A Comprehensive Method and System for the Design and Deployment of Wireless Data Networks

Increasingly, wireless subscribers are demanding reliable data capabilities from wireless networks. The ability of wireless network engineers and Information Technology (IT) professionals to rapidly design, deploy, and maintain wireless communication systems that can provide strong, reliable data service is severely hampered by a lack of adequate systems and methods for simulating the performance of such networks a priori. Unlike older generation wireless systems that could be readily deployed on the basis of strong received signal strength and simple circuit-switched channel allocation protocols, modern and emerging wireless data networks are more noise and interference limited and rely on packet-based protocols. A heavier emphasis is needed on predicting and simulating throughput, bit error rate, frame error rate, user priority classes, and overall network capacity. This research provides wireless network engineers and IT professionals with a comprehensive system and method for the simulation and design of wireless communication systems that combines site-specific databases, equipment-specific distribution system modeling, and advanced ray tracing propagation analysis to directly predict throughput, frame error rate (FER), and other critical performance parameters for emerging wireless data networks. / Ph. Commande innovante d’une nouvelle génération d’antenne satellite mobile / New control algorithm for Satcom on the move

Les systèmes de communication prennent de nos jours une importance de plus en plus prépondérante dans tous les aspects de la vie courante et les exigences de connectivité se retrouvent dorénavant dans de très nombreux projets. Ces besoins de connexion exigent des débits de communication ainsi que des taux de couverture de plus en plus importants, poussant de ce fait vers l’utilisation de systèmes de communication par satellite (SATCOM). Les applications envisagées n’étant pas limitées à des installations fixes, celles-ci demandent de pouvoir assurer une communication par satellite depuis un porteur en mouvement. Il est donc nécessaire d’utiliser des servomécanismes de positionnement de l’antenne de façon à assurer un pointage correct de l’antenne vers le satellite. Ces positionneurs sont donc asservis de façon à orienter la ligne de visée de l’antenne vers le satellite, avec une erreur angulaire de l’ordre du dixième de degré. Cette précision a pour conséquences certaines exigences fortes sur la conception. Ces contraintes imposent l’utilisation de composants de qualité supérieure, des études mécaniques poussées ainsi que des réglages propres à chaque positionneur après assemblage. Dans le cadre de ces travaux de thèse, une stratégie de pointage différente de l’état de l’art a été conçue. Cette stratégie, nommée Helios (Hybrid Estimator of Line Of Sight), permet de lever certains verrous scientifiques spécifiques. Notamment, elle permet une diminution des performances requises de l’asservissement en position de l’antenne en fournissant une trajectoire plus facile à suivre. Cela permet une diminution des contraintes de conception, notamment mécaniques (frottements, raideurs …). Cela est rendu possible par une meilleure estimation de la direction à pointer, utilisant un plus grand nombre de mesures, sans introduire de retard dans l’estimation. Les moyens d’essais de Thales ont permis d’effectuer des essais expérimentaux sur des prototypes industriels. Ainsi, la stratégie est testée en simulation et en expérimentation sur un hexapode simulant un porteur, permettant un recalage du modèle de simulation à partir de données expérimentales. C’est ainsi que la stratégie est validée en conditions opérationnelles. Afin de réaliser ces tests expérimentaux, une étape de mise en place du moyen d’essais a été réalisée. Notamment, les outils de communication ont été mis au point (bus de terrains, liaisons série …). L’asservissement en position de la station a été réalisé à partir d’une identification non-paramétrique en boucle fermée du mécanisme. L’intégration de la station complète a été réalisée, permettant ainsi les tests en extérieur, sur un hexapode. / In military and civil application, satellite communications (SACTOM) are often needed on moving vehicles (drones, planes, land vehicles, vessels…) in order to transfer all kind of data (pictures, videos, internet …). These types of stations are called SATCOM On The Move (SOTM). In order insure high data rates, the antenna must be directional, which means that they direct electro-magnetic waves in a particular direction of space, called line of sight. The line of sight must be steered in order to be aligned with the satellite to insure a strong communication link with the highest data rate possible. Stabilized platforms, called Antenna Positioning System, aim to steer the antenna’s line of sight in the satellite direction. The pointing requirements are the source of conception constraints that reduce the cost efficiency of the overall station. This PhD report focus on the development and the study of a new pointing strategy called Helios (“Hybrid Estimator of LIne Of Sight”). This algorithm uses least squares to found the antenna pattern in real time, using an observation window. Among others, it allows to reduce the bandwidth of the control loops by generating a trajectory easier to follow. Therefore, it decreases the conception constraints (friction, backlash, field bus data rate …). Helios is tested through experimentation, using Thales industrial prototypes. The vehicle is emulated by a hexapod. Simulation is carried out in order to fit the measured experimental behavior. To do so, parametrical and non-parametrical identification has been done on the SOTM prototype. This way, Helios is validated and studied in operational conditions.

政策溝通行為之研究--以原能會為例 / The Research of Policy Communication Behavior: The Case of the Atomic Energy Council

隨著政治民主化以及公共議題的多元化,政府溝通能力逐漸受到重視。許多政策推動的失敗被歸咎於政策溝通成效不彰外,文官更是被迫到第一線與民眾進行溝通互動以滿足逐漸高漲的溝通需求。然而,對於文官政策溝通行為的規範性及經驗性研究均相當匱乏,本研究從政府與民眾的互動關係、不同政府運作模式的邏輯,釐清並建構文官與民眾溝通的脈絡以及影響其溝通途徑與行為之因素,並試圖解釋文官參與政策溝通對於政治行政二分的意涵。 本研究以原能會為個案,透過訪談17位原能會文官、記者以及社運團體,蒐集原能會在不同溝通場域中的溝通經驗作為歸納與分析的素材。經過經驗資料的堆砌與歸納,建構政策溝通系統用以解釋影響原能會組織溝通途徑的選擇及其文官個人溝通行為的因素。研究發現行政組織有趨於選擇單向溝通的傾向,及趨於偏好使用間接管道溝通的傾向,並提出環境、制度、組織與個人層面對於溝通途徑選擇及溝通行為的影響因素。最後,本研究提出幾項建議,首先,原能會未來應重視記者對於政策資訊的理解;其次,應避免跨途徑溝通;其三,應正視反核態度的民眾,提供適當的溝通途徑;最後,未來應以團隊為政策溝通的行動單位,團隊應涵蓋不同層級的成員,以面對各式樣的問題,進而避免溝通困境的產生。 / In recent years, government communication capacity has become important as political democratization and public issues have diversified. Policy failures are often attributed to the lack of policy communication and force the civil servant to communicate with the public directly. However, some of the communication behavior of civil service policy literature suffer from the lack of attention to the perspective of normative and empirical researches. This research intents to explore the communication context between civil servant and the public, and to find out the determinant factors which affect communication approaches and communication behavior. This research uses the methods of in-depth interviews with key informants to investigate the key factors in the policy communication system that have substantial affected the choice of organizational communication approaches and communication behavior of civil service in Atomic Energy Council. The result indicates that: First, the public sector still has a tendency to choosing one-way communication and using indirect channel to communicate. Second, this research offers critical factors from the level of environment, institution, organization and individual that affect the choice of communication approaches and communication behavior. Finally, this research suggests that: First, Atomic Energy Council should pay more attention to understanding of policy information from reporters. Second, Atomic Energy Council should try to avoid cross-approaches communication. Third, Atomic Energy Council should face up to anti-nuclear groups and provide suitable communication approaches. Finally, Atomic Energy Council should design a policy communication team which concludes different levels of members, in order to build up an effective coordinating channels.

L’adoption des innovations dans les systèmes PACS et la perception des bénéfices : le concept de l’alignement tâche-technologie comme outil d’évaluation

Contexte : Les premières implantations PACS (Picture Archiving and Communication System) remontent aux années 80. Le rehaussement récent du PACS au sein d’un centre hospitalier universitaire a permis d’étudier l’introduction d’innovations dans une technologie mature. Objectif : Dans un premier temps, effectuer une revue de la littérature sur les études évaluant la perceptions des utilisateurs de l’implantation des PACS. Deuxièmement, évaluer dans une étude de cas si le niveau d’alignement entre les tâches et la technologie prédit l’utilisation et la perception des bénéfices. Méthodes : Il y a eu une revue systématique de la littérature afin d’identifier les études sur la perception des utilisateurs du PACS. Une adaptation du modèle TTF (Task-Technology-Fit) développé par Goodhue (1995) a servi de base théorique pour l’étude de cas effectuée par questionnaire auto-administré. Résultats : Les modèles recensés dans la revue systématique sont mieux adaptés à des nouvelles implantions PACS qu’à des systèmes matures en évolution. Il y a une corrélation significative entre le niveau de l’alignement, tel que perçu par les utilisateurs, et la perception des bénéfices nets, ainsi que l’utilisation de la technologie. L’étude a démontré un écart entre la perception des utilisateurs et celle des développeurs interviewés. Conclusions : Cette étude supporte la validité du concept alignement tâche-technologie dans l’analyse d’un rehaussement PACS. Il est important de maintenir une interaction soutenue entre développeurs et utilisateurs, qui va audelà de la phase initiale de développement. / Context: The first PACS deployments date to the early 1980’s. The recent upgrade of PACS in a university teaching hospital has offered the opportunity to study the introduction of innovations in a mature technology. Objective: First, to conduct a literature review of studies evaluating user perceptions following deployment of PACS. Second, to evaluate in a case study if task-technology fit predicts utilisation and perceived benefits. Methods: A systematic review of the literature was conducted to identify studies evaluating user perceptions. An adaptation of the Task-Technology-Fit model developed by Goodhue (1995) served as a theoretical basis for the case study conducted with an auto-administered survey. Results: The models used in the studies identified in the review are more suited for initial deployments of PACS, rather than mature systems in a state of continuous evolution. There is a significant correlation between the level of task-technology fit and the users’ perception of net benefits, as well as use. The study also revealed a divide between the perception of users and that of developers involved in product evolution. Conclusion: The findings validate the use of task-technology fit to study a PACS upgrade. It is important to maintain a continuous interaction between users and developers beyond the early phases of product development.

Um estudo comparativo entre os principais modelos empíricos e semi-empíricos de predição de nível de sinal para comunicações móveis celulares é descrito neste trabalho. Medidas de cobertura outdoor em ambiente urbano foram comparadas com os resultados simulados a partir dos modelos de Okumura-Hata e Lee, lkegami, Walfisch-Bertoni e Walfisch-Ikegami. As medidas de potência de sinal recebido foram realizadas na cidade de Conceição das Alagoas, MG, a partir da única estação rádio-base (ERB) da cidade, operando na banda A com tecnologia AMPS/TDMA. Foi utilizada como portadora de teste o canal de controle analógico 328. As informações foram coletadas em algumas ruas da cidade, por meio de equipamento instalado em veículo, em diferentes posicionamentos em relação a ERB, de forma a se obter amostras de cobertura em diferentes cenários, seja em visada direta, em obstrução parcial ou total. O modelo de Ikegami se mostrou apropriado para predição de níveis de sinal recebido no ambiente estudado, apresentando desvio médio 5,81 dB em relação às medidas realizadas. / A comparative study among the main empiric and semi-empiric models of prediction of signal leveI for cellular mobile communications is described in this work. Measurements of covering outdoor in an urban environment were compared to the simulated results from the models of Okumura-Hata, Lee, Ikegami, Walfisch-Bertoni and Walfisch-Ikegami. The measurements of received signal level were accomplished in some streets of the city of Conceição das Alagoas, MG, starting from the only radio base station of the city, operating in the A band with AMPS/TDMA technology. The 328-analog control channel was used as test carrier. The measurements were carried out using some equipment installed in a vehicle, in different positions in relation to the radio base station, in order to obtain covering profile in different circunstances such as line-of-sight, non line-of-sight, and partial obstruction. The model of Ikegami was shown appropriate for prediction of the received signal levels in the studied environment, exhibiting an average deviation of 5,81 dB in relation to the accomplished measurements.

The aim of this thesis is to determine whether promoting the free flow of information at the international level through the UN is effective as a solution to global communication inequalities. The first part of the thesis follows the development of global communication system and the importance of information at international level. The second part deals with the activities of the UN in this area. Conclusion summarizes the individual chapters. The analysis leads to the conclusion that promoting the free flow of information has no effect under the current conditions on the reduction of inequalities in the global communication system.

CDMA Base Station Receive Co-Processor Architecture

Third generation mobile communication systems promise a greater data rate and new services to the mobile subscribers. 3G systems support up to 2 Mbps of data rate to a fixed subscriber and 144 Kbps of data rate to a fully mobile subscriber. Code Division Multiple Access (CDMA) is the air interface access scheme widely used in all the 3G communication systems. This access scheme has many inherent advantages m terms of noise immunity, security, coherent combining of multi path signals etc. But all these advantages come at the expense of higher complexity of the receivers. The receivers form the major portion of the processing involved in a base station. The heart of any CDMA receiver is the RAKE. The RAKE receiver separates the different multi-paths received by the antenna by using the properties of the Pseudo Random sequences. The phase and strength of each of these path signals is measured and are used by the coherent combiner, which de-rotates all the signals to a single reference and coherently combines them In general the Base station receivers make use of the top three multi-path signals ranked in terms of their signal energy Hence four RAKE fingers, each catering to single multi-path are needed for receiving a single code channel (3 for coherent combining and one for scanning). One such channel receiver requires a processing power of 860 MIPS (Mega Instructions Per Second). Some of the CDMA standards support up to 90 code channels at the same time. This means that the total processing power required at the base station is about 80 GIPS. This much of processing power will require large number of high end DSPs, which will be a very costly solution. In the current base station architectures these blocks are implemented using ASICs, which are specific to a particular standard and also the algorithms used for the different operations are fixed at the design time itself. This solution is not flexible and is not amenable for SDR (Software defined Radio) architectures for the Base stations. This thesis proposes a Co-Processor solution, which can be attached to a generic DSP or any other processor. The processor can control the Co-Processor by programming its parameter registers using memory mapped register accesses. This co-processor implements only those blocks, which are compute intensive. This co-processor performs all chip-rate processing functions involved m a RAKE receiver. All the symbol-rate functions are implemented through software in the processor. This provides more choices m selecting the algorithms for timing recovery and scanning. The algorithms can be changed through software even after the base station is installed in the field. All the inputs and outputs of the Co-Processor are passed through dual port RAMs with independent read and write clocks. This allows the Co-Processor and the processor to be running on two independent clocks. This memory scheme also increases the throughput as the reads and writes to these memories can happen simultaneously. This thesis introduces a concept of incorporating programmable PN/Gold code generators as part of the Co-Processor, which significantly reduces the amount of memory required to store the Scrambling and Spreading codes. The polynomial lengths as well as the polynomials of the code generator are programmable. The input signal memory has a bus width equal to 4 times the bus width of the IQ signal bus width (4 * 24 = 96 bits) towards the Co-Processor to meet the huge data bandwidth requirement. This memory is arranged as word interleaved memory banks. This can supply one word per memory bank on each clock cycle as long as the accessed words fall in different memory banks. The number of banks is chosen as more than twice that of the number of Correlators/ Rake fingers. This gives more flexibility in choosing the address offsets to different Correlator inputs. This flexibility allows one to use different timing recovery schemes since the number of allowable address offsets for different Correlators is more. The overall complexity of the solution is comparatively less with respect to the generic DSP based solution and much easier to modify for a different standard, when compared to the rigid ASIC based solution. The proposed solution is significantly different from the conventional way of designing the Base station with fixed ASICs and it clearly outweighs the solutions based on conventional approach in terms of flexibility, design complexity, design time and cost.
