Previous issue date: 2014-04-16 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study is based on a denaturalizing perspective of youth violence, through narratives on young people existence ways, especially those who are forged by the invention of cultural practices on the peripheries. This study aims to identify and analyze, in the light of Michel Foucault s contributions, youth subjectivity ways in contexts of increasing vulnerability. We focused on the analysis of the effects of violence in the production of subjectivities, as well as the strategies by which the young people reverse the periphery stigma. For both, we followed three subjects engaged in different cultural collective activities - marginal literature presentations, hip-hop movement and audiovisual production - during the year 2012 in the districts of Brasilândia and Vila Nova Cachoeirinha in the northern zone of São Paulo state. We conducted interviews in both oral history and ethnographic experiments in the territory in which they resided. When making a written defense, committed to a policy of narrative, we decided to start this thesis from Jorge s story, our main interlocutor and thread. These stories are not only on migrations, land occupations, poverty, violence, but also on creative collective productions, new ways of living woven through aesthetic inventions in the periphery. We point out two different moments, but interconnected which showed the effects of violence in the youth subjectivity ways. The first moment, presented in the Part II, shows as the periphery has emerged as a live-territory and contributed to the construction of existential territories of young people. This territorying is what operates a certain youthful positioning as if the young man, black man and poor man stigma from this place to the emblem, to the pride of being from the periphery. This way, at the second moment, in the Part III, we highlight how these cultural collective activities, such as the Poesia da Brasa poetry presentation and the Cinescadão , invoke a form of resistance, turning the experiences of violence and vulnerable moments lived in the peripheries into ethical, aesthetic and political practices. This way, the adoption of the narratives as a method does not only express a methodological concern about the procedures we used with the subject matter, but also demarcates, primarily, a political stance, an ethos of the researcher in the development of the study: the one which does not separate the production of knowledge / from the writing production subjectivity policy / Esta tese se apoia numa perspectiva desnaturalizadora da violência juvenil, por meio de narrativas dos modos de existência de jovens, especialmente daqueles que se forjam pela invenção de práticas culturais na periferia. Tem como objetivo identificar e analisar, à luz dos aportes de Michel Foucault, modos de subjetivação de jovens em contextos de vulnerabilização. Privilegiou-se a análise dos efeitos das violências na produção de subjetividades, assim como as estratégias pelas quais os jovens revertem o estigma da periferia. Para tanto, acompanhamos três sujeitos engajados em distintos coletivos culturais sarau de literatura marginal, movimento hip-hop e produção audiovisual durante o ano de 2012 nos distritos da Brasilândia e Vila Nova Cachoeirinha na zona norte de São Paulo. Realizamos tanto entrevistas em história oral quanto experimentações etnográficas no território em que eles residiam. Ao fazer a defesa de uma escrita, engajada com uma política da narratividade, optamos por iniciar esta tese a partir da história de Jorge, nosso principal interlocutor e fio condutor. São histórias não só de migrações, ocupações, pobreza, violências, mas, também, de produções coletivas, criativas, formas inéditas de vida tecidas por meio de invenções estéticas na periferia. Apontamos dois momentos distintos, porém interconectados que evidenciaram os efeitos da violência nos modos de subjetivação juvenil. O primeiro deles, apresentado na Parte II, sinaliza como a periferia tem se configurado como um território-vivo e contribuído para a construção dos territórios existenciais dos jovens. Esta territorialização é a marca que opera um certo posicionamento juvenil, como se o estigma de jovem, negro e pobre desse lugar ao emblema, ao orgulho de ser da periferia. Assim, no segundo momento, na Parte III, destacamos como esses coletivos culturais, o Sarau Poesia da Brasa e o Cinescadão, invocam uma forma de resistência, transformando as experiências das violências e vulnerabilizações vividas na periferia em práticas éticas, estéticos e políticas. Neste sentido, a adoção das narrativas como método não expressa apenas uma preocupação metodológica quanto aos procedimentos com que tratamos o objeto de estudo, mas demarca, sobretudo, um posicionamento político, um ethos do pesquisador no desenvolvimento da pesquisa: aquele que não separa produção de conhecimento/política da escrita da produção de subjetividade

Das Projekt „Kunst und Kultur in der polarisierten Stadt“ (KupoS) nahm die in den letzten Jahren offenbar werdenden gesamtgesellschaftlichen Polarisierungstendenzen zum Anlass, um die Rolle von Kunst und Kultur im gesellschaftlichen Verständigungsprozess zu untersuchen. Die Stadt Dresden wurde im Sinne eines 'Polarisierungslabors' ins Zentrum der Analyse gerückt, weil sich hier medial verstärkte Prozesse des Übergangs von individuellem Benachteiligungserleben zu kollektivem öffentlichen Protest in verdichteter Form realisiert und in antagonistische Positionen zum Zusammenhang von Herkunft und Zugehörigkeit sedimentiert haben. In einem methodenpluralen Forschungsdesign wurden erstens mögliche Veränderungen in den Kooperationsstrukturen und der Themensetzung im Längsschnitt anhand ausgewählter Ereignisse und Veranstaltungsreihen in der Zeit von 2014 – 2017 untersucht. Zweitens wurde am Beispiel der Ausstellung „Rassismus. Die Erfindung von Menschenrassen“ im Deut-schem Hygienemuseum Dresden (DHMD) der institutionelle Umgang mit konfliktträchtigen Themen sowie die wechselseitige Beeinflussung von künstlerisch-kulturellem Handeln und konkurrierenden Diskursposition innerhalb der Stadtgesell-schaft untersucht. Die vorliegende Studie trägt dazu bei, Funktionslogiken und -dynamiken von Polarisierung im künstlerisch-kulturellen Feld zu verstehen, sowie die Möglichkeiten und Grenzen des Dialogs auszuloten. Sie beleuchtet zudem die Rolle des Publikums in Polarisierungsprozessen. KupoS leistet damit nicht nur einen empirischen Beitrag zur Bestimmung der Potentiale und Grenzen von Kunst und Kultur als kohäsionsstiftende Vermittlungsinstanzen der Gesellschaft. This research is comprised of two related studies. The first study is a case study documenting an elementary school art curriculum unit, which was implemented in an art class at the Austin Korean School (AKS). The second study is an action research project with an individual student from the AKS art class. Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2009. / As an attempt to usher in a paradigm shift in the way public services are rendered in the new dispensation, Section 195 of the Constitution of the Republic of South Africa, Act No. 108 0f 1996, envisages a Public Administration governed by specific values and principles intended to act as a guide in government‟s endeavours of seeking to provide services impartially, fairly and without bias. According to the supreme law of the country, this could be achieved among other things by responding adequately to the needs of the people and further entrenching the participation of the citizenry in the policy processes of government; thus deepening good governance.
Part of the challenge that faces the realization of what the Constitution envisages centres largely around the transformation of public servants sothat they begin to deliver services in a way that puts the citizen first. To this extent government has already responded with a very ambitious Batho Pele program, the implementation of which is intended to effect a turn around in the Public Administration status quo bequeathed by the past, so that it is deliberately focused on the needs of the client.
The current section of the thesis is an introduction to the entire work aimed at assessing the levels of implementation of the Service Delivery Improvement Policy of Provincial Government within the Department of Arts Culture and Tourism in KZN.
