Community Policing : En del av polisens nya treenighet? / Community Policing : A part of the new trinity within the Swedish police?

Svensk polis står inför stora utmaningar och speciellt i de utsatta områdena. I polisens strävanså ingår det utvidga den lokalt förankrade polisen. Författarnas ambition är att titta på begreppet Community Policing eller COP och om begreppet tillämpas av svensk polis. Studien är en litteraturöversikt med systematisk ansats. I resultatet kommer författarna fram till att det finns många barriärer internationellt för implementeringen av Community Policing. I diskussionen fördessa teman fram som tydliga problem;  1. Resursbrist, 2. Utbildning, 3. Motstånd inom polisen, 4. Eventuell effekt, 5. Mätbarhet av resultat.  Vidare i diskussionen rekommenderar författarna att COP är ett koncept som borde vara intressant för svensk polis att arbeta utifrån men att problemen som nämnts ovan även skulle kunna vara barriärer i en svensk kontext. Oavsett är satsningen som krävs troligtvis väldigt stor enligt författarna, däremot skulle ett områdespoliskoncept med Community Policing som filosofi kunna bli en ny byggsten inom svensk polis.

Områdespoliser i utsatta områden : Områdespolisers upplevelser i sitt uppdrag

This qualitative research study examines community police officers (CPO) in communities that are classified as socially vulnerable areas according to the police authority. The research on community policing in Sweden in these areas is still generally underdeveloped and the purpose of this study is to fill a part of that knowledge gap. This study focuses on local crime preventive work as a community police officer that especially has this mandate in preventive work. The authors have made interviews with police officers from three areas with similar problems. 2015 made the police authorities in Sweden the most extensive reorganization ever made. One of the main ideas was to give the 95 local police authorities more mandate over their own district and their own local problems. In this study, we understand that it is not completed as the management had as a main target. In this study our goal was to bring some clearance about the community police officers feeling about there´s own work situation and role. In the study when the authors did the interviews, we got information from the respondents that it depended on who the different local police management use the community police officer’s duty. In one local police area the management had an idea that everybody who had worked as a police officer for three years got the label as a community police officer even if its main work wasn´t in the crime prevention area. The conclusion in this study is that it needs more commitment for the local problems and more support to the community police officers that works in these vulnerable areas for a long time for the target to reduce the crime and increase the safety for the citizens.

Mellan mål och verklighet : Utmaningar i polisens brottsförebyggande arbete med fokus på kunskap och prioriteringar

More than ever the topic of crime prevention is of highest significance, therefore requiring an in-depth exploration of how it is practically implemented and understood with in the local Swedish police agencies. This study aims to explore the current methods used and what kind of knowledge framework they rely upon. Adding in the dimension off how police priorities effect crime prevention. Through qualitive interviews with police chiefs in charge of the community police, this study examine how they look on crime prevention, how evidence-based approaches are applied and the challenges in prioritizing crime prevention in the police organization. This study sheds light on how the Swedish police work with preventing crime, the complexity of implementation of new methods and strategies based on knowledge and evidence and how priorities and recourses play a big part in the everyday practices of crime prevention.

Syftet med studien var att beskriva områdespolisers syn på att arbeta nära medborgaren samt om och i så fall hur synen på arbetet skiljde sig mellan områdespoliser i en storstadsregion och en glesbygdsregion. Genom semistrukturerade intervjuer med sex områdespoliser, tre från vardera region, fann vi att samtliga intervjudeltagare hade svårt att definiera vad det innebar att arbeta nära medborgaren. De hade även svårt att urskilja vad som var brottsförebyggande och reaktivt i arbetet. En tydlig skillnad mellan områdespolisernas syn på arbetet var att de intervjuade i storstaden fokuserade på individen medan de i glesbygden fokuserade på det lokala samhället. Detta var återkommande skillnader genom hela resultatet. Områdespolisernas arbete förknippades med flera olika utmaningar och möjligheter men samtliga intervjudeltagare såg positivt på att arbeta mot att komma närmare medborgaren och att bli mer brottsförebyggande. / The aim of the study was to describe the views of community police officers towards working close to the citizen and if the views differed between community police officers in a metropolitan area and in a rural region, and if so, how they differed. Through semi structured interviews with six community police officers, three from each region, we found that all interviewees had difficulty defining what it meant to be close to the citizen. They also had difficulty distinguishing what was preventive and reactive in their work. A clear difference between the viewpoints of the work was that interviewees in the metropolitan area focused on the individuals while the interviewees in the rural areas focused on the local society. These were frequent differences throughout the result. The work of the community police officers was associated with a variety of challenges and opportunities, but all interviewees were pleased to work towards getting closer to the citizen and becoming more preventive.

En kvalitativ studie om hur områdespoliser i särskilt/risk/utsatta områden beskriver sitt brottsförebyggande arbete : Med utgångspunkt i de kunskapsbaserade brottsförebyggande metoderna community-oriented policing och problem-oriented policing

Syftet med studien var att skildra hur områdespoliser beskriver sitt kunskapsbaserade brottsförebyggande arbete i särskilt utsatta områden, riskområden samt utsatta områden. Detta har genomförts med hjälp av kvalitativa intervjuer med områdespoliser stationerade i nämnda områden. En kvalitativ innehållsanalys har tillämpats för att studera datamaterialet. Vidare har materialet analyserats för att skildra om och hur områdespolisers arbetssätt kan kopplas till de kunskapsbaserade brottsförebyggande metoderna community-oriented policing samt problem- oriented policing. En varsam slutledning tyder på att delar av community-oriented policing som förhållningssätt kan kopplas till områdespolisers uppdrag. Utifrån resultatet kan problem- oriented policing som förhållningssätt till viss del utrönas. Däremot saknas essentiella delar från community-oriented policing och problem-oriented policing, följaktligen tyder det på att metoderna inte implementerats fullt ut. / The purpose of the study was to narrate how community police officer ́s describe their evidence-based crime prevention work in particularly-vulnerable-, risk-, and vulnerable areas. This has been accomplished from qualitative interviews with community police  officer ́s stationed in the mentioned areas. A qualitative content analysis has been applied to study the data material. Furthermore, the material has been analyzed to describe whether and how community police officer ́s work can be connected to evidence-based crime prevention methods, community-oriented policing and problem-oriented policing. A cautious conclusion indicates that some parts of community-oriented policing as an approach can be linked to community police officers’ assignments. Based on the results, problem-oriented policing as an approach can to some extent be established. However, essential parts from community-oriented policing and problem-oriented policing are missing, hence, it indicates that the methods are not fully implemented.
