Approved for public release, distribution is unlimited / In April 2003, the Bush Administration submitted the Defense Transformation for the 21st Century Act to 108th U.S. Congress for review and enactment. This act proposed broad changes for the Department of Defense to successfully meet new challenges and new threats for the 21st century. This paper will examine the proposals and requested authorities relating to modernizing civilian personnel structures found in the proposed National Security Personnel System. Specifically, this paper will examine the political process used to change Department of Defense policy by examining the legislative outcome of the National Security Personnel System. In November 2003, the legislative treatment of the Bush Administration's proposal was finalized by the passage of the National Defense Authorization Act for Fiscal Year 2004. / Lieutenant, United States Navy

The purpose of this work is to analyze steps that have been taken on the European continent before and after September 11 in order to create a new, more efficient system of protection of the civilian population against CBRN terrorist attacks, and to explore NATO's role in the most problematic issues. The research examines what was done within NATO since 1998 by members of the Euro-Atlantic Partnership Council in the field of improving population protection against the consequences of CBRN terrorist attacks in two dimensions: national and international. A Critical Analysis of the Writings of Samuel P. Huntington on Political Stability and Violence

Samuel P. Huntington has argued that political stability is dependent on the degree of institutionalization of participation in the political system. Critical analysis of hypotheses reveals serious flaws in his logic. His concepts were shown to be very hard to make operational and to test. The main hypothesis of a direct relationship between institutionalization and stability was shown to be influenced most likely by additional intervening variables. This study seeks to survey and analyze some of the problems which have arisen with the present state of theory in comparative politics. However, this thesis is particularly interested in .Huntington's work which covers the evolution of his thinking regarding the relation of violence and of political stability, i.e., the degree of government and not the form, with the institutionalization of participation.

Unconquerable Defiance: Richmond Newspapers and Confederate Defeat, 1864-1865

This thesis describes and analyses how the Richmond press operated as a propaganda machine during the final year of the Civil War. It argues that the newspapers of the Confederate capital regularly exploited the propaganda value of the news they reported, employing methods including distortion of facts and libelous personal attacks. They displayed a seemingly total disregard for veracity in their zeal to convince their readership that the cause was not lost, and created a false picture of the real situation to a population which was war-weary and desperate for reassurance that victory was still possible. Defeats were minimized and even the tiniest victory in the most insignificant skirmish was magnified. When the Northern army began its strategy of hard war, the Richmond press seized on that to help create a demonized portrait of the Yankee and the North.

Military Base Closure and Community Transformation: The Case of England Air Force Base in Central Louisiana

Closing England Air Force Base (AFB) emerged as a possibility following the first Base Realignment and Closure (BRAC) round in 1988. The central Louisiana community responded with a dual strategy: defense, implemented by a highly visible group of mostly elected officials who fought to save the base; and offense, implemented by a small group of professionals working in the background to develop a contingency plan. Together, they managed both sides of the change equation, political and technical, and produced a military to civilian conversion. This thesis focuses on policy issues of base closure and ingredients for success and failure among communities affected by such disruption. The main research question is: Was the military to civilian conversion of England AFB successful; and if so, how and why? In answering this question, hopefully, the work also illuminates how success is defined and identifies some of the strategies adopted to produce a successful conversion.

In this perspective, we aim to demonstrate that the notion of development claims, to its understanding, an analitic and integrating approach which allows the construction of sights on different actors, in different scales they act on. Considered this challenges, we aim the construction of a referential mark , established on Bebbington, who integrates the conceptions of capabilities, title deeds, resources, relational spheres. This referential mark is complemented by Sen s conception of development as liberty, and by Cohen and Arato, who discusses, from Habermas, the relationship between civilian society and social movements from the political theory scope. The study begins from construction of the conceptual mark, describes the historic background of the national coutrymen class, appointing a link with ocupation process in that region. It indicates the specificity of this process, marked by the construction of an important lot of strategies for joint stock valorization. It also describes the further period, marked by landing conflicts and by expansion of the agricultural frontier toward to Amaz?nia, and by construction of coutrymen resistance. Following, it describes the institutionalisation of civilian society sphere and the construction of negotiation strategies with State and the access to public policies. / Este estudo realizado na regi?o do Bico do Papagaio, extremo norte do estado do Tocantins, busca abordar o desenvolvimento regional a partir de um marco conceitual em que se estabele?am pontes entre os processos de surgimento e fortalecimento da sociedade civil, enfatizando-se o seu campo popular rural e o pr?prio desenvolvimento. Nesta perspectiva, pretendemos demonstrar que a no??o de desenvolvimento exige, para a sua compreens?o, um enfoque anal?tico integrador que permita a constru??o de olhares sobre os diferentes atores, nas diferentes escalas em que atuam. Unmanned Aerial Vehicles in Counterterrorism Efforts and Implications for International Humanitarian Law

The United States increasingly has resorted to the use of Unmanned Aerial Vehicles (UAVs) for targeted killings of terrorists as a counterterrorism strategy. More states and terrorist organizations also are acquiring UAVs and this development can lead to indiscriminate and unregulated use of UAVs. Previous researchers have indicated the surveillance ability and precise weapon delivery capacity of UAVs make them a weapon of choice for U.S. counterterrorism efforts. Although the U.S. government estimated the collateral damage involved in the use of UAVs at 3-5%, nongovernmental sources put it at 25-40%. A gap exists in the current literature regarding public perception of the use of UAVs as a counterterrorism measure and how international humanitarian law (IHL) may interpret employment of UAVs. The purpose of this quantitative, cross-sectional study is to determine if a relationship exists among public support of the use of UAVs for targeted killing, attitudes towards counterterrorism, and public perceptions of IHL. An online survey was used to collect data from 104 adult participants using the convenience sampling method. Logistic regression, ANOVA, and correlational analyses helped to determine the relationships. The outcomes contributed to the existing literature by providing important data related to public perception of the use of UAVs with the potential to enhance global peace and security. The results contributed to social change initiatives through the potential to facilitate the establishment of international and domestic legal frameworks to regulate the future employment of UAVs for targeted killing.

Civilian-military Relations In The Argentinean Democratization (1983-1995)

This thesis analyzes the process of democratization in Argentina after 1983 by tracing the developments which led to the establishment of civilian control over the military during the periods of President Alfonsin and President Menem. The study first reviewed the political and historical background of Argentina with specific reference to the military interventions. Then, the new democratic order, its economic structure and the position of the military and the civilians after transition to democracy are analyzed. The thesis identified the nature of the transition, the economic reform process, the new elite consensus, the psychology of the military and the international atmosphere as the most important factors which shaped the process of ensuring civilian control over the military.
