The Waffle Bar is a startup business in El Salvador with the main goal of providing a new and flavorful experience to Salvadorans. The business will offer three different types of waffle desserts, served with different syrups, toppings, and ice cream. At the moment, waffles are not considered a popular dessert among Salvadorans, but as seen in the results from the survey we conducted, the population is willing to try new and different flavors that might satisfy their palate. To start this business’ operation, an initial investment of $16,806.63 is required. This investment comprises the equipment, inventory, kiosk rent, and other items needed for its establishment. An initial capital investment of $5,000 will be provided by the owner’s family, and the rest will be obtained from a bank loan of $11,806.63. According to a moderate level of sales scenario, net income profit can be perceived from the year on 2020.

本論文係針對當前台北市的 販問題，以政策研究取向為架構，蒐集國內外相關資料 ，對台北市政府 販問題處理政策的形成、規劃、執行評估等過程，作綜合性的分析 與檢討。 全文一冊，共分五章二十節，約十四萬餘言： 第一章緒論。首先界定 販的概念、研究動機、方法、限制、範圍和分析架構；並介 紹國外攤販問題處理政策的簫況。 第二章問題形成。除探述當前台北市 販的形成背景、活動現況及其所衍生的問題外 ，並剖析政府對此一問題所持的態度。 第三章政策規劃。引介政策規劃理論，藉以分析攤販問題處理之中央與地方法令的規 劃過程。 第四章政策執行。簡述政策執行概念，探討台北市政府對 販問題的執行情形；並預 估「台北市攤販管理規則」修正後的可行性。 第五章政策評估與建議。乃就整個政策過程各個階段，逐一檢討，並嘗試提供可行性 的具體建議，俾有助於台北市政府日後處理攤販問題之參考。
