A qualitative assessment of Clark County's mental health delivery system

During the past several years, service delivery for mental health in Clark County has changed dramatically. The increase in funding from the federal government in the 1960's, the trend toward de-institutionalization, the emphasis on local control and administration, the proliferation of service agencies and types of programs, and the increase in demand for mental health services, has created the complex, multi-dimensional, multi-funded "system" called the mental health system. This increased complexity in the service delivery system has resulted in confusion among decision makers, consumers, providers of service, and the community at large. This confusion has manifested itself in a call for accountability. For local agencies receiving federal funds, accountability has been primarily an audit function. With respect to private agencies receiving private donations, accountability has been limited to budget presentations and rudimentary data collection, i.e., numbers served, client/staff ratios, program utilization by clients and the like. In general, no systematic, continous effort has been made to develop a full range of program evaluation accessible to decision makers, consumers, providers of service, and the community at large. In addition to the influence on the mental health system due to the increasing demands for accountability, elected officials are often becoming administrators of mental health funds. This increase in the span of control of elected officials has created greater visibility for their positions, thus bringing pressure from consumers as well as the community at large, to the mental health system. Recognizing the above trends in mental health care, the Clark County Commissioners contracted with the Health and Welfare Planning Council (HWPC) to investigate and provide information describing the nature of the mental health service delivery system in Clark County, and to report this information to the Commissioners and the community at large. In addition, the study attempts to evaluate the effectiveness of that system in the delivery of service.

Studien innefattar hur Aftonbladet och Expressen har framställt två kända kriminella svenska män, Clark Olofsson och Lars-Inge Svartenbrandt, i sina artiklar. I studien undersöks mediebilden av Clark Olofsson och Lars-Inge Svartenbrandt, har de blivit framställda som brottslingar och som kändisar? Artiklar om Clark Olofsson är hämtade från år 1972, 1979, 2008 samt 2009. Artiklarna om Lars-Inge Svartenbrandt är hämtade från 1979, 1995,1996 samt från 2016. Studien genomförs genom en kvantitativ innehållsanalys och en kvalitativ textanalys för att kunna undersöka ett stort antal artiklar och även djupdyka i några utvalda texter. Studien analyserar artiklar från tre historiska nedslag för varje individ, vilket skapar ett bredare perspektiv om hur Clark Olofsson och Lars-Inge Svartenbrandt har framställts i kvällstidningarna. Årtalen som granskas är valda utefter vilka år som media rapporterat mest om Clark Olofsson och Lars-Inge Svartenbrandt. Materialet är hämtat från Kungliga Biblioteket i Stockholm. Studien innefattar gestaltningsteorin som grundteori, dagordningsteorin, nyhetsvärderingsteorin och the thrill. Tillsammans skapar teorierna en helhetsbild av relationen mellan media och brott. Studiens resultat visar att framställningen av Clark Olofsson och Lars-Inge Svartenbrandt skiljer sig åt beroende på vilket årtal som granskas. I kvällspressen har en omfattande del av all rapportering handlat om Lars-Inge Svartenbrandts och Clark Olofssons kriminella handlingar, men många artiklar är även vinklade åt deras privatliv. Kvällstidningarnas intresse för Clark Olofsson och Lars-Inge Svartenbrandt är synligt genom de årtal som har granskats. Resultatet pekar på att även om de oftast framställs som brottslingar i artiklarna så leder den massiva rapporteringen om Clark Olofsson och Lars-Inge Svartenbrandt till att de får en kändisstatus.

The purpose of this study was to provide an analysis of the immediate and long-range implications of three speeches: (1) August 8,1938, (2) September 19, 1952, and (3) September 19, 1956, which J. Reuben Clark, Jr. delivered during the annual Pre-School Faculty Conference at Brigham Young University. The speeches were analyzed and compared to determine the goals and charges given and to determine whether there was carry-over from speech to speech.The significant findings included: (1) The LDS Church school system is to be manned only by those individuals who have strong, undeviating testimonies of a living Savior, of the Restored Gospel, and of a living Prophet; and who are prepared in both content and technique within their special fields of teaching. (2) Brigham Young University is the most important school in the world, to become even greater, because of the unique charge to maintain a balance between spiritual and secular education. (3) The advice and counsel given by Elder Clark has been followed, reaffirmed, and has become the standard by which the University shall maintain its quest toward excellence in education.

The political views of J. Reuben Clark, Jr. have been of interest to the membership of the Mormon Church since the year 1933, when Clark was appointed second counselor to Heber. J. Grant, then President of the Church of Jesus Christ of Latter-day Saints. This interest was generated In part by the various political positions of importance which Clark held since 1906, and by the numerous politically-oriented speeches which he gave from time to time throughout the Church and the nation.According to Clark, the nature of man's relationship to the state was determined by a pre-earth existence. Clark believed man to be a spiritual child of God, inheriting certain divine attributes which could ultimately result in the individual becoming a god. Man's earthly experience was planned to eventually make this possible.Clark felt that governments were instituted by God for the purpose of assuring to man "free agency" or the right to choose for himself. However, Clark believed that since men had "free agency" they were thus free to change the governmental process as they desired. In many instances this resulted in the formation of governments, which were corrupted by evil men, with the purpose of enslaving the populace and destroying "free agency" through the use of inhumane methods of warfare. Those governments which Clark feared the most were Communism and the Welfare State.

Bildungsroman refere-se a uma forma romanesca de origem germânica. Trata-se de uma forma literária que expressa o conflito entre o indivíduo e o mundo de um personagem durante seu período de formação (Bildung). No século XX, esse gênero firmou-se como um conceito produtivo em quase todas as literaturas nacionais de origem europeia ou americana. Neste trabalho, analisamos momentos relevantes da trajetória de formação da protagonista, Margarida Clark Dulmo, em que ela entra em conflito com a mentalidade provinciana da sociedade patriarcal açoriana do início do século XX, a fim de investigar a hipótese de que Mau Tempo no Canal, de Vitorino Nemésio, possa ser considerado como um romance de formação (Bildungsroman) açoriano. / Bildungsroman relates to a novel form of Germanic origin. It is a literary form that expresses the conflict between the individual and the world of a character during his training period (Bildung). In the twentieth century, this genre has established itself as a productive concept in almost all national literatures of European or American origin. In this paper, we analyze relevant moments of the trajectory of formation of the protagonist, Margaret Clark Dulmo where it conflicts with the provincial mentality of the Azorean patriarchal society of the early twentieth century, in order to investigate the hypothesis that Bad Weather in Canal Vitorino Nemesio, can be considered as a \"formation romance\" (Bildungsroman) Azores.

Esta dissertação aborda tentativas e possibilidades, no contexto contemporâneo, da prática arquitetônica se estabelecer como prática crítica e, nesse processo, construir interlocuções com práticas artísticas que respondem a anseios comuns. Tomamos como foco de análise parte da produção teórica e prática desenvolvida pelo arquiteto Bernard Tschumi (1944- ), pensando-a e interpretando-a com o auxílio da reflexão e da produção elaboradas principalmente por dois artistas paradigmáticos, Gordon Matta-Clark (1943-1978) e Hélio Oiticica (1937-1980). Tais criadores se interessaram pela dimensão política e emancipatória das manifestações de arte ou de arquitetura que extrapolam seu campo específico de atuação e incorporam reflexões sobre comportamento, espaço, cidade e esfera pública. Assim podemos distinguir, no interior de trajetórias distintas com desdobramentos e coerências internas particulares, e através de um olhar que possui certa distância histórica, alguns pontos de contato que, apesar de indiretos, certamente não são inexpressivos. Evidenciam um repertório comum de idéias que foram compartilhadas por distintas manifestações estéticas na década de 1970, um momento histórico marcado pela vontade de transformação da realidade. Nessa ocasião, manifestações de arte e de arquitetura estabeleceram interlocuções através do desejo de participar de debates culturais mais amplos, que incluíam reconsiderações sobre o papel social da arte, sobre a noção de \"público\" e sobre o poder que poderia ser atribuído aos acontecimentos efêmeros. / This dissertation discusses attempts and possibilities to establish architectural practice as a critical practice within the contemporary context and, in this process, to build interlocutions with artistic practices that respond to common aspirations. Our analysis focuses on part of the theoretical and practical production developed by architect Bernard Tschumi (1944- ), considering and interpreting it based on the reflections and production created principally by two paradigmatic artists, Gordon Matta-Clark (1943-1978) and Hélio Oiticica (1937-1980). These artists were interested in the political and emancipatory dimensions of artistic or architectural manifestations extending beyond their specific field of expertise to incorporate reflections on behavior, space, the city, and the public sphere. Thus, within different trends with particular developments and internal coherence, viewed from a somewhat historical distance, one can distinguish several points of convergence that, albeit indirect, are far from insignificant. These points reveal a common repertoire of ideas that were shared by different aesthetic manifestations in the 1970s, a historical moment marked by the desire to transform reality. At the time, artists and architects established interlocutions upon demonstrating their desire to participate in broader cultural debates, which included reconsiderations about the social role of art, the notion of \"public\", and the power that could be attributed to ephemeral events.
