These approaches are often limited in relevance when planning and policy-making decisions have to be made in a much more diverse and dynamic urban environment of the developing South. The research on particular cities of the South, in this case Maputo, produced new layers of creative planning ideas with new shared theories as contribution to global planning. The research investigates place making through contextually appropriate urban design approaches within the context of Sub-Saharan Africa. Alternative approaches towards planning for (designing in) an African city were compared and reviewed to determine how contextually appropriate theory can be applied to develop a precinct plan for the upgrading and future development of the Bullring site in Maputo. Assessing cost-of-illness in a user's perspective: two bottom-up micro-costing studies towards evidence informed policy-making for tuberculosis control in Sub-saharan AfricaLaokri, Samia 04 July 2014 (has links)
Health economists, national decision-makers and global health specialists have been interested in calculating the cost of a disease for many years. Only more recently they started to generate more comprehensive frameworks and tools to estimate the full range of healthcare related costs of illness in a user’s perspective in resource-poor settings. There is now an ongoing trend to guide health policy, and identify the most effective ways to achieve universal health coverage. The user fee exemptions health financing schemes, which grounded the tuberculosis control strategy, have been designed to improve access to essential care for ill individuals with a low capacity to pay. After decades of functioning and substantial progress in tuberculosis detection rate and treatment success, this thesis analyses the extent of the coverage (financial and social protection) of two disease control programs in West Africa. Learning from the concept of the medical poverty trap (Whitehead, Dahlgren, et Evans 2001) and available framework related to the economic consequences of illness (McIntyre et al. 2006), a conceptual framework and a data collection tool have been developed to incorporate the direct, indirect and intangible costs and consequences of illness incurred by chronic patients. In several ways, we have sought to provide baseline for comprehensive analysis and standardized methodology to allow comparison across settings, and to contribute to the development of evidence-based knowledge.<p><p>To begin, filling a knowledge gap (Russell 2004), we have performed microeconomic research on the households’ costs-and-consequences-of-tuberculosis in Burkina Faso and Benin. The two case studies have been conducted both in rural and urban resource-poor settings between 2007 and 2009. This thesis provides new empirical findings on the remaining financial, social and ‘healthcare delivery related organizational’ barriers to access diagnosis and treatment services that are delivered free-of-charge to the population. The direct costs associated with illness incurred by the tuberculosis pulmonary smear-positive patients have constituted a severe economic burden for these households living in permanent budget constraints. Most of these people have spent catastrophic health expenditure to cure tuberculosis and, at the same time, have faced income loss caused by the care-seeking. To cope with the substantial direct and indirect costs of tuberculosis, the patients have shipped their families in impoverishing strategies to mobilize funds for health such as depleting savings, being indebted and even selling livestock and property. Damaging asset portfolios of the disease-affected households on the long run, the coping strategies result in a public health threat. In resource-poor settings, the lack of financial protection for health may impose inability to meet basic needs such as the rights to education, housing, food, social capital and access to primary healthcare. Special feature of our work lies in the breakdown of the information gathered. We have been able to demonstrate significant differences in the volume and nature of the amounts spent across the successive stages of the care-seeking pathway. Notably, pre-diagnosis spending has been proved critical both in the rural and urban contexts. Moreover, disaggregated cost data across income quintiles have highlighted inequities in relation to the direct costs and to the risk of incurring catastrophic health expenditure because of tuberculosis. As part of the case studies, the tuberculosis control strategies have failed to protect the most vulnerable care users from delayed diagnosis and treatment, from important spending even during treatment – including significant medical costs, and from hidden costs that might have been exacerbated by poor health systems. To such devastating situations, the tuberculosis patients have had to endure other difficulties; we mean intangible costs such as pain and suffering including stigmatization and social exclusion as a result of being ill or attending tuberculosis care facilities. The analysis of all the social and economic consequences for tuberculosis-affected households over the entire care-seeking pathway has been identified as an essential element of future cost-of-illness evaluations, as well as the need to conduct benefit incidence assessment to measure equity.<p><p>This work has allowed identifying a series of policy weaknesses related to the three dimensions of the universal health coverage for tuberculosis (healthcare services, population and financial protection coverage). The findings have highlighted a gap between the standard costs foreseen by the national programs and the costs in real life. This has suggested that the current strategies lack of patient-centered care, context-oriented approaches and systemic vision resulting in a quality issue in healthcare delivery system (e.g. hidden healthcare related costs). Besides, various adverse effects on households have been raised as potential consequences of illness; such as illness poverty trap, social stigma, possible exclusion from services and participation, and overburdened individuals. These effects have disclosed the lack of social protection at the country level and call for the inclusion of tuberculosis patients in national social schemes. A last policy gap refers to the lack of financial protection and remaining inequities with regards to catastrophic health expenditure still occurring under use fee exemptions strategies. Thereby, one year before 2015 – the deadline set for the Millennium Development Goals – it is a matter of priority for Benin and Burkina Faso and many other countries to tackle adverse effects of the remaining social, economic and health policy and system related barriers to tuberculosis control. These factors have led us to emphasize the need for countries to develop sustainable knowledge. <p><p>National decision-makers urgently need to document the failures and bottlenecks. Drawing on the findings, we have considered different ways to strengthen local capacity and generate bottom-up decision-making. To get there, we have shaped a decision framework intended to produce local evidence on the root causes of the lack of policy responsiveness, synthesize available evidence, develop data-driven policies, and translate them into actions.<p><p>Beyond this, we have demonstrated that controlling tuberculosis was much more complex than providing free services. The socio-economic context in which people affected by this disease live cannot be dissociated from health policy. The implications of microeconomic research on the households’ costs and responses to tuberculosis may have a larger scope than informing implementation and adaptation of national disease-specific strategies. They can be of great interest to support the definition of guiding principles for further research on social protection schemes, and to produce evidence-based targets and indicators for the reduction and the monitoring of economic burden of illness. In this thesis, we have build on prevailing debates in the field and formulated different assumptions and proposals to inform the WHO Global Strategy and Targets for Tuberculosis Prevention, Care and Control After 2015. In addition, the indigenous language newspapers have cardinal roles of promoting previously marginalised languages, preserving indigenous cultures and upholding democracy. Nevertheless, these
newspapers are struggling to sustain themselves in the print media industry. It is, therefore, critically important to examine the factors that adversely affect the sustainability of these newspapers.

The water war debate : swimming upstream or downstream in the Okavango and the Nile?Jacobs, Inga 12 1900 (has links)
Thesis (MA (Political Science))--University of Stellenbosch, 2006. / Water is a vital resource essential to human survival and for which there is no substitute. Additionally, whilst water is still seen as a ‘renewable resource,’ reality seems to dictate that there is only a finite quantity of water available in water-scarce regions. As a result, ‘water’ and ‘war’ are two topics that have begun to be assessed together with increasing frequency. Water disputes have indeed been labelled as one of the “New Wars” in Africa, comparing it to the likes of other resource wars such as those over oil and diamonds.
Placing water discourse within a theoretical framework of International Relations, this thesis attempts to ground the water war debate in the Fourth Great Debate of rationalism (downstream) and reflectivism (upstream), through a comparative analysis of Anthony Turton’s positivist approach, and Larry Swatuk and Peter Vale’s post-positivist sentiments embedded in reflectivism. The research aim can, therefore, be phrased as: to examine the debate surrounding the inevitability or impossibility of water wars by means of a comparative analysis of the works of Turton and Swatuk/Vale, as applied to the case study of the Okavango River basin and a tentative assessment of the Nile River basin.
This study hypothesises that whether you swim upstream or downstream, a water war erupting in the Okavango River basin is never inevitable and quite implausible as argued by both theoretical perspectives. A bridge-building exercise is therefore conducted in an attempt to find commonalities between the two supposedly incommensurable perspectives of Turton and Swatuk/Vale. Furthermore, based on the tentative assessment of the Nile River Basin, this thesis also postulates that while the potential for water conflict is greater in this region, it is unlikely that a full-scale water war will erupt. Indeed, contrary to what doomsday soothsayers predict, interstate cooperation of shared water resources, such as the shared river basins of the Okavango and the Nile rivers, is more prevalent than conflictive situations.

Contemporary and past dynamics in Japan’s relationship with sub-Saharan Africa : the role of aidMlombo, Abraham 12 1900 (has links)
Thesis (MA)--Stellenbosch University, 2012. / Includes bibliography / ENGLISH ABSTRACT: The Japanese-African aid relationship has evolved since World War Two. The majority of studies on Japan’s role in Africa have focused on the economic aspect, while Japan’s aid relationship with Africa remains a relatively underexplored area of enquiry. This thesis aims to contribute to the study of Japanese-African relations by focusing on the role of aid in Japan’s involvement with the continent. The research question focuses on the evolution of Japan’s aid relationship with sub-Saharan Africa and the factors that have shaped this relationship. The study is qualitative and exploratory in nature and makes use mostly of secondary sources. Theoretically, the study analyses the aid relationship with reference to three sources of motivation for the provision of aid, namely economic, political and moral rationales. The findings of this study highlight the fact that, before 1990, Japan’s aid relationship with Africa was motivated by all three rationales. From an economic perspective, aid served as security for resources from Africa especially after the oil crisis of 1973. From a political perspective, Japan’s aid relationship served a number of objectives that changed over time. The study highlights these changes, suggesting that, from a political perspective, Japan’s aid in respect of Africa initially served to play a critical role in the Western camp in its anti-communist struggle on the continent. It was also used to curb criticism directed at Japan by African countries for its pro-Pretoria policy.
After 1990, Japan’s aid relationship with Africa from political perspective served Japan’s ambition to be recognised as a political power, most importantly to receive the support from Africa that would allow Japan to secure a permanent seat on the United Nations (UN) Security Council. From an economic perspective, it served to secure strategic natural resources for Japan that would sustain its growing economy and help to achieve its ambition of attaining global economic supremacy. From a moral perspective, the aid relationship served to promote a development path for Africa similar to that experienced in Japan’s Asian neighbourhood. Japan’s aid relationship with sub-Saharan Africa can be explained from a realist perspective, since the country’s national interests played a key role in the distribution of aid in this region. It has been important for Japan to maintain its momentum regarding global economic prominence and influence and for it to try to secure a permanent seat on the UN Security Council. By distributing aid to Africa, it has hoped to improve its chances of achieving its economic ambition and importantly its elevation to the Security Council. The study thus suggests that political ambitions have been the primary motivating factor in the distribution of aid in sub-Saharan Africa.
The areas for further investigation, as highlighted by the findings of this study, are as follows: Japan’s aid relationship with Africa remains a relatively new area of inquiry and more research could therefore be done given the available data. The study also highlights the political perspective as the primary motivating factor for Japan’s aid relationship with Africa. This served Japan’s ambitions of being recognised as a global political player that would find its greatest expression in securing a permanent seat on the UN Security Council with the assistance of African nations. Future studies could investigate whether Japan has managed to achieve its global political ambition and whether African countries played a significant role in this process. Finally, future studies could study the effectiveness of the TICAD process and whether Japan’s non-Western approach to development remains a popular model. / AFRIKAANSE OPSOMMING: Die hulpverhouding tussen Japan en Afrika het sedert die Tweede Wêreldoorlog ontvou. Die studie van Japan se rol in Afrika het tot dusver grootliks op die ekonomiese aspek gekonsentreer, terwyl Japan se hulpverlening aan Afrika’n betreklik onderontginde studieveld bly. Hierdie tesis wil tot die studie van Japan-Afrika-betrekkinge bydra deur op Japan se hulpverlening aan die vasteland te konsentreer. Die navorsingsvraag handel oor die ontwikkeling van Japan se hulpverhouding met Afrika suid van die Sahara, en die faktore wat hierdie verhouding gevorm het. Die studiemetodologie is kwalitatief en verkennend, en maak hoofsaaklik van sekondêre bronne gebruik. Wat teorie betref, ontleed die studie die hulpverhouding aan die hand van drie motiverings vir hulpverlening, naamlik ekonomiese, politieke en morele beweegredes. Comparative analysis of private equity (PE) structures in Sub Saharan Africa (SSA) frontier markets versus South Africa (SA)Sokhela, Sandile 12 1900 (has links)
Thesis (MDF)--Stellenbosch University, 2012. / This research paper analyses how asymmetry information impacts Private Equity (PE) investment deal structuring in Sub Saharan Africa excluding South Africa ((SSA (ex SA)) relative to SA. It asks the question: how are the risks faced by Africa frontier market private equity investors - reflected, mitigated and managed via contracting, monitoring and investment exiting activities? In so doing the research makes a number of hypotheses based on agency academic theory. A survey questionnaire was distributed to PE firms who invest in South Africa (SA) and in the Sub-Saharan Africa excluding SA (SSA ex SA). Under each segment of the survey (contracting, monitoring and exiting) a number of questions were posed for ranking according to likelihood or frequency of occurrence. Using the Wilcoxon Rank Sum test statistical methodology, to test for statistical differences between the two sub-samples of responses to the questionnaire provided by 32 PE firms. The results were interpreted in relation to existing financial agency theories related to contracting, monitoring and exiting investments. The results of the work achieved in this study largely suggest that PE investors use global best practices when investing in the sub Saharan Africa region. SSA (ex SA) PE investors employ the same sophisticated approaches and contracts provisions as investors in established markets. However given the levels of information asymmetries the use of instruments that do not give investors direct control rights are rare in SSA (ex SA) relative to SA. The results are consistent and support that view that there is a persistent scepticism regarding the many Africa jurisdiction legal systems’ ability to effectively protect debt investors and this is mainly reflected in choice of security, which also impacts the types contracting provisions in contracts.
