The first chapter examines the theoretical issues of the functioning of the public procurement system in the Russian Federation, as well as examines the existing problems, examines the foreign experience of organizing the contract system. The second chapter analyzes the public procurement system in Russia, concludes that there are some problems, examines methods for assessing the effectiveness of public procurement, and evaluates the effectiveness of the system using the example of the Sverdlovsk region. Целью магистерской диссертации является разработка методического подхода по оценке эффективности организационных структур малых промышленных предприятий. Объектом исследования выступает организационная структура на малом промышленном предприятии в современных условиях хозяйственной деятельности. В качестве источников использовалась научно-исследовательская и методическая литература, нормативно-правовые акты и финансовая отчетность организаций в открытом доступе. The aim of the master's thesis is to develop a methodological approach to assess the effectiveness of the organizational structures of small industrial enterprises. The object of the research is the organizational structure of a small industrial enterprise in modern conditions of economic activity. The sources used were scientific research and methodological literature, regulations and financial statements of organizations in the public domain. The master's thesis proposed a methodological approach to assessing the effectiveness of the organizational structure of small industrial enterprises with division into cost centers and profit centers.

Суммарная масса образующегося электронного лома в России в настоящее время приближается к 1,5 млн. тонн ежегодно, перерабатывается из них около 5-7 %. Это создает предпосылки для создания в России крупномасштабного производства вторичных металлов для создания новой отрасли металлургической промышленности. Целью магистерской диссертации является разработка теоретико-методических основ к оценке эффективности и выявления тенденций переработки электронных отходов и лома. В качестве источников использовалась учебно-методическая и научно-исследовательская литература, результаты эмпирических исследований автора и данные предприятий. В магистерской диссертации был разработан методический подход к выбору направления переработки электронных отходов и лома, соотнесенный с тенденциями, включающий систему показателей для выбора способа и результаты их экономической оценки, алгоритм принятия решения о способе переработки, что позволит на основании полученных результатов выбрать приоритетные направления для инвестирования. / The total mass of generated electronic scrap in Russia is currently approaching 1.5 million tons annually, of which about 5-7% is processed. This creates the preconditions for the creation in Russia of a large-scale production of secondary metals for the creation of a new branch of the metallurgical industry. The purpose of the master thesis is to develop theoretical and methodological foundations for evaluating the effectiveness and identifying trends in the processing of electronic waste and scrap. The sources used were educational, methodological, and research literature, the results of the author's empirical research, and enterprise data. The master thesis developed a methodological approach to choosing the direction of processing electronic waste and scrap, correlated with trends, including a system of indicators for choosing the method and the results of their economic assessment, an algorithm for deciding on the method of processing, which will allow you to choose priority areas for investment based on the results obtained.

Эффективность социального инвестирования предприятия напрямую влияет на его конкурентоспособность, привлекательность для инвесторов, взаимоотношения с сотрудниками и населением, а также с органами власти. Целью магистерской диссертации является развитие теоретических и методических основ оценки эффективности социального инвестирования промышленных предприятий. В работе рассматриваются теоретические аспекты и подходы к оценке эффективности корпоративного социального инвестирования на промышленных предприятиях. В качестве источников информации использовались учебно-методическая и научно-исследовательская литература, также данные государственной и корпоративной статистики. В магистерской диссертации был разработан методический подход к оценке эффективности социального инвестирования промышленных предприятий, отличием которого является ориентированность на отраслевые особенности и разделение пользователей на внешних и внутренних в зависимости от целей проведения анализа и имеющегося у них доступа к необходимой информации, что позволяет повысить точность оценки и экономическую эффективность предпринимаемых действий, а также обеспечить сбалансированное управление социальными инициативами. / The efficiency of social investment influences directly its competitive capacity, attraction for investors, relationship with employees, citizens and authorities. The aim of Master's thesis is development of theoretical and methodological bases of assessment of efficiency of social investment in the industrial enterprises. The thesis examines theoretical aspects and approaches to assessment of efficiency of corporate social investment in the industrial enterprises. As a source of information educational and methodological, scientific-research literature are used, as well as data of state and corporate statistics. In Master's thesis the methodological approach to assessment of efficiency of social investment in the industrial enterprises is developed. The distinctive features of this approach are the orientation on the industry practices and the division into external and internal users depending on the aims of analysis and the available access to the needed information, that allows increasing the accuracy and economic efficiency of assessment of undertaken actions and provides balanced management of social initiatives.

Топливо-энергетический комплекс (ТЭК) – это сложноорганизованная система, включающая в себя добычу природных энергоресурсов, их переработку и преобразование в мобильные виды энергии с последующим распределением энергоресурсов между всеми отраслями экономики. ТЭК в настоящее время является одной из важнейших составляющей экономики Российской Федерации, поскольку вносит значительный вклад в национальную безопасность и социально-экономическое развитие страны. Целью данного исследования является развитие методики анализа эффективности деятельности предприятий топливно-энергетического комплекса. В результате исследования были получены следующие результаты: на основе обзора нормативной базы, регламентирующей деятельность ТЭК в РФ, и анализа международного опыта регламентирования деятельности энергетического комплекса сформулированы особенности экономических отношений субъектов электроэнергетики; в результате рассмотрения существующей финансовой стратегии предприятия ТЭК выявлены направления анализа его эффективности деятельности предложена методика анализа эффективности деятельности предприятия ТЭК на основе оценки отдельных его категорий, таких как финансовые результаты или трудовые ресурсы. / The fuel and energy complex (FEC) is a complex system that includes the extraction of natural energy resources, their processing and transformation into mobile types of energy, followed by the distribution of energy resources among all sectors of the economy. The fuel and energy complex is currently one of the most important components of the economy of the Russian Federation, since it makes a significant contribution to the national security and socio-economic development of the country. The aim of this study is to develop a methodology for analyzing the efficiency of the enterprises of the fuel and energy complex. As a result of the study, the following results were obtained: on the basis of a review of the regulatory framework governing the activities of the fuel and energy complex in the Russian Federation, and an analysis of international experience in regulating the activities of the energy complex, the features of economic relations of subjects of the electric power industry are formulated; as a result of consideration of the existing financial strategy of the fuel and energy complex, the directions of analysis of its effectiveness were identified a methodology for analyzing the efficiency of a fuel and energy enterprise based on an assessment of its individual categories, such as financial results or labor resources, is proposed.

Основной целью магистерской диссертации является совершенствование контрольной работы налоговых органов и разработка практических рекомендаций по повышению качества налогового контроля в Свердловской области на основе проведенного анализа и выявленных проблем. Выпускная квалификационная работа состоит из введения, трех глав, заключения и списка использованных источников. В первой главе рассмотрены теоретические и нормативно-правовые основы контрольной деятельности налоговых органов в Российской Федерации. Во второй главе проведён анализ контрольной деятельности налоговых органов на примере Свердловской области. Во второй главе проанализированы результаты проведения аудита эффективности использования бюджетных средств в сфере здравоохранения на примере Свердловской области за 2019-2021 годы. The second chapter analyzes the results of the audit of the effectiveness of the use of budgetary funds in the field of healthcare on the example of the Sverdlovsk region for 2019-2021. The third chapter is devoted to the development of measures to improve the effectiveness of the audit of the effectiveness of the use of budgetary funds in the healthcare sector of the Sverdlovsk region.

Научная новизна исследования состоит в развитии теоретических и методических положений по совершенствованию подходов к оценке эффективности государственного (муниципального) финансового контроля, являющегося инструментом управления общественными финансами. В первой главе исследуются теоретические аспекты управления общественными финансами, рассматривается вопрос влияния государственного (муниципального) финансового контроля на процесс управления общественными финансами. Во второй главе проведен анализ нормативно-правовых актов, статистической информации и результатов контрольной деятельности, характеризующий систему государственного финансового контроля на примере Министерства финансов Свердловской области. В третьей главе сформулированы предложения по совершенствованию системы государственного (муниципального) финансового контроля, а также автором представлена модель оценки эффективности данной системы. / The scientific novelty of the study lies in the development of theoretical and methodological provisions for improving approaches to assessing the effectiveness of state (municipal) financial control, which is a tool for managing public finances. The first chapter examines the theoretical aspects of public finance management, considers the issue of the influence of state (municipal) financial control on the process of managing public finances. In the second chapter, an analysis of legal acts, statistical information and the results of control activities is carried out, characterizing the system of state financial control on the example of the Ministry of Finance of the Sverdlovsk Region. In the third chapter, proposals are formulated for improving the system of state (municipal) financial control, and the author presents a model for evaluating the effectiveness of this system.

The implementation of energy-saving measures aimed at improving of the energy efficiency of the Russian economy, including the introduction of energy management system, is impossible without involvement of the investment funds. Financial support of the development of energy efficiency in Russia from the state, in the current economic and political conditions, is sharply reducing. In turn, the development of private investment in energy efficiency is not possible due to a mismatch legislative framework. The difficulties of investment sort during the introduction of energy management systems in Russian companies are so serious that to find ways to overcome them, and specific proposals for developing an energy efficiency investments market is still extremely important. Regulatory and legislative framework in the field of energy saving and energy efficiency, requires specific proposals for its optimization. On the assumption of the urgency, shown above, in this work are formulated comprehensive proposals to amend the legislative framework in order to attract private investment, including during the introduction of energy management system in the current economic conditions. The first chapter deals with the theoretical aspects of the energy management system, the nature and mechanisms of its functioning: international standardization, energy analysis, assessment of energy efficiency of the enterprise. The second chapter provides an analysis of legal and regulatory framework in the field of energy conservation and efficiency. It is suggested ways to form the market of infrastructure of energy services and to reduce a risk of investors. Some of the suggestions listed in this study are currently discussed in the Energy Committee of the State Duma of the Russian Federation. Graphic part – 7 sheets. / Реализация энергосберегающих мероприятий направленных на повышение энергетической эффективности российской экономики, в том числе внедрение системы энергетического менеджмента, невозможно без привлечения инвестиционных средств. Финансовая поддержка развития энергоэффективности в России со стороны государства, в современных экономических и политических условиях, резко сокращается. В свою очередь, развитие объема частных инвестиций в энергосбережение не возможно из-за несоответствия нормативно-законодательной базы. Сложности инвестиционного характера при внедрении системы энергетического менеджмента на российских предприятиях настолько серьезны, что поиск путей их преодоления, и конкретных предложений по развитию рынка инвестиций в энергосбережение остается крайне актуальным. Нормативно-законодательная база в области энергосбережения и повышения энергетической эффективности, требует конкретных предложений по ее оптимизации. Исходя из указанной выше актуальности, в данной работе формулируются комплексные предложения по изменению нормативно-законодательной базы с целью привлечения частных инвестиций, в том числе, при внедрении системы энергетического менеджмента, в современных экономических условиях. В первой главе рассматриваются теоретические аспекты системы энергетического менеджмента, сущность и механизмы ее функционирования: международная стандартизация, энергетический анализ, оценка энергоэффективности предприятия. Вторая глава представляет собой анализ нормативно-законодательной базы в области энергосбережения и повышения энергоэффективности. Предлагаются пути ее совершенствования для формирования инфраструктуры рынка энергосервисных услуг и сокращение рисков инвесторов. Некоторые из предложений, перечисленных в данном исследовании, обсуждаются в данное время в комитете по энергетике Государственной Думы РФ.
