Espaces publics ? Quel projet – de ville et de société - sous-tend les aménagements ? Quelles sont les visions des aménageurs ? Quelles sont les normes et les valeurs qu’ils défendent à travers leurs projets ? Que représente pour eux l’espace public ? Quelle définition en donnent-ils ?Ces questions trouvent une résonnance particulière à Dresde et à Chemnitz : elles sont ces dernières années toutes deux l’objet d’un programme de création et de transformation de leurs espaces publics centraux. Ces deux terrains ne sont pas intéressants pour l’étude de l’imaginaire planificateur qu’en raison de l’importance du programme mené (pas moins de six nouveaux espaces chacune) mais aussi en raison de l’histoire particulière des deux villes. Dresde et Chemnitz ont vu leur centre-ville presque entièrement détruit sous les bombardements alliés en 1945 et seulement partiellement reconstruit sous la RDA selon des principes urbanistiques tout à fait nouveaux. Le choix auquel les planificateurs sont confrontés depuis la chute du régime socialiste et la Réunification est celui du modèle à suivre pour finir de reconstruire le centre-ville toujours inachevé. L’absence quasi-totale de patrimoine à conserver ne rend pas nécessaire le travail de négociation avec les conservateurs du patrimoine, habituellement au cœur de tous les projets contemporains en Europe. Dresde et Chemnitz présentent donc des cas d’étude particulièrement passionnants car les acteurs de la planification jouissent d’une très grande liberté d’action qui leur permet de mettre en œuvre sans entrave juridique leur conception actuelle de l’aménagement des espaces publics. Il serait donc possible ici mieux qu’ailleurs de lire l’imaginaire planificateur contemporain. / Which are the representations that guide the planning actors along their public spaces conception? Which project, -of city, of society- underlies the urban planning? Which are the visions of the planners? Which norms, which values do they want to defend through their project? What is for them the meaning of public space? What is their own definition?These questions are finding a particular echo in Dresden and Chemnitz: these two cities have been the subject for a few years of a creation and transformation program of their central public spaces. These two fields are interesting for the study of the planner’s imagination not only due to the importance of the program led (not less than six new public spaces in each city) but also due to specific history of both cities. The center of Dresden and Chemnitz has been almost completely destroyed by the allied bombardments in 1945 and it has been only partially rebuilt under the GDR according to completely new urbanistic principles. Since the fall of the Socialist Regime and the Reunification, the question of the planners is which model is to be followed to achieve the reconstruction of the still unfinished city center.The almost complete lack of architectural heritage to protect does not make it necessary to negotiate with the architectural heritage officers who are in Europe at the heart of all contemporary projects. In that respect, Dresden and Chemnitz are particularly entrancing, because the planning actors enjoy a very large liberty to implement without any legal obstruction their conception of the urban planning. It would be possible here than better anywhere else to read the contemporary planning imagination.

Master's thesis is devoted to the phenomenon of Secret Walls, an illustrative contest with a distinctive conception. The aim of the theoretical part is to explain the basic bases and contexts of this live art battlement event and describe the means suitable for motivating pupils and students to work on their own work, which is based on and inspired by SW. In short, linking the elements of this immediate art event with teaching art. In the didactic part, the aim is to realize the individual stages of the thematic art series, which is focused on the development of drawing in the pupils of the second grade of primary school and verifies the described motivational elements in practice. The aim of the project is to revive the public space of the town of Rakovník through the Concetre Wall event and to convey an artistic experience for local residents. To motivate them to create their own free time and to point out the relaxing aspect of art. The focus of the work lies in the realization and detailed description of the thematic series of artistic tasks and in the realization of the artistic event in Rakovník. [ES] Esta tesis es producto de un trabajo investigativo centrado en la recepción estética de la exposición Metamorfosis: ver en el tiempo, presentada en Valencia - España. La investigación busca apropiarse del mismo arte para examinar, reflexionar y cuestionar el arte contemporáneo en relación con el espectador - sus elecciones, gustos, percepciones, comportamientos e interpretaciones. Las 28 obras plásticas híbridas y performativas fueron creadas, bajo la idea de que, en la actualidad, se ha producido una ruptura de intereses y, consiguientemente, un inevitable distanciamiento entre el espectador y el arte contemporáneo. Esta investigación procura conocer las miradas y los afectos del público no especializado en arte y se propone a reflexionar acerca de los principales aspectos y conexiones existentes entre un artista anónimo, sus obras performativas y su espectador. ¿El arte actual puede ser atractivo y entretenido para el gran público? ¿Puede el artista crear obras contemporáneas más democráticas y menos excluyentes? A partir de una encuesta con los visitantes de la exposición y de un cuestionario realizado con 55 personas, se buscó verificar si el artista había logrado afectar al espectador e inducirlo a cuestionamientos y reflexiones sobre los temas, a saber: arte contemporáneo, transformaciones y tiempo. Los datos recolectados y categorizados fueron comentados a la luz del pensamiento y de la teoría de los afectos del filósofo holandés Baruch Spinoza (2016). Por medio tanto de una metodología cuantitativa como, sobre todo, cualitativa, se pudo verificar y trabajar el concepto de obras-parábola, es decir, obras que pueden ser percibidas de acuerdo con la sensibilidad y potencialidad de cada individuo, dejando trasparecer, al mismo tiempo, sus gustos, afecciones y afectos. The research seeks to appropriate the art itself to examine, reflect and question contemporary art regarding the viewer - their choices, tastes, perceptions, behaviors and interpretations.The 28 hybrid and performant plastic artworks were created under the idea that, today, there was a rupture of interests and, consequently, an inevitable distance between the viewer and contemporary art. This research seeks to know the views and affections of the public not specialized in art and aims to reflect on the main aspects and connections existing between an anonymous artist, his performant works and his viewer. Can current art be attractive and fun for the general public? Can the artist create more democratic and less exclusive contemporary works? From a survey with the visitors to the exhibition and a questionnaire carried out with 56 people, we sought to verify whether the artist managed to affect the viewer and induce him to question and reflect on the themes: contemporary art, transformations and time. The collected and categorized data were commented on in the light of the thinking and the theory of affects of the Dutch philosopher Baruch Spinoza (2016). Through a quantitative and, above all, qualitative methodology, it was possible to verify and work on the concept of works-parable, that is, works that can be perceived according to the sensitivity and potential of each individual, while showing, at the same time, their tastes, affections and fondness. Finally, the thesis presents itself as a singular way of reflecting and thinking about contemporary art, through works that metamorphosed during the show, and its aesthetic experience by the viewer in a punctual moment, without the intention of creating any analysis, theory or methodology related to the artist-work-viewer triad. / Oliveira Góes, CE. Agencification and quangocratisation of cultural organisations in the U.K. and South Korea : theory and policyJung, Chang Sung January 2014 (has links)
This research focuses on agencification and quangocratisation (AQ) through a comparison of the experiences of South Korea and the UK. Although a number of studies of AQ have been produced recently, these reforms remain inadequately understood. Since AQ involves the structural disaggregation of administrative units from existing departments, executive agencies and quangos have distinct characteristics which are quite different from ordinary core departments. There are a number of factors which influence these changes; and this thesis explores nine existing theories which are available to explain these phenomena. Case studies are presented of Tate Modern in the UK and the National Museum of Modern and Contemporary Art (MMCA), which are carefully analysed to examine the validity of those nine arguments. Although cultural agencies, which show some unique features, have become increasingly an essential part of the national economy, they have scarcely been researched from the viewpoint of public policy. This thesis endeavours to explore distinctive characteristics of this policy area; and moreover, it examines the diverse variables which have an impact on policy formation and its results through the process of comparison of arguments. The major tasks of this thesis are to investigate the applicability of the nine arguments and to weigh their merits. As a corollary of this comprehensiveness, it examines the whole public sectors of both countries, in order to show the broader picture and to understand the processes of changes and their backgrounds. More profoundly, similarities and differences between both countries are compared from both macro and micro perspectives. At the same time, the results of AQ are analysed through the comparison of outputs or outcomes before and after these changes, with a view to exploring whether their rationales are appropriate. Furthermore, it also examines the institutional constraints which influence not only the change of agencies but also their performances. Besides which, it seeks to find strategies for overcoming these constraints. This thesis adopts systematic and comprehensive approaches regarding basic concepts and data. It draws on theories of comparative research, the scope of the public sector, the classification and analysis of agencies and quangos, and theories underlying the detailed components of each argument and epistemological assumptions. Therefore, it suggests various aspects which enable us to broaden our understanding of the changes within the public sector; and to generate practical understanding to inform real world reform.

The thesis "Monument as the materialization of memory in relation to the current generation and the role of the media" is devoted to the analysis of media discourse of contemporary memorials. The discourse of contemporary memorials is represented in the thesis by media coverage in the Czech periodical printed media regarding to two memorials installed in the Czech Republic. The first is a monument of General Patton in Pilsen and the second is a monument of the Czechoslovak RAF aviators in Prague - Klárov. Examined media coverage related to memorial scandal in Deník VLP, Mladá fronta DNES, Lidové noviny, Blesk, Metro, Haló noviny and Právo belong to the years: 2005, 2009, 2010, 2014 and 2015. The form of contemporary memorial discourse was examined with the help of multiple methods including quantitative analysis and qualitative analysis represented by textual and argumentative analysis. Based on the combination of the mentioned methods basic form of the discourse of contemporary memorials was described with the main focus on media communication containing the topic of foreign affairs and the concept of memory. This dissertation thesis aims to reflect on the current evolvement of public spaces and increasingly common discussions of the lay and professional public about its impact and importance for a democratic society. The main topic, "Autonomy of an artwork outside of the institutions of art", focuses on searching for the autonomy of artwork in public spaces in the context of how the artwork was placed there. The thesis describes specific artworks which were placed into the public space using different methods, such as art competition, no competition, as a gift, or in a way of temporary art. These methods are examined to find the degree of autonomy. The degree of autonomy of artworks in public spaces is determined based on the applied analysis which, among other things, focuses on how efficient the result is in comparison to the method of placement. The field research resulted in complex, subjective, sculptural and artistic opinion on the current practice of placement of artworks into public spaces. Such professional and relevant opinion was then presented to the responsible authorities which have a significant impact on the creation of public spaces. The author aims to apply the acquired knowledge in practice by offering his professional opinions for the new elaboration of the government strategic document called "Politika architektury a stavební kultury České republiky" (loosely translated as "Politics of Architecture and Building Culture of the Czech Republic"), which is created by Ministry of Regional Development of the Czech Republic. The main results of the thesis describe the efficient approaches which lead to cultivation of public spaces and the significant role of art in them. Such approaches were in the thesis demonstrated by civic influence on the government strategies or civic activism in a form of citizens' initiative called "Je to i tvoje město" (loosely translated as "The city is your too") which actively participates in the public debate in Jindřichův Hradec, town on the South of the Czech Republic.
