The paper highlights learning and innovations regarding governance of civil society organization (CSO´s) in the current Brazilian context. Governance is understood as the contemporary way of exercising power that articulates diverse views, capacities and resources. The observed innovations were: networked management involving seven CSO´s, operation from the margins of society, establishing an endowment fund to autonomy, shared decision making, working in networks and co-production to solve public problems. The research was carried out between 2012 and 2014 and involved bibliographic and documental research, 20 interviews of members and partners of the network, participant observation and a working group for research design and data analysis. One of the results is a governance map of IVG based on the approach of Community-Engagement GovernanceTM. / Este trabalho sistematiza a experiência do Instituto Padre Vilson Groh (IVG) na construção de um jeito de governança que empodere as pessoas e organizações que se relacionam com a Rede IVG, destacando aprendizagens e inovações em governança de organizações da sociedade civil (OSCs) no atual contexto brasileiro. Governança entendida como modo contemporâneo de exercício de poder que articula diversas visões, capacidades e recursos. Entre as inovações observadas: gestão em rede de sete OSCs, atuação a partir das margens, constituição de fundo patrimonial para autonomia, processos decisórios compartilhados, atuação em rede e coprodução para enfrentar problemas públicos. O trabalho foi realizado entre 2012 e 2014, envolvendo pesquisa bibliográfica e documental, entrevistas a 20 integrantes e parceiros da Rede, observação participante e grupo de trabalho para delineamento da pesquisa e análise dos dados. Um dos resultados é um mapa da governança do IVG, baseado na abordagem da Governança com Engajamento Comunitário (Community-Engagement GovernanceTM).

Esta dissertação de mestrado teve como principal objetivo identificar as características das parcerias público-privadas existentes entre o poder executivo municipal e as OSCs para a realização de projetos de assistência social. Metodologia – Foram analisadas 462 parcerias junto a 87 OSCs com a Secretaria Municipal de Assistência Social e Direitos Humanos (SMASDH), no período compreendido entre janeiro de 2009 e maio de 2018. Os dados foram coletados por meio de pesquisa documental, consulta de relatórios e documentos em meio físico e digital que contêm dados sobre as OSCs parceiras, entrevistas com representantes do parceiro público e um Survey dirigido aos dois parceiros. Cumpre destacar a extração de dados do Portal Rio Transparente, do Portal do Instituto Brasileiro de Geografia e Estatística (IBGE) e da Secretaria da Receita Federal (RFB). Os dados coletados foram tratados por meio da análise de conteúdo por método misto. Entre as limitações da metodologia adotada, destaca-se a fragilidade e as dificuldades de coleta de dados, seja entre as OSCs, seja com parceiro público. Apesar de 87% das OSCs pesquisadas possuírem sites, muitos não são atualizados com frequência e não contêm elementos suficientes para a composição de todos os dados da pesquisa. Resultados – Entre os resultados da pesquisa, ressalta-se que as parcerias do poder público com as OSCs trazem resultados favoráveis à população, uma vez que ampliam a malha de atendimento. As ações conjuntas promovem ganho de expertise para ambas as partes quando a missão da OSC está relacionada ao objeto da parceria, havendo sinergia entre os parceiros. Observa-se uma tendência para a contratualização de OSC de natureza mais profissional, caracterizada pela melhor afinidade com os procedimentos burocráticos inerentes ao setor público, nos últimos anos. Limitações – A burocracia da SMASDH em autorizar entrevistas para a pesquisa e o baixo percentual de respostas por parte das OSCs em relação à pesquisa pelo método Survey foram outras dificuldades encontradas. Contribuições práticas – Em termos de contribuições práticas, a pesquisa aponta a necessidade do monitoramento e da avaliação qualitativa das parcerias, passos primordiais para que seja viável uma melhor seleção de organizações da sociedade civil para a troca de conhecimentos com o poder público, ampliando a expertise de ambas as partes. Contribuições Sociais – Em termos de contribuições sociais, a pesquisa facilita o acesso à informação sobre as séries históricas de parcerias entre SMASDH e OSCs, possibilitando o acesso ao público interessado no assunto. Originalidade – Trata-se de uma pesquisa baseada na série histórica de dados relativos à formalização das parcerias públicas com parceiros privados sem fins lucrativos, retratando períodos de diferentes prefeitos. / Purpose - Partnerships between the public sector and civil society organizations (CSOs) are increasingly used to provide public services in social assistance. This master's dissertation had as main objective to identify the characteristics of the public-private partnerships existing between the municipal executive power and the CSOs for the realization of social assistance projects. Design/Methodology - There were 462 partnerships with 87 CSOs with the Municipal Department of Social Assistance and Human Rights (SMASDH) from January 2009 to May 2018. Data were collected through documentary research, consultation ofrepmis and physical and digital documents containing data on the CSO partners, interviews with representatives of the public pminer and a Survey directed to the two pminers. It is worth mentioning the extraction of data from the Rio Transparent Portal. The collected data were treated by content analysis by mixed method. Among the limitations o f the adopted methodology is the fragility and difficulties of data collection, either between the CSOs or the public partner. Although 87% of the CSOs surveyed have a website, most of them are not updated frequently and do not contain enough elements to compose ali the research data. Results - Among the results of the research, it is highlighted that public power pminerships with CSOs bring favorable results to the population, once they expand the service network. The joint actions promote gain of expertise for both patiies when the mission of the OSC is related to the object of the partnership, and there is synergy among the pminers. There is a trend towards contracting CSOs of a more professional nature, characterized by the better affinity with the bureaucratic procedures inherent to the public sector in recent years. Limitations - The SMASDH bureaucracy in authorizing interviews for the survey and the low percentage of CSO responses to Survey were other difficulties encountered. Practical contributions - In terms of practical contributions, the research points to the need for monitoring and qualitative evaluation of partnerships, essential steps to ensure a better selection of civil society organizations to exchange knowledge with the public power, increasing the expettise to both pmis. Social Contributions - In terms of social contributions, the research facilitates access to information on the historical series of partnerships between SMASDH and CSOs, allowing access to the public interested in the subject. Originality - lt is a research based on the historical series of data on the formalization of public partnerships with private non-profit partners, pmtraying periods of different mayors.

The impacting of Civil Society in Argentina post 1983 : Challenges for Civil Society organizations in monitoring public policies and vitalizing democracy

The aim of this thesis is to examine and analyze different components of the Civil Society in Argentina. Predominantly, two components are at focus: the monitoring process and the vitalization of democracy through the Civil Society. The method conducted to fulfill the purpose of this thesis has been a qualitative approach. Furthermore, primary and secondary sources are used. Primary sources were established through the field study conducted in Argentina, where in-depth interviews with several of NGOs were assembled. Secondary sources were used in order to establish the theoretical approach but also to complement the primary sources in the analytical part. The conclusion in this study is that the component regarding the monitoring process conducted by Civil Society organizations are partially functional, however with several incapacities. Factors explaining the incapacities are due to lack of leverage and resources. The component regarding the vitalization process through the Civil Society has been significant throughout the history of Argentina, and distributing democratic values are essential for the Civil Society. Factors as high degree of polarization amongst citizens and institutions and the extension of governmental authority are however threatening attributes such as moderation, tolerance, compromises, and hence jeopardizing the consolidation phase of democracy.

The aim of this thesis is presentation of representation of collective and individual interests of workers on various levels - from national to corporate level. My thesis presents position of trade unions towards state and employers too. In the last chapter the thesis deals with social issues and challenges, that trade unions deal with as well. In conclusion the thesis offers a comparison of the role of trade unions at mentioned levels of representation in Czech Republic and Germany.

Diploma thesis "Civil Society Organizations supporting employment of parents in Prague and Central Bohemian Region (2010 - 2012)" deals with the mapping of supply of civil society organizations in the area of Prague and Central Bohemia in the years 2010 - 2012, which aim to promote employment of parents. In the empirical research are included programs of personal and professional development of clients, help with their orientation in the labour market, advice on a finding new work (including setting up own business) and programs that are focused on working with employers and reconciling family and working life. In view of the fact that these organizations offers, of course, to some extent dependent on the characteristics of the Czech Republic, family and employment policies of the state and the European Union, the thesis contains also a summary of key facts that are related to this area. In conclusion, this thesis contains not only an analysis of research outputs, but as well as a draft recommendations, which could lead to improvement of the situation.

SYNOPSIS The diploma thesis deals with social capital of Civil Society Organizations, which is introduced here as a strategy for achieving the objectives and mission of Civil Society Organizations through networking and building relations with key players in their surroundings. Through the example of Civil Society Organizations providing services in Tábor the diploma thesis provides insight into the problematic of creation and maintenance of interorganizational relations with stakeholders across all sectors and therefore building external social capital of organizations. The theories of social capital and interorganizational relations with regard to the specifications of Civil Society Organizations are presented in the theoretical part of this thesis. The research part presents findings based on qualitative research, which was conducted through semi-structured interviews with representatives of Civil Society Organizations. The findings and results are and summarized in the conclusion.

Policy communication of Engaged Buddhists related to international development cooperation” contributes to an understanding of development from perspectives of non-denominational action among so called Engaged Buddhists. Departing from qualitative interviews with nine leaders of socially engaged organizations from five Asian countries, the systemic programming resulting from their ideals are compared to key principles and programming of international development cooperation. Responding to the question:”What policy ideals shape the development programming, and can these be linked to forms of power and the rights-based approach?” this inter-disciplinary and multi-sited study feeds into the increased interest in faith-based expressions within the general public sphere, and specifically in the development industry. Guided by the ontology of critical realism, a mixed method is used shaped by qualitative interviews and participatory observations, enabling both analysis of meanings and development programming. Based on their views on Buddhist ethics and practices, the leaders address development topics common today. Policies expressed are placed within a communication culture for change, yet not necessarily by conventional confrontational advocacy modes. Diverse understandings are at play, such as how to convey meanings of “kindness”. Although not referring to concepts common within the social and cultural structures of contemporary international development cooperation, the actors develop methods based on principles of participation in particular and the work today can also be related to other principles of the Human Rights Based Approach. The policies and programming are linked to invisible, informal and formal forms of power although informants refer to interpretations of compassion, inter-relatedness and non-dualism, among other.From a perspective of development cooperation, a hypothetical argument is advanced suggesting that the informants do not differ at substantial level related to their understanding and practice of Buddhism or their general approaches to development topics, as much as they differ regarding their approach to programming aimed at influencing forms of power. Il Bilancio Partecipativo (BP) è probabilmente l’esempio più famoso ed interessante di governance locale per i suoi effetti democratici e redistributivi. Per via del coinvolgimento diretto dei cittadini nel processo decisionale, il BP è considerato una forma di democrazia diretta capace di ovviare agli attuali limiti della democrazia rappresentativa moderna. Tuttavia, ad un’attenta analisi, è possibile identificare nel suo funzionamento anche degli elementi rappresentativi che non sono mai stati presi molto in seria considerazione. Infatti, poiché la partecipazione avviene solitamente attraverso gruppi ed associazioni, nuove forme di rappresentanza e nuovi rappresentanti emergono in competizione con quelli tradizionali politici in termini di consenso, sostegno popolare e dunque legittimità. Il presente lavoro vuole andare oltre il pensiero corrente e proporre un’interpretazione originale del modello istituzionale del BP come una forma nuova ed alternativa di democrazia rappresentativa, in cui le organizzazioni della società civile assumono un ruolo centrale: dietro al BP vi sarebbe una sorta di democrazia ‘civile’. Questo punto di vista alternativo non solo può stimolare un ulteriore dibattito in letteratura, ma aprire anche degli scenari interessanti in relazione ai temi più generali della crisi delle istituzioni liberal-democratiche e del ruolo e dell’identità della società civile. / Participatory Budgeting (PB) is probably the most famous and interesting example of innovative local governance for its redistributive and democratic effects. Due to the direct involvement of citizens in the decision-making process, PB is celebrated as an example of direct democracy which can help to deal with the limits of representative democracy. However, on closer analysis, it is possible to identify elements of representation in its functioning, which are taken into little consideration and which could probably modify the prevalent theoretical belief. In fact, as citizens usually participate through their groups and associations, new representatives emerge challenging the traditional channels of political representation in terms of popular approval, consensus, hence legitimacy. This work aims to go beyond the prevailing narrative and propose an original interpretation of the PB’s institutional model as a new and alternative representative democracy, where the main political actors become organizations from the civil society: behind PB there seems to lie a sort of ‘civil’ democracy. Hence, introducing this alternative viewpoint can, not only further questions which are never fully considered in the literature, but also open interesting scenarios in the debate over the crisis of liberal-democratic institutions and the role and the identity of civil society.

São consideradas Parcerias Tri-Setoriais aquelas que envolvem simultaneamente atores governamentais, da sociedade civil e do mercado. A discussão teórica levanta as principais correntes e tradições teóricas que analisam a ação do Estado, das organizações da sociedade civil e das empresas em direção à esfera pública. Em seguida são discutidas e articuladas propostas teóricas de interpretação das interações colaborativas entre atores sociais, de forma construir um quadro analítico capaz de guiar a pesquisa de campo. A investigação se inscreve no âmbito do chamado Estudo de Caso Extendido e recorre à abordagem metodológica qualitativa para coleta, tratamento e análise dos dados. Os resultados indicam que práticas tradicionais de construção de projetos de intervenção social e também de parcerias perduram dentro dos processos de interação das Parcerias Tri-Setoriais, apontando que modelos lineares e gerencialistas de explicação e intervenção na dinâmica desse fenômeno são pouco consistentes em termos de capacidade explicativa da realidade. As interações entre atores da sociedade civil, do Estado e de mercado são marcadas pela complexidade e pela construção de uma práxis não linear e marcada simultâneamente pela ocorrência de processos de conflito e cooperação, engajamento e distanciamento, e resistência e adesão. Frente a isso, as melhorias na provisão de políticas e projetos sociais advindas das Parcerias Tri-Setoriais nem sempre se fazem acompanhadas de avanços na construção da cidadania e de uma esfera pública mais plural e democrática no cenário brasileiro. Todo esse quadro informa a necessidade de se problematizar as Parcerias Tri-Setoriais a partir de modelos teóricos que incorporem a discussão da esfera pública e dos encontros e desencontros entre atores nessa dimensão, a fim de se melhor compreender as promessas, desdobramentos e armadilhas que tal perspectiva traz para a gestão social. / This Thesis discusses the implications of Tri-sectorial Partnerships in the public sphere, in way to understand its perspectives and challenges for the modernization of the management of social policies and projects and the enlargement of the citizenship in the Brazilian scenery. Three experiences supported by the AVINA Foundation in Brazil are analyzed in the areas of education, environment, poverty and childhood. The theoretical aproach discusses the main currents and traditions that analyze the action of the State, the civil society organizations and the companies in the public sphere. The collaborative interactions among social actors are discussed too, in way to build an analytical framework capable to guide the field research. The investigation is basead in the methodological proposal of Case Study Extended and in the qualitative approach for collection, treatment and analysis of the data. The results indicate that traditional practices of construction of projects of social intervention and also of partnerships can be find inside the the processes of interaction between actors in the Tri-sectorial Partnerships. Managerial and tecnicists models of explanation of that phenomenon offer little contribution in terms of explanatory capacity of the reality. The interactions among actors of the civil society, State and market are marked by the complexity and for the construction of practices based simultaneously on conflict and cooperation, engagement and estrangement, resistance and adhesion. The improvements in the provision of social policies and projects with the Tri-sectorial Partnerships not always results in progresses in the construction of a more plural and democratic public sphere in the Brazilian scenery. This perspective point the relevance of understand the Tri-sectorial Partnerships from theoretical models that incorporate the discussion of the public sphere, in order to advance the studies in the field of social management.
