La spécificité de cette recherche réside dans sa réalisation par la validation des acquis de l'expérience professionnelle (VAE), en simultanée avec le développement des approches en vue de la patrimonialisation des sites technologiques liés à l'exploration spatiale, conduits par l’auteure au titre de ses fonctions à l'UNESCO, en tant que le responsable de l'Initiative thématique « Astronomie et patrimoine mondial». Cette recherche retrace et analyse les enjeux de la patrimonialisation des sites liés à l'exploration spatiale sous un prisme d'une obligatoire corrélation entre le patrimoine terrestre de l'Espace et le patrimoine extra-atmosphérique.La patrimonialisation des sites technologiques liés à l'exploration spatiale est une étape charnière d'un processus de reconnaissance du patrimoine de l'Espace. Cette recherche positionne deux contextes. L'un est lié à la mise en place d'un instrument normatif international qui délimite le périmètre du patrimoine mondial appartenant à l'Humanité tout entière. L'autre est celui lié au commencement de l'Ère Spatiale et à l'exploration de l'Espace. Ce dernier donne naissance à des sites qu'illustrent une exceptionnelle prouesse technologique et le génie créateur humain. La patrimonialisation de ces sites est étudiée dans une approche de création de passerelles entre les deux contextes susmentionnés qui se sont développés parallèlement, sans jamais se croiser. Ce travail de restitution contextuelle s’appuie sur les témoignages des personnes clefs qui ont contribués à la mise en oeuvre de la Convention du patrimoine mondial, et notamment à l'avancement de la reconnaissance des valeurs associées à la science. La problématique de cette recherche s'inscrit dans le cadre des études interdisciplinaires dans le domaine de science, technologie, patrimoine et logiques de participation. Ce projet constitue un apport aux axes de recherches du Laboratoire HT2S Histoire des Technosciences en Société du Conservatoire National des Arts et Métiers (CNAM). / The specificity of this research resides in its realisation by the validation of the acquired professional experience (VAE), simultaneously with the development of the approaches for the patrimonialisation of the technological sites related to space exploration, led by the author in her role at UNESCO as responsible for the Thematic Initiative "Astronomy and World Heritage". This research retraces and analyses the implementation of the issues of patrimonialisation of heritage-related sites linked to space exploration under the prism of an obligatory correlation between space heritage on Earth and outer-space heritage.The patrimonialisation of technological sites related to space exploration is a milestone in the process of recognition of space heritage. This research positions two contexts. One is linked to the establishment of an international normative instrument that delimits the World Heritage perimeter belonging to the whole of Humanity. The other is the one related to the beginning of the Space Age and space exploration. The latter gives rise to sites that illustrate an exceptional technological feat and human creative genius. The patrimonialisation of these sites is studied with an approach to create bridges between the two aforementioned contexts that have developed in parallel, without ever crossing. This work of contextual restitution is based on the testimony of key persons who contributed to the implementation of the World Heritage Convention, and in particular to the advancement of the recognition of the values associated with science. The research problem is part of the interdisciplinary studies in the field of science, technology, heritage and logics of participation. This project is a contribution to the research themes of the HT2S Laboratory on History of Technosciences in Society of the National Conservatory of Arts and Crafts (CNAM).

Le recours fréquent à l'expression anglo-saxonne soft power traduit le « moment gramscien » des relations internationales dans lequel l'hégémonie symbolique compterait autant dans la balance des pouvoirs que les déterminants matériels classiques (démographie, armée, économie), (Chaubet, 2013). Dans ce cadre la culture comme mode d'influence deviendrait un enjeu stratégique par l'intervention des politiques de diplomaties d'influence devenu un nouveau champ d'affrontement des états. Dans un contexte où la question de ce qui fait puissance sur la scène internationale est posée et débattue, les politiques internationales de prestige s'envisagent en lien avec l'essor du numérique et l'émergence d'une opinion publique internationale. Ces nouveaux paramètres conduiraient à la mise en place d'une « nouvelle diplomatie culturelle de la France » (Fabius, Filippeti, 2013). Parallèlement l'hypothèse du glissement du « centre de gravité du monde » vers l'Asie, ainsi que l'histoire commune entre la France et le Vietnam, a conduit l'auteur à analyser l'évolution de la diplomatie culturelle/publique de la France dans un processus de redéfinition d'une dynamique d'internationalisation. L'auteur examine le passage d'une logique diplomatique de présence à une logique diplomatique d'influence impliquant la communication. La méthode intègre une analyse de corpus et une enquête sur le terrain (deux ans de présence au Vietnam). / ....

A presente dissertação se propõe a analisar a política brasileira de propaganda e difusão cultural entre os anos de 1937 e 1945, isto é, durante o regime autoritário do Estado Novo. Como objetos de estudo, elegemos as atividades do Departamento de Imprensa e Propaganda e da Divisão de Cooperação Intelectual do Itamaraty, com ênfase no uso dos principais veículos de comunicação da época. De modo complementar, abordamos a influência da Política de Boa Vizinhança nas Américas e as viagens ao estrangeiro de artistas e intelectuais nacionais. Nosso objetivo é provar que, nesse período, o Brasil desenvolveu uma política sistemática de promoção da cultura nacional, visando exportar a imagem de um país em ascensão imagem, essa, correspondente às aspirações brasileiras de desenvolvimento e afirmação junto às grandes nações do mundo. / The aim of this dissertation is to analyse the Brazilian policy on propaganda and cultural promotion between 1937 and 1945, i.e. during the authoritarian regime known as Estado Novo. As objects of study, I elected the activities of the Departamento de Imprensa e Propaganda and those of the Divisão de Cooperação Intelectual do Itamaraty, emphasising the usage of the main communication media of the time. Complementarily, I examine the influence of the Good Neighbour Policy in the Americas and the travels abroad of Brazilian artists and intellectuals. My objective is to demonstrate that in that period Brazil developed a systematic policy that intended to promote its national culture and to export the image of a country in ascension an image that corresponded to its aspirations of development and insertion amongst the powerful nations of the world.

Svensk offentlig diplomati i förändring : En fallstudie om Svenska institutetÅström, Angie January 2012 (has links)
The Swedish Institute is a public agency promoting Swedish interest, national image and confidence around the world. This work attempts to investigate how communication and a process over time influences and effects public diplomacy. The analytic discussion is based on a single case study research of this Institute representing ideas in the international science field of public diplomacy. The theoretical ideas of public diplomacy are placed in a theoretical perspective of social constructivism. The method is qualitative, with excerpts taken from interviews, literature, newspapers, articles, state public reports and social media. The work adopts a discourse analytic approach, aiming to uncover the structure of public diplomacy by using three analytic tools: soft power, nation branding and cultural diplomacy. The presented analysis and examples suggest a close collaboration between researchers and practitioners can lead to a coherent theory of public diplomacy. The result identifies promising directions as well as weakness and gaps in existing knowledge. The work promotes an analytic tool “korstryck” for theorize and conceptualize the discussion of public diplomacy. A strategy of today requires three fundamental components: power, diplomacy and communication. The challenge in public diplomacy is the balance between public opinion, public foreign policy and global networks of communication. The paper aims to open doors for further scientific works are needed in the searching for a theory of public diplomacy.

近年來,經濟全球化不僅加深了國家間的經濟關係,而且也推進國家間的文化交流。研究軟實力與文化外交的議題成為國際關係的重點。文化外交在中國對外政策的地位也提升,文化外交戰略必將成為中國整體外交戰略的有機組成部份。因此中國開始實現中國文化「走出去」的工作,在國外舉辦「中國年」、「漢語年」、「旅遊年」,成立孔子學院。中國設立孔子學院和進行各種各樣的活動為了傳播漢語和中華文化。
目前學者關於中國對俄羅斯文化外交的研究較少著墨。因此,本論文試圖從文化外交角度來分析當代中國與俄羅斯關係,本研究目的在於瞭解中國文化外交內涵、目標與發展狀況,論文首先探討;其次探討中國對俄國的文化外交之具體實踐,包括政府層面交流和教育層面交往。最後研究中國文化外交在俄羅斯的成效以及中俄關係存在的問題。
研究發現雖然中國文化外交政策在俄羅斯有成效,但是中俄關係有還沒解決的問題:中國「威脅」、「擴張」的論調在俄羅斯仍然很有市場,中俄兩國之間深層互信還是不夠,而經貿合作水平遠低於兩國政治關係的高度。

Fundação Carlos Chagas Filho de Amparo a Pesquisa do Estado do Rio de Janeiro / Esta pesquisa tem como base da ideia de que a música popular brasileira, desde a proclamação da república, sempre foi um importante instrumento da diplomacia cultural do país. Nesse sentido, tentamos demonstrar as maneiras pelas quais o governo brasileiro tentou difundir externamente essa expressão cultural, as motivações que permearam essas iniciativas e os seus resultados. Por outro lado, tentamos, também, analisar os processos que levaram a formação, desenvolvimento e consolidação da indústria da internacional da música, como forma de entender os constrangimento e desafios impostos a tal política cultural externa brasileira. Nessa pesquisa, foi dada, ainda, um especial destaque aos governos de Lula da Silva, um período identificado como decisivo nos rumos da política cultural do país, em função de sua ampliação ao estímulo da produção e da difusão, interna e externa, da música brasileira. A mudança se deu na ampliação das ações culturais do Ministério das Relações Exteriores, mas, principalmente, do inédito protagonismo do Ministério da Cultura junto ao Itamaraty. Nesse sentido, o objetivo geral desta dissertação é analisar até que ponto a música brasileira tem uma capacidade real de se internacionalizar e, dessa forma - dentro das discussões atuais acerca do papel que a economia da cultura teria para o desenvolvimento nacional -, se converter num vetor do desenvolvimento brasileiro e da ampliação da influência do país no sistema internacional. / This research is based on the notion that the Brazilian popular music, since the Brazilian republic was created, has been an important instrument of the countrys cultural diplomacy. In this way, we try to demonstrate the ways in which the Brazilian government tried to diffuse this cultural expression to the world, what motivated these initiatives and its results. On the other hand, we tried, as well, to analyze the process that leaded the formation, development and consolidation of the international music industry, as a way to understand the constrains and obstacles imposed to suck Brazilian cultural policy. In this research, we also gave an especial focus on the two Lula da Silvas administrations, a period, indentified by us, as decisive in the development of the countrys cultural diplomacy, because of its role in the enhancement of the production and the diffusion, internal and external, of the Brazilian music. The shift happened in the expansion of the cultural policies and initiatives implemented by the Foreign Relations Minister but, mainly, in the new role played by the Cultural Minister as an active agent of the Brazilian cultural diplomacy alongside with Itamaraty. Therefore, our general goal is to analyze to what extend the Brazilian music is capable of internationalization and, in this way taking in the account the nowadays discussions about the role of the cultural economy in the national development -, turn into a catalyst of the Brazilian development and of the enhance of its influence in the international system.

Abstract In the heart of Paris, you will find Sweden‟s only cultural center abroad. Since the early 70‟s a wealth of cultural activities has been offered, and every year the center receives more than 100,000 visitors. The center is a branch of the Swedish Institute (Si), a public authority which promotes mutual relationships between Sweden and other countries through culture, education, science and business. The overall mission of Si is to increase the interest and trust in Sweden, and to manage and evaluate the public image of Sweden abroad. This study aims to reveal to what extent the Swedish Institute in Paris influences Sweden‟s public image among its visitors. Thus, the study analyses if activities within the field of cultural diplomacy can be seen as a means, in the purpose of reinforcing a nation‟s brand. During a two week period, about 140 visitors to the exhibition "Tio fotografer" at the Swedish Institute in Paris responded to a statistical survey, which examined whether their visit had in anyway influenced their images and perceptions of Sweden. The design of the questionnaire was partly inspired by Simon Anholt‟s „Nation Brands Index‟ analysis method, which is used to evaluate a country‟s image abroad. The results from the survey show that the image of Sweden, by a majority of these visitors, has become more positive thanks to the Swedish Institute.

Diversification of Contemporary Diplomacy - the Rise of Dance DiplomacyMichailovskyte, Giedre January 2015 (has links)
This study investigates the diversification of contemporary diplomacy in a deeper manner by choosing the concept of dance, which has never been chosen before. Theoretical andhistorical analysis of dance diplomacy helps us to answer the main research question of thestudy how does dance diplomacy contribute to the diversification of contemporary diplomacy. This research paper utilizes a qualitative methodology with the interpretative, historical, descriptive and cultural approaches and uses qualitative methods of literature review, content analysis, comparative analysis and theory triangulation. In this study we seethat dancers and choreographers complement today's diplomats, we find that the implications of cultural diversity expand an understanding of contemporary diplomacy, and that new emerging practices of dance diplomacy contribute to “new diplomacy” findings. Furthermore, practices of dance diplomacy could be described as parts of cultural diplomacy, public diplomacy, instruments of soft power or forms of nonverbal communication. This illustrates that contemporary diplomacy is somehow shaped by culture, public, power and communication, and therefore it could be understood from all these perspectives. Besides this, a chosen historical perspective and a background of the dance diplomacy help us to see that dance diplomacy is a natural consequence of the evolution of diplomacy. At last, it is relevant for the academic society to ground it on a scientific theoretical basis, which could expand our understanding of contemporary diplomacy.
