In order to integrate to the process of Digital Literacy the specific informational skills for the subject to dominate, search, retrieve and use the information in an efficiently way, whether in the professional, academic or personal life, it has been developed this study, whose overall objective is to propose methodological parameters for training in informational skills. Otherwise, the specific objectives associate itself on one hand to gathering and identifying the desired skills of the participants in the Digital Literacy program, and on the other hand, the definition of the contribution of Information Science in each of the modules of the program. By such means we can relate informational training and Information Science in an objective way through the operations of indexing, classification, thesaurus, taxonomy and ontology. In order to improve ideas, the methodological procedures applied to research have exploratory character, using two tools: the literature research and case studies, which enabled the comparison of two programs for Digital Literacy, thereby subsidizing the development of methodology for Digital Literacy what validates the proposition of the research. Besides having the methodology in structured information expertise, the study finds that the country is too far from the desirable concerning development and deployment of consistent Digital Literacy programs enough to sustain the teaching-learning in the search, recovery and use of information by participant individuals. It is understood, accordingly, why the current programs are left only to store computers in classrooms and/or to create telecenters without the student having the knowledge why for and how to work with the equipment. Therefore, it is essential to create programs that provide not only machinery, but that enable individuals in informational skills, so they can acquire learning throughout life. / Muito se discute sobre Alfabetiza??o Digital, mas ? quase inexistente a identifica??o das compet?ncias exigidas para o desenvolvimento desse processo. Com o intuito de integrar ao processo de Alfabetiza??o Digital as compet?ncias informacionais espec?ficas para que o sujeito domine, busque, recupere e use a informa??o de maneira eficiente seja na vida profissional, acad?mico ou pessoal, desenvolveu-se a presente pesquisa, cujo objetivo geral ? propor par?metros metodol?gicos de capacita??o em compet?ncias informacionais. J? os objetivos espec?ficos, associam-se de um lado ao levantamento e identifica??o das compet?ncias desejadas dos participantes do programa de alfabetiza??o digital e, de outro ? defini??o da contribui??o da Ci?ncia da Informa??o em cada um dos m?dulos do programa. Com isso relaciona-se capacita??o informacional e a Ci?ncia da Informa??o de forma objetiva atrav?s das opera??es de indexa??o, classifica??o, tesauros, taxonomia e ontologia. A fim de aprimorar id?ias, os procedimentos metodol?gicos aplicados na pesquisa apresentam car?ter explorat?rio, utilizando duas ferramentas: a pesquisa bibliogr?fica e o estudo de caso, que permitiu a compara??o de dois programas de Alfabetiza??o Digital, subsidiando assim a elabora??o da metodologia de AD que fundamenta a proposi??o da pesquisa. Al?m de ter a metodologia em compet?ncia informacional estruturada, a pesquisa considera que o pa?s est? muito aqu?m do desej?vel no que tange ao desenvolvimento e implanta??o de programas de alfabetiza??o digital consistentes o suficiente para amparar o ensinoaprendizagem na busca, recupera??o e uso da informa??o pelos indiv?duos participantes. Entende-se, nesse sentido, por que os atuais programas est?o fadados a somente estocar computadores em salas de aula e/ou criar telecentros sem que o aluno saiba para que e como trabalhar com o equipamento. Portanto, ? fundamental a cria??o de programas que n?o forne?am apenas m?quinas, mas que capacitem os indiv?duos em compet?ncias informacionais, para que ele tenha um aprendizado ao longo da vida.

A revis?o narrativa foi realizada com consulta em bases de dados cient?ficos, abrangendo o per?odo dos ?ltimos dez anos (2005-2015), com a qual se objetivou identificar as publica??es relativas ? tem?tica: forma??o do profissional de sa?de para atender o adolescente no contexto da Aten??o Prim?ria a Sa?de (APS). Optou-se por realizar a coleta do material de forma n?o sistem?tica, o banco de dados foi sendo complementado com os materiais encontrados, pela busca de cita??es nas publica??es inicialmente identificadas, ?rg?os governamentais e autores relevantes na ?rea. Os artigos encontrados abordavam no campo da sa?de do adolescente, predominantemente, temas como: sexualidade, doen?as sexualmente transmiss?veis, drogas, viol?ncia, gravidez na adolesc?ncia. Foram escassos os estudos que buscaram contextualizar a forma??o dos profissionais de sa?de para atender essa clientela, em especial por meio da APS, fato que ressalta a import?ncia deste trabalho. No tocante a pesquisa qualitativa foi estudada a perspectiva dos profissionais que atuam em Estrat?gia de Sa?de da Fam?lia (ESF) acerca de seu processo de forma??o profissional, durante a gradua??o, para cuidar dos adolescentes. Trata-se de um estudo explorat?rio de natureza qualitativa. Participaram 11 trabalhadores da aten??o prim?ria ? sa?de de munic?pios da Microrregi?o de Diamantina/MG. Os dados foram obtidos por meio de 11 entrevistas abertas e analisados conforme a An?lise de Conte?do. As informa??es convergiram para tr?s categorias: 1)o preparo na gradua??o para atender os adolescentes na ESF; 2)assist?ncia insatisfat?ria prestada ao adolescente; 3)perspectivas para a melhora da forma??o e dos profissionais. O processo de ensino adotado nas universidades apresenta reflexos claros na assist?ncia prestada pelos profissionais, que se sentem despreparados para atender o p?blico que vivencia a fase da adolesc?ncia. Nesse sentido, ? fundamental o di?logo cont?nuo entre institui??es de ensino, Sistema ?nico de Sa?de, e comunidade, para que as fragilidades no processo de forma??o e assist?ncia em sa?de possam ser reconhecidas e superadas. / Disserta??o (Mestrado) ? Programa de P?s-gradua??o em Ensino em Sa?de, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2015. / Study consists of theoretical (narrative review) accompanied by qualitative research through interviews. The narrative review was conducted in consultation with scientific databases covering the period of the last ten years (2005-2015), with which aimed to identify publications on the theme: training of health professionals to meet the teen in the context of Primary Health Care (PHC). It was decided to carry out the collection of unsystematically material, the database has been supplemented with the materials found, the search for citations in the initially identified publications, government agencies and relevant authors in the area. Articles found addressed in adolescent health field, predominantly topics such as sexuality, sexually transmitted diseases, drugs, violence, teenage pregnancy. Few are the studies that sought to contextualize the training of health professionals to serve this clientele, especially through the APS, a fact that underscores the importance of this work. Regarding the qualitative research we studied the perspective of professionals working in the Family Health Strategy (FHS) about their training process, for graduation, to care for adolescents. This is an exploratory qualitative study. Attended 11 workers of primary health micro-region's municipalities from Diamantina/MG. Data were obtained from 11 open interviews and analyzed according to Content Analysis. The information converged on three categories: 1)preparing the graduation to meet the teenagers in the FHS; 2)poor care provided to adolescents; 3)prospects for the improvement of training and professional. The teaching process adopted in universities has clear effects on the assistance provided by professionals who feel unprepared to meet the public who experience adolescence. Therefore, it is essential to ongoing dialogue between educational institutions, the National Health System, and community so that the weaknesses in the process of education and health care can be recognized and overcome.

It aimed at developing a proposal for public managers? capacity building departing from their managerial learning capacity in order to develop their managerial competency to support a Professional Competencies Management System. Therefore, this research answered: How to develop managerial capacity dedicated to the HEFI real context considering managers emergent learning process at work? Five intermediate goals were also attained: (a) Characterizing the management learning activity in public service; (b) Elucidating the managers? perception about the required competencies for practicing their managerial role; (c) Identifying managerial competencies developed by managers in the exercise of managerial activity; (d) Identifying individual and collective learning processes embedded in managers work, (e) Setting up the managerial development activities. Empirical data collected among 19 managers of the HEFI, through semi-structured individual interviews, were qualitatively analyzed by means of hermeneutic interpretive inductive approach. Empirical results indicates that the managers learning process and managerial competency development occurred through: (a) Self-learning, (b) vicarious learning, c) self-experience, and by solving problems in a trial and error mode (d) Social and collective interactions (e) Formal education (f) Working practice deconstruction; g) Managers? life activities off work. To trigger the development of managerial competencies including the emerging managers learning processes at this HEFI, an institutionalized managerial development project is needed grounded in andragogy pedagogy, this is, specific for adult learning process based on public managers awareness enhancement about the importance of the various ways of learning in the working practice. For instance, encouraging vicarious learning through the presentation of other institutions cases and the collective identification of the required managerial competencies. The managerial development project structure should take into account the need to meet individual managers? development requirement as well as the constraints imposed by the collective election process for being a public manager at this HEFI. Developing managerial competencies should have as structure: a) Evaluation b) learning c) Analysis d) Practice e) Application. Managerial competencies development should follow a continuous learning at work approach, taking into account profile differences concerning the academic and technical managerial positions. / Trata-se de uma pesquisa explorat?ria de natureza qualitativa realizada em uma institui??o federal de ensino superior (IFES), situada no Estado do Rio de Janeiro. O objetivo do estudo foi subsidiar uma capacita??o de gestores p?blicos com vistas a desenvolver compet?ncias gerenciais no escopo da Gest?o de Pessoas por Compet?ncias. Para tanto partiu-se da quest?o como capacitar gestores da UFRRJ nas compet?ncias gerenciais tendo como base a aprendizagem dos gestores no escopo de uma Gest?o de Pessoas por Compet?ncias? e cinco objetivos intermedi?rios foram alcan?ados: (a) Caracterizar a aprendizagem gerencial no servi?o p?blico; (b) Levantar as compet?ncias requeridas dos gestores segundo a percep??o dos mesmos para o exerc?cio da fun??o gerencial; (c) Identificar as compet?ncias gerenciais desenvolvidas pelos gestores no exerc?cio da atividade gerencial; (d) Identificar processos de aprendizagem individual e coletiva presentes no trabalho dos gestores; (e) Propor atividades de capacita??o gerencial para desenvolvimento de compet?ncias gerenciais pertinentes aos gestores da IFES examinada. A coleta de dados emp?ricos foi feita junto a 19 gestores, por meio de entrevistas semiestruturadas conduzidas pessoalmente com cada entrevistado. A an?lise qualitativa dos dados se realizou por meio de abordagem indutiva com interpreta??o hermen?utica. Os resultados emp?ricos indicam que o processo de aprendizagem gerencial ocorre por meio de: a) Auto-aprendizagem; b) Aprendizagem vic?ria; c) Experi?ncia pr?pria, resolvendo problemas e por tentativa e erro; d) Intera??es sociais e coletivas; e) Educa??o formal; f) Desconstru??o de pr?ticas de trabalho; g) Atividades na vida dos gestores fora do trabalho. As compet?ncias foram desenvolvidas por meio destes processos de aprendizagem. Para ativar o desenvolvimento de compet?ncias gerenciais por meio de aprendizagem na IFES recomenda-se a institucionaliza??o de um Programa de capacita??o gerencial, com base na andragogia, ou seja especifica para aprendizagem de adultos, pautada em um processo de sensibiliza??o dos quadros gestores, a ser feita propiciando uma aprendizagem vic?ria por meio da apresenta??o de exemplos de outras institui??es e pela identifica??o coletiva das necessidades dos pr?prios gestores da IFES. A estrutura da capacita??o dever? levar em considera??o a necessidade de atender as demandas de desenvolvimento gerencial assim como as restri??es impostas pelo processo de elei??o colegiada de gestores vigente. Recomenda-se uma capacita??o assim estruturada: a) Avalia??o; b) Aprendizagem; c) An?lise; d) Pr?tica; e) Aplica??o. S?o sugeridas capacita??es gerenciais seguindo a abordagem da capacita??o continuada por n?veis, considerando as diferen?as dos respectivos perfis dos cargos t?cnicos e docentes.
