Democratização da segurança pública através do policiamento comunitário: efetivação do direito fundamental à segurança pública cidadã com a participação das comunidades em Alagoas / Democratization of public security through community policing: effectuation of the fundamental right to public citizen security with the participation of the communities in Alagoas

This dissertation addresses the democratization of public security through community policing, trying to assess whether the participation of communities in matters of public safety provides the effectuation of this fundamental right. For that, it starts its work analyzing conceptually public safety and constitutional treatment is given, set against the Brazilian State's proposal. Examine legislative aspects of PRONASCI (National Program of Public Security with citizenship) and the innovative perspectives brought to public safety from then on. The panorama alagoano violence is seconded to the understanding of local realities and the presence of authoritarianism in brazilian society and the modus operandi of the police by categorizing the deal with the citizen as to social class. Arrive in community police, relying on local and foreign literature to present legal bases that support police activities as this philosophy. International practices and local experiences of community policing are presented to the reader. The role of the community in public safety is studied, a theoretical approach of the term democracy, communitarianism Gisele Cittadino, aligned to finally enter the issues linked to Social advocacy community councils in Alagoas, exposing constituent and legislative aspects of implementation of the actions. / Esta dissertação aborda a democratização da segurança pública através do policiamento comunitário, buscando avaliar se a participação das comunidades nas questões de segurança pública propicia a efetivação deste direito fundamental. Para isso, inicia-se o trabalho analisando conceitualmente a segurança pública e o tratamento constitucional que lhe é conferido, contextualizado com a proposta do Estado brasileiro. Examinam-se aspectos legislativos do PRONASCI (Programa Nacional de Segurança Pública com Cidadania) e as perspectivas inovadoras trazidas para a segurança pública a partir de então. O panorama alagoano de violência é destacado para a compreensão da realidade local e verifica-se a presença do autoritarismo na sociedade brasileira e no modus operandi da polícia ao categorizar o trato com o cidadão conforme a classe social. Chega-se na temática da polícia comunitária, apoiando-se na literatura local e estrangeira para apresentar fundamentos jurídicos que respaldem a atuação policial conforme esta filosofia. Experiências práticas internacionais e locais de policiamento comunitário são apresentadas ao leitor. O papel da comunidade na segurança pública é estudado, fazendo-se uma abordagem teórica do termo democracia e do comunitarismo alinhado de Gisele Cittadino, para finalmente adentrar nas questões atinentes aos Conselhos Comunitários de Defesa Social em Alagoas, expondo aspectos legislativos, constitutivos e de efetivação das ações.

Nyrekryteringen inom gängbrottslighet är ett växande problem i samhället och många unga personer rekryteras i tidig ålder. I Malmö är områdespolisernas främsta uppgift att stoppa nyrekryteringen av barn och unga. Det brottsförebyggande arbetet i Sverige pågår på flera olika plan, särskilt när det gäller gängkriminalitet. Denna studie ämnar synliggöra områdespolisers perspektiv på nyrekryteringen av gängbrottslighet i Malmö. För att uppfylla syftet utgick studien från två frågeställningar som behandlar områdespolisernas brottspreventiva arbete och eventuella förbättringsmöjligheter. Det genomfördes sex semistrukturerade intervjuer med personer som har arbetat eller arbetar som områdespolis i Malmö. Resultatet visar att områdespoliserna arbetar brottspreventivt genom att skapa relationer, visa engagemang, samverka med aktörer samt identifiera unga som beter sig avvikande. De upplevda förbättringsmöjligheterna handlar om behovet av tydligare riktlinjer och mål, bättre förankring mellan praktik och forskning samt bättre förutsättningar för att kunna utföra sitt dagliga arbete. / Recruitment within gang crime is a growing problem in society and a lot of young people are recruited at an early age. The main task of the community police officers in Malmö is to stop young people from getting recruited by gangs. Crime prevention work in Sweden takes place on several different levels, especially when it comes to gang crime. The intention of this study is to enlighten the community police officers perspective on recruitment in Malmö. In order to fulfill the purpose, the study is based on two questions that deal with the crime prevention work of the community police officers and possible opportunities for improvement. Six semi-structured interviews were made with community police officers in Malmö. The results show that the community police officers work to prevent crime by creating relationships, showing commitment, cooperating with different actors and identifying young people who behave deviant. The results also show that clearer guidelines and goals, better connection between practice and research and better conditions for being able to do their daily work, are things that can be improved.

En kvalitativ studie om hur områdespoliser i särskilt/risk/utsatta områden beskriver sitt brottsförebyggande arbete : Med utgångspunkt i de kunskapsbaserade brottsförebyggande metoderna community-oriented policing och problem-oriented policing

Syftet med studien var att skildra hur områdespoliser beskriver sitt kunskapsbaserade brottsförebyggande arbete i särskilt utsatta områden, riskområden samt utsatta områden. Detta har genomförts med hjälp av kvalitativa intervjuer med områdespoliser stationerade i nämnda områden. En kvalitativ innehållsanalys har tillämpats för att studera datamaterialet. Vidare har materialet analyserats för att skildra om och hur områdespolisers arbetssätt kan kopplas till de kunskapsbaserade brottsförebyggande metoderna community-oriented policing samt problem- oriented policing. En varsam slutledning tyder på att delar av community-oriented policing som förhållningssätt kan kopplas till områdespolisers uppdrag. Utifrån resultatet kan problem- oriented policing som förhållningssätt till viss del utrönas. Däremot saknas essentiella delar från community-oriented policing och problem-oriented policing, följaktligen tyder det på att metoderna inte implementerats fullt ut. / The purpose of the study was to narrate how community police officer ́s describe their evidence-based crime prevention work in particularly-vulnerable-, risk-, and vulnerable areas. This has been accomplished from qualitative interviews with community police  officer ́s stationed in the mentioned areas. A qualitative content analysis has been applied to study the data material. Furthermore, the material has been analyzed to describe whether and how community police officer ́s work can be connected to evidence-based crime prevention methods, community-oriented policing and problem-oriented policing. A cautious conclusion indicates that some parts of community-oriented policing as an approach can be linked to community police officers’ assignments. Based on the results, problem-oriented policing as an approach can to some extent be established. However, essential parts from community-oriented policing and problem-oriented policing are missing, hence, it indicates that the methods are not fully implemented.

The challenges in establishing partnership policing in Soshanguve

Despite various policing strategies in the recent past, the police alone have not been able reduce crime in Soshanguve. Research into how partnerships in policing can assist in finding solutions to crime prevention is limited. The police have come to realise that they need the active involvement and cooperation of and support from the community and other role players to prevent crime. This research has as its aim the identification of the challenges in establishing partnerships in policing the Soshanguve policing area. A qualitative approach was adopted. An interview schedule with predetermined questions was designed, piloted and used in focus group interviews with participants who are actively involved in partnerships in policing in the area. Interviews were conducted with 45 participants in three focus group interviews to obtain their views, opinions and perceptions of partnerships in policing. The collected data was transcribed verbatim (using words and phrases of the participants), analysed and interpreted. The data was analysed and interpreted using manual open coding, with the aim of identifying and examining patterns of similarities or differences in the data. A literature study was conducted to gain a better understanding of partnerships in policing. Research indicates that partnerships in policing have been effectively implemented in other parts of the world and can be implemented in South Africa in general and in Soshanguve in particular. Factors that inhibit partnerships in policing between the police and the community as well as in other environments were identified. These factors include among others, lack of trust, communication and cooperation. Recommendations are made to all concerned; particularly to the South African Police Service management on how partnerships in policing can be effectively implemented. / Criminology and Security Science / M. An evaluation of the practices and operations of community police forums in Tshwane

The purpose of the study is to evaluate practices and operations of Community Police Forums and their sub-structures in Tshwane. This includes various approaches that are used to implement and manage the operations of Community Police Forums and their sub-structures. This research is designed to determine different operational approaches that are used by the Community Police Forums and their sub-structures to curb the criminal activities including those of their respective members. The qualitative research method was utilised for this study, achieving stated research objectives and answering the research questions. The population in the study included members of the South African Police Service and Community Police Forums in Tshwane District, as well as officials in the Directorate Community Police Relations within the Gauteng Department of Community Safety. The study revealed that Community Police Forums and their sub-structures are essential in the reduction of crime and they can be used as force multipliers to the South African Police Service. It also shows that there are legislative framework that Community Police Forums and their sub-structures are supposed to function under and adhere to. Monitoring mechanisms are in place to ensure that these structures function within the stipulated framework. Analysis of the role of traditional leadership in partnership policing

The main objective of this research is to analyse the role that traditional leadership plays in partnership policing in Limpopo, particularly in the Giyani and Malamulele areas, South Africa. Given the challenges associated with traditional initiation schools, the study investigated factors that hinder the effective participation of traditional leadership in partnership policing; explored the extent of partnership policing in rural areas in Limpopo that are led by traditional leaders; and examined best practices with regard to the roles of traditional leadership in partnership policing. Potential areas of non-compliance with and ignorance of the law, and the Constitution, were identified. The role of traditional leadership in other African countries, such as Ghana, Tanzania, Zimbabwe, Namibia and Botswana, was also analysed. A comprehensive literature study on traditional leadership and international best practices on partnership policing was conducted. Traditional leaders play a vital role in the development process. Furthermore, traditional leaders play a significant role in resource mobilisation and political stability. The primary question guiding this study is: What is the role of traditional leadership in partnership policing in the rural areas of Limpopo? During the research process, in-depth interviews, non-participative observation and focus group interviews were conducted with the relevant role players. These role players included Chiefs, Indunas and Headmen, SAPS representatives, representatives from the Department of Community Safety and Liaison, as well as representatives from the Department of Cooperative Government and Traditional Affairs in Limpopo. The study fulfilled the following objectives:  Identified factors that hinder the effective participation of traditional leadership in partnership policing;  Explored the extent of partnership policing in rural areas, in Limpopo, led by traditional leaders; and  Examined international best practices with regard to the role of traditional leadership in partnership policing. Based on the findings of this study, a Multi-Stakeholder Partnership Policing Strategy (MSPPS) was developed. This strategy could serve as a recommendation to advise the SAPS of a more substantial role that traditional leadership could fulfil in partnership policing in the rural areas of Limpopo; this would also contribute towards further identifying best practices with a view to benchmark such a strategy in rural areas throughout South Africa. This study makes a significant contribution to the improvement of working relations between the police and traditional leadership in Limpopo. Secondly, the study promotes nation-building, harmony and peace between traditional leadership, the SAPS and other relevant stakeholders in the quest to prevent crimes associated with traditional cultural practices. / Political Sciences / D.
