Apresenta a origem e os motivos da crise do modelo atual de organização deste serviço, e a trajetória da elaboração da proposta do Partido dos Trabalhadores para a sua reorganização. Os focos da análise são a qualidade do serviço, a política tarifária e as relações da administração municipal com outros agentes envolvidos: usuários, trabalhadores, setor privado e o próprio partido.

Para analisar tal potencial, discutimos as críticas ao sistema democrático representativo e os méritos da democracia deliberativa, fatores inspiradores deste movimento conselhista. Apresentamos ainda as considerações que motivam, com vistas à maior eficiência nas políticas públicas, o envolvimento direto da sociedade em seu controle. Complementando a análise do potencial dos conselhos, segundo uma perspectiva neoinstitucionalista, fazemos um exercício prático com o conselho Municipal de Saúde Santo André, visando a verificar como o seu arcabouço institucional aborda tal potencial.

Elle a pour objet l‟étude du rôle et de la place de l‟écriture automatique dans le surréalisme, c‟est-à-dire dans la vision du monde surréaliste et, particulièrement, dans la pratique poétique et dans les activités surréalistes. Le mot automatisme est souvent pris pour synonyme de surréalisme et la pratique de l‟écriture automatique est souvent considérée comme obligatoire pour tous les écrivains surréalistes. Le présent travail propose d‟évaluer dans quelle mesure cette association (cette synonymie) est correcte et de le faire en analysant le point de vue de trois écrivains surréalistes français sur l‟automatisme ainsi que leur adhésion (et la façon dont ils y adhèrent) - ou non - à cette pratique : André Breton (1896-1966), Benjamin Péret (1899-1959) et Claude Courtot (1939). / O tìtulo da tese é “O papel e a importância da escrita automática em três escritores surrealistas franceses: André Breton, Benjamin Péret e Claude Courtot”. The core of this work is research and analysis of documents, correspondence, memoir, and secondary reflection of relations among Czech and French surrealists, primarily from the area of literature. Attention is paid both, the Le grand jeu group and the group around Andre Breton. Based on comparisons and analysis that have been carried out, formation of mutual discursive dominant is described, together with way of their period interpretation.

Programa de Pós-Graduação em Energia, 2015. / Este estudo apresenta a avaliação de impactos técnicos, financeiros e administrativos resultantes da implantação de um projeto de eficiência energética em iluminação pública baseado na substituição de luminárias com lâmpadas de 250 W de VSAP ¿ Vapor de Sódio de Alta Pressão por luminárias LED (Light Emitting Diode) de 150 W. O estudo de caso foi elaborado em uma importante avenida do município de Santo André com 297 luminárias de VSAP instaladas em postes do sistema de distribuição de energia elétrica. O uso da tecnologia LED em equipamentos de iluminação mostra-se como uma alternativa promissora em função dos benefícios energéticos e ambientais, e a barreira do alto investimento inicial vêm sendo derrubada com a diminuição dos preços mundiais. No trabalho foram estudados comparativamente o comportamento do consumo de energia elétrica, a análise do impacto na qualidade da energia e no fator de potência, também foi realizada a análise da viabilidade econômica da substituição tecnológica, e considerada a tomada de decisão do administrador público. A comparação dos benefícios energéticos é realizada através dos resultados das medições obtidas em campo com relação ao consumo de energia elétrica, fator de potência e distorção harmônica de tensão e de corrente elétrica, e também foram observados os níveis de iluminância antes e depois da implantação da tecnologia LED. O estudo também se propõe a discutir os aspectos de projeto que definem as características da luminária LED e os de montagem em campo, uma vez que esses aspectos resultam em diferentes valores de investimentos e de manutenção ao longo da vida útil dos equipamentos. Os resultados obtidos demonstraram benefícios energéticos através da diminuição do consumo e da distorção harmônica, e uma adequação do fator de potência ao valor exigido. Foram constatadas desvantagens financeiras decorrentes do alto investimento inicial, porém a consideração dos resultados globais da iluminação pode indicar que a aplicação da tecnologia LED em projetos específicos será capaz de contribuir positivamente para proporcionar o tão almejado bem estar social. / This research presents the evaluation of technical, financial and administrative impacts resulted from the implementation of an energy efficiency project in public lighting based on the substitution of luminaries with 250 W HPS - High Pressure Sodium lamps by 150 W LED (Light Emitting Diode). The study case was elaborated at an important avenue of Santo André city with 297 HPS luminaries installed in poles of the electrical energy distribution system. The use of LED technology in illumination equipment shows a promising alternative in function of the energy and environmental benefits and also, the initial high investment barrier has been fallen by the decrease of the worldwide prices. Has been studied at this work comparatively the electrical energy consumption behavior, the analysis regarded to the energy quality impact and the power factor, it has also been accomplished the analysis of economic viability, its technological substitution and considered the decision taken by the public administrator. The comparison of energy benefits is accomplished by the results of measurements obtained in field regarded to the energy consumption, power factor, harmonic voltage and current distortion, and it has also been observed the levels of illuminance before and after the LED technology implementation. The study also propose to discuss the project aspects that define the LED luminary characteristics and the mounting ones in fields, once that these aspects result in different values of investments and their maintenance along the equipment cycle life. The results obtained have demonstrated energy benefits through the consumption decrease and the harmonic distortion and also, an adequacy of power factor to the required value. Have been established financial disadvantages arising from the initial high investment, however the consideration of the illumination global results may indicate that the application of LED technology in specific projects will be able to contribute positively to provide the so desired social well-being.

M.A. / This dissertation explores On The Contrary by Andre P. Brink against the backdrop of creative reading with emphasis on interpretation of the text as a process rather than as a product. The title On The Contrary is already indicative of the author's intention to unlock a myriad of interpretative possibilities in stead of tangibilitating a conclusion. The title also illuminates the principle that what is written is not necessarily what is said, that none of the content is cast in concrete and that the work concerns itself with the offering of contrasts: truth and untruth, imagination and reality, guilt and innocence. A symbiosis of dualism and parallelism is portrayed in order to enrich the potential for multiple text interpretations. Various texts are incorporated into the text of On The Contrary on an inter-textual basis, for the purpose of facilitating the interpretative process in an explicit and/or implicit manner. This study investigates and discusses the following three specific texts: • Don Quijote by Cervantes. Several explicit references are made to this canonised novel of Western literature, but it is the subtle, implied similarities between the lives of the characters Estienne Barbier and Don Quojote that serve as interpretative keys. • Jeanne d' Arc and her history. • The life history of Estienne Barbier, the historical 18 th century Cape figure. Remarkable documented similarities between the historical characters, Barbier and Jeanne d'Arc invite the analytical reader to try and establish the extent and purpose of incorporating the Jeanne d'Arc text into On The Contrary. Through the process of creative reading, the reader's assessment and understanding of Estienne Barbier, as a character in the novel, is moulded and formed by the life story and philosophy of Jeanne d'Arc. Barbier is constructed from a compound of historical facts and fictitious incidents. Historical "gaps" in the life of Estienne Barbier are compensated for through the introduction of elements from the life history and philosophy of Jeanne d'Arc. To that extent Barbier is a consequential character whose life and philosophy inextricably reflects examples derived from Jeanne d'Arc. The inter-textual process imbues a linear Estienne Barbier with depth in regard to the events that effect him and allows him to grow in the eyes of the reader, through fruitful application of parallels between the histories of Jeanne d'Arc and Estienne Barbier. The use of Jeanne d'Arc inter-textually and the virtual "retelling" of Jeanne, profoundly tell the story of a rebellious Barbier's "crusade" in pursuit of righteousness. In similar fashion the historical character Estienne Barbier is "told" into the romantic character Barbier in an attempt to transcend from imagination to reality. The reinterpretation of history, with the view of arriving at an alternative historical interpretation, becomes possible through the use of fiction. In primary instance this study investigates the manner in which the abovementioned three texts are incorporated inter-textually in the novel On The Contrary. Secondly an attempt is made to identify the narrative strategies that are used to arrive at a possible interpretation of the text and lastly it indulges in an exploration of the healing effect that the process of (imaginary) storytelling has in the lives of characters such as Don Quijote and Estienne Barbier.

M.A. / During the latter part of the Eighties, a growing number of Afrikaans writers and musicians rebelled against the monolithic state of "Afrikaner-culture". The dissidents did not want to identify or be identified with the Apartheid government, and they tried alternative ways in which to live out their cultural heritage (Uys in Rathbone, 1989:25). This search for an "alternative" led to the coining of the term "Alternative Afrikaans Movement" (Altematiewe Afrikaanse Beweging) in the media. A part of the Afrikaner-culture had been appropriated by certain institutions that were seen as the "centre" (such as cultural, political and religious institutions). These institutions strove to create a monolithic culture of unity without taking into account that such "unity" may lead to stagnation of the cultural repertoire due to an abhorrence to change. Change is part of the dynamic processes of culture, and any change can be due to external and as internal factors. In the case of the Afrikaner-culture of the eighties external factors such as changes in the world politics, the fall of communism and economic sanctions, influenced the cultural centre. Internal change also played a pivotal role in the dramatic changes that Afrikaner culture underwent during the late eighties and the early nineties. The total control of the centre was rejected by entities such as the Alternative Afrikaans movement on the periphery of the culture. Theperi_phery challenged the centre with lyrics of Alternative Afrikaans Music as well as texts that were deemed "alternative" such as the novel Suidpunt-jazz by Andre Letoit. The centre _proposed an amalgamation of Afrikaner culture and Afrikaner power. The Alternative Afrikaans Movement can be likened to Degenaar's (1982:3) proposal of the morally-critical Afrikaner that wants to separate Afrikaner power and Afrikaner culture. In this study the basic premise is that culture cannot be seen as a static or isolated phenomenon. Vlasselaers (1997:14) describes the concept of culture as a poststructuralist discursive process between a multitude of networks. The complexity inherent to cultural construction has lead me to make use of systems theory in order to best accommodate the complexities. Many academics (such as Segers, Schmidt and Vlasselaers) have examined the phenomena of culture and cultural studies through literary studies "as it is inadequate to study literary texts in isolation from their contexts" (Schmidt, 1997:119). The systems theory operates as an instrument with which one may reconstruct a model of interacting items, i.e. a system. Themes voicing the rebellion of Alternative Afrikaans Movement can be discerned in the texts deemed "alternative". Thematic devices include the reappropriation of institutionalized cultural symbols such as the ox-wagon (ossewa), and the debunking of a canonized history. The Alternative Afrikaans Movement also took cognisance the socio-political milieu of the eighties into their texts in order to voice their dissatisfaction with the "official" silence maintained about the socio-political status quo. Ultimately, this investigation is a study of the workings of a "culture of difference" (Vlasselaers, 1996:17), honin_g an investigative instrument that can be applied to different cultural phenomena, including literature. This study sheds some light on the dynamics of Afrikaner-culture, and also on the invaluable role that diversity plays within a multicultural South African context.
