Not a "sentimental charity": a history of the Indianapolis Flower Mission, 1876-1993

Indiana University-Purdue University Indianapolis (IUPUI) / Founded in 1876 by a small group of young women who resolved to deliver bouquets to patients in the City Hospital, the Indianapolis Flower Mission quickly grew to become one of the most respected philanthropic organizations in the city. During its almost one hundred and twenty year history, the Indianapolis Flower Mission created lasting institutions such as a nurses’ training school, a visiting nurse program, and two hospitals. While historians may be tempted to dismiss flower missions like the one in Indianapolis as naïve or sentimental groups, closer inspection reveals they were much more. My main argument is that though the work of the Indianapolis Flower Mission may at first glance appear trite, it was actually practical and life-saving and deserves serious consideration from historians. First, delivering flowers to the sick and poor had value, especially when we understand how people at the time thought about flowers and what emphasis people placed on spiritual as well as physical health. Second, the Indianapolis Flower Mission quickly transitioned away from simply delivering flowers into work like providing healthcare to the poor. Third, the Indianapolis Flower Mission provided women a respectable way to work outside their homes and gain experience in philanthropic, business, and political activity. Finally, the Indianapolis Flower Mission provides a specific case study that sheds light on other flower missions around the nation and the world.

HOW TO GIVE: EFFECTIVENESS OF PARTNERSHIP BETWEEN PUBLIC AND CIVIL SOCIETY SECTORS IN INTERNATIONAL HUMANITARIAN AID

Indiana University-Purdue University Indianapolis (IUPUI) / This study demonstrates application of the demand/supply model that derives from the three failures theory to the study of partnership effectiveness, showing that effective partnership is a partnership that provides each partner with assets that help them spend fewer resources on achieving their goals than when working alone, by compensating for each other's weaknesses while maximizing their own strengths. The study uses public-private partnership (PPP) in humanitarian settings as a unique opportunity to investigate partnership as a process and contribute to a nascent collaboration theory. The study shows that factors that define effective PPP during different stages of disaster relief are similar. However, different stages of partnership require different levels of compensation mechanisms from partnership participants to ensure that both actors maximize their strengths while achieving their missions. As a result, different stages of partnership call upon different combinations and degrees of factors affecting partnership effectiveness. This research uses descriptive data and inferential analysis, based on interviews with 10 representatives of humanitarian agencies that partner with the European Commission's Humanitarian Aid and Civil Protection Office. It gives scholars and practitioners of philanthropy insights into the question: "how to give?" It also provides collaboration research and public policy with guidance on how to create stronger partnerships and increase the likelihood of better collaboration outcomes as well as how to better deal with hazards in order to mitigate disaster outbreaks.

Public-Private Partnerships in Education & Education Reform: A New Theoretical & Applied Approach

Over the last four decades, there has been a significant increase in public-private education partnerships (PPPs). However, rather than reflecting the traditional PPP model where the private sector contributes resources to fulfill public policy agendas, businesses and philanthropies are partnering with urban schools to pursue their goals for reforming public education policy. With billions of dollars being spent by organizations like Microsoft, Meta, the Broad Foundation, and Bloomberg philanthropies on major initiatives to reform public education through teacher training and core curricular Changes, there has been surprisingly little research on the public-private partnership model itself and its impact on education policy. This dissertation intends to address this research gap by considering how public-private partnerships have been traditionally defined and explained in public policy and political science; what has Changed in the structure and purpose of public-private partnerships in education; how do we define and understand an educational public-private partnership in the current context; how do we determine what makes public-private partnerships successful; and based on this new definition, how do we understand their impact on educational public policy priorities? The dissertation aims to accomplish the following: 1) Discuss the existing public policy and political science literature on public-private partnerships. 2) Use anecdotal evidence, research literature, and news reporting to propose a framework for what public-private partnerships in education entail now and what their outcomes appear to be. 3) Identify key performance indicators (KPIs) of success from that literature and test their relevance to the success of current educational PPPs – towards formalizing a new theoretical definition and future guide for applied research. 4) Use both quantitative and qualitative research methods on a sample of partnerships which have already been documented either through original research or third party analytical and narrative reports to analyze and define those key performance indicators which are relevant to current educational PPPs. 5) Through analysis of the intended and actual outcomes of those PPP cases used in previous analysis, demonstrate how current educational PPPs are now both formulating and implementing policy. The importance of this finding is related to debates about the purpose of public education, the definition of public goods, and democratic accountability. 6) Identify the gap between the existing theoretical definition of PPPs and the derived newly proposed framework and the implications for theory, practice and policy. 7) Through a synthesis of the above items, construct an original method and tool for how to form and assess these partnerships for successful outcomes, as well as effective policy.  Applied Qualitative Research The third paper utilizes data from the quantitative research of paper 2 and builds and expands on the findings by using a qualitative methodology to analyze cases which have a more robust narrative. The cases I consider are Bloomberg philanthropies Global Scholars and Mark Zuckerberg’s Newark public schools. I document the functional, political, and financial differences between the cases, as well as how the PPPs were implemented. This applied research considers the indicators which proved relevant in the prior quantitative research through a qualitative analysis of materials, reports, and interviews. Applied Quantitative Research This second paper is applied quantitative research and serves as the bridge between the literature and theory to current applications and directs the focus of the subsequent applied qualitative research in this dissertation. I take the elements identified as standard KPIs from literature and prior research studies and using the documentation from the united way portfolio I test the relevance of those existing KPIs to the current theoretical framework. The Detroit cases are ideal for this portion of the research as those cases were created as PPPs and concluded (at least as far as an initial MOU agreement) within a specific timeframe. I collected all the documentation on those partnerships and their elements using a measurement system I developed. I use a quantitative method of binary logic regression to consider, given the documented outcomes of those cases, whether there is simple significance of an indicator as it relates to a quantitative definition of success. My metric is whether more than 50% of the objectives outlined in the MOUs were successfully completed. The quantitative methodology is important, because it allows us to determine which indicators remain relevant and warrant further study. At the end of this paper the advantages and limitations of quantitative analysis will be discussed, as well as thoughts about how qualitative analysis may help further the research going forward. This serves as a bridge to the next section/chapter. The purpose of this paper is to move beyond simply identifying components of the PPPs, as was done in the second paper, to more fully articulate and define them. I also identify the variance in PPP outcomes which may come from leadership structure, organizational occupation (for profit, nonprofit, public) and other operational and political variables. This section draws heavily on my research which uses a qualitative comparative frame to analyze the BP and Zuckerberg cases. The importance of these findings, as well as the advantages and limitations of this methodology are also be discussed. Toward a Theoretical Framework for PPPs & a New Tool for Evaluation Research The third paper of the dissertation synthesizes the analysis from the previous two papers in order to integrate both sets of findings and limitations in order to better define and understand current educational PPPs. This will lead to a new proposed theory of PPPs in education, to be followed by an analytic discussion, which will rely on research I have already done. The new proposed theory will be compared to the existing theory. The empirical evidence will make clear that new forms of PPPs have been implemented that are not accounted for in the existing theory. The implications of these findings will be important for both public and private actors who will need to think about and formulate PPPs in different ways than they have been doing. Once this is explicated, I consider the implications of substituting PPPs for the traditional policymaking process, and what can reasonably be anticipated as outcomes for public goods and democratic accountability. PPPs must be understood as an alternative pathway to policymaking which most often will not include traditional policy makers, and by virtue of financial and operational conditions, will fast track educational reforms. This increase in speed and coherence of reform is likely to be accompanied by a decline in democratic accountability, which particularly as it concerns public K-12 education, may fundamentally change the nature of that specific public good, and may even extend to a larger reconceptualization in the country of the concept of public goods. The last section of the third paper moves from the theoretical to the applied. This section discusses how the research gathered and synthesized in the previous two papers contributes to an applied framework for formulating and assessing educational PPPs for rates of success. This is especially important as we can expect that there will not be a decline in educational PPPs, but rather an ever-growing prevalence of them in American public education systems. I then make the case specifically for the use of comparative-qualitative analysis as an appropriate analytic frame for an evaluation tool. The section then goes on to detail the development of this tool, which relies on the methods and findings of the previous applied research sections in the dissertation. I provide a methodology for documenting the qualitative elements to be observed through an interview protocol, as well as the methodology by which that qualitative data can be converted to a quantitative value using previously discussed key variables and then cross-assessed with other related variables, weighted, and inputted into a prescribed algorithm (using analytics frames from educational performance evaluations, quantitative regression, and machine learning prediction principles). This will produce a predictive outcome of success and a meta frame to compare and contrast different educational PPPs going forward. This aspect of the research is important, as it provides practitioners, educators, policymakers, and public and private leadership a better understanding of what in fact they are doing when attempting to formulate and implement a public private partnership; what elements they should seek to build into their partnership in order to create increased conditions for successful outcomes; and finally how as researchers, we might, in the future, have a tool to observe, track, and evaluate these partnerships to further our theoretical and applied understanding of educational policy.

This thesis is a case study of a representative Shanghai’s lay Buddhist business elite called Wang Yiting(1867~1938). We aim at analyzing his religious practices and his involvement in the modernization of Chinese Buddhism in Shanghai. Making use of first-hand resources including local chronicles, archives, Wang’s artworks and his non-Buddhist writings, this thesis applies the methodology of iconography and the theory on social practice of Pierre Bourdieu to analyze the religious practices of Wang Yiting and his reproduction and representation of modern Chinese Buddhism. / Chapter one traces the experience of Wang’s taking refuge in Buddhism and his daily Buddhist practices. Chapter two discusses the lay Buddhist movement led by Wang and his friends and compares it with traditional monastic organizations. Chapter three analyzes Wang’s religious beliefs as revealed in his art works. We also study how Wang has utilized Buddhist art for charity work and education of the mass. Chapter four studies the Association of Chinese Philanthropy of Aiding Life in Shanghai. By two cases, Amity Foundation and Shanghai YMCA, the paper described the situation of the contemporary China's Christianity-based social service organizations, analyzed the social capital they have generated, and explored their influence on the development of civil society in China. First of all, I did the literature review on the concept of civil society and social capital under the West and China's background, as for the social capital especially focusing on Robert Putnam's social capital analysis. Then I did the analysis based on the two cases from my field-work data collection. I concluded that these faith-based social service organizations have generated the positive social influences and social capital, fulfilled the huge social needs, and played an important role in pushing the development of civil society in China through their social service work. At the same time, we could get the new definition and recognition to the function model of these associations and civil society different with the West perspective: a non-conflict cooperation model. These service-oriented associations could communicate and cooperate with government effectively and positively, and become the "de-compressor" of the individual existence in market economy development, the "safety valve" of social security, and the "incubator" of civil society. / 曹飛廉. / Adviser: K. A history of the Ronald McDonald House of Indiana, 1980-2004

Indiana University-Purdue University Indianapolis (IUPUI) / On October 18, 1982, the Ronald McDonald House of Indiana (RMHI) opened near downtown Indianapolis on the campus of Indiana University Purdue University at Indianapolis (IUPUI), located within walking distance of the prestigious Riley Children's Hospital. The Ronald McDonald House (RMH) concept represented an almost perfect intersection between philanthropy and families in need. Creating the RMHI offered the opportunity for individuals, corporations, and benevolent organizations to come together and build a "home-away-from-home" for the families of sick children. When the RMH idea arrived in Indianapolis in the late 1970s, a group of collaborators representing the McDonald's corporation and restaurant owners, Riley Hospital, IUPUI, and the Indianapolis community banded together to make it a reality. On October 18, 1982, after nearly three years planning, fundraising, and construction, the RMHI's advocates and their supporters celebrated the successful opening of Indiana's only RMH. After this momentous occasion, the RMHI's board of directors and their community and corporate partners worked throughout the 1980s and 1990s to sustain, operate, and expand the home they created for the families of seriously ill children receiving treatment at Riley.

The research flourishes with the hypothesis that such services do not precisely meet the demands (needs, expectations and aspirations) of its users and that many of these services have been implemented "top-down", that is, services are decided by the political sphere and implementation is merely an administrative effort to find means for the purpose set. Thus, we chose the Espaço de Convivência known as "Tenda Bela Vista", a facility located in the central region of the city and intended for the specific service of the adult homeless population. Through the Tenda we verify if the Public Policy of Social Assistance "lives" or not in conflict with the demands of its public. One of the methodological procedures in this dissertation is to have "attention" to the conflict, justifying the importance of the phenomenon to analyze the confrontations and contradictions in the field of social assistance public policies in the city of São Paulo, believing that it is through conflict that a more accurate reflection is achieved in the face of the public policy implemented. In this way, the methodology used in the field research comprises: participant observation and ethnography, structured interviews through application of forms, analysis of quantitative data, besides the bibliography(ies) of theorists who debate about public policies, of the homeless population and of social assistance policies in Brazil. In the presentation of the results of this research it is pointed out that the public policy of social assistance is exhausted by the demands (which are constantly redefined) of its public-beneficiary and that the conflicts of social assistance interventions are expressed as a phenomenon for their transformations / A presente dissertação expõe resultados de um “estudo de caso”, cuja análise se desenvolve a partir do atendimento de um serviço da rede pública socioassistencial da cidade de São Paulo e seus usuários-beneficiários. A pesquisa floresce com a hipótese de que tais serviços não atendem precisamente as demandas (necessidades, expectativas e aspirações) de seus usuários e que muitos desses serviços vêm sendo implementados “de cima para baixo”, isto é, os serviços são decididos pela esfera política e a implementação é mero esforço administrativo de achar meios para os fins estabelecidos. Assim, escolhemos o Espaço de Convivência conhecido como “Tenda Bela Vista”, equipamento localizado na região central da cidade e que se destina ao atendimento especificamente da população adulta em situação de rua. Através da Tenda verificamos se a Política Pública de Assistência Social “vive” ou não em conflito com as demandas de seu público. Um dos procedimentos metodológicos nesta dissertação é ter “atenção” com o conflito, justificando a importância do fenômeno para se analisar os enfrentamentos e contradições no campo das políticas públicas de assistência social na cidade de São Paulo, acreditando-se que é por meio do conflito que se atinge uma reflexão mais apurada diante da política pública executada. Desta forma, a metodologia utilizada na pesquisa de campo compreende: observação-participante e etnografia, entrevista estruturada por meio de aplicação de formulários, análise de dados quantitativos, além da(s) bibliografia(s) de teóricos que debatem acerca das políticas públicas, da população em situação de rua e das políticas de assistência social no Brasil. Given that work gains the centrality in social life and expresses the struggle of the working class for better working and living conditions, the strategies of resistance built by workers of the sub-region. It was assumed that the work of the professionals is impacted by the transformations that occurred with the globalization of capital, productive restructuring, reconfiguration of the role of the State, in particular by the reduction of its intervention regarding the social protection of those affected by the development of capital. For the study, bibliographical and documentary research (competition notices) and empirical research were carried out, with the application of questionnaires and interviews with a sample of five (5) social workers working in the social assistance policy in municipalities in the region surveyed. From the interviews, different forms of precariousness and intensification of work were observed, experienced by the majority of the social workers included in the social assistance policy, among them: differentiated contractual relations, unequal rights, low wages, pressure to increase productivity, devaluation of the civil service, lack of material and moral stimuli, absence of job plans, careers and salaries, overwork. Considering also that these conditions of work sicken and weaken the collective organization, either through branch unions or other forms of struggle, such as Suas' Worker Forums. In this context, the path to be taken by all workers is the resumption of struggles and resistance against the barbarism of capital and its state representatives, which precarious and intensify the working and working conditions of the working class / Essa tese identifica e analisa as condições de trabalho e as diferentes formas de intensificação e precarização a qual está submetida a força de trabalho dos(as) assistentes sociais assalariados(as) da administração pública municipal da sub-região oeste da Região Metropolitana de São Paulo (RMSP), em particular na política pública de assistência social. Tendo em vista que o trabalho ganha a centralidade na vida social e expressa a luta da classe trabalhadora por melhores condições de trabalho e de vida, foram verificadas as estratégias de resistência construídas por trabalhadores(as) do Sistema Único de Assistência Social (Suas) dessa sub-região. Partiu-se do pressuposto de que o trabalho dos(as) profissionais é impactado pelas transformações ocorridas com a mundialização do capital, reestruturação produtiva, reconfiguração do papel do Estado, em particular pela redução de sua intervenção no que tange à proteção social daqueles afetados pelo desenvolvimento do capital. Para o estudo, foram realizadas pesquisas bibliográfica e documental (editais de concurso) e pesquisa empírica, com a aplicação de questionários e entrevistas com uma amostragem de cinco (5) assistentes sociais que trabalham na política de assistência social em municípios da região pesquisada. A partir das entrevistas, foram constatadas diferentes formas de precarização e intensificação do trabalho, vivenciadas pela maioria dos(as) trabalhadores(as) assistentes sociais inseridos(as) na política de assistência social, entre elas: relações contratuais diferenciadas, direitos desiguais, baixos salários, pressão para aumento da produtividade, desvalorização do funcionalismo público, falta de estímulos materiais e morais, ausência de planos de cargos, carreiras e salários, excesso de trabalho. Considerando ainda que essas condições de trabalho adoecem e enfraquecem a organização coletiva, seja por meio dos sindicatos por ramo ou de outras formas de luta, como os Fóruns de Trabalhadores(as) do Suas. Nesse contexto, o caminho a trilhar pelo conjunto dos(as) trabalhadores(as) é a retomada das lutas e da resistência contra a barbárie do capital e seus representantes estatais, que precarizam e intensificam as condições de trabalho e vida da classe trabalhadora
