Přístupy k oceňování kulturních organizací / Approaches to the valuation of cultural organizations

This thesis deals with a relatively new issue in the Czech Republic, which is valuing cultural organizations. The general framework for the valuation of non-profit cultural organization is analysed in the theoretical part. It includes a discussion of the importance of culture for society, the characteristics of non-profit organizations and subsequently defining the potential value of the concept of cultural organizations, reasons and methods for valuation of such organizations. Special focus is paid to the transformation of the Prague theater net. The aim of the practical part is to determine the approximate value which the czech society would lose, if the prague theatre Činoherní klub terminates its activities due to financial reasons. Contingent valuation method is applied as a procedure, which is based on detection of individual willingness to pay (WTP) or willingness to accept compensation (WTA), through a questionnaire survey. There is also a determination of the status of the valued theater at the Prague theater market in the practical part.

Economic Valuation of the natural patrimony: Protected Natural AreasThis paper offers some knowledge about the utility of Economic Valuation of Assets out of  market methods, to allow management in general and as a guide to the planning of natural areas with valuable ecologic and landscaping aspects. Here, I show the importance of the Protected Natural Areas (ANP) in the national economy and their economic value. I describe the most used techniques in the valuation of ANPs with special attention to the direct using values through the application of cost of travel and contingent valuation methods.As an example of the use of these techniques, I present the application results at the Private Conservation Area-El Cañoncillo Natural Forest, with the objective to analyze the pertinence of the economic valuation by the adoption of conservation practices. / El presente artículo brinda conocimientos sobre la utilidad de los métodos de valoración económica de los bienes sin mercado, tanto para su gestión en general como para que sirva de guía para la planificación de áreas naturales ecológica y paisajísticamente valiosas en particular. Muestra la importancia de las áreas naturales protegidas (ANP) en la economía nacional y su valoración económica. Se describen las técnicas más usadas en la valoración de las ANP, con especial atención en los valores de uso directo a través de la aplicación de métodos de costo de viaje y de valoración contingente (CVVC).Como ejemplo de uso y potencial de estas técnicas se presentan los resultados de su aplicación en el Área de Conservación Privada Bosque Natural El Cañoncillo, con el objetivo de analizar la viabilidad de la valoración económica por medio de la adopción de prácticas de conservación.

AN APPROACH TOWARDS HOLISTIC ASSESSMENT OF SOCIO-ECONOMIC IMPACTS

This thesis uses the case study of the Fallas festival in the city of Valencia (Spain), to assess the value of intangible cultural heritage. Within this framework the thesis explores a number of different issues: for example how social agents frame different qualities and benefits of cultural heritage in order to describe the value and claims for funding the arts. It finds that value assessment for claiming funds presents many challenges such as: identifying the values of the heritage in question; describing them; and ranking them according to their contribution to the public welfare. It examines the methodological techniques for assessing heritage values and goes on to discuss a number of tools that are, or could be, used for assessment. The thesis also explores how public bodies legitimise cultural funding. It examines the role of non-government arts organisations in supporting the arts. It proposes the analysis of donor decisions through a multi-attribute technique where donors state their importance to donor situations under specific conditions or attributes. Finally, it describes how the stakeholder approach can be applied for searching new ways of funding festivals. It also considers how intangible cultural heritage goods can be assessed within the process of cost-benefit evaluation. It also analyses how public bodies, as the principal supporters of culture, deal with the problem of valuing intangibles on social investments. The study uses the Fallas festival to test the research hypothesis. It uses a number of economic and statistical techniques to evaluate the Fallas Festival, these include Contingent Valuation, Choice Experiment and Descriptive and Multiatribute Statistics. The statistical techniques reveal that historical benefits are intrinsically valuable in the Fallas festival. Ecnomic value of water for Agriculture, Hydropower and Domestic Use : A case study of the Lunsemfwa catchment, Zambia

The Lunsemfwa river catchment is of paramount importance to the Zambian economy, particularly with regards to energy, agricultural and water for domestic, as well as wildlife. Water shortages during dry spells in the area present a huge problem for the various stakeholders in the basin. As the impact of climate variability increases in the basin, water resources managers in the basin are increasing challenged to efficiently allocate decreasing reserves of water resources against increasing levels of demand. This paper attempts to highlight the value of water resources to the earlier mentioned sectors; hydropower, agriculture and households, in order to inform allocation decisions in the Lunsemfwa catchment area of Zambia. The paper uses the SDDP method to investigate the average cost of electricity production, coupled with market electricity prices to ascertain the value of a unit of electricity given reservoir outflow levels. The PF method was used to evaluate the marginal value of water is agriculture, while the value of water for domestic consumers was evaluated using the Contingent Valuation method, particularly the willingness to pay, which essentially uses market prices to represent the consumers’ willingness to pay. A value of US$93/MWh is attached to hydropower produced here, while the marginal value of water in agriculture is estimated to be US$0.068/m3. The willingness to pay for connection to piped water is approximately US$34.13, while the monthly value is US$6.9. The Gross Financial Value (GFV) generated from hydropower, agriculture and domestic water supply is US$24,174,000, US$ 262,083,045.91 and $7,140,000.00 respectively.

Essais sur l’évaluation des préférences des ménages en matière d’assurance communautaire / Essays on assessing Households' Preferences for community-based health insurance

Le financement des soins de santé de qualité constitue un défi majeur pour les pays en développement. Malgré les efforts consentis pour améliorer l’offre des services de santé, une frange importante de la population n’a toujours pas accès aux soins de santé. La faible croissance économique, le manque des ressources, la corruption et les contraintes imposées au secteur public peuvent expliquer pourquoi la conception d’un système de financement des soins de santé est complexe. Au cours des deux dernières décennies, il y a eu une baisse de l'utilisation des services de santé après l'introduction du recouvrement des coûts dans les établissements de santé publics. Les personnes les plus touchées par cette politique sont les ménages à faibles revenus notamment dans les zones rurales qui sont le plus souvent vulnérables aux maladies. L'assurance communautaire a été proposée comme une alternative pour améliorer une meilleure accessibilité des ménages à faibles revenus aux soins de santé. L'assurance communautaire apparaît ainsi comme un outil de protection sociale pour un grand nombre de personnes qui, autrement, n'auraient pas une couverture face au risque maladie. Toutefois, un tel système d’assurance maladie ne peut avoir des effets à long terme que s’il existe une forte préférence des ménages pour une telle politique, et un capital social dans les zones rurales. Evaluer les préférences des ménages pour l'assurance communautaire est importante pour la formulation des recommandations de politique économique. Une connaissance adéquate des déterminants de la demande pour l'assurance communautaire est aussi essentielle pour l'élaboration de stratégies visant à accroître l’allocation des ressources, et à améliorer la qualité des services. La présente étude a pour objet d’évaluer les préférences des ménages pour l’assurance communautaire en milieu rural camerounais. L’usage de la méthode d’évaluation contingente suggère que les ménages à faibles revenus sont disposés à payer pour l’assurance communautaire. En outre, le capital social a un effet positif et significatif sur la demande. L’usage des doubles questions binaires pour évaluer des préférences des ménages est incompatible avec les incitations et sujets à un shift effect hétérogène expliqué par les caractéristiques intrinsèques des ménages. Les ménages très certains de leurs réponses ne sont pas sujets aux anomalies comportementales. Enfin, les préférences des ménages sont inter-indépendantes du fait des interactions spatiales expliquées par les normes sociales / The financing of quality healthcare is a major challenge for developing countries. Despite efforts to improve the provision of healthcare services, a significant proportion of the population does not always have access to healthcare services. Low economic growth, lack of economic resources, corruption and constraints on the public sector could explain why the design of a system of financing healthcare is complex. Over the past two decades, there has been a decline in the use of healthcare services after the introduction of cost recovery in public health facilities. Those most affected by this policy are low-income households particularly in rural areas that are most often vulnerable to diseases. The community-based health insurance has been proposed as an alternative to improve better access to low-income households to healthcare services. The community-based health insurance is thus a tool of social protection for many households who otherwise would not have formal insurance. However, such a health insurance scheme can have long-term effects if households have a strong preference for it, and there is social capital in rural areas. Assessing the preferences of households for the community-based health insurance is important for the formulation of policy recommendations. Adequate knowledge on the determinants of demand for the community-based health insurance is essential for developing strategies to increase resource allocation, and improve the quality of services. This study aims at assessing the preferences of households for community-based health insurance in rural areas of Cameroon. The use of contingent valuation method suggests that low-income households are willing to pay for the community-based health insurance. Furthermore, social capital has a positive and significant effect on the demand, and the use of double-bounded dichotomous choice to assess the preferences of households is incentive incompatible. We also found that there is heterogeneous shift effect in preferences anomalies and could be mostly explained by the salient characteristics of households. A striking result is that more certain households are not subjected to preference anomalies. Lastly, there is spatial dependence in the preferences of households explained by social norms

Cette thèse a pour but d'étudier les méthodes d'évaluation des ressources environnementales : la méthode des Coûts de Transport (CT) à préférences révélées et la méthode d'évaluation contingente (EC) à préférences déclarées afin de proposer les contributions suivantes. Dans le chapitre 1, nous montrons qu'il est possible si les données sur les deux méthodes sont disponibles pour les mêmes observations, d'obtenir une meilleure mesure de la disposition à payer (DAP) par la combinaison des deux méthodes en utilisant la technique du maximum de vraisemblance simulé. Dans le chapitre 2, nous montrons qu'une nouvelle approche: le "special regressor" pourrait être une solution pour traiter les problèmes d'endogénéité en EC. En utilisant des données sur la DAP pour réduire les risques subjectifs de mortalité due à la présence d' Arsenic dans l'eau potable , nous montrons que le problème d'endogénéité du niveau subjectif de risque de mortalité peut être réglé efficacement. Enfin dans le chapitre 3, en utilisant une nouvelle enquête sur l'électrification rurale au Rwanda, nous proposons un nouveau design de la méthode d'EC en permettant aux personnes interrogées de choisir entre une contribution en temps ou en argent. Ainsi, en plus de mesurer une DAP classique, nous obtenons aussi une disposition à contribuer du temps mesurée en jours, qui est une mesure aussi voire même plus pertinente que la DAP dans le contexte d'un pays en développement. / This dissertation aims at investigating the methods of the environmental resources valuation: revealed preferences Travel Cost (TC) method and stated preferences Contingent Valuation (CV) method in order to propose the following contributions. In chapter 1, we show that it is possible if both CV and TC data are available for the same observations, to obtain a better measure of willingness to pay (WTP) by combining the two methods using Simulated maximum Likelihood technique. In chapter 2, we show that the new special regressor approach could be a solution to treat endogeneity issues in CV. Using data on WTP for reducing subjective mortality risks due to arsenic in drinking water, we show that the endogeneity of the subjective mortality risk level can be treated effectively. Finally in chapter 3, using a new survey about rural electrification in Rwanda, we propose a new design for the CV method by allowing people to choose between a contribution in time or in money. Thus, in addition to measure a conventional WTP, we also obtain a willingness to contribute time measure which is as or even more relevant than WTP in the context of a developing country.

The main purpose of the diploma thesis is to determine the willingness of people visiting the Eastern Slovak dam Ružín to pay for improving water quality, namely for the environmental good. Willingness to pay is determined by questionnaire investigation the contingent valuation method. Dam is a public good, which has no owner. We all use it without someone to care for it. This use is not positive, but negative in terms of pollution, clogging of toxic sediments. The theoretical part is devoted to construction and the need to build dam as well as environmental problems, which occur at the dam. This is related to the problem of public good and "the tragedy of the commons." There are the contingent valuation method and development of the questionnaire described at the end of theoretical part. The practical part consists of the evaluation questionnaire investigation and the linear regression model in terms of the parameters under which they were created identifiers variables and point estimates. Finally, it is converted by statistical analysis of the impact of variables on the amount that people are willing to pay.
