage of the proposed method is the use of the matrix method to assess the processes of personnel management. To ensure effective interaction between personnel management and knowledge management, an approach is proposed to determine the compliance of professionally significant qualities of personel with the requirements of professions and positions.

Differences in the use and practices of intellectual capital management in the countries with different socio-economic levels of development determine the need to develop a unified report on the disclosure of information and methods for assessing the level of development of intellectual capital in order to increase the effectiveness of this process, as well as to create a tool for the work of parties concerned, management staff of the company and investors. The purpose of the thesis is the formulation of a methodology for assessing the level of development of intellectual capital, adapted to the operating conditions in companies in various countries. The paper studies the practices of intellectual capital management in different countries. The sources of information used were data from the non-financial and financial reports of Shell, Lukoil, Associated British Foods plc, Want Want China, Mars, as well as internal reporting by Omega-group LLC. In the process of work, a methodology for assessing intellectual capital as an important factor for companies to achieve the required level of performance was developed. It is built on a point-based integrated assessment of the data from the intellectual capital report, which is characterized by the implementation of an integrated approach to assessing quality indicators of intellectual capital, by means of quantitative assessment based on the calculation of integrated indicators to assess the level of development of human, structural and relational capital, which, will help to obtain objective results on the level of intellectual capital development and will enable investors to make a decision about investing in a project or a company. Based on the results of the approbation, the level of development of human, structural and relational capital of Omega-group LLC was evaluated. / Различия в использовании и практиках управления интеллектуальным капиталом на уровне стран с разным социально-экономическим уровнем развития определяют необходимость разработки унифицированного отчета по раскрытию информации и методики оценки уровня развития интеллектуального капитал в целях повышения результативности управления им, а также создания инструмента для работы заинтересованных лиц компании, управленческого аппарата организации и инвесторов. Целью диссертационной работы является разработка методики оценки уровня развития интеллектуального капитала, адаптированной к условиям функционирования в компаний различных стран. В работе изучаются практики управления интеллектуальным капиталом в различных странах. В качестве источников информации использовались данные нефинансовой и финансовой отчетности компаний Shell, «Лукойл», Associated British Foods plc, Want Want China, Mars, а также внутренней отчетности компании ООО «Omega-group». В ходе написания магистерской диссертации была разработана методика оценки интеллектуального капитала, как важного фактора для достижения компаниями необходимого уровня результативности, основанная на балльной интегральной оценке данных отчета об интеллектуальном капитале, особенностью которой является реализация интегрированного подхода к оценке качественных показателей-индикаторов интеллектуального капитала, с помощью количественной оценки на основе расчета интегральных показателей, позволяющих оценить уровень развития человеческого, структурного и отношенческого капитала, что, в свою, очередь, позволит получить объективный результат об уровне развития интеллектуального капитала и даст возможность инвесторам принимать решения об инвестировании в проект или компанию. В результате проведенной апробации, был оценен уровень развития человеческого, структурного и отношенческого капитала компании ООО «Omega-group».

This master's thesis is devoted to the peculiarities of using electronic educational resources at the initial stage of teaching German grammar to adults. The paper considers the features of teaching adults a foreign language in the framework of language courses, the psychological characteristics of adults who study a foreign language in courses, the use of electronic educational resources for teaching foreign language grammar. The quantitative and qualitative classification of grammatical errors of adult students was carried out according to such parameters as the primary structure of grammatical errors (types) the whole contingent of students; the degree of their frequency, typicalness, the main reasons for their occurrence; the relative structure of errors in each group; the proportion of grammatical errors in individual groups; the dynamics of changes in the relative structure of errors in a particular group at different stages of training in the course with the allocation of dominant types of dynamics: stability/instability of different types of errors. Based on the classification of grammatical errors formed in the course of classes aimed at familiarizing with grammatical phenomena, exercises for differentiation, transformation, and substitution exercises with the use of LearningApps, Kahoot! and Quizizz, aimed at teaching German grammar at the initial stage. In the course of experimental research on German language courses for adults in the framework of the Local public organization " National and cultural autonomy of the Germans of the city It was found that in the experimental and control groups, with a significant difference in the total number of errors, their dynamics is such that in the middle of the course, errors become less than they were at the beginning: in the experimental group, we observe a jump in grammatical errors by 5.3 times, in the control group - by 1.2 times, i.e. the order of reducing speech errors in these groups differs significantly. At the same time, it should be noted that the overall error density indicator decreases by the end of the training course. In the experimental group, the decrease in error density is very significant and indicates an increase in the volume of statements and a decrease in the number of errors, which is proof of the effectiveness of the developed exercises aimed at teaching German grammar at the initial stage. Grammar exercises developed in the course of this study using the electronic educational resources LearningApps, Quizizz and Kahoot! they can be used at the initial stage of teaching a foreign language in the framework of language courses and non-linguistic faculties of higher educational institutions. / Настоящая магистерская диссертация посвящена особенностям использования электронных образовательных ресурсов на начальном этапе обучения взрослых грамматике немецкого языка. В работе рассмотрены особенности обучения взрослых иностранному языку на языковых курсах, психологические особенности взрослых, изучающих иностранный язык, применение электронных образовательных ресурсов для обучения грамматике иностранного языка. Была осуществлена количественная и качественная классификация грамматических ошибок взрослых обучающихся по таким параметрам, как первичная структура грамматических ошибок (по видам) у всего контингента обучающихся; степень их частотности, типичности, основные причины возникновения; относительная структура ошибок в каждой группе; удельный вес грамматических ошибок в отдельно взятых группах; динамика изменения относительной структуры ошибок в отдельно взятой группе на разных этапах обучения в рамках курса с выделением доминирующих типов динамики: устойчивость/неустойчивость разных видов ошибок. На основании классификации грамматических ошибок, сформированной в ходе занятий, были разработаны упражнения с применением LearningApps, Kahoot! и Quizizz, направленные на обучение грамматике немецкого языка на начальном этапе. В ходе опытно-поисковой работы на курсах немецкого языка для взрослых, было выявлено, что в экспериментальной и контрольной группах при значительном различии в общем числе ошибок их динамика такова, что в середине курса ошибок становится меньше, чем было в начале: в экспериментальной группе мы наблюдем скачкообразное уменьшение грамматических ошибок в 5,3 раза, в контрольной группе - в 1,2 раза, т.е. порядок снижения ошибочности речи в этих группах существенно различается. При этом, следует отметить, снижение общего показателя плотности ошибок к концу курса обучения. В экспериментальной группе снижение плотности ошибок весьма значительно и свидетельствует о росте объема высказываний и снижении количества ошибок, что является доказательством эффективности применения разработанных упражнений, направленных на обучение грамматике немецкого языка на начальном этапе. Разработанные в ходе данного исследования грамматические упражнения с использованием электронных образовательных ресурсов LearningApps, Quizizz и Kahoot! могут быть использованы на начальном этапе обучения иностранному языку в рамках языковых курсов в центрах дополнительного образования и нелингвистических факультетов высших учебных заведений.

Это необходимо для исследования репрезентации церковной иерархии в Интернет-пространстве в силу того, что церковная иерархия является архаическим образованием и без истории вопроса нельзя понять ее сути в современности, в том числе и в интернете. Затем проводится количественный анализ сайтов православной направленности для отбора релевантных ресурсов и исследования оценок темы церковной иерархии в РПЦ на этих ресурсах. / The paper analyzes the concept of church hierarchy, its development in history and modern functioning. This is necessary to study the representation of the church hierarchy in the Internet space due to the fact that the church hierarchy is an archaic entity and without the history of the issue it is impossible to understand its essence in modern times, including the Internet. Then, a quantitative analysis of Orthodox sites is carried out to select relevant resources and study assessments of the theme of the church hierarchy in the Russian Orthodox Church on these resources.
