The use of language by the African National Congress in its 1999-2009 national election manifestos

Thesis (MPhil)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: There is more to language than just its formal structural properties and, similarly, more to language function than just its communicative and naming function. Language does not exist independent of society. As a part of society, it is used in a diversity of functions: it influences thought processes, constitutes what people perceive as reality, and produces, reproduces and denies prejudices. It is in pursuit of its ideological function that language plays a significant role in the establishment and maintenance of systematically asymmetrical power relations. This study focuses on the role that language plays in efforts to position the African National Congress (ANC) as more fit to govern than other political parties in South Africa. Adopting a qualitative research strategy, the study provides an analysis of the discourse that is constructed in the ANC’s 1999, 2004 and 2009 national election manifestos. The analysis is presented within the framework of Critical Discourse Analysis (CDA) and is performed in terms of linguistic devices, techniques and strategies such as genre and its sequential structure, pronouns, contrasting expressions, intertextuality, grounding and elision, statistics and numerical figures, and discourse. It is demonstrated that the three election manifestos are situated within a specific socio-economic and political context defined by poverty, unemployment and inequality, which are rooted in the South African history of colonialism and race-based capitalism. The texts draw from resources of the genre of manifesto and show common structural features. It is shown that ambiguous pronouns are used to build up affinities between the ANC and the reader/listener with respect to the achievements of the ANC-led government, what work still needs to be done, and to position the ANC’s vision as one that is generally shared by the people. Contrasting expressions are used to disparage the apartheid system and to extol the post-1994 democratic system. In all three texts the ANC is foregrounded as the organization which not only brought freedom to South Africa, but which in fact led the struggle for freedom and change. At the same time, there is an omission of other political organizations and the role they played in this struggle. It is also demonstrated that the three texts constituted by elements of other texts such as the Freedom Charter (1955), the Reconstruction and Development Programme (1994) and the Constitution (1996) use statistics and figures to bestow the ANC with a systematic and scientific gravitas. Lastly, the three manifestos reflect a discourse of “complete” or “total” freedom, which is inclusive of the social, economic and political aspects of the reality of South Africans’ lives. It is argued that these linguistic devices, techniques and strategies are used in the 1999, 2004 and 2009 national election manifestos to position the ANC as more fit to govern South Africa than other political parties. / AFRIKAANSE OPSOMMING: Taal behels meer as net formele strukturele eienskappe, en die funksies van taal behels eweneens meer as net benaming en kommunikasie. Taal bestaan nie onafhanklik van die gemeenskap nie. As ’n deel van die gemeenskap, word taal in ’n verskeidenheid funksies gebruik: dit beïnvloed denkprosesse, bepaal wat mense beskou as die werklikheid, en dien om vooroordele te skep, te verhoog en te ontken. Dit is in die uitoefening van sy ideologiese funksie dat taal ’n beduidende rol speel in die vestiging en handhawing van sistematies asimmetriese magsverhoudings. Hierdie studie fokus op die rol wat taal speel in pogings om die African National Congress (ANC) te posisioneer as meer geskik om te regeer as ander politieke partye in Suid-Afrika. The interface between public administration and alliance politics the ANC-SACP-COSATU dialogue in South Africa

After three hundred and forty-two years of colonialism and apartheid, South Africans of all walks of life experienced their first democratic elections in 1994. Now, as the country is at the precipice of the 5th democratic elections, it has known no government other than the African National Congress (ANC). The ANC has had landslide victories at the ballot box and always managed to secure an electoral vote of around 66%. These victories have not been by accident and have been carefully managed through an Alliance Pact with the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU). The nature of the Alliance has infiltrated and influenced the character of contemporary South African public administration. This study postulates vigorously that an alliance is not a coalition, but rather a partnership of ideological semblance and political decorum. This is most significantly expressed through the National Democratic Revolution (NDR). The study further elucidates the notion that the NDR remains the main political artery of the ANC and is seminal in the policy debates and critical platforms for each of the Alliance Partners. The study affirms that irrespective of this convergence of ideology, there is periodic divergence on the leadership role of the ANC viz a viz that of the Alliance as the strategic centre for policy and governance issues. However, the ANC has over the years successfully challenged this assertion and through practice, led the Alliance in a politically driven manner that is predicated on consultation, due diligence and functional purpose. However, any member of the SACP or COSATU who desires to be part of parliament or the executive is required to be a member of the ANC. This, the study asserts, is the new formation of a political partnership. The study adumbrates that the SACP (even though it is registered as a political party with the Independent Electoral Commission) and COSATU do not contest elections separately. As part of the agreement, only the ANC contests elections and as such leads the Alliance. While COSATU and the SACP provide advice through Alliance structures on the deployment of cadres in the public service, the deployment committee is an ANC structure and the final decisions in regard to deployment resides with the ANC. This study has reinterpreted the dialogue within the Tripartite Alliance and how this has moulded the political nomenclature of the ANC, and the solidified impact on the way in which public administration is affected and effected in South Africa and vice versa. The study presents with equanimity how the practice, for example, of dual membership of two political organisations (ANC and SACP) enriches the public service and the policy-making process in a developmental state. It furthermore points to the imperative for a clear underlying ideology (as provided for through the NDR) and certainty as to who leads in such an arrangement. This study finds that it is through the Alliance structures that individual leaders within the Governing Party (ANC) are held to account for their actions – and after a hundred years of existence, the ANC and Alliance structures have managed to address the challenges of time, the pressures of political stress and the coalition of a “broad-based political church”. The logic of maintaining this political marriage and developmental triangulation, and also interpreting the essence of consolidating party manifestos to its membership, and further to preserving democratic principles, while at the same time translating this into the action of good governance in South Africa, is complex, yet manageable. / Thesis (PhD)--University of Pretoria, 2013. / am2013 / School of Public Management and Administration / unrestricted

Re-humanisation, history and a forensic aesthetic: Understanding a politics of the dead in the figuring of Ntombikayise Priscilla Kubheka

Magister Artium - MA / In 1987 Ntombikayise Priscilla Kubheka was abducted, tortured, killed and her body dumped by apartheid security police. She was an uMkhonto WeSizwe (MK), the armed wing of the African National Congress (ANC), commander based in Durban and was in charge of weaponry storage and organised safe houses for those returning from exile. Amnesty applications and perpetrator testimony given at the Truth and Reconciliation Commission’s (TRC) amnesty hearings alleged that Kubheka had died, while being interrogated, from a heart attack. The perpetrators claimed the heart attack was possibly as a result of Kubheka being overweight. In 1997 the Truth and Reconciliation Commission (TRC) exhumed skeletal remains and items of clothing, including a floral dress, from a pauper grave in Charlottedale cemetery, Groutville. The exhumed skull indicated a bullet wound. The post-mortem and numerous forensic examinations confirmed the identification of the skeletal remains to be those of Kubheka. The forensic examinations of the items of clothing confirmed the findings of the skeletal examinations in establishing identification. These forensic examinations and its findings contested testimony given by the perpetrators. Through the TRC investigations and its findings, a question of what it may mean to re-humanise the once missing emerges. This mini-thesis underscores a notion of re-humanisation through the work of the TRC in its investigation into the enforced disappearance of Kubheka. It suggests that figuring Kubheka through a notion of re-humanisation in the context of the TRC requires one to understand both de-humanisation and re-humanisation and the ways in which gender complicates these understandings. It does so by examining testimonies, t he exhumation, the forensic examinations, the emergence of a forensic aesthetic and the productions of biographies and forensic memory to understand how these might be processes and strategies of re-humanisation. This mini-thesis then is a forensic history that navigates a politics of the dead by examining the figuring of Kubheka through various fields and in various forums. In so doing, the argument presented in what follows is that the notion of re-humanisation is an inherently unstable one but at its core is a politics of the dead that misses gender it its figuring of the human. / 2023-12-01

Blood, race and the construction of 'the Coloured' in Sarah Gertrude Millin's God's stepchildren

Magister Artium - MA / In this paper I attempt to look critically at the literary construction of one particular 'race', namely the 'Coloureds'. In Sarah Gertrude Millin's God's Stepchildren. To this end, the paper draws on the hlstorlcal background of Millin, and investigates the way in which Millin has consciously and strateglcally forrned, as it were, a 'unique' Coloured Identity. Furthermore, the paper explores the proximity or tension between author and narrator in the novel. This tension, i suggest, emerges In response to various pressures In the novel which in tum are based upon the author's social, . political and economic background. Evidence to this effect is derived from Millin's biography and other sources. What emerges from the paper Is that the concepts 'race' and 'Coloured', as they are employed In this novel, are equally elusive. In attempting to piece together a 'race', the novel communicates Millin's aversion to miscegenation, and discloses characteristics of her 'self. Ironically, I conclude, she falls prey to the same kinds of prejudices that she projects onto her literary subjects

The reintergration of South African political returnees / The reintegration of South African political returnees

This study examines the reintegration of South African political returnees into South African society from a sociological perspective after the unbanning of the African National Congress (ANC), South African Communist Party (SACP) and the Pan Africanist Congress (PAC) in 1990. It specifically looks at the role of liberation movements, government, the International Organization For Migration (10M), the United Nations High Commissioner For Refugees (UNHCR) and the South African Council of Churches (SACC) in the pre- and post- 1994 period. This study contends that for refugee reintegration to succeed, primary prerequisites include a relatively good and sustainable economy and, most significantly, positive governmental intervention. A central argument of the study is that the ANC-Ied government has played a significant role in the repatriation and long-term reintegration of political returnees. Of significance is the economic dimension of this process since it facilitates reintegration at the social level. The assessment of the role of the ANC-Ied government in the political returnee reintegration process is undertaken primarily through the Special Pension and Demobilization Acts of 1996 which constitute the focal point of analysis of this study. The findings of this research are that the International Organization For Migration, the United Nations High Commissioner For Refugees, the African National Congress, the Pan Africanist Congress, the South African Communist Party and the South African Council of Churches played a significant role in the repatriation and early reintegration of political returnees in South Africa in the pre-independence phase. In the post-independence period, the ANC led government played an important role in long-term reintegration through legislative means, namely, the Special Pension and Demobilization Acts of 1996. The recommendations of the study are that the United Nations High Commissioner for Refugees should continue conducting large scale political refugee repatriations because of its expertise in international repatriation, programmes and processes of this magnitude. More research on the long-term socio-economic implications of the refugee reintegration process needs to be conducted in view of the fact that this area of study has not been sufficiently problematized. Finally, from a policy perspective, there is a need for governments with returning refugee populations to be more proactive in addressing this problem through legislative measures. / Sociology / D. "Democratic" foreign policy making and the Thabo Mbeki presidency : a critical study

South African foreign policy is not made in a bubble; as a democracy since 1994, its outward orientation is theoretically subject to lobbying and pressure from outside groups as well as jockeying among bureaucratic entities. This study applies the principles of Foreign Policy Analysis, a theoretical framework that attempts to unpack the processes through which governments’ foreign policies are made, to South Africa to determine whether foreign policy making is in reality open to outside inputs, or whether the foreign policy arena—as in many countries globally—is an elite reserve. The thesis has a specific focus on the 1994-2008 period, during which time Deputy President (1994-99) and later President (1999-2008) Thabo Mbeki dominated government’s foreign policy formulation, to determine whether South Africa’s democratic transition was accompanied by “democratization” of the foreign policy making process compared to the apartheid government. In addition, the thesis sought to disaggregate the various actors involved in the process—both from the influencing and decision making sides of the coin—to analyze their individual roles in influencing foreign policy, both pre- and post-1994. The thesis found that the dominant actor in South African foreign policy, both before and after 1994, was the national leader (Prime Minister before 1984; President thereafter) or, on occasion, his chosen delegate if the leader was disinterested in the external realm. This is in part because South African Constitutions vest most decision-making power in the executive, in line with international norms, but also due to a lack of pressure by non-governmental actors. While South Africa’s post-apartheid dispensation allows for greater inputs by the public and other outside actors, the practice of influencing foreign policy—either through the ballot box or through concerted pressure between elections—changed very little. Public engagement on foreign policy, already weak, did not improve after 1994. Parliament, despite having a dedicated committee on the issue, showed itself largely disinterested, as did the broader ANC. The press, business, the ANC, and most civil society organizations similarly showed little desire to weigh in on foreign policy beyond isolated instances. Only academia consistently attempted to influence policy during the Mandela and Mbeki administrations, with mixed results. Ultimately, blame for this lack of change appears to lie mostly with outside actors themselves, who during the first 14 years of democracy failed to take advantage of political space opened to them. In examining Thabo Mbeki specifically, the thesis found that he took advantage of this leeway to dominate the foreign policy debate and rarely went out of his way to open the foreign policy debate any more than he had to. He gave short shrift to the inputs of pressure groups; had no time for the press or business; and dominated the ANC and its parliamentary caucus. Mbeki had a clear and well-defined worldview, and he had little time for people or organizations with decidedly different views. That said, those close to Mbeki, and even outsiders—notably from the academic community—paint a far more nuanced picture of the man, as someone who would listen and engage with others on foreign policy, at least if he believed they had done their homework on the issues in question. Dans ce travail, on utilise la question raciale comme un prisme pour étudier le parti politique African National Congress (ANC), en se focalisant sur trois problèmes de recherche : la production de discours, la régulation et le changement partisan. Notre postulat de départ est que le positionnement idéologique nationaliste de l'ANC est un positionnement ambigu et pluriel, entre non-racialisme et nationalisme africain, entre caractère multi-classes et biais en faveur des pauvres et des travailleurs. C'est un consensus hétérogène sur ce positionnement multiple qui « tient » le parti ensemble. On entend tout d'abord démontrer que dans le contexte de la nouvelle Afrique du Sud démocratique et non-raciale, ce positionnement pluriel amène le parti à développer des discours alternatifs et à construire des identités collectives emboîtées, notamment dans son offre électorale. On étudie ensuite comment le nouvel environnement post-apartheid, celui d'une société normalisée où les clivages raciaux et socio-économiques évoluent, met en péril le consensus sur lequel repose l'ANC et émet des pressions sur le parti pour qu'il change et se repositionne. Enfin, on démontre qu'idéologie et organisation sont liées : du positionnement pluriel de l'ANC sur la question raciale découlent des règles formelles et informelles d'organisation et de fonctionnement.

Ce mémoire porte sur la reconnaissance par le droit, et particulièrement par le droit des peuples à disposer d'eux-mêmes, des faits tels que construits par deux mouvements de libération nationale (MLN), l'African National Congress (ANC) et l'Organisation de Libération de la Palestine (OLP). Ainsi, en suivant la dynamique imposée par l'action des MLN eux-mêmes qui proposent une lecture de situations politiques qui ultimement vient rencontrer le droit, nous avons choisi de construire notre sujet en partant des faits pour aller vers le droit. Il s'agit donc dans un premier temps de présenter les deux situations formant la base de notre étude, soit celle de l'Afrique du Sud et celle de la Palestine (partie 1), en décrivant les violations y perpétrées, les lois mises en place pour faire perdurer de telles situations, les pratiques ainsi que les réactions internationales qui y ont fait suite. Nous décrirons ensuite dans un second temps le concept de peuple et celui d'autodétermination tels que conçus et mis en oeuvre par les Sud-Africains et par les Palestiniens (partie II). Enfin, nous en viendrons au concept de la reconnaissance (partie Ill), d'abord tel qu'abordé et construit par les deux peuples étudiés, puis cheminant à travers les théories de la reconnaissance et les obstacles à celles-ci, nous terminerons en élaborant finalement une liste de critères auxquels nos mouvements ont choisi de se conformer et qui les ont mené à exercer le droit de leurs peuples de choisir leur propre régime politique en tant que dignes représentants de leurs aspirations. The National School Nutrition Programme and its affects on schooling for farm workers in South Africa : -An investigation of two generations living and working on wine farms in the rural areas of Western Cape

In this thesis, I study the effects of the National School Nutrition Programme (NSNP) on the rural areas of Western Cape, South Africa. More precisely I try to find out how the NSNP has affected the families in this rural area and what attitudes that can be found among the two generations of people living and working on wine farms. The reason for this investigation is that NSNP was set up to increase school attendance among children living in an exposed socioeconomic environment, and I wanted to see how much the NSNP affect people’s daily life, with focus on the ones living on/near wine farms in the more rural areas in Western Cape since these areas holds socioeconomic groups that are exposed in the society.  To answer the research questions, I conducted several interviews with both wine farm workers and pupils living on/near a wine farm. But oral history is more than a method! I wanted to look upon the history from a grassroots perspective with a special focus on the working class, ethnic minorities and women´s part in the history.  My theory is based upon the terms Welfare and Social inequality. These two perspectives describe access to labor market, poverty, education and income support. These aspects highlight different forms of social exclusion which wine farm workers and pupils living on/near wine farm lives in.  With these methods I found out that the NSNP plays a crucial part in the lives of those who lives in the rural areas of Western Cape. Many pupils go to school just because their parents want it due to lack of food at home. The government’s purpose of the NSNP, to increase the school attendance can be seen in the answers giving to me during interviews with wine farm workers.
