Para tanto, busca-se investigar o Instituto Histórico e Geográfico Brasileiro (IHGB) no período de 1964 a 1979 com o intuito de apresentar e inserir o objeto de pesquisa no debate historiográfico atual a respeito da ditadura, procurando compreendê-lo nesse momento autoritário do país. A investigação, de modo geral, consiste em conhecer os sócios que foram membros da administração do Instituto ao longo desses anos através da abordagem prosopográfica e analisar a forma como o IHGB lidou e se relacionou com a ditadura logo após o golpe e nos anos posteriores, dialogando com estudos que procuram compreender o regime a partir das bases fornecidas pelas agências da sociedade civil. A fonte privilegiada para a pesquisa é a Revista do Instituto Histórico e Geográfico Brasileiro (RIHGB) e, além dela, são utilizados dicionários biobibliográficos como referências para a coleta de informações a respeito dos membros do instituto. De um lado, a RIHGB propicia a análise de atas de sessões ordinárias, pareceres, notícias referentes à instituição, atos administrativos, quadro dos sócios e outras informações que interessam para esta pesquisa, possibilitando a investigação das relações existentes entre o instituto e os governos vigentes no período e as discussões desencadeadas no interior do IHGB. De outro, através dos dicionários biobibliográficos, são estudadas as biografias e trajetórias dos membros da administração do IHGB no período com o objetivo de conhecer os indivíduos e analisar o perfil coletivo desses sujeitos mediante a utilização do método prosopográfico. / The present dissertation proposes to understand the Brazilian dictatorship through the analysis of the relationship between certain segments of civil society and the regime that was established after the 1964 coup. For this purpose, we seek to investigate the Instituto Histórico e Geográfico Brasileiro (IHGB) from 1964 to 1979 with the purpose of presenting and inserting the research object in the current historiographic debate about the dictatorship, trying to understand it in this authoritarian moment of the country. The research generally consists of meeting associates who have been members of the Institute's administration over the years through the prosopographic approach and analyzing how the IHGB dealt with and related to the dictatorship shortly after the coup and in later years, dialoguing with studies that seek to understand the regime from the bases provided by civil society agencies. The privileged source for the research is the Revista do Instituto Histórico e Geográfico Brasileiro (RIHGB) and, in addition, biobibliographic dictionaries are used as references for the collection of information about the members of the institute. On the one hand, the RIHGB provides an analysis of minutes of regular sessions, opinions, news regarding the institution, administrative acts, members' board and other information that may be of interest to this research, making possible the investigation of the relations between the institute and the current governments in the period and the discussions unleashed within the IHGB. On the other, through the biobibliographic dictionaries, the biographies and trajectories of the IHGB administration members are studied in the period with the purpose of knowing the individuals and analyzing the collective profile of these subjects through the use of the prosopographic method.

Soldiers' and civilian employees' use of Command Information media

Master of Science / Department of Journalism and Mass Communications / William Adams / Fort Riley, KS, has several command information (CI) products – a Post newspaper, a weekly television news show, Channel 2, and two Web sites. This uses and gratifications study aims to expand on a 2002 Fort Riley study to better understand the CI media sought by soldiers and civilian employees and their level of satisfaction with those products. A total of 158 Fort Riley soldiers and civilian employees were surveyed. Results supported previous CI studies, which indicated the Post newspaper and Web site are the most utilized and valued CI products. Results also showed slight changes in CI product usage from the 2002 study.

Symbiosis in the making? Evaluating EU’s engagement with Civil Society Organisations in Colombia. A Civilian Power Europe perspective

In recent years, EU’s development policy has undergone wide-ranging reform with the leading principle of responding to the circumstances and demands of the current world, but also for the sake of alignment to the UN 2030 Agenda for Sustainable Development. In line with the reasoning that an empowered civil society can help in the exercise of EU’s development policy and in the pursuit of development policy goals, the organisation has formed a strategy of engagement with CSOs in its external relations. This study’s focus is specifically on EU’s performance in Colombia, a Latin American country encompassed by EU’s development policy. Since Colombian CSOs still face numerous barriers hindering their work, it cannot be simply asserted that EU’s strategy has been effective. Hence, this study’s purpose is to critically evaluate EU’s engagement with Colombian CSOs, by taking into account EU’s capabilities as a civilian power to identify both the limits and potentials of the organisation’s approach. The study concludes that it is not the choice of power instruments, but the way the EU uses them that causes the strategy’s ineffectiveness. Although the Union has managed to increase Colombian CSOs’ capacity, the latter cannot be fully utilised due to the unfavourable framework for such organisations. Nevertheless, considering recent improvements made to EU’s strategy, it is argued that symbiosis between the EU and Colombian CSOs is still a realistic prospect, but one that requires increased efforts from the Union.

Försvarsmakten är en av Sveriges största myndigheter och ungefär en tredjedel av alla medarbetare är civila. Myndigheten har som strategisk inriktning att tillväxa och andelen civila chefer ökar. Denna studie utforskar dynamiken, förutsättningar och friktioner för samverkan, mellan militära och civila chefer inom den militära professionen, för att skapa en djupare förståelse för deras påverkan på den operativa effekten. Många civila chefer jobbar med att stödja och effektivisera arbetet i myndigheten och har samma befogenheter som militära chefer när det kommer till verksamhetsledning. I en friktionsfri miljö fungerar samverkan mellan civila och militära chefer, och synergieffekterna gynnar organisationen. Trots ett kollegialt förhållningssätt har civila och militära chefer olika utgångspunkter för sina normer och värderingar. Vid en beredskapshöjning ökar kraven på personalen i Försvarsmakten, och den civila personalen övergår till militär personal. De civila cheferna har då lagligt stöd att fatta beslut om våldsanvändning, även om det kan vara direkt olämpligt. Förutsättningarna mellan civila och militära chefer blir då mer och mer diffusa och är därav inte längre lika tydliga. Försvarsmaktens befattningsstruktur och mandatförhållanden behöver ses över. Det måste finnas förutsättningar för uppdragstaktik, och fördelningen mellan kärnverksamhet och stödjande verksamhet behöver utredas. De civila cheferna måste ges möjlighet att förstå den militära kontexten och spänningarna mellan professionerna inom den militära professionen måste omhändertas. Kärnan av studien är en empirisk kartläggning som inhämtats genom intervjuer och är en kvalitativ studie med en induktiv ansats där analysen är inspirerad av Grounded Theory. / The Swedish Armed Forces is one of Sweden's largest government agencies. Approximately one third of all employees are civilians and its strategic focus is currently to grow and the proportion of civilian managers is increasing. This study explores the dynamics, conditions and frictions for collaboration, between military and civilian leadership within the military profession, in order to create a deeper understanding of their impact on operational outcome. One of the main duties for civilian managers is to support and increase the efficiency of the work for the Swedish Armed Forces. When it comes to operational management civilians have the same authority as the officers in a frictionless environment. The organization benefits of the collaboration between civilian and military leadership, when the operational is running smoothly. Despite a collegial approach, civilian and military managers have different point of views regarding their norms and values. At a contingency escalation, the demands on the personnel in the Swedish Armed Forces elevate. The civilian personnel will switch to military personnel and the civil managers then have legal support to make decisions about the use of force, although this may be directly inappropriate. The basic presumptions between civilian and military leadership are becoming more diffuse and less clear. The staff structure and mandate conditions need to be reviewed. There must be prerequisites for mission-type tactics, and the distribution between core and support activities needs to be investigated. The civilian managers must be given the opportunity to understand the military context and the tensions between the professions in the military profession must be dealt with. The core of this thesis is an empirical mapping of data, which were obtained through interviews. The study is based on a qualitative research method with an inductive approach where the final analysis is inspired by Grounded Theory.

The Civilian Conservation Corps in Big Bend National Park

During the New Deal, the Civilian Conservation Corps (CCC) put young men to work in state and national parks across the United States. One of such parks, Big Bend National Park, is the focus of this study. The CCC had two camps within the park, one from 1934 to 1937 and another from 1940 to 1942. During their time in Big Bend, the CCC constructed many projects including a road, trails, cabins, and other various structures. The purpose of this study is to delineate the role of the CCC in creating Big Bend National Park and the experience of the CCC during their time in the Big Bend camp. This study determines the role of the CCC through a discussion of the planning done by the CCC for Big Bend National Park and the work completed by the CCC in the park. In doing so, it argues that the CCC played a substantial and significant role in the development and character of the park. This study works to understand the experience of the CCC in Big Bend through a discussion of education, safety, and an investigation of a commanding officer. Through this discussion, the role of the federal government and national organization in the local camps can be seen, as can the value they placed in the enrollees.

Gendering Crisis Management : Examining the Role of Gender in the Report of The Parliamentary Committee on Crisis Management

The aim of this study is to gain an understanding of how gender is discussed in the context of Finnish crisis management. By utilizing the report of the Parliamentary Committee on Crisis Management as a single case study, the study seeks to examine if and how the report embodies elements of liberal feminism in its discussion on gender. Since this study is based upon liberal feminism, specific coding was applied to identify those parts of the report that discuss gender, with each coding category deriving from liberal feminist philosophy. The findings of this study suggest that the discussion on gender in the context of Finnish crisis management is strongly focused on women and especially, efforts to strengthen the presence of female experts in crisis management operations. By highlighting the need to strengthen equal gender distribution among experts employed to crisis management operations, the report embodies several liberal feminist values, such as achieving gender equality. However, as the report only discusses gender in terms of women and girls, it excludes both men and boys. Based on these findings, this study argues that the way the report embodies liberal feminist thinking is potentially problematic since its discussion on gender does not consider men and women to an equal extent.

CIZOJAZYČNÉ RESUMÉ/SUMMARY In this diploma thesis "Comparison of EU and US civilian capacities for the stabilization and reconstruction (the case of Afghanistan)" deals with the problematic of civilian capacities for stabilization and reconstruction missions on the case of the two main actors, the USA and the European Union. Under this objective I analyzed the institutional, functional and also financial aspects of these capacities as well as the dynamics of their development in time. The first chapter deals with the definition of the stabilization and reconstruction missions, it explains its general rules which are supposed to be fulfilled. These crosscutting principles (clearly defined goals, activities with long-acting impact, host nation ownership and capacity, reinforcement of local institutions, divide of the resources according to local needs, cooperation with other governments, donors, NGO's, private sector and universities, principle of flexibility, rule of accountability and transparency) were defined in order to be applied in the last chapter on the evaluation and analysis of the case of Afghanistan's stabilization and reconstruction missions. POLITICAL ECONOMY OF CIVIL-MILITARY RELATIONS – THE ROLE OF PROPERTY RIGHTS TO ENSURE CIVILIAN SUPREMACY OVER THE MILITARY

Why do militaries intervene in politics in some countries and not in others? Existing theories of civil-military relations do not adequately explain military politics around the world. This dissertation provides an alternative, political-economy explanation and argues that strength of property rights instituted by a state shapes the degree of civilian supremacy over its military. I show that secure property rights induce efficient allocation of resources and contribute to sustained economic growth, which helps accommodate group interests and increases trust among them. This helps create consensus among individuals and groups on the institutions of the state, which increases the legitimacy of the state and the credibility of its institutions. High levels of legitimacy and credibility of civilian institutions enable the state to make policy decisions independent of the military, thereby reducing the ability of the military to intervene in politics. Secure property rights also constrain the arbitrary behavior of the state to politicize the military and inspire the state to uphold merit-based, professional norms in the armed forces, which prevent spillover of social cleavages into the ranks of the military. This reinforces military professionalism and helps reduce the disposition of the military to intervene in politics. Finally, secure property rights provide incentives to the groups to uphold existing institutions and pursue their interests through the markets. As a result, groups refrain from “knocking on the door” of the military to secure their interests, which reduces the opportunity for the military to intervene in politics.

The thesis aims to study Germany's foreign policy methods to answer the research question if Germany is still a civilian power. The presented work aims to establish that Germany's foreign policy methods and decision-making process are guided by civilian power theory's normative principles and values, thereby making Germany a civilian power. The author will test this through case study analysis on four diverse case study topics that explore Germany's foreign policy methods over a period of time, thus analyzing the evolution of Germany's foreign policy methods furthermore, if this evolution displays continuity or change of modification in Germany's foreign policy methods. The thesis studied Germany's role in Eastern European enlargement, non-military engagement specifically in combat operations in Iraq, military engagement and combat operations in Afghanistan, and Germany's engagement in the developmental policies for Africa. The formulated hypotheses of the four case studies stand to be correct. Germany's foreign policy methods are guided by civilian power norms and principles since its unification until now under the leadership of three different chancelleries.
