The development of the TERRITORY THROUGH the mechanisms of the MUNICIPAL-the paper analyzes the economic background of using the mechanism of municipal-private partnership (MPP), are considered objective factors hindering and impeding the development of private law. Identify practical problems of development of the territory in implementing the mechanisms of the law. The article considers foreign experience of the use of MPP in the development of territories in the field of sports. It also analyzes the economic and investment potential of Berezovsky urban district and the feasibility of the MPP project in the field of extreme sports. Presented investment project on the construction of the Park extreme sports on the territory of Berezovsky urban district of the Sverdlovsk region through the implementation of the concession agreement. / В работе анализируются экономические предпосылки использования механизма муниципально-частного партнерства (МЧП), рассмотрены объективные факторы, тормозящие и препятствующие развитию МЧП. Определены практические проблемы развития территории при реализации механизмов МЧП. Рассмотрен зарубежный опыт использования МЧП при развитии территорий в сфере спорта. Также проводится анализ экономического и инвестиционного потенциала Березовского городского округа и возможности реализации проекта МЧП в сфере экстремальных видов спорта. Представлен инвестиционный проект строительства парка экстремальных видов спорта на территории Березовского городского округа Свердловской области путем реализации концессионного соглашения.

Магистерская диссертация состоит из введения, трех глав, заключения и списка литературы, включающего 77 наименований. Основная часть диссертационной работы изложена на 91 страниц, содержит 28 таблиц,24 рисунка и 4 формулы. В результате проведенных исследований продемонстрирована возможность реализации проекта по разработке реконцепции здания, строительства питомника растений с вертикальными салатными фермами и мойки самообслуживания. Определены источники финансирования, сформирован бюджет проекта, рассчитаны показатели экономической эффективности проекта. В заключении сформулированы основные выводы и обобщены результаты исследования. / The master's thesis consists of an introduction, three chapters, a conclusion and a list of references, including 77 titles. The main part of the thesis is presented on 91 pages, contains 28 tables, 24 figures and 4 formulas. As a result of the conducted research, the possibility of implementing a project for the development of a building reconstruction, the construction of a plant nursery with vertical salad farms and a self-service car wash was demonstrated. The sources of financing were determined, the project budget was formed, and the indicators of the project's economic efficiency were calculated. In conclusion, the main conclusions are formulated and the results of the study are summarized.

Образ территории складывается из элементов идентичности, которые отражаются в прецедентных феноменах: актуальных личностях, событиях, местах. В данной работе был проанализирован образа Урала через призму рекламных и PR текстов, содержащих прецедентные феномены со сферой-источником Урал. Исследование также коснулось вопроса, насколько актуальны и значимы для местного населения те или иные прецедентные феномены. Итог исследования заключается в разработке рекомендаций по эффективному применению прецедентных феноменов со сферой-источником Урал в рекламных и PR текстах. / Place image is formed by its identity elements, which in its turn are reflected in precedence phenomenon, that refer to the place: persons, events, places of current interest. In this work Ural image was studied in terms of advertising and PR texts, which contain precedence phenomenon referring to Ural. The study also touched on the question how important the precedence phenomenon for the local inhabitants are. As a result recommendations on usage of precedence phenomenon in advertising and PR texts were given.

Master's thesis of Kazakova K. "Contemporary Art in the Art Cluster Structure: Development Potential and Forms of Interaction" is devoted to the study of the problem of searching for new forms and methods of interaction between the viewer and the representation of works in the field of contemporary art in the art cluster space. The task of the art cluster is to create a certain platform, scenery, conditions for the existence and change of scale of contemporary art and modern culture. Such spaces create favorable conditions for the development of art, due to the fact that festivals and educational programs in the field of contemporary art, cinema, architecture and design, as well as charitable events are regularly held on the territory of the art cluster. In this regard, there is a need for a careful and detailed study of the activities of such new practices as art clusters. The aim of the work is to reveal the potential of the art cluster as a platform for the development of contemporary art, to identify the prospect of creating an art cluster for the Sverdlovsk region (for example, the city of Yekaterinburg). Modern art in the structure of an art cluster is an object of study, under the subject of research is understood the methods and tools for the promotion and development of contemporary art in the structure of the art cluster. The structure of the work is two chapters with paragraphs. In the first chapter, the main points of the formation and development of art clusters are considered, the phased dynamics of their creation is traced, and their contribution to the formation of the creative environment is assessed. Задача арт кластера – это создать некую площадку, декорации, условия для существования и смены масштаба современного искусства и современной культуры. Такие пространства создают благоприятные условия для развития искусства, в связи с тем, что на территории арт кластера регулярно проводятся фестивали и образовательные программы в сфере современного искусства, кинематографа, архитектуры и дизайна, а также благотворительные мероприятия.В связи с этим появляется необходимость внимательного и детального изучения деятельности таких новых практик как арт кластеры. Целью работы является раскрытие потенциала арт кластера, как площадки для развития современного искусства, в выявлении перспективности создания арт кластера для Свердловской области (на примере города Екатеринбург). Современное искусство в структуре арт кластера выступает объектом исследования, под предметом исследования понимается методы и инструменты продвижения и развития современного искусства в структуре арт кластера. Структура работы представляет собой две главы с параграфами. В первой главе рассматриваются основные моменты становления и развития арт кластеров, прослеживается поэтапная динамика их создания, дается оценка их вклада в формирование творческой среды.Материал второй главы рассматривает успешные механизмы и существующие практики взаимодействия современного искусства и бизнеса, раскрывает потенциал новых площадок как инструмент развития и поддержку современного искусство в городе.

Цель магистерской диссертации – исследование человеческого капитала населения как фактора, определяющего перспективы депрессивных территорий и разработку механизмов их социально-экономического развития. Объектом исследования выступает человеческий капитал населения Коми-Пермяцкого округа Пермского края. Основными методами исследования стали анализ статистических данных, полуформализованное интервью, анкетный опрос. Научная новизна исследования связана с систематизацией территориальных факторов формирования человеческого капитала; разработкой методических положений оценки человеческого капитала; применением индексного метода оценки человеческого капитала депрессивных территорий; определением субъективных оценок проблем и перспектив развития человеческого капитала на депрессивных территориях. Практическая значимость исследования заключается в разработке предложений по идентификации депрессивных территорий, механизмов их поддержки за счет реализации комплексных программ развития депрессивных муниципальных образований на федеральном и региональном уровне. Предложенная двухуровневая реализация программ создаст условия для воспроизводства и сохранения человеческого капитала населения на депрессивных территориях, развитие которых, в свою очередь, будет способствовать сбалансированному пространственному развитию всей страны. / The purpose of the research is to study human capital as a factor determining the perspectives of depressed territories. The object of research in the dissertation is the human capital of the Komi-Permyak District of the Perm region. The main methods of research work analysis of statistical data, questionnaires and semi-formal interviews. The scientific novelty of the research lies in the systematization of territorial factors of the formation of human capital; creation of methodological approaches for assessing human capital; to use of the index method for assessing the human capital of depressive territories; determination of subjective assessments of problems and perspectives of human capital development in depressive territories. The practical significance of the study is to create proposals for the identification of depressive territories, mechanisms of their support through the implementation of development programs of depressed municipalities at the federal and regional levels. The two-level implementation of the programs will create conditions for the reproduction and preservation of the human capital of the population in depressed territories for the spatial development of the country.
