Priority Setting and Policy Advocacy for Community Environmental Health: A Comparative Case Study of Three Canadian Nursing Associations

This thesis examined factors that influence three Canadian Nursing Associations’ priority setting and policy advocacy for community environmental health (CEH). The research questions that guided the study were: (a) how do the nature and scope of nursing organizations’ engagement for CEH policies differ according to provincial and federal contexts? and (b) how do nursing organizational factors and external system factors influence the priority-setting and policy advocacy choices for CEH policy? To answer these questions I undertook a qualitative comparative case study. The research was guided by epistemological and methodological principles of interpretative description and informed by whole-systems socio-ecological theory and institutional theory. Data were collected through participant interviews (n=41) and document review. Guided by framework analysis and the use of descriptive and conceptually-oriented matrices, cases were analyzed using an iterative and inductive approach to identify case patterns. These case patterns were then compared to identify cross-cutting factors that influence the Nursing Associations’ priority setting and policy advocacy for CEH. Key findings are represented in an integrated conceptual framework. Nursing Associations’ priority setting and policy advocacy are embedded in a dynamic policy field whereby structures and institutional pressure both create opportunities and narrow the Nursing Associations’ options for engaged CEH advocacy. The findings lead to recommendations for practice, policy, and research that have relevance for the profession, nursing associations, and policy decision-makers.

Case Study of E-book Use in an Academic Library: A Communication Perspective

This research examines the integration of electronic book (e-book) technology within an academic library. The University of Ottawa library is explored as a qualitative case study. The perceptions of use and communication pertaining to e-book adoption from the perspectives of students, faculty members, and librarians are combined with other documentation to provide a comprehensive examination of the case. Rogers (1962; 2003) Diffusion of Innovations provides the theoretical framework to guide the study and structure its analysis. Main findings revealed the following: (1) participants preferred print books, (2) inadequate communication occurred between students, faculty members, and librarians, and (3) information literacy training initiatives were insufficiently standardized. This study contributes to communication research by examining adoption of e-book technology and the spread of ideas within a social environment. It also furthers Diffusion of Innovations by confirming that even when individuals acknowledge advantages of a communication technology, it is not necessarily adopted.

Making the Invisible Visible: Public Library Reference Service as Epistemic Practice

Public library services are evolving in response to the changing informational needs and behaviours of the citizens of the knowledge society. Reference statistics are declining and the move to self-service, virtual reference and an increasing use of mediating information and communication technologies calls into question the ongoing role of human, face-to-face information interaction at the public library’s front-line reference “desk”. An ethnographic case study of face-to-face adult reference service was conducted in a large Canadian urban public library. Over 8 months during 2006, a pilot study was conducted, followed by 170 hours of observations at the reference desks in three branch libraries of varying sizes and semi-structured interviews with front-line reference staff, library managers and reference service clients. 480 reference interactions were documented and policy documents were reviewed. An inductive staged process of analytical abstraction, a narrative approach to the interpretations and a critical reflexivity as participant researcher were employed. The main contribution of this study is the articulation of a practice framework for understanding and studying the reference service within the public library as organization. Sharing knowledge, finding meaning and learning are the outcomes of this epistemic practice. A typology of four reference encounters characterized in three dimensions of interpersonal communication; information exchange and mode of practice is detailed. This study challenges previous interpretations of reference services as a transactional, unitized question-answer activity and depicts it in a larger context as an interactional, relational set of activities that altogether characterize an epistemic practice. The three dimensions of structure (library organization), agency (reference staff and clients) and objects (library collections) anchor this conceptual framework – they are interdependent dimensions interacting to illuminate a robust understanding of face-to-face reference service. This study responds to previous research in which the reference process is studied separately from its social practice and its structural-organizational contexts.

This case study- One GE Healthcare in Taiwan, details the transformation of GE Healthcare Taiwan during its reorganization in order to optimize resource and increase productivities. It could be regarded as a case study for change management by using the knowledge and methods of well-known technics- Lean, Six Sigma, Work-Out and Change Acceleration Process (CAP), which would be briefly introduced in the case as well. The aim of this study is to analyze why GE could experience so many successful transformation and internalize change as part of its culture by taking One GE Healthcare as the example. It is also expected that this case study could be referred by other companies that are keen at making reorganization. This case study begins with discussing healthcare industry in Great China, China, Taiwan and Hong Kong, by analyzing demography, hospital profile and healthcare device market in those areas. Afterwards, GE Healthcare organization, mainly focusing on Great China, is mentioned in the next chapter. Next, four methodologies are briefly introduced in order to provide the knowledge and methods behind this transformation. Continually, One GE Healthcare is detailed by introducing two phases. Phase one starts with the establishment of Account Manager (AM) team, and phase two focuses on reorganizing sales support functions in order to align with AM team. Last but not least, the case study ends with a conclusion and suggestions for this reorganization.

Das Konzept der dynamischen Fähigkeiten, das der Forschung zur Privatwirtschaft entspringt, stellt die Frage wie Unternehmen um ihre Ressourcen optimal nutzen zu können, Fähigkeiten entwickeln, durch die sie in der Lage sind, sich stetig zu verbessern. Da sich auch im öffentlichen Sektor die Frage nach einer verbesserten Nutzung und Einsetzung der zur Verfügung stehenden Potentiale stellt, ist es Ziel dieser Arbeit das Konzept der dynamischen Fähigkeiten auf den öffentlichen Sektor und hierein den Untersuchungsgegenstand Museum anzuwenden. Somit werden mithilfe der Durchführung einer explorativen Fallstudie dynamische Fähigkeiten und deren Parameter untersucht und identifiziert. Hierzu wird zuerst das der Arbeit zugrundeliegende theoretische Verständnis des Konzepts dargelegt um darauf aufbauend anhand narrativer Interviews mit Mitarbeitern des Jüdischen Museums Berlin im empirischen Teil der Arbeit das Konstrukt auf den Untersuchungsgegenstand anzuwenden. Durch den somit erlangten detaillierten Einblick können dynamische Fähigkeiten und Faktoren, die sich auf diese auswirken, identifiziert werden. / The dynamic capabilities perspective based on private sector research poses the question how firms can develop capabilities to use and apply their resources in an optimal way to improve business steadily. In the public sector the question concerning the resource configuration of a firm is also enquired about the improvement in usage of internal potential. Therefore the aim of this paper is to transfer the concept of dynamic capabilities to the public sector, in that case with museums as the object of investigation. Hence dynamic capabilities and their parameters are analysed and identified by the use of an explorative case study. Due to that the theoretical background is defined in order to analyse interviews with stuff members of the Jewish Museum Berlin. This gains detailed insights and makes an identification of dynamic capabilities and their parameters possible.

Co-operation and coordination in the Co-operative Retailing System : essays on economic and identity strategies

This thesis, which consists of three self-contained essays, examines, both theoretically and empirically, some of the economic and identity strategies and mechanisms that federated co-operatives, in particular, and strategic alliances, in general, can use to achieve co-operation and coordination. To accomplish this objective, the thesis uses a combination of industrial organization and game theory concepts from economics, insights from social and cognitive psychology, and evidence from in-depth interviews with decision-makers in the Co-operative Retailing System (CRS) - an association of 264 independent Western Canadian retail co-operatives and their wholesaler, Federated Co-operatives Ltd. (FCL).<p> Essay One combines a case study of the CRS with an examination, in a game-theoretic framework, of the co-operation and coordination problems arising among firms in alliances and the potential solutions to these problems suggested in the economics and business strategy literatures. One of the contributions of this essay is to provide examples of the mechanisms that can be used to implement these theoretical solutions in a business setting - i.e., the essay identifies practical ways for alliances to alter partner firms' payoffs, to provide private rewards, to monitor behaviour, to establish long term goals among partners, to build high group identification within the alliance, and to focus partners' expectations on the efficient outcomes. Another contribution of this essay is to identify some of the second-order co-operation problems that arise in strategic alliances - e.g., lack of incentives by alliance partners to contribute resources that are necessary to develop alliance management mechanisms - and to offer examples of the strategies that can be used to deal with these problems.<p> Essay Two draws upon social identity theory and develops an economic model of behaviour to show how the core firm in a strategic network can promote effective co-operation among network members by inducing them to identify with the network. In addition, the essay offers empirical evidence from the CRS that identity has successfully been used, together with economic mechanisms, to foster co-operation among member retails, and provides examples of the most important mechanisms that FCL, as the core firm in the CRS, has used to manage the identity of the retails. More generally, by incorporating the psychology (and sociology) of identity into an economic model of behaviour, Essay Two contributes to an emerging view that non-economic (behavioural) factors are complementary to the economic ones in the management of strategic partnerships.<p> Essay Three considers the collective action problems that arise in co-operatives when it comes to financing growth and identifies the conditions under which retained patronage can be an effective way for co-operatives to raise growth capital. The essay develops a game-theoretic model to examine the trade-off between the share of patronage refunds a co-operative wholesaler pays to member retails in cash and the share of patronage refunds it retains and invests, so as to provide retails with enough short-run benefits to encourage them to patronize their organization, while still retaining resources to invest in long-term growth. Analytical results show that when there are increasing returns in patronizing the co-operative wholesaler, retails' decisions to patronize their organization are complementary strategies and, as a result, multiple equilibria are possible. Some of these equilibria are ones with high patronage and high investment, while others are characterized by low patronage and low investment. Retails' expectations about the actions of their counterparts are critical in determining the prevailing equilibrium. The analysis also shows that the existence of the horizon problem further constraints the ability of the wholesaler to raise growth capital. Taken together, these results suggest that the retention of patronage refunds can be an effective way for the co-operative wholesaler to raise growth capital, provided it acts to focus retails' expectations on the 'good' equilibrium and to mitigate the horizon problem.<p> By examining the strategies and mechanisms that the CRS has used to achieve co-operation and coordination, and in so doing illustrating the mechanisms that firms can use to manage partner opportunism and prevent coordination failure, the thesis contributes to the alliance management literature. Firms today are increasingly forming strategic alliances with suppliers, buyers, and even competitors in order to achieve sustainable competitive advantage. However, despite their increasing popularity and value-creation potential, alliances more often fail than succeed, with alliance failure often attributed to opportunistic (non-co-operative) behaviour by one or more of the partners and to coordination failure. As a result, it is important to identify strategies and mechanisms that alliance partners can use to achieve co-operation and coordination, and thus realize the benefits from their association.<p> The thesis also contributes to the co-operative literature by shedding light on the age-old debate on whether federated co-operatives need to be centralized to ensure efficiency. In particular, the thesis shows that federated co-operatives can be efficient, provided they address the co-operation and coordination problems that arise among their members, and provides examples of the mechanisms that federated co-operatives can use to achieve co-operation and coordination. In addition, the thesis offers the first analytical treatment of how the horizon problem influences investment decisions in co-operatives.

A Case Study Examination of Culturally Relevant Pedagogical Practices for English- Language Learners in a Pre-Kindergarten Classroom Setting

Presently, over five million English-language learners (ELLs) are being educated in U.S. schools, and by the year 2020, more than half of the public school system population in the U.S. will be from families whose native language is not English (National Center for Educational Statistics, 2005). Culturally relevant pedagogy (CRP) (Ladson-Billings, 1995) provides a framework for classroom teachers to meet the needs of diverse learners. This ethnographic case study describes what CRP looks like for young ELLs and how a pre-kindergarten school teacher and her bilingual paraprofessional successfully implement CRP. This study: (a) examined the manifestation of culturally relevant pedagogy in a pre-kindergarten classroom for English-language learners, and (b) investigated the ways two teachers promoted three central tenets of CRP in their pre-kindergarten classroom: (1) academic success; (2) cultural competence; and (3) critical consciousness. The research questions were explored by collecting fieldnotes during 20 classroom observations, 3 individual interview transcripts, 3 individual member-checking transcripts, and 15 classroom documents. Findings were based on an open-coding analysis process and a priori coding to demonstrate examples of culturally relevant pedagogical practices and beliefs. The data suggests five major principles of CRP for young ELLs: (1) Oral multilingual classroom language experiences for young children occurred frequently; (2) Monolingual and bilingual teacher collaboration was beneficial for teachers and young children’s language and cultural development; (3) Children’s funds of knowledge were employed and integrated into classroom learning experiences; (4) Peer-to-peer interactions promoted language learning, literacy, and cultural understandings; and (5) Teachers’ and children’s acknowledgement of cultural similarities and differences were built upon. Furthermore, teachers promoted academic success by not accepting student failure and making students responsible for the academic success of their peers; cultural competence is established when teachers encourage children to interact effectively with others from different cultures; and critical consciousness is fostered when children know their authentic stories, are able to stand up for themselves, and ask questions about the world around them. These findings provide a greater understanding of CRP for young ELLs, specifically in a pre-kindergarten context, and hold important implications on future research on CRP.

Access Anytime Anyplace: An Empircal Investigation of Patterns of Technology Use in Nomadic Computing Environments

With the increasing pervasiveness of mobile technologies such as cellular phones, personal digital assistants and hand held computers, mobile technologies promise the next major technological and cultural shift. Like the Internet, it is predicted that the greatest impact will not come from hardware devices or software programs, but from emerging social practices, which were not possible before. To capitalize on the benefits of mobile technologies, organizations have begun to implement nomadic computing environments. Nomadic computing environments make available the systems support needed to provide computing and communication capabilities and services to the mobile work force as they move from place to place in a manner that is transparent, integrated, convenient and adaptive. Already, anecdotes suggest that within organizations there are social implications occurring with both unintended and intended consequences being perpetuated. The problems of nomadic computing users have widely been described in terms of the challenges presented by the interplay of time, space and context, yet a theory has yet to be developed which analyzes this interplay in a single effort. A temporal human agency perspective proposes that stakeholders’ actions are influenced by their ability to recall the past, respond to the present and imagine the future. By extending the temporal human agency perspective through the recognition of the combined influence of space and context on human action, I investigated how the individual practices of eleven nomadic computing users changed after implementation. Under the umbrella of the interpretive paradigm, and using a cross case methodology this research develops a theoretical account of how several stakeholders engaged with different nomadic computing environments and explores the context of their effectiveness. Applying a literal and theoretical replication strategy to multiple longitudinal and retrospective cases, six months were spent in the field interviewing and observing participants. Data analysis included three types of coding: descriptive, interpretive and pattern coding. The findings reveal that patterns of technology use in nomadic computing environments are influenced by stakeholders’ temporal orientations; their ability to remember the past, imagine the future and respond to the present. As stakeholders all have different temporal orientations and experiences, they exhibit different practices even when engaging initially with the same organizational and technical environments. Opposing forces emerge as users attempt to be effective by resolving the benefits and disadvantages of the environment as they undergo different temporal, contextual and spatial experiences. Insights about the ability to predict future use suggest that because they are difficult to envisage in advance, social processes inhibit the predictability of what technologies users will adopt. The framework presented highlights the need to focus on understanding the diversity in nomadic computing use practices by examining how they are influenced by individual circumstances as well as shared meanings across individuals.

A Contextualist Approach to Telehealth Innovations By Sunyoung Cho Abstract Healthcare is considered one of the most important social issues in the U.S. as well as in other societies with ever-increasing costs of medical service provision. The information-intensive nature of the healthcare industry and the perception of information technology (IT) as a way to ease up healthcare costs and improve quality have lead to increased use of and experiments with IT-based innovations. These activities present interesting research opportunities for IS researchers and they have led to an increasing body of knowledge on healthcare information systems. This research aims at contributing to this line of research by adopting a contextualist approach to examine the adoption, use, and further diffusion of telehealth innovations. A contextualist approach provides a particularly interesting and relevant perspective to study adoption and diffusion processes of healthcare innovations. The adopted contextualist approach is process-oriented, it applies multiple levels of analysis, and it accommodates different theoretical lenses to make sense of the two telehealth innovations under investigation. A key assumption is that innovations should be understood as ongoing processes of change, not just technologies, or isolated change events with clear boundaries. Healthcare innovations have in this view much broader connotations, including development of IT-based applications, their adoption and diffusion over time, and the interactions between many stakeholders and organizations that shape the innovation in a specific context. The contextualist approach suggested by Pettigrew is adopted as an overarching framework for multiple studies based on empirical investigation of two telehealth innovations; the main focus is on a telestroke innovation in the U.S. while a radiology innovation in Sweden serves as a complementary case. Each study is documented as an independent research publication with its own theoretical perspective and contributions. The overall contextualist approach and the related findings are then summarized across the individual studies. Telehealth innovations are particularly interesting examples of healthcare information systems. They leverage contemporary network infrastructures and interaction devices to allow provision of healthcare services, clinical information, and education over distance, thereby reducing the costs and improving the availability of medical services. The two telehealth innovations are investigated through in-depth case studies. This theses summary presents the theoretical background for the studies; it motivates and details how the qualitative case studies based on critical realist assumptions were designed and conducted; it outlines the resulting research publications; and it discusses the contributions of investigating telehealth innovations from a contextualist approach.

Investigation of In-Service Teachers' Use of Video during a Critical Friends Group

Critical Friends Groups (CFGs) were established in 1995 as a form of professional development for teachers. The current study employed the use of video as a medium for documenting the effects of CFG participation on teaching practices. This allowed links to be drawn between CFG participation and teaching practice, a critical gap in the literature. This qualitative case study drew upon Knowles’s Adult Learning Theory to help provide a framework for thinking about Critical Friends Groups and analyzing the findings. The 9 participants in this study included 1 third grade Early Intervention Program teacher and 8 CFG members from an urban elementary school. Multiple data sources were analyzed including classroom teaching practice videos, focal teacher's and CFG members’ written reflections, CFG meeting verbatim transcriptions, focal teacher and CFG member interviews, and researcher memos. Data analysis was iterative and axial coding led to a code book depicting the final 6 key themes: change in teacher attitude toward the use of video, shared teaching practice, pedagogical-driven conversations, change in pupil engagement, captured classroom practice and promotion of teacher reflection. Barriers to the use of video in a CFG included logistics and teacher resistance. The researcher used data triangulation, member-checking and an audit trail to assure the trustworthiness of the study. Teachers reported that they learned from watching one another’s practices and from discussing each other’s ideas. The use of video in this study appeared to offer a viable innovation in an already prevalent model of professional development, CFGs. Video appeared to have much potential at the in-service level as it helped to cultivate knowledge, skills, and attitudes among teachers.
