Perceptions of recommended changes in school board governance of public schools as perceived by Indiana school board presidents and superintendents

The purpose of the study was to determine the perceptions of Indiana school board presidents and superintendents on recommendations for board governance. A second purpose was to determine the current usage of these recommendations for board governance among Indiana school boards.A questionnaire consisting of 42 Likert-response items was mailed to the superintendent and board president of the 294 public school districts in Indiana. The return rate was 63 percent for board presidents and 82 percent for superintendents.The following conclusions were formulated: (a.) board presidents appear most likely to support recommended changes in school board governance in areas of Planning, Board Development, Collective Bargaining, and Curriculum/Staff Development; (b.) superintendents appear most likely to support recommended changes in school board governance in the areas of Board Development, Collective Bargaining, and Curriculum/Staff Development; (c.) board presidents and superintendents appear most likely to differ in their responses to recommendations for changes in school board governance in the areas of Planning, Personnel, Managing Schools and Budget; (d.) board presidents and superintendents from the same school districts are not likely to differ significantly in their opinions about whether or not their board is currently practicing recommended changes in school board governance.Indiana board presidents nor superintendents agreed with authorizing charter schools, hiring administrative law judges or other qualified third parties to hear appeals on students and staff members' due process rights, or establishing a procedure outside of the school board for hearing and deciding constituent complaints. 現金是企業流動性最強的一項資產,良好的現金流循環對於企業日常的經營、籌資、投資活動起著重要的作用。本文以2009-2016年中國主板、中小板及創業板上市企業為研究對象,對這三個市場上市企業的現金持有水平及其影響因素進行比較分析。 本文在Opler等(1999)現金持有影響因素模型的基礎上,參考學者對中國大陸上市企業現金持有影響因素的選擇,結合公司治理、行業及宏觀因素,建構了現金持有的影響因素檢驗模型,通過實證研究主要得出了以下結論:1、中小板及創業板市場上市企業現金持有水平均高於主板市場;2、中小板及創業板市場上市企業現金持有水平的構成與主板市場存在顯著差異;3、現金持有水平存在行業差異;4、主板市場及創業板市場“經濟新常態”前後期現金持有水平存在顯著差異;5、股權結構,即管理層持股水平和國有持股水平對現金持有水平在主板市場上呈顯著正相關關係。 本文的研究,從學術的角度看,為企業現金持有水平的影響因素的研究提供了新的切入點,以中國大陸主板、中小板及創業板上市企業作為研究對象,探究三個市場上市企業現金持有水平及其影響因素的差異。從實務的角度看,通過本文的研究,可以明確不同市場現金持有水平及其影響因素的差異,為企業現金管理決策提供新的思路。 / Cash is the most liquid current accent in balance sheets. A good cash flow plays an important role in a firm’s daily operating, investing and financing. In cash flow statement, net cash flow is the main component of a firm’s operating, investing and financing. Base on the enterprises in China A-share stock market from 2009 to 2016, we separate these enterprises into parts according to the enterprises’ offering market, such as the main board, small and medium sized board and growth enterprises board. Basing on the impact factor of cash holdings model from Opler et al. (2002) and the selecting of the impact factor of cash holdings in China stock market, this thesis constructs a testing model of determinants of the level of cash holding and draws to these conclusion: 1. The cash holding level of small and medium sized board market and growth enterprises market are higher than that of main board market. 2. Three types of net cash flow of cash holding level of small and medium sized board and growth enterprises board are significantly different from those in the main board. 3.Different industry has different cash holding level. 4. Cash holding level has significant difference between before and after China's New Normal in main board market and growth enterprises market. 5. Management shareholding level and state holding level, has a significant positive correlation with cash holding level in the main board. This thesis makes a contribution to providing new ideas and methods in studying the impact factor of cash holding level, researching the source and cash holding’s influence to cash from a firm’s operating, investing and financing activities.

The goal is to describe the structure of such bodies, their establishment, competence and guidelines for action. By comparing with the former legislation, it aims to find the differences, new institutes a possibilities brought by the recodification of private law and thus evaluate their effect and possible future influence. The thesis also points out some potentially controversial parts and defects of the new legislation.

The research study focused on assessing implementation of the turnaround management strategies in a water board. The location of the study was a water board located in the economic heart of South Africa, Rand Water. The objectives of the study were; (a) to evaluate the turnaround plans implemented in the water sector, (b) to uncover success factors attained when undertaking turnaround plans, (c) to assess selected case studies dealing with the turnaround management strategies in selected industries, and lastly (e) to derive an understanding on determinants and factors that cut across the turnaround plans. The research approach that premised the study was quantitative methodology, which involved distribution of questionnaires as part of field work in the water board. The questionnaires were analysed through statistical approach, and further linked back to the problem statement posed to the research study. Some assumptions were utilized for conducting the research project, including the statistically acceptable sample. The area of focus in the water board was Strategic Asset Management Division which was selected because of its huge impact in the planning and execution of the capital projects. Infrastructure or capital projects form the core of the business sustainability; they ensure the future of the water as well as the region of the country. Various literatures were reviewed pertaining to the turnaround management strategies and certain inferences were made. The results provide interesting relationships between variables that can be explored further. There were certain biases that were obtained, and in certain cases there was no relationships between variables and in most cases there were positive relationships. The turnaround management strategies are extensively carried out across the industries. It can be concluded from the research study that there are certain phenomenona that can be derived from the turnaround plans. It can also be deduced that certain factors or determinants demonstrate a better behaviour than others when tested in the turnaround management environment. Models can be developed utilizing regression tools pertaining to the turnaround plans and adaptation of these models based on conditions or certain unique aspects is recommended to be done. / MBA, North-West University, Potchefstroom Campus, 2014

The system must be easy to use, yet highly customizable. Typically, these systems require an experienced programmer to create graphical display screens. Furthermore, most current display systems do not provide for bi-directional communication between the instrumentation system and the display system. This paper discusses an architecture that addresses these issues and other common problems with cockpit displays. This system captures data from the instrumentation system, displays parameters, and returns calculated parameters and status information regarding pilot actions to the instrumentation system. Unlike traditional systems, the configuration of the graphical presentation of the cockpit display can be done by a non-programmer. All communication between the instrumentation system and the cockpit display system is done transparently using XML. The usage of XML in this system facilitates real-time form previewing, cross-platform compatibility, and seamless transitions between project management, graphical configuration, and engineering unit conversions.

Since these flight test requirements are steadily increasing with the growing complexity of test aircraft and mission systems, a corresponding improvement in the performance of the FTI-Systems is mandatory to satisfy those flight test demands. In addition, the individual test flights have to provide the maximum of flight test data obtainable in order to improve test efficiency and to cut project costs. Increased performance, miniaturisation, more reduced design and installation costs are the challenges for future system architectures. The developments of commercial and consumer electronics have an increasing influence on the layout of FTI-Systems.

In-Bore Acceleration Measurements of an Electromagnetic Gun Launcher

One of the primary factors of this research is an accurate assessment of in-bore structural loads on the launch projectiles. This assessment is essential for the design of mass-efficient launch packages for electromagnetic guns. If not properly accounted for, projectile failure can result. In order to better understand the magnitude of the in-bore loads, a data-recorder was integrated with an armature and on-board payload that included tri-directional accelerometers and magnetic field sensors. Several packages were launched from an electromagnetic railgun located at Aberdeen Proving Ground, MD. Substantial effort was placed on soft-catching the rounds in order to facilitate data recovery. Analysis of the recovered data provided acceleration and magnetic field data acquired during the launch event.

Key determinants of effective board of directors : evidence from Nigeria

The 2008 financial crisis that led to the collapse of companies and economic recession in most countries has also increased the concern for transparency, accountability and regulatory oversight and once more put corporate governance and board effectiveness on the front burner of big business issues all over the world. The board is seen as a key player in governance of companies and there is need for a better understanding of how this body works. Majority of the research work in these areas has been in developed economies and not much work has been done in the area of board effectiveness in the emerging markets of Africa. This thesis examines the relationship between key board characteristics and board effectiveness. It also explored the impact of certain mediators on this relationship. Unlike most studies on board which focus on firm performance and mostly in developed markets, this study was conducted in an emerging market and the focus was on board effectiveness. Based on the work done by other researchers in developed economies the researcher developed a theoretical framework and a set of hypotheses to examine the relationship between board characteristics and board effectiveness and the impact of certain mediators on this relationship. Board characteristics considered in this research include board size, CEO duality, board independence, and board diversity. In addition, the impact of board human capital on board effectiveness was also considered. Additionally, the researcher examined if the relationships between board characteristics and board effectiveness will be affected by organization type, ownership, age and size. The empirical examination of the hypotheses developed from the theoretical framework presented in this study show that board characteristics, apart from professional human capital, do not have any significant impact on board effectiveness. Board professional human capital was found to have a positive relationship with board operations and board cohesiveness and also with board effectiveness. The results show that in Nigeria, board diversity and human capital are the most important board structural factors that impact board effectiveness. They also show that board processes of operations, cohesiveness and decision making have significant impact on board effectiveness. Finally the results show that board process factors are more important than board structural factors in determining board effectiveness. The study shows that these relationships were not significantly affected by organization type, ownership, age or size. The study contributes to understanding of board effectiveness in an emerging market where board roles and processes are still developing; by examining both traditional variables such as board size, CEO duality, board independence and other organizational attributes such as board job related diversity and board professional human capital variables. In addition, this is the first study to examine board effectiveness in publicly quoted companies in Nigeria. The study will also contribute to better governance practices in Nigeria, where lack of good governance has been blamed for the slow economic development and growth. The theoretical framework and the findings of this thesis are expected to stimulate scholars for further research into identifying the characteristics that boards must possess if they are to be active and effective. They should also stimulate practitioners and scholars of strategy, organizational behaviour and corporate governance to examine boards and their activities from many perspectives, particularly from the process side.
