Įžengus į žinių ir informacinių technologijų amžių, vykstant globalizacijai bei sparčiai darbo veiklos pasaulio kaitai svarbu tampa ruošti nebe siauros srities specialistą, bet generalistą. Tai reiškia, kad svarbu aukštojoje mokykloje paruošti asmenį, turintį bendrąsias kompetencijas, t. y. tuos gebėjimus, kurie gali būti lengvai transformuojami iš vienos veiklos į kitą ir, kurie yra įsidarbinimo, mokslų tęsimo, asmens saviraiškos, socialinės integracijos bei karjeros plėtojimo pagrindas. Taigi darosi aktualu aukštojo mokslo kokybę analizuoti bendrųjų kompetencijų išugdymo aspektu. Šio magistrinio darbo tikslas – išanalizuoti ugdytinų bendrųjų kompetencijų kokybę aukštojoje mokykloje. Darbe analizuojama ugdymo kokybės sampratos kaita, aukštojo mokslo kokybė teisiniu aspektu, apžvelgiamas studijų programų modernizavimas bendrųjų kompetencijų aspektu. Išanalizavus daugelio autorių nuomonę, buvo sukurtas ugdytinų bendrųjų kompetencijų aukštojoje mokykloje modelis. Pagrindiniai darbo metodai: mokslinės literatūros ir aukštąjį mokslą reglamentuojančių teisės aktų analizė, studijų programų aprašų turinio (content) analizė, anketinė apklausa, statistinių duomenų analizė. Tyrimo rezultatai parodė, kad skirtingų kompetencijų grupių skirtingi elementai fakultetuose išplėtojami / išugdomi nevienodai. Esminiai skirtumai išryškėjo tarp FIF ir EF. It means that it is important to prepare a person which has developed transferable competences, e. g. those abilities which can be easily transfered from one activity to another and which are the basis of personal perfection, job placement, self – expression, social integration, lifelong learning and career development. Therefore it becomes important to analyze the quality of higher education understanding it as transferable competences‘ development. The main task of this research work is to analyze the quality of developed transferable competences at Vilnius university. The conception of changes of education quality in Higher Education and legal aspects of the quality of higher Education were analyzed. A modernization of study programmes as the development of educated transferable competences was disputed. After analyzing the opinions of different authors, a theoretical model of transferable competences to be developed was created. The object of the thesis: municipal youth coordinators’ general and special competencies and the need of their development.

Profesijos pasirinkimas yra viena aktualiausių problemų, nuo kurios tinkamo sprendimo priklauso žmogaus asmeninės gerovės augimas. Todėl labai svarbu, kad jau pats pirmasis moksleivio apsisprendimas būtų sąmoningas, tikslingas, kad jaunuolis suprastų, jog adaptacija darbo pasaulyje ir asmenybės vidinė harmonija priklauso nuo tinkamo apsisprendimo. Šiuolaikiniame darbo rinkos pasaulyje ypač aktualus tampa asmens profesinės karjeros planavimas. Profesinė karjera – tai racionalaus profesijos pasirinkimo ir karjeros planavimo rezultatas. Karjerą galima pradėti planuoti tik tuomet, kai žmogus turi atitinkamų bendrųjų kompetencijų, asmeninių savybių, apsisprendžia dėl profesijos, t.y. pasirenka profesiją, nes kiekvieną karjeros planą sąlygoja konkrečios profesijos prigimtis. Susidūrimas su aplinkiniu pasauliu išmoko žmones pažinti save – ką jiems tenka daryti, ką jie geba daryti geriausiai ir kas yra svarbu tieks siekiant karjeros, tiek jų gyvenime. Baigiamojo darbo objektu buvo pasirinkta bendrųjų kompetencijų svarba karjeros planavimui. Darbo problema išreikšta probleminiu klausimu: kaip bendrosios kompetencijos gali įtakoti mokinių karjeros planavimą? This is the reason why the first decision taken by a pupil should be deliberate, purposive and a young person should understand that adaptation in the labour world as well as the inner harmony of an individual depends on proper decision. Planning personal vocation career is getting particularly topical in the contemporary world of labour market. Vocation career is a rational result of the vocation choice and career planning. Career may be started being planned when a person possesses appropriate general competences, personal features and when he/she makes choices about the vocation, i.e. a person chooses a vocation because every career plan is conditioned by nature of a particular vocation. В современном мире рыночных отношений труда вазное место занимает планирование личной карьеры. Это возможно лишь в том случае, если человек обладает соответствующими общими компетенциями, личными качествами б правилъным решением в выборе профессии, так как выбор в плане карьеры обусловлен природой конкретной профессии. In dieser Magisterarbeit wird die Bedeutung und Entwicklung des lebenslangen Lernens auf der Ebede der EU und in Litauen analysiert. Die passive Einstellung der Litauer zum lebenslangen Lernen wird als Problem dieser Magisterarbeit hervorgehoben. In der Arbeit werden die Besonderheiten der Mittgliederländer bei der Verwirklichung der Konzeptionen des lebenslangen Lernens erforscht, geklärt, wie das sich auf den Beteiligungsraten am lebenslangen Lernen widerspiegelt. Besondere Aufmerksamkeit wird für Schaffung der Bedingungen für das lebenslange Lernen in Litauen geschenkt. In diesem Kontext wird die rechtliche Basis Litauens und Organisationssystem der Verwirklichung des lebenslangen Lernens erforscht.
