Disaster Capitalism: Empirical Evidence from Latin America and the Caribbean

Natural disasters are uniquely transformative events. They can drastically transform physical terrain and the lives of those unfortunate enough to be caught in their wrath. However, natural disasters also provide an opportunity to reflect on past failures and, at times, a clean slate to correct those shortcomings. This project takes a political economic approach and recognizes natural disasters as occasions for agenda-setting on behalf of transnational commercial enterprises and market-oriented policy elites. These reformers often use the post-disaster policy space to articulate long-term development strategies based on market fundamentalism, and, more importantly, advance a set of policies consistent with their particular interests. This dissertation delves into that process and identifies the actors, their preferences and the policy outcomes. Using the business conflict model alongside changing transnational processes, this project identifies and traces post-disaster policy making in the Caribbean Basin. It also explores and provides a more nuanced explanation of its effect upon and within certain socioeconomic groups. What becomes apparent is that natural disasters are opportunities to first fracture national economies and then integrate them into transnational processes of capital accumulation. Given that economic viability is increasingly determined by assimilation into the global production processes, reformers in both developed and developing countries use disasters as occasions for re-orienting national economies towards this end. It is within this distorted integrative process that disaster capitalism is located.

Conflict between Saudi Arabia and Iran: An Examination of Critical Factors Inhibiting their Positive Roles in the Middle East

Since 1979, Saudi-Iranian relations have been tense due to their position as superior powers in the Middle East. Both countries have different values and perspectives in regards to diplomatic relations with the West. As a consequence of the new developments in Iran's foreign policy and the newfound openness to the West adopted by President Rouhani, the topic has proven to be of research interest. The primary concern of this research was to explore the effect of the conflict between Saudi Arabia and Iran in the Middle East, and whether or not there is a possibility to overcome this conflict using the new political developments. For this purpose, a content analysis methodology was employed. Through an analysis of data presented in the literature review, which consisted of scholarly articles, policy briefs, and books, this dissertation examines the complex political relations through which the pattern of the bilateral relations explain the conflicting narratives. This complexity is present in the political actions taken by Iran and Saudi Arabia, as well as the domestic and foreign policies they are embracing. The findings of this study demonstrate the effect of this conflict in the Middle East. The research also proposes a number of possible recommendations on how to resolve this conflict through political openness and reciprocal agreements that target the citizens of Iran and Saudi Arabia.

The Responsibility to Protect and International Law: Moral, Legal and Practical Perspectives on Kosovo, Libya, and Syria

Humanitarian intervention has long been a secondary or tertiary concern in a security driven international system. Since NATO's intervention during the Kosovo crisis in 1999 there have been significant developments in both the language and form of humanitarian intervention as a matter of international law. The events in Kosovo sparked debate about how to handle humanitarian crisis in the future and thus humanitarian intervention evolved into a redefinition of sovereignty as responsibility and the Responsibility to Protect. The Responsibility to Protect has had a number of opportunities to continue to evolve and assert itself in an international legal context throughout the ensuing years since the Kosovo intervention. The purpose of this research is to explore the moral, legal and practical implications of the Responsibility to Protect doctrine. Classical and contemporary theories of international relations and moral philosophy are applied in the context of the Responsibility to Protect and its effect upon the international system and specific states to cultivate a sense of the development of the norm and different actors' attitudes towards it. A literature review is conducted to show the practical and conceptual issues inherent in the framework of the Responsibility to Protect. The norm is then applied to the cases of Kosovo, Libya, and Syria to assess its effect in practice and determine its origins. The analysis of these case studies leads to a number of conclusions regarding its effectiveness and future application. The case studies chosen for this research are Kosovo, Libya, and Syria. The case of Kosovo helps to establish a humanitarian intervention framework, the need for redefinition, and the beginning of the Responsibility to Protect. Libya shows the first strong case for the positive application of the Responsibility to Protect in a practical sense. The non-intervention in Syria shows the difficult political issues involved in intervention and presents uncertainty as to the positive develop of the norm. These cases clearly show the myriad of practical challenges to RtoP that are borne out the theoretical, moral issues embedded in its philosophy. The conclusion drawn from the literature review and subsequent case studies is that the current efforts to assert the Responsibility to Protect are aimed at the wrong areas of international law and states, and that the norm is not developing positively in a linear pattern. To successfully promote its acceptance the Responsibility to Protect must build institutional linkages to make intervention more cost effective, exercise the regional options available to promote and ensure the legitimacy of intervention, and assure the acceptance of RtoP by the major powers in the Security Council.

Do the experiences that an immigrant faces in their country of origin affect the political attitudes and behavior when an immigrant is in their country of residence? Although there is a considerable amount of work exploring the political behavior of racial and ethnic minorities, some work on immigrant political behavior, and some work that that connects premigratory experiences with post migration political behavior, there is relatively little work that examines premigratory experiences with autocracy, corruption, and violence and how that affects the political behavior of immigrants. In this project I observe how experiences with corruption, political violence, and conflict has an affect on political trust, political behavior, and social trust among immigrants that have experienced such events.

On Obama Administration Gun Policy With Continual Reference To The Multiple Streams Model

The Multiple Streams model developed by John Kingdon (1995) and Nikolaos Zahariadis (2007) provides a valuable framework for understanding the nature of policy change. This investigation draws extensively upon the Multiple Streams framework in order to understand the development of gun-control policy initiatives under President Barack Obama. The investigation uses a case-study approach with in-depth analysis of four different mass-shooting events that took place in the United States between 2009 and 2012. Reconstruction of the shooting events and detailed parsing of the Obama administration’s official responses to each incident, when viewed through the Multiple Streams lens, clearly explain why Obama’s aggressive policy initiative was so delayed in its emergence in spite of several shootings and the President’s clearly stated belief that gun-reform was a necessary step for the federal government. While the term “policy change” is broad and may encompass all sorts of governmental responsiveness, the term herein should be interpreted in the narrowest sense: exclusively encompassing legislative initiatives. Ultimately, the investigation concludes that numerous factors, but most prominently concerns about the timing and results of the 2010 Midterm and 2012 General Elections, prevented an aggressive pursuit of gun-reform prior to January 2013. The tragic shooting of 28 people in Newtown, Connecticut, then served as a prime focusing event for the President to aggressively engage a long-standing goal.

Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. The difference was that this group, though always small in numbers, was to have a tremendous impact throughout England and the rest of the democratic world. To be specific, the ideas of the Fabian Socialists can clearly be seen as influencing the movement toward the welfare state in America and this is the main thesis this paper aims to prove - that the ideas and programs of the Fabian Socialists were first implemented in Britain and later in the United State, particularly since the advent of Franklin Delano Roosevelt and his New Deal. It is the author’s contention that these ideas and programs of the Fabians are comparable to a developing movement in the United States toward the welfare state or as others would term it, the good society. This, then, is what the writer seeks to prove.

A comparative analysis of Namibia’s peacemaking role in the Southern African Development Community region : the case of the Democratic Republic of Congo and Angola

Of major wars after the Second World War, many occurred on the African continent. Families go to bed not sure of seeing one another on the following day. Conflicts and the lack of peace in Africa have been correctly identified as a major obstacle on the emancipation path that the African masses tread from poverty, underdevelopment and much want. Africa thus needs to take conflict resolution and the maintenance of peace on the continent seriously. One cannot, in any way, attempt to solve something that one does not understand. Research is, thus, important in the search for a peaceful Africa. In expression of such sentiments, the current study was undertaken to gain an understanding of peacemaking in the Southern African Development Community (SADC) region. The study seeks to make a comparative analysis of Namibia’s peacemaking role in this region. Such was wanting or minimal in the literature on Namibia. The study considered two case studies, those of the Democratic Republic of Congo (DRC) and Angola. The study found that Namibia is not only an active participant in SADC peacemaking, but it has contributed to the return of peace and stability in the region; the country played an important role in peacemaking in both the DRC and Angola. It found various similarities and differences between the two case studies. It was established that Namibia takes a twofold approach to peacemaking for it engaged in both diplomatic and military actions. Additionally, the study found that Namibia’s peacemaking role, in the cases considered, was conducted in a secretive manner. This is to say that the approach was somewhat secretive albeit becoming public knowledge later. While all cases are regarded as successful in terms of objectives vis- à-vis results analysis, the study found that the Angolan peacemaking was more successful than the DRC. This comparative analysis is, therefore, presented for those seeking to understand Namibia’s peacemaking in the region and also as a basis for future studies. / AFRIKAANSE OPSOMMING: Konflik is ʼn algemene verskynsel in Afrika. Van die grootste oorloë sedert die Tweede Wêreldoorlog het op die Afrikavasteland plaasgevind. Gesinne gaan saans bed toe sonder om te weet of hulle mekaar die volgende dag sal sien. Konflik en die gebrek aan vrede in Afrika word met reg bestempel as ʼn groot struikelblok vir die Afrikamassas se bevryding van armoede, onderontwikkeling en uiterste gebrek. Afrika behoort dus erns te maak met konflikbeslegting en die handhawing van vrede op die vasteland. Tog kan ʼn mens nie eintlik iets probeer oplos indien jy dit nie volkome begryp nie. Navorsing is dus belangrik in die strewe na ʼn vreedsame Afrika. Hierdie studie is derhalwe onderneem om ʼn begrip te bied van vredestigting in die Suider-Afrikaanse Ontwikkelingsgemeenskap- (SAOG-)streek. Meer bepaald bied die ondersoek ʼn vergelykende uiteensetting van Namibië se rol in vredestigting in die SAOG-streek – ʼn onderwerp waaroor daar tot dusver weinig, indien enigiets, in literatuur oor Namibië te vinde was. “How a state is made” – statebuilding and nationbuilding in South Sudan in the light of its African peers

Afrikanische Staaten werden oft mit einem ideal-typischen westeuropäischen Nationalstaat verglichen und unweigerlich für unzureichend befunden. Diese Arbeit begegnet diesem theoretischen Missstand, indem sie eine neue Typologie des territorialen afrikanischen Nationalstaats in Abgrenzung vom europäischen Model entwickelt. Die Typologie fungiert als theoretisches Prisma für eine ausführliche Analyse des Südsudan für die Jahre 2005-2014. Gleichzeitig liefert der Vergleich mit dem Sonderfall Südsudan neue Erkenntnisse zum Wandel von Staat und Nation in Afrika. Ausgehend von einer historisch-philosophischen Querschau auf Staat und Nation in Europa, werden die grundverschiedenen Umstände von Nationalstaatsbildung im postkolonialen Afrika dargestellt. Der Autor schöpft aus einer umfangreichen Literatur, die fast sämtliche Staaten in Sub-Sahara Afrika abdeckt, um typisierte Aspekte von Staat und Nation herauszuarbeiten. Für den afrikanischen Staat sind dies der hybride Quasi-Staat, der illegitime Staat, der privatisierte neopatrimoniale Staat und der aufgedunsene Zentralstaat. Die Typologie der afrikanischen Nation besteht aus inklusivem Staatsnationalismus, dem Wiedererstarken politischer Ethnizität sowie dem ausgrenzenden neuen Nationalismus. Auf der Basis von Primär- und Sekundärquellen sowie Feldforschung, haben sich südsudanesischer Staat und Nation als überwiegend kongruent mit der Typologie erwiesen. Abweichungen bestehen jedoch im Ausmaß der Übernahme von Dienstleistungen durch ausländische NGOs, in der Struktur der neopatrimonialen Netzwerke sowie in der Rolle, die Sprache für die nationale Identität spielt. Zudem weist der Südsudan sämtliche Entwicklungstrends des postkolonialen Nationalismus parallel zueinander und nicht aufeinander folgend auf. Dies deutet darauf hin, dass sich die Bedingungen für Nationenbildung im heutigen Afrika dank Urbanisierung, moderner Kommunikationswege und dem Vorherrschen von Bürgerkriegen sehr von der Vergangenheit unterscheiden. / African states are often judged by comparison to an ideal-typical Western European nation-state, which inevitably finds the African state wanting. This thesis challenges this theoretical drawback by developing a novel typology of the African territorial nation-state in juxtaposition to the European model. The typology is then applied as a theoretical prism for an in-depth analysis of the case of South Sudan, the world’s newest state, for the period 2005-2014. At the same time, comparison to the anomalous case of South Sudan provides new insights into the changing nature of statehood and nationalism in Africa. Starting out from a historical-philosophical overview of state and nation in the European context, the very different circumstances of nation-state formation in postcolonial Africa are depicted. The author then draws on a large body of literature covering almost all of Sub-Saharan Africa to distil typified facets of state and nation. For the African state, these components are the hybrid quasi state, the illegitimate state, the privatized neopatrimonial state and the swollen centralized state. The typology of the African nation consists of inclusive state-nationalism, the resurgence of political ethnicity and exclusionary new nationalism and the politics of autochthony. Based on primary and secondary sources including fieldwork in South Sudan, the empirical reality of South Sudan’s nascent nation-state is shown to largely match the typology. Important divergences exist however in the degree of service delivery by foreign NGOs, in the dispersed nature of the neopatrimonial networks, and the role of language in nationbuilding. Crucially, South Sudan exhibits all three trends of postcolonial African nationalism at the same time rather than in successive periods. This indicates that in contemporary Africa rapid urbanization, modern communications and the prevalence of civil wars create very different conditions for nationbuilding than in decades past.
