Whistle blowing and whistle blower protection in the South African public sector

The objective of this study was mainly to describe, analyse and evaluate the determinants of the phenomenon of whistle blowing that influences the protection of employees making authorised and/or unauthorised disclosures. It was also a purpose of the study to evaluate the specific role of the Protected Disclosures Act 2000 (Act 26 of 2000) (PDA) in fulfilling its mandate to protect authorised disclosures on wrongdoing in public and private sector organisations. The PDA seeks to combat crime and corruption through the disclosing of wrongdoing. The intention is to create a culture which will facilitate the disclosure of information by employees relating to criminal and other irregular conduct in the workplace in a responsible manner, by providing comprehensive statutory guidelines through the PDA for the disclosure of such information, and protection against any retaliation as a result of such disclosures. An important aspect that this study dealt with was the provision, as a prerequisite to the PDA to be implemented successfully, that individual members of the private and public sectors have to act responsibly and in good faith in making disclosures in order to be protected by the PDA. In order to provide clarity on the conceptualisation of whistle blowing, the study explored the conceptual knowledge of the variables influencing the determinants of whistle blowing and the whistle blower through the application of a literature study of the concept and theories of ethics, values, morals, loyalty, trust and whistle blowing, in order to describe and analyse the variables influencing the whistle blower, the whistle blowing process, the characteristics of whistle blowers and the strategies and procedures employed to blow the whistle in an organisation. The study explored the organisational determinants influencing a whistle blower's decision to blow the whistle in the social context of an organisation in order to determine the influence of organisational culture and organisational trust as internal social factors that may facilitate the effective management of whistle blowing resulting in no whistle blowing taking place. The study objectives, appropriate conclusions and proposals are addressed based on the role that the PDA, the ethical determinants of the work environment, the determinants influencing the individual whistle blower and the organisational determinants influencing effective whistle blowing, can fulfil, in order to serve as a mechanism to combat corruption. / Public Administration and Management / D. Bishop Dr S. Dwane and the rise of Xhosa spirituality in the Ethiopian Episcopal Church (formerly the Order of Ethiopia)

The thesis consists of seven chapters with each chapter focusing on a particular aspect of the research topic. Chapter One deals with conventional preliminaries such as aim of study, method of approach, literature overview and other introductory material. Chapter Two is an an overview of the foundations of Bishop Dwane's spirituality and his church's struggle for autonomy. It also covers the origins, the nature and the purpose of Ethiopianism as the central thread in Dwane's theologizing and family history. Chapter Three reflects the attitude of the Anglican Church to African traditional culture as reflected in three historical phases - the era of total onslaught on African culture and religion, the period of accommodation, and the phase of turning a blind eye to these matters for as long as Anglicanism remains intact. Chapter Four contains Dwane's views on various cultural issues culminating in his decision to indigenize his Ethiopian Episcopal Church's liturgy and other forms of worship by incorporating traditional healers into the church and invoking the presence of Qamata and the ancestors in worship. Chapter Five analyses Dwane's prophetic spirituality as evidenced by his advocacy role in fighting for justice and human rights in this country. He relentlessly fought for the rights of those who were victimized by the government of the day, and those who were willfully discriminated against. Chapter Six is on the evolution of an authentic Xhosa spirituality, in particular, and African spirituality in general, in the Ethiopian Episcopal Church. While the main focus of the study is the evolution of Xhosa spirituality, it should be emphasized that the thrust of Dwane's theologizing extended to the evolution of other African spiritualities in the broader church. An investigation into school learners' perceptions of linguistic politeness norms within and across cultures

The assumption underlying this study is that cultures differ in terms of politeness norms. Often people from different cultures approach one another in what they think is an appropriate manner and the outcome is miscommunication. This may be attributed to differing cultural norms and this study aims to examine what a sample of school learners perceive to be polite behaviour when making requests and their reasons for doing so. This study focuses on perceived politeness norms (Brown and Levinson 1978) in English across selected South African cultures. The individuals are seen as reflecting a cultural identity, using norms that they feel are appropriate in given situations. Previous researchers have endeavoured to show that politeness norms are universal, but it has emerged that this is not always the case. When people from differing language and cultural backgrounds come into contact they have to find a common ground for their interaction to be successful (Lustig and Koester 1999). Of particular interest is the way people request things, both the way they phrase their request and their reasons for phrasing it this way. In order to investigate this, twenty-nine same-sex pairs of Grade 10 learners were selected from three schools with different cultural backgrounds in Grahamstown. These learners were required to complete a Discourse Completion Test, which contained both Think-Aloud and Retrospection Procedures, while they were being audio-taped. This data was transcribed and analysed using a model that was developed and adapted to describe request strategies. This data is shown through the use of basic statistics, even though it is primarily qualitative. The data is given this qualitative dimension by looking at the factors that the co-conversants attend to. The recorded data shows that although second language speakers of English have a formula for requesting things, they are not always able to articulate why they use the request strategies they do. It appears that English first language speakers and speakers who have English as an additional language request things similarly, but the first language speakers have access to a greater variety of politeness strategies. They also attend to different contextual features. This shows that while the need to be polite seems to be universal, the expectations of the speakers will be different and while a first language speaker of English would not misinterpret the force of a given speech act, they may feel that the person who has English as an additional language is rude. Saving the Sowetan : the public interest and commercial imperatives in journalism practice

This thesis examines the complex ways in which notions of the public interest and commercial imperatives intertwine in journalism practice. It does this through a study of the 2004 takeover and relaunch of the Sowetan newspaper, the highest circulation daily in South Africa throughout the 1990s and an institution of black public life. The ‘public interest’ and ‘the commercial’ are recurring ideas in journalism scholarship and practice, and the relaunch appeared to be a challenge to reconcile the Sowetan’s commercial challenges with its historical responsibility to a ‘nation-building’ public. However, the research shows that the public/commercial aspects of journalism were inextricably entangled with Sowetan’s organisational culture, which was the matrix through which its journalism practice was expressed. Conflict in the organisation over the changes was not simply a contest between commercial realities and the public interest, with journalists defending a responsibility to the public and managers pushing commercial solutions, but a conflict between the culture of Sowetan “insiders”, steeped in the legacy of the newspaper, and “outsiders”, employed by the new owners to effect change. Another conclusion of the research is that commercial “realities” – often conceptualised as counter to the public interest – are highly mutable. Basic conditions, such as a dependence on advertising, exist. However, media managers must choose from a range of strategies to be commercially viable, which requires risk-taking, innovation and, often, guesswork. In such situations, the ‘wall’ between media managers and senior editors is porous, as all executives must manage the relationship between business and editorial imperatives. Executives tend to overlook culture as a factor in changing organisations, but I argue that journalism could benefit from engaging with management theory and organisational psychology, which offer ways to understand the specific dynamics of the organisation. Finally, I argue that the case of the Sowetan throws into question the idea that there may be a broadly universal journalism culture. The attachment of Sowetan journalists to their particular values and practice suggests that forms of journalism evolve in certain contexts to diverge from the ‘professional’ Anglo-American modes. These ‘journalisms’ use similar terms – such as the ‘public interest’ – but operationalise them quite differently. The responsibility to the public is imagined in very different ways, but remains a significant attachment for journalists.

Three's a crowd: the process of triadic translation in a South African psychiatric institution

Mental health care in South Africa has long been governed by inequalities (Foster & Swartz, 1997). During apartheid, those who did not speak English and Afrikaans could not access mental health services in the same way as those who did (Foster & Swartz, 1997). One main reason for this is the majority of mental health practitioners could not, and were not required to speak languages other than English and Afrikaans (Swartz, 1991). The South African mental health literature suggests that language and communication must be prioritised if there is to be an improvement in mental health care services for those individuals who do not speak English and Afrikaans (Bantjes, 1999; Drennan & Swartz, 1999; Swartz & Drennan, 2000; Swartz & MacGregor, 2002). Drawing on Prasad's (2002) interpretation of Gadamer's critical hermeneutic theory and utilising thematic networks analysis (Attride-Stirling, 2001), this study investigated the process of translated clinical assessment interviews within a psychiatric hospital in the Eastern Cape Province within South Africa. Results of the study revealed that contextual factors, issues concerning linguistic and cultural heritage, clinicians' role expectations regarding translators' role performance, as well as relational dynamics regarding individual levels of control and influence within the translation triad, all impacted on the effectiveness of communication, translation and service provision. These fmdings are supported by literature on the theory and practice of translation that identifies these issues as prominent (Robinson, 2003). Specific recommendations regarding the formalisation of translation practices within the hospital setting, as well as the familiari~ation of clinical practitioners and psychiatric nurses with the intricacies of translation processes are offered.

The role of culture and gender in the spread of HIV and AIDS and strategies for the reduction of HIV and AIDS among farm workers in South Africa

Worldwide, the Human Immunodeficiency Virus (HIV) pandemic has proven to be a health care challenge from the perspective of testing and treatment, including how to create sustainable positive prevention, prevention after becoming HIV positive, that is culturally relevant and gender sensitive. South Africa has been severely affected by the HIV and AIDS epidemic and the agricultural sector is no exception. This statement is supported by the findings of the International Organisation for Migration (IOM) study. According to an IOM study, the HIV prevalence rate among farm workers in the country is about 40%, the highest ever recorded in Southern Africa. A study conducted in Limpopo and Mpumalanga farms revealed that the prevalence of the twenty-three farms was 39, 5% which is twice the UNAIDS (Joint United Nations Programme on HIV and AIDS) national prevalence percentage of 18, 1% in South Africa. The researchers of this study could not pin-point a single factor causing this high rate of HIV infection on these farms. A multitude of factors, such as multiple and concurrent partnerships, transactional sex, irregular condom use, presence of sexually transmitted infections and sexual violence. The research also showed that almost half of the women working on farms around these provinces are HIV positive, compared to only a third of the male workforce. Purpose: The purpose of this study was to explore and describe the role of culture and gender in the spread of HIV and AIDS among farm workers in South Africa; with the view of developing culture and gender sensitive HIV and AIDS prevention strategies. descriptive and explorative qualitative approach was adopted. In depth individual semi-structured interviews were used to explore and describe the role of culture and gender in the spread of HIV and AIDS among farm workers. Purposive and convenient sampling methods were used to select participants who met the inclusion criteria in the Tshitwani and Barota farming community in the Vhembe District, Limpopo Province, South Africa. Religious and cultural beliefs were believed to be fuelling the spread of HIV among farm workers. Multiple sexual partners and inconsistent condom usage was common among participants. It was evident that stigma and social isolation leading to non- disclosure had adverse repercussions as some participants stated that they would spread HIV intentionally. Powerlessness and lack of decision-making by female farm workers was common as they were dependent on their male partners to make decisions regarding sexual matters in their relationship. Conclusion: More HIV prevention programmes tailored to dispel fears about stigma and correct myths about HIV-transmission should reach ordinary men and women in order to curb the spread of HIV among farm workers. A practical theological study of multicultural youth work in Pretoria, South Africa

Multicultural youth ministry is increasingly becoming an important reality concerning ministering to adolescents within a Christian community. A holistic focus was used to analyse the practices concerning ministering to diverse adolescents within a local youth ministry context. The study was exploratory in nature and made use of a qualitative case study approach using semi-structured interviews and focus group interviews via Skype. The data was analysed within a descriptive-interpretive framework using content analysis. Findings mainly related to five themes that emerged during the research, namely: multicultural understanding, purposeful program, relationship centeredness, transforming spirituality, and the youth leader’s realm. The data also reflected underlining contextual ministry realities namely, authenticity, inclusiveness, intentionality and limited diversity. This research provides meaningful insight within the practical theological realm as the current South African literature regarding multicultural youth ministry is limited. Throwing the baby out with the bathwater : cultural reorientation of Black Pentecostalism in the Apostolic Faith Mission of South Africa, 1940-1975

The Apostolic Faith Mission (AFM) of South Africa was established in 1908 and is regarded as the source from which Zionist and Apostolic Churches sprang. A study of archival records and secondary sources leads to a conclusion that the black Section of the AFM was, for many decades since its inception, almost indistinguishable from these churches in their beliefs, practices and appearance. The processes to rid the AFM of Zionism, which began in 1929, and were intensified from the 1940s, led to black Pentecostalism shedding most of its Zionist-like beliefs and practices to become an evangelical Pentecostal movement oddly aligned to white interests and expectations. These changes took place at the expense of black agency which Zionist-like Pentecostalism represented and was a testimony thereof. Central to the idea of agency is possession of an interest or idea and power to pursue this interest or realise one's idea. The loss of agency by black Pentecostals is lamentable; this study calls for a reawakening that will mobilise among others, black Pentecostals' cultural resources in theologising and expressing the gospel mandate in a reawakening Africa. / Christian Spirituality, Church History and Missiology / M. This dissertation explores the traditional Ba Venda concept of the after-life vis-a-vis the Ba Venda Christian understanding of eternal life. In this dissertation a historical background of the traditional Ba Venda and how there were reached with the gospel of Jesus Christ will be given. A comparative study of the traditional Ba Venda and Christian Ba Venda beliefs and practices is given. It will be noted that the Ba Venda Christians of BeitBridge district revert to traditional beliefs and practices concerning the dead. These rituals carried out by the Ba Venda Christians show the syncretistic elements practiced. A central question therefore is "Are the Ba Venda Christians operating on the basis of Christian concept of death and hereafter?" The relationship between organisational culture and financial performance in a South African investment bank

This research explores the relationship between the organisational culture and financial performance of a South African investment bank by means of quantitative research. The Denison Organizational Culture Survey was used to measure the organisational culture of the investment bank and was administered to a sample of 327 employees. Income statement ratio analysis was selected as a means to assess the financial performance. The results indicate that very few of the financial measures selected could be shown to be correlated with the organisational cultural traits or subscales. Correlations between the cultural dimensions of team orientation, agreement, customer focus and vision were found with certain financial measures. Although these correlations were above the 0.50 level, the levels of significance were not sufficient in all cases to draw conclusions with confidence. The only cultural trait that was found to be correlated with financial measures was the consistency trait. / Industrial and Organisational Psychology / M.Com.
