Engaging Provincial Land Use Policy: Traplines and the Continuity of Customary Access and Decision-Making Authority in Pikangikum First Nation, Ontario

Canadian economic development is heavily reliant on natural resources in the north, which is home to many indigenous communities. Canada is facing increasing pressure to accommodate the cultural distinctiveness of indigenous peoples, and recognize their rights to self-determination within the boundaries of the state. This thesis investigates the customary land use system of Pikangikum First Nation in northwestern Ontario in the context of a community-led land use planning and resource management process, and explores the legacy and contemporary relevance of the Ontario trapline system which was introduced in 1947. Traplines represent the first intervention by the modern state in spatial organization of resource management by First Nations people outside reserves in northern Ontario. For this study, mixed methods were employed, including mapping, life history interviewing, observation in the field, and archival research. Results indicate that Pikangikum's access to resources and decision-making authority has continued to operate according to customary institutions that pre-date the traplines. While traplines were found to reduce flexibility of movement which characterized the customary system, they secured fur harvesting rights for First Nation groups, buffering Euro-Canadian encroachment on Pikangikum's traditional harvesting areas. Recent forestry activity on traplines held by Pikangikum residents indicated that traplines were no longer a sufficient buffer to intrusions. The planning initiative mandated the creation of novel community-level institutions. This process has in turn created new community-level management dilemmas, yet has had important consequences in terms of planning and management authority for Pikangikum \emph{vis-à-vis} state resource management. The main theoretical contributions of this thesis relate to the commons literature, and pertain both to strategic territorial robustness to interventions of the state and outside intruders, and to moral economic dimensions of community-managed commons undergoing rapid change.

Developing and commercializing non-timber forest products: an Anishinaabe perspective from Pikangikum First Nation, Northwestern Ontario

The purpose of this research was to understand an indigenous perspective on the development and commercialization of non-timber forest products, such as medicines and foods, in Pikangikum First Nation, Northwestern Ontario, Canada. Framed by a research agreement between Pikangikum First Nation and the University of Manitoba, this collaborative research was based on participant observation, field trips, semi-structured interviews, and community workshops. The appropriate development and commercialization of Anishinaabe mushkeekeeh (medicine) and meecheem (food) requires the guidance of community Elders, Anishinaabe knowledge, and traditional teachings. The community is cautiously interested in developing collaborative, diligent, and culturally respectful partnerships that interface knowledge systems. Benefit sharing means the joint ownership of intellectual property and financial benefits, developing employment and capacity-building opportunities for community members, and planning products for community use. This thesis offers a community perspective on how NTFPs might be researched, developed and commercialized in joint and mutually beneficial partnerships with a First Nation.

Anishinaabemodaa Pane Oodenang: a qualitative study of Anishinaabe language revitalization as self-determination in Manitoba and Ontario

Anishinaabeg (including Odawa, Potawatomi, Ojibwe, Saulteaux, and Chippewa) are striving to maintain and revitalize Anishinaabemowin (the Anishinaabe language) throughout their territories. This dissertation explores Anishinaabemowin revitalization to find out its participants’ motivations, methods, and mobilization strategies in order to better understand how Indigenous language revitalization movements contribute to decolonization and self-determination. Interviews with Anishinaabe language activists, scholars, and teachers inform this investigation of their motivations and pedagogies for revitalizing Anishinaabemowin. Interviews took place in six Canadian cities as well as four reserves: Brandon, Peterborough, Sault Ste. Marie, Sudbury, Toronto and Winnipeg; Lac Seul First Nation, M’Chigeeng First Nation, Sagamok First Nation, and Sault Tribe of Chippewas Reservation. A variety of language revitalization initiatives were explored including those outside the parameters of mainstream adult educational institutions, particularly evening and weekend courses, and language or culture camps. This investigation addresses the following questions: Why have Anishinaabeg attempted to maintain and revitalize Anishinaabemowin? What methods have they employed? Finally, how does this emerging language revitalization movement intersect with other efforts to decolonize communities, restore traditional Anishinaabe governance, and secure self-determination? The study concludes that Anishinaabemowin revitalization and Anishinaabe aspirations for self-determination are interconnected and mutually-supporting goals whose realization will require social movements supported by effective community-based leadership.

Guidé par le principe de la suprématie coloniale, l'état euro-canadien a imposé un système de détermination des appartenances et des identités juridiques autochtones causant ainsi des maux profonds, réels et destructeurs. La présente thèse s'ancre dans une humble compréhension d'un ordre juridique anishinaabe pour critiquer le système juridique euro-canadien quant aux appartenances et identités du territoire afin de conclure à l'importance, voire la nécessité, d'une revitalisation des ordres juridiques du territoire.

Négociation, surveillance et dépossessions : la territorialité ojibwe (1815-1860)

Ce mémoire explore la dépossession territoriale des Ojibweg au profit du gouvernement canadien dans toutes ces dimensions — qu’elles soient économiques, politiques, mais particulièrement culturelles. C’est l’analyse fortement inspirée de la géographie culturelle, trop peu considérée dans le récit traditionnel du colonialisme de peuplement, qui représente le principal thème de ce travail. Le cas exemple retenu est celui des Ojibweg de la Garden River First Nation, entre 1815 et 1860. Par la figure du chef Shingwaukonse, cette communauté entretenait une diplomatie très active avec la Couronne britannique, par l’entremise des représentants de ces colonies canadiennes. Ces traces permettent de voir l’étendue de la dépossession totale que nécessite le colonialisme de peuplement. Afin d’y arriver, il faut d’abord refaire un récit de la région du Sault-Sainte-Marie dans sa dimension transfrontalière, pour dégager les dynamiques coloniales multiples que subissaient les Ojibweg de la région. Ce narratif commence sur une échelle régionale vaste propre à l’Empire britannique, avant de s’arrêter sur la vision identitaire de ce groupe, nouvellement dépossédé. / This thesis explores the territorial dispossession of the Ojibway people by the Canadian government in all its dimensions – be it economical, political but especially cultural. The analysis, greatly indebted to cultural geography, aspect too often poorly considered in the traditional narratives of settler colonialism, is the principal theme of this work. The type case is the Ojibway of the Garden River First Nation, between 1815 and 1860. By the figure of Shingwaukonse, this community held a very active diplomatic activity with the British crown, by the contact with representatives of its Canadian colonies. The trail it left allows us to see the total dispossession that necessitates settler colonialism. To successfully tackle this project, it is imperative to reframe the narrative of the Sault-Sainte-Marie region in all of it cross-border character, to address the multiple colonial dynamics felt by regional Anishinaabeg. This narrative starts on a vast geographical scale associated with the British Empire, before stopping on the specific ways this group lived their identities when faced with these new dispossessions.

"Toronto Has No History!" Indigeneity, Settler Colonialism, and Historical Memory in Canada's Largest City

The Indigenous past is largely absent from settler representations of the history of the city of Toronto, Canada. Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius, ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s. Concurrently, the loyalist Six Nations were often represented as the only Indigenous people with ties to Torontonians, while the specific historical identity of the Mississaugas was erased. The role of both the government and local settlers in crowding the Mississaugas out of their lands on the Credit River was rationalized as a natural process, while Indigenous land claims, historical interpretations, and mnemonic forms were rarely accorded legitimacy by non-Indigenous city residents. After World War II, with new influxes of both Indigenous peoples and multicultural immigrants into the city, colonial narratives of Toronto history were increasingly challenged and replaced by multiple stories or narrative fragments. Indigenous residents created their own representations of Toronto as an Indigenous place with an Indigenous history; emphasizing continuous occupation and spiritual connections between place and ancestors. Today, contention among Indigenous groups over the fairness of the Mississauga land claim, epistemic differences between western and Indigenous conceptions of history, and ongoing settler disavowal of the impact of colonialism have precluded any simple or consensual narrative of Toronto’s past.

Dialogue, displacement and return - contexts of a journey on a two-way road: Anishinaabek responses to all-weather roads through Waabanong Nakaygum: memory and continuity on the eastern shores of Lake Winnipeg and beyond

East of Lake Winnipeg is what conservationists call the ‘east shore wilderness’ / ‘heart of the boreal.’ The largest contiguous tract of unindustrialized boreal forest on Earth, this area has been the focus of 15 years of discussion and planning in Manitoba. The area is also designated Waabanong Nakaygum, a homeland to the Anishinaabek of this bush-meets-lake region. Waabanong has seen limited access during the industrial period of personal mechanized mobility due to a lack of constructed all-weather roads. However, an older pattern of travel and mobility does exist across the land, for centuries constituting traditional Anishinaabek patterns of land use and trade. As all-weather roads are being constructed along Lake Winnipeg, oral interviews will examine the question: will the older trails remain in the collective culture of the people or shall the north-south cultural and economic flows replace the east-west bush history traced by the rivers that wind through?

Indigenous women's governance & the doorways of consent

The purpose of this research is to identify models of Indigenous governance: that respects Indigenous women’s ability to govern, are grounded in a sacred relationship with the land and water, and engage language and culture to guide the process. Focusing on two distinct land-based resurgence movements, including the Áse Ti Tewá:ton Program in the Onkwenhonwe (Mohawk) community of Akwesasne; and the Hui Mālama ike Ala ‘Ūlili Program in the Kanaka community of Koholālele in Pa‘auilo (Hāmākua, Hawai‘i), it is the intention of this research to understand how these communities are consciously and critically engaging ways that restore their sacred relationship to the land and water; the manner in which they are developing sustainable practices that restore traditional food and educational systems; and methods of developing the critical skills needed to address a contemporary colonial reality. Research considers existing scholarship, community-based practice and Indigenous knowledge to create an understanding of the traditional/ancestral governance practices being generated through these land-based resurgence movements. Through a comparative analysis, this research reveals how each of these communities is using Indigenous language, culture and their relationship to the land as a foundation for restoring ancestral ways of thinking, being and doing, that underlie a traditional governance model. The teachings I have gained through doing this research have given me an understanding of community-based strategies that we can use to move away from an external, violent, dependency-creating style of governance that is consistent with western political approaches to a system of Indigenous governance that upholds Indigenous traditions of agency, leadership, decision-making and diplomacy. / Graduate / 2021-03-31

Campus landscape

This body of work began as an exploration of the University of Manitoba’s Southwood Lands (a former eighteen-hole golf course), with the intention of proposing something new for the site. However, analysis and critical thinking led to the realization that there was a need to not only look at the Southwood Lands, but also the entire Fort Garry Campus. The work evolved through a process of discovery, using a variety of methods from walking the site, documentation through photography, visits to the archives to uncover history, and mapping from afar. One of the underlying objectives was to highlight the importance of taking additional time to understand a place prior to making decisions, revealing what makes a place unique, where the opportunities are, and what has been hidden over time. The idea of a site being a blank slate is dismissed, drawing on the importance of found conditions in decision making. Looking deeper into a place also leads to a greater respect for what is already there. It is what we already have that is so often discarded, and seen as having no value in decision making (the natural areas in a city or the trees on a former golf course for example). It is also the ecosystems that are seen as scrubby and unkept that are the most complex systems and richest spaces for life. Once complex, biologically rich systems are erased there is no going back to them. It is the existing conditions that are worth taking the extra time to investigate, a process that must occur prior to making design decisions that seek to remove or make new. It is only though looking, and looking carefully with un-objective eyes, and an open mind, that design can truly enhance what we already have. This practicum works under the premise that landscape has value in its own right. The landscape is not empty space, not just a place to put buildings, not a luxury that can easily be cut from budgets, and certainly not something that can be considered an afterthought. Instead, landscape is valued as something which is working and active, an essential part of life on this planet that is becoming increasingly important with a rapidly changing climate. The intellectual foundation for organizing ideas around approaching the site have been interpreted from Christophe Girot’s ‘Four Trace Concepts in Landscape Architecture’. They are in this order: landing, grounding, finding, and founding. While Girot’s four trace concepts organize ideas around approaching the site, there are three underlying principles that guide the entire body of work: 1. Landscape as infrastructure and organizing system; 2. Design as a process of discovery; 3. Investigation through multiple scales of inquiry. A strategy for the Fort Garry Campus is where this work concludes, followed by reflections on the importance of context in design and the lessons learned throughout the practicum process.
