Esta tese estuda a criação de municípios no Brasil contemporâneo, observando o fenômeno de uma parte de tais emancipações terem ocorrido em seguida à implantação de políticas públicas no território pertinente. Investigará esta relação causal hipotética, atribuível a um efeito territorial imprevisto da ação estatal: a criação de municípios. O recorte temático será limitado à política pública de reforma agrária, analisando a contribuição da implantação de assentamentos para as emancipações municipais no Rio Grande do Sul das décadas de 80 e 90 do século XX. Considerará os dados obtidos sob as referências teóricas e explicativas empregadas, a partir de Claus Offe e Jürgen Habermas, sob duas dimensões do contexto da sociedade brasileira, à época: a resposta à crise econômica nas chamadas “Décadas Perdidas” e o exercício da cidadania na redemocratização formal do país. A análise é conclusiva na verificação das hipóteses de trabalho, definidas a partir de um modelo adotado e para cujas características encontrou-se equivalência analógica nos municípios classificados a partir de indícios empíricos. A interpretação dos resultados permite a associação do fenômeno pesquisado à categoria de mudança qualitativa, conforme o sentido em que esta é utilizada na síntese da atualidade social, política e ideológica realizada por István Mészáros. / The present thesis studies the creation of municipalities (districts) in modern Brazil, observing the phenomenon that part of such emancipations have occurred soon after the implementation of public policies in the relevant territory. The study will investigate this hypothetical effect relation, which might be attributed to an unforeseen territorial effect of state action: the creation of municipalities (district creation). The thematic focus of the thesis will be limited to the public policy of agrarian reform, analyzing the establishment of settlements’ contribution for municipal emancipation in the state of Rio Grande do Sul from the 80’s and 90’s from the twentieth century. This study will consider the data obtained under theoretical and explanatory references given by Claus Offe and Jürgen Habermas, under two dimensions of Brazilian society context at the time: the response to the economic crisis in the so-called “Lost Decades " and the exercise of citizenship in the country’s formal re-democratization. The study’s analysis is conclusive in verifying the work hypothesis, defined from an adopted model, and for which characteristics it was found analogical equivalence in the classified municipalities from empirical evidences. The results interpretation allow the researched phenomenon to be associated to the qualitative change’s category, according to the meaning which it is used in current social, political and ideological synthesis made by István Mészáros.

A sua emergência e ascensão, indicam uma nova metodologia aos projetos de (re)urbanização e uma nova visão do espaço urbano que se impõe na orientação dessas políticas. O city marketing utiliza a cultura, entendida como mercadoria, na instrumentalização de estratégias de competição das cidades em meio a globalização. O presente trabalho tem como objetivo analisar a relação entre edifícios com finalidades culturais, inseridos em mecanismos de promoção urbana, com os processos de reurbanização em centros consolidados. Desta forma pretende-se discutir a questão: no Brasil, especificamente no centro de São Paulo, a política de promoção urbana por meio de edifícios com programas destinados à cultura obteve êxito em relação à reabilitação do entorno? O objeto de estudo é a área da Luz, no centro de São Paulo e o projeto de seu novo edifício cultural: o Complexo Cultural Teatro da Dança / Abstract: The policies of urban promotion as the city marketing, are more and more used in development and planning of large or tourist cities, acquiring a centrality in set of new urban actions, becoming one of the main tools to leverage projects to the city. Its emergence and rise indicates a new ideology of the projects of (re)urbanization and a new worldview that is imposed on the orientation of these policies. The city marketing uses the culture as a indispensable tool to achieve the global competitiveness and dissemination of global urban image. The current study aims to examine the connection between buildings, with cultural purposes, embedded in urban promotion strategy, with the processes of reurbanization in consolidated centers. Thus it is intend to discuss the question: in Brazil, specifically at São Paulo downtown, the policy of urban promotion through buildings with programs for the culture had successful in relation of the rehabilitation of the environment? Este trabalho tem origem em uma compilação de documentos, contidos em um tempo que remonta à última década do século XIX e vai até os anos 50. Dentro desse espaço de tempo, foram catalogados os instrumentos de controle urbanístico, formulados a partir do Poder Municipal e que agora nos servem de base para a elaboração deste trabalho. Pretendo aqui seguir a trajetória deste conjunto de leis, investigando suas origens e expressão de desejos no ambiente urbano. Enfim, investigando as conseqüências dessa legislação na vida da cidade. / This paper derives from a gathering of documents related to the urbanization process of Porto Alegre from the last decade of the XIX Century to the fifties. Such instruments, elaborated by the Municipality, ruled the city during that time and were used here as the data to support this paper. My purpose is to follow the trajectory of this system of rules, investigating its origins and its expression in the urban space. In other words, this paper aims at investigating the consequences of this legislation in the life of the city.

O objetivo deste trabalho é a análise das práticas de planejamento urbano vigentes em Porto Alegre em sua relação com os grandes projetos urbanos (GPUs) associados à realização da Copa do Mundo 2014. Para tanto, foram abordados os conceitos de empresariamento, gerencialismo e marketing urbano com a finalidade de compreender o conceito de empreendedorismo urbano. Buscou-se compreender, também, as relações entre empreendedorismo urbano, práticas de planejamento, GPUs e megaeventos. A pesquisa, realizada com base em estudo de caso único, integrado por três unidades de análise (mobilidade, estádios e orla), envolveu o estudo de 18 projetos. As análises feitas exploraram as múltiplas dimensões de GPUs, buscando conhecer o contexto em que os projetos surgiram e como se justificaram, bem como identificar as práticas de planejamento, os atores envolvidos, possíveis desdobramentos socioambientais, bem como as fontes de recursos a eles associados. Por fim, analisou-se a relação entre o processo e estratégias típicas do empreendedorismo urbano, indicando seus vínculos com os grandes projetos. / This work aims to analyses the urban planning practices present in Porto Alegre, and its relation with large urban projects being articulated for the FIFA World Cup 2014 mega event. The concepts addressed are entrepreneurialism, managerialism and urban marketing in its original fields to comprehend how Harvey built the urban entrepreneurialism concept and its best translation to Portuguese. This work aims, as well, comprehend the relation between urban entrepreneurialism and urban planning practices, large urban projects and mega events. This is a case study research with 3 unities of analysis incorporated: 1) mobility; 2) stadia; 3) water front. Those unities, therefore, are constituted by 18 different projects related to the FIFA World Cup, in a direct or indirect fashion. Their analyses are built by exploring its multiple dimensions regarded to large urban projects, by understanding the context where those projects have been created and how they are justified, by describing the projects elaboration processes to identify the urban planning practices related and its social and environmental impacts associated, and by analyzing the relation between this process and the urban entrepreneurialism strategies assigned by Harvey, indicating which project belongs to each strategies.

Essas características relacionam-se a duas dimensões: densidade e diversidade. No entanto, existe uma tendência de dispersão e fragmentação do tecido urbano evidenciada nas cidades latino-americanas. Essa evidência é, no entanto, geral, e portanto deve-se compreender como os diferentes níveis de compacidade existem no território e como se traduzem em termos de forma urbana. Parte-se do pressuposto que diferentes áreas apresentam diferentes níveis de densidade e formas de ocupação do solo. O objetivo da pesquisa é relacionar as dimensões de compacidade e forma urbana de três municípios que compõem a Região Metropolitana de Campinas (Hortolândia, Valinhos e Campinas). A pesquisa, de caráter exploratório, é estruturada por meio do estudo de caso dos três municípios. A caracterização é realizada por meio da identificação dos níveis de densidade e diversidade dos setores censitários, utilizados pelo Instituto Brasileiro de Geografia e Estatística (IBGE), e consequente agrupamento desses para composição de recortes espaciais. Em seguida, é proposta a leitura morfológica de cada recorte buscando-se associar os níveis de densidade e diversidade com os aspectos morfológicos. Os resultados encontrados permitem identificar que não existe uma relação direta entre os níveis de densidade e diversidade, mas permitem o estabelecimento de relações entre ambas as dimensões e os aspectos morfológicos, sendo que a forma urbana acaba por representar alto grau significância na caracterização dos níveis de compacidade e impacta, diretamente, na sustentabilidade urbana / Abstract: Compact urban development is constantly associated to sustainability and has as main characteristics, land use efficiency and urban vitality in different periods of the day. Both aspects are related to two dimensions: density and diversity. Meanwhile, there is a tendency for urban dispersion and fragmentation that can be noticed on Latin American cities. This evidence is, indeed general. It is necessary that the different levels of compactness are understood in an intra-urban context, i.e., how they are distributed within a metropolitan region and what it means in morphological terms. We depart from the assumption that different areas will present different aspects of density and diversity. Therefore, the aim to the research is to relate both compactness dimensions: density and diversity, the urban form from three cities of Campinas Metropolitan Region (RMC) ¿ Brazil, (Hortolândia, Valinhos e Campinas). The characterization is realized by identifying the levels of density in the census tract used by the Brazilian census bureau (IBGE), and consequently grouping of those areas in order to determine spatial areas of analysis. Afterwards, these intraurban areas are read in terms of its morphological aspects. The results show that there is not direct relation between the levels of density and diversity within the cities. However, urban form seems to be closely related to both dimensions, as they present specific characteristics depending on the level of compactness.
