Nesta pesquisa, objetivou-se entender os efeitos da possível melhoria da infraestrutura laboratorial dos laboratórios da Rede de metrologia de defesa e segurança (RDS) do Programa Sibratec e da atuação da gestão em rede na oferta de apoio e de serviços metrológicos às empresas do setor de defesa e segurança, dentro dos propósitos do projeto. Procurou-se também identificar a existência de lacunas na oferta de serviços de calibração/ensaio para suprir a demanda das indústrias de defesa e segurança, bem como analisar a adequação do projeto RDS a essas demandas das indústrias de defesa e segurança, tendo como propósito contribuir com informações para ações futuras. A pesquisa desenvolvida é do tipo qualitativo, com características de pesquisa exploratória, fundamentada em estudo de caso. Foi estruturada em duas partes, envolvendo coleta de dados primários e de dados secundários. Para a coleta dos dados primários foram elaborados dois questionários, sendo um (Questionário A) destinado aos cinco representantes dos laboratórios na RDS e outro (Questionário B) aos contatos das 63 empresas do setor de defesa e segurança que necessitam de serviços de calibração e de ensaios pertinentes às áreas de atuação dos laboratórios da RDS. Foram obtidas respostas de quatro representantes dos laboratórios da RDS e de 26 empresas do setor de defesa e segurança. Os dados secundários resultaram de pesquisa documental. A análise dos resultados foi feita tendo por base cinco dimensões definidas com o objetivo de organizar e melhorar o entendimento do cenário da pesquisa. São elas, abrangência do projeto, regionalidade, gestão em rede, rastreabilidade metrológica e importância e visibilidade da RDS. Os resultados indicaram que a atuação da RDS não interferiu, até então, na rastreabilidade metrológica dos produtos das empresas do setor de defesa e segurança participantes da pesquisa. / This study is focused on understanding the effects of the infrastructure improvement of these laboratories and the role of network management in offering support and metrological services to the defense and security sector enterprises, within the project purposes. It is also aimed identify gaps on offering calibration and, or testing services to supply demands of the defense and security industries, and analyze adequacy of RDS project to demands of defense and security industries, with the purpose to contribute with information for future actions. O tema desta pesquisa é a política industrial de defesa brasileira. Seu objeto é a dinâmica dos mais importantes processos e atores na concepção e articulação dos principais projetos militares brasileiros, no contexto do entrelaçamento entre as políticas públicas de defesa, industrial, externa e de CT&I. Mais especificamente, o objetivo desta investigação interdisciplinar é explorar em que medida essa dinâmica entre processos e atores, incluindo seus mecanismos de coordenação e canais de interação, molda o perfil do conjunto dos principais projetos militares brasileiros. A hipótese a ser verificada é a de que, apesar dos avanços institucionais constatados desde a criação do Ministério da Defesa, ainda seria possível apontar desafios no que se refere à estruturação de seus mecanismos de coordenação, conduzindo a situações de ambiguidade em termos de direção política e de autonomia militar. Para tanto, o período analisado abrange desde o ano da criação do Ministério da Defesa (1999), até o término de coleta de material para este projeto (2014), coincidindo com o período de eleições presidenciais. Com base nos resultados alcançados, torna-se possível explorar as oscilações orçamentárias não apenas como causa, mas, sobretudo, como efeito dos problemas enfrentados na gestão desse portfólio de empreendimentos complexos, no quadro mais amplo do processo de amadurecimento do Ministério da Defesa. / The theme of this research is the Brazilian defense industrial policy. The subject is the dynamic of the most important processes and players in the design and coordination of the main Brazilian military projects in the context of entanglement between Defense, Foreign Affairs and Science, Technology & Innovation public policies. More specifically, the objective of this interdisciplinary research is to explore to what extent this dynamic between processes and players, as well as their mechanisms of coordination and interaction channels, shape the profile of the main Brazilian military projects. The hypothesis to be verified is that despite the institutional progress made since the creation of the Ministry of Defense, it is still possible to identify challenges in terms of the structuring of its coordination mechanisms, leading to ambiguous situations in terms of political direction and military autonomy. Thus, the period considered covers the years since the creation of the Ministry of Defense (1999) until the end of data collection for this project (2014), coinciding with the presidential election period in Brazil. Based on the results achieved, it becomes possible to explore the budgetary fluctuations not only a cause, but above all, the effect of the problems faced in managing this portfolio of complex projects, within the broader framework of the maturing process of the Brazilian Ministry of Defense.

A Risk Management Method For A Turkish Defence Industry Firm

In this study, a risk management methodology for the business development phase of a Turkish defense industry firm&rsquo / s projects is proposed. The proposed method is based on the contemporary risk management practices and offers the integration of risk management process on top of existing project management processes in the business development phase, besides being cost effective and applicable. The method suggests a format for a risk management plan with two new sections, results, and compliancy. Furthermore, the method suggests the development of risk response plans prior to the implementation of quantitative risk analysis contrary to the applications in the literature, in order to reduce the size and the complexity of data to be analyzed. The method proposed also benefits from software tools that are easy to use and compatible with the existing project management practices executed in the firm. The method also aims to lead the construction of necessary risk databases that are specific to projects of the firm. The method also discusses the risk management framework under the scope of organizational aspects and decisions. Furthermore, a sample project of the firm is evaluated both with the current method and with the proposed method in order to put forward the advantages of the proposed system over the existing risk management practices of the firm.

Finite Element Analysis And Manufacturing Of Fin Connector Rod By Hot Forging Process

Forging operation is one of the most commonly used manufacturing techniques in defense industry. The products of forging operation have higher material strength when comparing to traditional manufacturing operations. Especially, for the mass production, it is a beneficial method considering metal and cost saving. The commonly used part named Fin Connector Rod in defense industry requires high material strength due to working conditions. In this thesis, manufacturing of this part by hot forging operation is accomplished after analyzing by using the finite element method. Two alternative forging processes are compared and the applicable alternative method is selected by using a finite element program. Dies are designed for applied processes. The stress distribution and the current temperature variation within the parts analyzed to evaluate the results. The fin connector rod is manufactured according to the results of the finite element analysis. It has been observed that, manufacturing of the fin connector rod by hot forging is succeeded and the waste material and cost is reduced when compared to the machining operation which is being used currently.

Este trabalho analisa a possibilidade de ocorrência desses dois eventos a partir da sistematização de informações secundárias de natureza acadêmica, oficial e jornalística. Esse trabalho estuda a possibilidade de ocorrência desses benefícios econômicos e tecnológicos, a partir da almejada transferência de tecnologia, que tornaria factível a ocorrência de spin-offs do setor militar para o setor civil. O fio condutor da discussão tem por base a compreensão do processo de transferência de tecnologia a países menos desenvolvidos e do fenômeno spin-off em uma economia como a brasileira, com aspectos bastante distintos daquelas onde se supõe que ele ocorra. Desse modo, o trabalho se estrutura em quatro etapas: na primeira são analisadas as concepções de segurança e defesa que se desenvolvem no país, e sua relação com o programa FX-2. From the systematization of academic, official and journalistic natured secondary information, this work seeks to analyze the possibility of occurrence of these two events, which, might be responsible to the occurrence of spin-offs from military to the civilian economy. The main line of the discussion attempts to comprehend the process of technology transfer to less developed countries, and the phenomenon of spin-off on a economy such as the Brazilian one - characterized by extreme distinct aspects from those where is supposed the event could be observed. Though, the work is structured in four phases: In the first one, it will be analyzed the conceptions of security and defense developed in Brazil, and its relation to the Program FX-2; Afterwards, in the second phase it will be summarized the arguments of authors who attempt to comprehend the complexity of the technology transfer - mainly those related to military technologies - to less developed countries. Background Exploring the literature of ambidexterity, innovation, decision making as well as exploration and exploitation. Aim The purpose is to explore how sequential and contextual ambidexterity influences decision making within an organization. Methodology The study entails a qualitative single case study in the aeronautics and defense industry, where ten semi-structured interviews have been conducted. The findings are mainly based on the insights collected from the interviews. Findings Through the case it is found that ambidexterity influences decision making and decision making influences ambidexterity. By analyzing the different forms of ambidexterity, it is found that sequential ambidexterity has an impact on decision making. Decision making in turn then influences contextual ambidexterity. Concepts A conceptual framework has been created to explain the identified relationship between ambidexterity and decision making.

Title: Mission Impossible? A case study on how to manage the tension between openness and secrecy in the defense industry. Background: This thesis is built upon a unique case exhibiting open innovation within the defense industry. Practicing open innovation is a challenge for all organizations today but as a consequence of the defense industry’s high secrecy, open innovation becomes even more challenging. On one hand, they need to share internal knowledge to practice open innovation but on the other hand, sharing too much can endanger its country’s national security. The tension emerging from the need to open up an organization to practice open innovation while simultaneously maintaining secrecy results in an emergence of paradoxical tension. The literature has highlighted this tension as the paradox of openness. Purpose Research the paradox of openness within the defense industry. Methodology: An abductively qualitative single case study at the Swedish defense company Saab AB. The empirical data were collected from13 semi-structured and unstructured interviews. Findings: Selective revealing, a strong relationship and trust, internal rules and processes, and the understanding of customer capabilities are ways defense organizations can use to manage the paradox of openness in offset agreements. Syftet med denna fallstudie har varit att, med hänsyn till rådande försämrat säkerhetsläge, granska hur anställda inom försvarsindustrin beskriver företags brottsutsatthet. Vidare har syftet varit att diskutera hur brottsutsattheten kan förklaras utifrån kriminologisk teori. Detta har gjorts med semistrukturerade intervjuer, där anställda inom försvarsindustrin varit intervjudeltagare. Intervjudatan relaterades sedan till rutinaktivitetsteorin samt strainteorin. Av studiens huvudresultat har det framgått att anställda på företag i försvarsindustrin upplevde att företagens brottsutsatthet i huvudsak bestod av verkstadsstölder, cyberbrott, IP-intrång samt otillåten informationsspridning. Denna brottsutsatthet kunde förklaras av rutinaktivitetsteorin i vissa fall, samt i kombination med strain i andra fall. Brottsutsattheten upplevdes ha ökat i samband med att landets säkerhetsläge försämrades samt det huvudsakliga företaget expanderade personellt. Studiens viktigaste slutsatser var att brottsutsattheten i stort upplevdes ha ökat gällande samtliga ovan nämnda brott, men att orsaken till ökningen skiljde sig åt och att endast för cyberbrott upplevdes det föreligga ett samband med säkerhetsläget. / This case study examined how defense industry employees perceive crimes against their companies, in the context of a deteriorating security situation. Semi-structured interviews were conducted with employees, and the data was analyzed in relation to routine activity theory and strain theory. The main findings show that employees perceived the companies' exposure to crime mainly as a result of workshop thefts, cybercrime, IP infringement, and unauthorized dissemination of information. This crime exposure can be explained by routine activity theory in some cases and strain theory in others. The crime exposure increased as the country's security situation deteriorated and the main company expanded its personnel. The most important conclusions of the study were that crime exposure was generally perceived to have increased for all the above-mentioned crimes, but that the reason for the increase differed and that only for cybercrime was there perceived to be a connection with the security situation.
