Analysis of road traffic accidents in Limpopo Province using generalized linear modelling

(Statistics)) -- University of Limpopo, 2020 / Background: Death and economic losses due to road traffic accidents (RTA) are huge global public health and developmental problems and need urgent attention. Each year nearly 1.24 million people die and millions suffer various forms of disability as a result of road accidents. This puts road traffic injuries (RTIs) as the eighth leading cause of death globally and RTIs are set to become the fifth leading cause of death worldwide by the year 2030 unless urgent actions are taken. Aim: In this paper, we investigate factors that contribute to road traffic deaths (RTDs) in the Limpopo province of South Africa using models such as the generalized linear models (GLM) and zero inflated models. Methods: The study was based on retrospective data that comprised of reports of 18,029 road traffic accidents and 4,944 road traffic deaths over the years 2009 – 2015. Generalized linear modelling and zero-inflated models were used to identify factors and determine their relationships to RTDs. Results: The data was split into two categories: deaths that occurred during holidays and those that occurred during non-holiday periods. It was found that the following variables, namely, Monday, human actions, vehicle conditions and vehicle makes, were significant predictors of RTDs during holidays. On the other hand, during non-holiday periods, weekend, Tuesday, Wednesday, national road, provincial road, sedan, LDV, combi and bus were found to be significant predictors of road traffic deaths. Conclusion: GLM techniques, such as the standard Poisson regression model and the negative binomial (NB) model, did little to explain the zero excess, therefore, zero-inflated models, such as zero-inflated negative binomial (ZINB), were found to be useful in explaining excess zeros. Recommendation: The study recommends that the government should make more human power available during the festive seasons, such as the December holidays, and over weekends.

Profile of pedestrian road traffic crash fatalities on the R71 road admitted at Polokwane forensic pathology

(Forensic Pathology)) -- University of Limpopo, 2022 / Introduction and background: Road traffic fatalities remain a worldwide burden with more than half of those fatalities comprising of vulnerable road users (pedestrians, cyclists and motorcyclists). This prompted the World Health Organization and United Nations to establish Sustainable Developmental Goals aimed at reducing road traffic crashes. The study explored factors relating to pedestrian fatalities on the R71 road, which may inform future interventions to enhance pedestrian safety. Aim: The study aimed at profiling pedestrian road traffic crash fatalities on the R71 road admitted at Polokwane Forensic Pathology Services. Methodology: A quantitative descriptive study utilising total population purposive sampling of pedestrians that demised because of R71 road traffic crashes over a 3-year period was done. There were 65 cases studied. Results: The study revealed that the fatalities were more male adult pedestrians than females, who were between 20 -39 years old. Majority of those pedestrians were wearing dark coloured clothing with no reflectors on. The pedestrian fatalities were mostly seen over the weekend and between evening and midnight. The fatalities peaked in December and February (summer season). The common locality of the pedestrian fatalities was Mankweng and Mentz village (Area 3). Most of those pedestrians sustained head injuries. Conclusion: Contributory factors and injuries of those pedestrian fatalities that demised because of R71 road traffic crashes were identified, which some were similar to those already highlighted in literature.

This research assessed the criminological significance of motor vehicle crash data within the criminal justice context. The study was conducted at the southern region Accident Bureau of the Ekurhuleni Metropolitan Police Department (EMPD). The objectives of this research are to: a. Explore and describe the extent and criminological impact of road traffic crashes on a macro level. b. Explore and describe the impact of road traffic crashes on a micro level. c. Explain the criminological significance of road traffic crash data in relation to effective road safety management. d. Evaluate and describe the attendance and recording procedure of road crashes. e. Evaluate and describe the supervisor’s responsibility in relation to the quality of crash data recorded. f. Evaluate and describe the effectiveness of crash statistics accessed by management and/or officials. g. Evaluate and explain the current prosecution procedure as part of the CJS. h. Evaluate existing policy about the crash-recording process applicable to operational law enforcement practitioners of the EMPD. i. Explore and describe the current state of motor vehicle insurance and its necessity from a criminological perspective. The researcher followed a mixed-methods approach, collecting quantitative data from recorded Accident Report Forms and qualitative data from interviews with participants active in their fields of expertise. Road crashes are characterised by injury and damage; victims suffer trauma and economic consequences, and the society and the economy as a whole are affected. The research suggests that accurate road crash data form a crucial component in the investigation, prosecution and development of road safety strategies in the quest towards improved road safety efforts. It also indicates that existing crash data are of such a sub-standard that traffic professionals will not be able to develop effective and efficient road safety strategies in pursuit of road safety / Criminology and Security Science / M.A. (Criminology)

Managing knowledge sharing of extreme weather induced impacts on land transport infrastructure : Case study of the Swedish Transport Administration

Extreme weather events and effects of climate change are threats to the transport sector’s functionality and safety. Risk management in this context implies a necessity to focus on the connection between near-term experiences and coping strategies on one hand, and long-term adaptation analyses on the other. How learning from past events and subsequent knowledge sharing can be adopted is a question that needs to be explored, discussed and tested. A systematic approach to lessons learned calls for measures of investigation, reporting, planning, implementation and evaluation. A qualitative case study approach was used in this thesis. In the first paper the practices of accident investigation in operation and maintenance were inventoried within the Swedish Transport Administration (STA). Three accident investigation methods were applied and tested on a cloudburst event, causing flooding in a railway tunnel in Sweden. In the second paper, semi-structured interviews, documents, and archival records were used as means for penetrating deeper into the attitudes and understanding of lessons learned concerning extreme weather events within a procured public-private partnership. The results of the two studies showed weak signals of feedback on lessons learned. Partly, these weak signals could be traced back to weak steering signals. Various obstacles impeded learning curves from lessons learned. The obstacles were of both hard and soft values, e.g. resources in time and equipment, systematic investigation methods, incentives for lessons learned, education and knowledge, values, norms and attitudes towards how and why identified problems should be solved. Successful knowledge sharing requires that close attention is paid to such obstacles and that an adaptive approach is adopted. / Den pågående och framtida klimatförändringen sätter press på aktörer att möta risker som associeras med klimatförändring. Syftet med denna avhandling är att bidra med kunskap om lärande och kunskapsöverföring inom offentlig förvaltning av landtransportinfrastruktur. Eftersom lärande och kunskapsöverföring är grundläggande för planering och beslutsfattande om strategier och åtgärder som främjar ett robust transportsystem. Målet för detta arbete är att belysa lärande och kunskapsöverföring inom och mellan olika organisationer i det svenska samhället. Det socio-tekniska systemperspektivet - som används som analysram i båda studierna ger en djupare förståelse för bakomliggande faktorer. En kvalitativ ansats, som omfattar intervjuer, deltagande observationer och dokumentanalys, har används i detta licentiatarbete. I den första studien belyses möjligheten att använda sig av industriella utredningsmetoder på naturolyckor i en svensk kontext av en översvämning i en järnvägstunnel. De industriella utredningsmetoderna visade sig vara användbara för utredning av konsekvenser efter skyfall, med olika metodologiska fördelar och nackdelar. Den andra studien utforskar hur Trafikverkets verksamhetsområde Underhåll arbetar med lärande kopplat till väderextremer; hur de fångar upp erfarenheter och kunskap som finns hos kontrakterade entreprenörer, samt hur entreprenörerna uppfattar att lärande och erfarenhetsåterföring sker. Resultatet från båda studierna visar på både svaga styrsignaler och svaga återkopplingssignaler, vilket medför svaga lärandekurvor. Olika hinder sågs ligga bakom med svaga styr- och återkopplingssignaler bl.a. resurser i tid och processer, systematik i utredning av naturolyckor, incitament att lära av varandra, utbildning och kunskap, värderingar normer och attityder till hur och varför identifierade problem ska lösas. Ett adaptivt förhållningssätt innebär att man behöver ta hänsyn till dessa hinder på ett systematiskt sätt. / The agreement in Paris in 2015 was an historic manifestation that society has to work with both mitigation and adaptation to achieve a reduction of the adverse effects of climate change. One way to achieve adaptation is through the integration of present coping strategies. A first step is to study the existing processes and routines that support short-term coping. This licentiate thesis targets different aspects of learning as a strategy for coping and building adaptive capacity. Road infrastructure and maintenance in relation to extreme weather are used as the physical context and the Swedish Transport Administration as a case to study. Paper I shows the possibility to apply industrial accident investigation methods to an extreme weather event and get useful insights into underlying root causes. Paper II shows the intra- and interrelated patterns that exist in public-private partnerships (PPP) in Sweden. The paper describes a parallel of systems with infrequent overlaps regarding lessons learned.  In both papers the socio-technical perspective approach was used to highlight aspects of learning from and investigating damage due to extreme weather at different tiers in society. The socio-technical perspective provides an understanding of how decisions and legislation that affect our actions and behavior today may have been taken in different time and space settings. Essai sur une théorie générale des catastrophes aériennes en Afrique centrale / Essay on a general theory of the airline disasters in Central Africa

La problématique des catastrophes aériennes en Afrique centrale peut être appréhendée sous une approche systémique qui questionne l'efficacité et l'efficience du droit applicable. En effet, régi par des principes et règles, le droit applicable au traitement juridique des catastrophes aériennes pose un questionnement profond de l'ensemble des règles de droit mises en place pour remédier à la grande insécurité aérienne dénoncée par les organisations internationales. C'est ainsi que dans la recherche des sources de droit applicable, il a pu être établi que l'ordonnancement des sources formelles présente une architecture complexe. Concrètement, le droit applicable au traitement juridique des catastrophes aériennes en Afrique centrale est marqué par un pluralisme juridique. La première conséquence est la compétence concurrente et/ou complémentaire de trois règles communautaires à régir les mêmes faits, alors qu'elles sont issues d'ordres juridiques bien distincts. De même, le droit international n'est pas en reste, sans toutefois mettre de côté le niveau divergent des pays d'Afrique centrale en ce qui concerne la ratification des conventions de droit international aérien. Ainsi, dans la mesure où l'ordre juridique interne est seul, il ne peut intervenir pour ordonner l'agencement du droit conventionnel. Par ailleurs, il est ressorti que les multiples sources formelles relevaient du droit commun. En effet, les sources matérielles du traitement juridique des catastrophes aériennes en Afrique centrale sont tantôt celles de l'enquête accident d'aviation civile, tantôt tout simplement celles de droit pénal et de droit civil général. Ce détachement des faits, caractéristique de catastrophes aériennes, est manifeste dans le droit matériel applicable qui ignore la singularité de la catastrophe aérienne d'être un accident collectif. Cette situation qui s'étend à la mise en œuvre du traitement juridique des catastrophes aériennes est marquée par un classique, tant de la titularité de l'action en justice que de celle de la compétence matérielle de la juridiction. Elle appelle à connaître de ce type de contentieux, qui sont pourtant des contentieux sui generis. Si ce régime confirme en tout point le caractère général et abstrait de la règle de droit, il convient de ne pas oublier que le droit est une solution juridique technique qui se doit d'apporter une réponse concrète et satisfaisante à un fait de société surtout lorsque celui-ci perdure. / The problem of air disasters in Central Africa can be apprehended under a systematic approach that questions the efficiency and effectiveness of the applicable law. Indeed, governed by principles and rules, the law applicable to the legal treatment of air disasters raises a profound questioning of all the legal rules put in place to remedy the great air insecurity denounced by international organizations. Thus, in the search for sources of applicable law, it has been established that the scheduling of formal sources presents a complex architecture. In practical terms, the law applicable to the legal treatment of air disasters in Central Africa is marked by legal pluralism. The first consequence is the competing and / or complementary competence of three Community rules to govern the same facts, even though they come from distinct legal orders. Similarly, international law is not left out, however, without setting aside the divergent level of Central African countries in the ratification of conventions of international air law. Thus, insofar as the domestic legal system is alone, it cannot intervene to order the arrangement of the conventional law. Moreover, it emerged that the multiple formal sources fell under common law. Indeed, the material sources of the legal treatment of air disasters in Central Africa are sometimes those of the civil aviation accident investigation, sometimes simply those of criminal law and general civil law. This detachment of facts, characteristic of air disasters, is manifest in the applicable substantive law which ignores the singularity of the air disaster to be a collective accident. This situation which extends to the implementation of the legal treatment of air disasters is marked by a classic, both the ownership of the action in court and the jurisdiction of the jurisdiction. It calls to deal with this type of litigation, which are sui generis litigation. If this diet at any point confirms the general and abstract rule of law character, it should be not to forget that the right is a technical legal solution that needs to provide a concrete and satisfactory to a fact of society especially when response it endures.

The implementation of the road safety strategy towards reducing accidents and road fatalities on the N1 : a case study of Limpopo Province

Thesis (MPAM.) -- University of Limpopo, 2022 / This study investigated the effectiveness of the national road safety strategy towards reducing accidents and road fatalities on the N1 in the Limpopo Province. Qualitative research was conducted to determine the experiences of the traffic law enforcement officers in implementing the road safety strategy in the Limpopo Province. Primary qualitative data were collected using the semi-structured questionnaire supplemented by telephonic interviews. Two groups of participants including the traffic law enforcement officers (n=10) and managers (n=5) participated in the study. The study established the domains of effective implementation and areas of challenges with discrepancy between the expected level of strategy implementation and availability of sufficient human and fiscal resources to enhance effective strategy implementation. The factors that impeded the effective implementation of the road safety strategy towards reducing accidents and road fatalities on the N1 in the Limpopo Province included the inadequate allocation and distribution of traffic officers in areas with a high probability of accidents, delayed recruitment of sufficient traffic law enforcement officers and unavailability of required budgeted funds for procurement of state of the art physical equipment to monitor the speed and magnitude of traffic flows and real-time surveillance and capture of road safety transgressions. The findings revealed that there is a considerable need for traffic law enforcement managers to collaborate with behavioural professionals and the police to ascertain effective behavioural change mechanisms to encourage road safety compliance. However, recruitment and constant re-training of traffic law enforcement officers on best practice strategies for traffic law enforcement could be useful to ensure the effective implementation of the road safety strategy; thereby contributing towards the reduction of accidents and road fatalities on the N1 in the Limpopo Province.
