This study conducted a qualitative research guided by a list of interview with executives from a sample of ten hospitals operating in the private health market. We analyzed the process of developing business strategies of these hospitals, what kind of services and specialties were offered and what the evidence justified these decisions. It also sought to identify the planning model adopted by these organizations. The results indicated that the expansion of beds and services is due to increased market demand for health and a repositioning of the hospitals in relation to the market where the growth strategy aims to: 1) get the economic scale to enable the incorporation of technology necessary to maintain competitiveness, 2) have greater bargaining power with the operators of health plans. The model is budget planning and SWOT analysis using the BSC. / A presente tese teve por objetivo investigar o que tem levado hospitais privados, no segmento da assistência médica suplementar no município de São Paulo, a ampliar sua capacidade de atendimento, especificamente sua oferta de leitos de internação, quando aparentemente a tendência mundial do setor hospitalar é de diminuição da necessidade de internação para a população e os dados oficiais brasileiros indicam redução no número de leitos privados. Para isso, foi realizada uma pesquisa qualitativa dirigida por um roteiro de entrevista com executivos de uma amostra de dez hospitais atuantes no mercado de saúde suplementar. Foram analisados os processos de elaboração de estratégias de negócio destes hospitais, que tipo de serviços e especialidades foram oferecidas e quais as evidências justificaram estas decisões. Também se procurou identificar qual o modelo de planejamento adotado por estas organizações. Na revisão bibliográfica, foram buscados textos em livros, periódicos e trabalhos acadêmicos, que tratassem de estratégia e de estratégia em saúde. Além disso, foram estudadas bases de dados nacionais com estatísticas de saúde. Os resultados indicaram que a ampliação de leitos e serviços é decorrente de aumento da demanda do mercado de saúde e de reposicionamento dos hospitais em relação ao mercado; a estratégia de crescimento tem por objetivo: 1) obter escala econômica para viabilizar a incorporação tecnológica necessária para a manutenção da competitividade; 2) ter maior poder de barganha junto às operadoras de planos de saúde. O modelo de planejamento é orçamentário e de análise SWOT, com a utilização do BSC.

An evaluation of a performance management system in a freight rail organisation

The purpose of this study was to evaluate the effectiveness of the existing performance management system (PMS) in enhancing performance at this freight rail organisation (FRO). The focus of this study was to establish whether the performance management processes are effective in enhancing the individual performance level in this FRO. The performance management processes referred to in this study include conceptualising and exploring; performance management and its processes, the balanced scorecard (BSC) as a tool of performance management and explaining the relationship between performance management and a reward system within the FRO. A qualitative research design was used for this study to answer the research question. The research design consisted of a case study where thirty semi structured interviews were conducted with the first line managers, junior managers, middle managers and senior managers at this FRO. The interviews were transcribed, and research data was analysed using a content analysis method. This study yielded a number of benefits in terms of the research findings, conclusions and recommendations about the effectiveness of performance management processes, the BS and the relationship between individual performance and reward. As a result, the study will not only benefit management in dealing with a strategy and drive individual performance, but will also assist all levels of employees within the FRO and other organisations in understanding the day-to-day operational activities of performance management. It will also help human capital professionals, industrial psychologists at the FRO and other organisations in knowing and understanding the best practices to adopt, in managing their individual performance levels. / Industrial and Organisational Psychology / M. Since its introduction, the BSC has evolved and gained a high degree of recognition as one of the most widely used tools among the recent innovations in the context of management control. One of the most discussed approaches by present authors is the cause and effect relationship between scorecards. Thus, this study aims to develop an analysis of the relationship between performance measurement system indicators from Petrobras refining segment, thereby aiding the increment of the system and contributing to the process of strategic management of the company. The research includes interviews with managers of the company to develop a hypothetical model of cause and effect relationship between indicators, and the Granger causality test was used to assess the statistical significance of the model. After completion of tests, results were presented to managers for model validation. The analysis indicates that in general the time series data provided support for understanding the cause and effect relationship of the performance measurement system from Petrobras refining segment. Testing various lags it was possible to verify that in most of relations the predictive capacity is established significantly. Thus, this study contributes to the understanding of relations between indicators from Petrobras refining segment, through the identification of lags, opportunities for revision of weight, indicators identity and formula, and thus providing key inputs for improving the company s performance measurement system. / Os sistemas de mensuração de desempenho foram vistos sob uma nova perspectiva após a criação do balanced scorecard (BSC) introduzido por Kaplan e Norton no início dos anos 1990, apresentando uma metodologia muito mais ampla de gestão e desempenho empresarial comparando-se com os controles baseados em indicadores contábeis e financeiros. Desde a sua introdução, o BSC evoluiu e ganhou um elevado grau de reconhecimento como uma das ferramentas mais amplamente utilizadas dentre as recentes inovações no contexto do controle gerencial. Uma das abordagens mais discutidas pelos autores atuais é a relação de causa e efeito entre os scorecards . Assim, o presente trabalho tem como objetivo desenvolver uma análise sobre a relação entre os indicadores do sistema de mensuração de desempenho do segmento refino da Petrobras, criando subsídios para o incremento do sistema e contribuindo assim com o processo de gestão estratégica da companhia. A pesquisa inclui entrevista com os gestores da companhia para desenvolvimento de um modelo hipotético de relação de causa e efeito entre os indicadores, e para testar a significância estatística do modelo utilizou-se o teste de causalidade de Granger. Após a realização dos testes os resultados foram apresentados para os gestores para validação do modelo. A análise indica que de maneira geral os dados das séries temporais forneceram apoio para o entendimento das relações de causa e efeito do sistema de mensuração de desempenho do segmento refino da Petrobras. Testando várias defasagens foi possível constatar que na maioria das relações a capacidade preditiva é estabelecida de forma significativa. Assim, o presente estudo contribuiu para o entendimento das relações entre os indicadores do segmento refino da Petrobras, através da identificação das defasagens, oportunidades de revisão no peso, identidade e fórmula de indicadores, e, desta forma, fornecendo insumos fundamentais para o aprimoramento do sistema de mensuração de desempenho da companhia.

Combining Balanced Score Card and Data Envelopment Analysis for Analyzing the Performance of Small Scale Fisheries

The balanced scorecard (BSC) is an accepted methodology for putting strategy into action. The BSC provides a comprehensive performance measurement for an organization with respect to both financial and non-financial perspectives, including the triple bottom line of planet, people, and profit. Through various implementations to companies, organizations, and sectors, balanced scorecards have been used widely both for strategic purposes, as well as for more tactical focus for auditing current performance. BSC implementation is particularly adequate when integrated with the operational processes of the organization. The integration between the strategic plan and the financial and operational plans proceed via the business process model that covers the operational processes associated with the objectives of the organization in the strategy map. In this way, BSC is a tool for real-time monitoring of performance as well as providing the crucial linkage to the organization’s strategy that enables the proper implementation of the organization’s strategy. Data envelopment analysis (DEA) has been widely applied for measuring the efficiency of a specific decision-making unit (DMU) against a projected point on an efficiency frontier. DEA is therefore particularly suitable for measuring the organizational efficiency based on the BSC indicators, which are defined as Key Performance Indicators (KPIs). In the commercial fisheries sector, sustainable strategy of fisheries organizations can be gained by running the current operations more effectively, and by integrating processes enabling adaptation to change. The efficiency frontier of the DEA model can be used to calculate the efficiency of fisheries operations. The proposed research is undertaken as part of the Canadian Fisheries Research Network (CFRN) to investigate the application of BSC and DEA for defining commercial fisheries performance evaluation variables with respect to the objectives of environmental sustainability, economic viability, and social and cultural stability in compliance with, and in the absence of, performance monitoring alleged in the Fisheries and Oceans, Canada Integrated Fisheries Management Plans (IFMP). The combination of BSC-DEA methodologies is developed in this research as a required performance monitoring system suitable for IFMPs for analyzing the relative efficiency of commercial fisheries case studies across Canada towards incorporating best sustainable practices in the industry.

The main goal of this work is to create some kind of simple methodology that can help to improve effectiveness of public organizations. There're a lot of theories and methodologies focused on this topic and there is a good chance many new ones will be presented in the future. These came mainly from management field and sometimes from other fields as well. This work focuses mainly on Business Process Reengineering and combines it with other methodologies hoping, it will help in a process improvements in the public sector. Focus is on Czech Republic but this work should be useful to other countries as well, if necessary changes are made in order to shape things that are different between the countries. In this work, a whole project cycle of the public organization processes improvement project can be found, but some project phases will be explained in more detail then the other. Focus is on the analytic parts of the project (strategy creation, use of UML, BSC and other models and methodologies like that) rather than the project management parts of the project. All the practical examples are from public sector organization -- namely the administrative office of one of the city districts of Prague. After reading this work, reader should have moderate understanding of the application of a BPR methodology in the public sector and how it can be supported by other methodologies. There is also big portion of models and diagrams in this work showing pieces of reality from chosen public organization. Their meaning is to show what is usually done in this kind of project and how to understand the models. This works goal isn't creation of a guideline to UML or any other modeling principles.

The subject of this diploma thesis is an evaluation of the company HBH Projekt spol. s.r.o., using the Balanced Scorecard method. In the first section, I will explain the theoretical knowledge components and provide a definition for some of the basic concepts related to management strategy, financial analysis, and performance indicators. The second section is an analysis and evaluation of the recent performance of HBH Projekt spol. s.r.o.. This second section will focus on both financial and non-financial measurements. The findings of these analyses serve as the basis for the third section, which is a proposal for the implementation of the Balanced Scorecard method for the company. In this section, the four perspectives are assigned to the strategic goals of the company, benchmarks are set, and strategic metrics are defined to help achieve the set goals of improving the company's performance.

As a result of this thesis is to introduce not only the compilation of the model for performance evaluation of business enterprises but also the methodology of its implementation as well as creation of a strategic map. In order to do so, it is to define key performance indicators that are linked to the evaluation of the strategic aims in the individual perspectives. The content of my diploma thesis is to develop necessary steps to set up a business. The first part describes the theoretical background, which primarily focuses on the characteristics of individual analyzes, including model CANVAS. The second part focuses on analysis of the market in which will the business operate, followed by characteristics of external environment and then I try to capture the principle of offered product, which is the subject of future business venture. In the design part of my work, I approach variable solutions of individual business models that are closely linked with the results of the SWOT matrix analysis. In the next section,i perform a comprehensive evaluation of the various options based on the principle BSC and at the end of the practical part I design the necessary steps to set up a business that uses the resulting business model.
