Clarifying roles and responsibilities in information security : A case study of policy implementation in high-stakes environments

In information security, the success of security policies is critically dependent on their implementation in organizations. This thesis explores the gap between formal definitions and the actual implementation of security policies, focusing on roles within a Swedish defense company. Using a qualitative research approach, this study employs semi-structured interviews to gather in-depth insights from individuals directly involved in security management, with the aim of uncovering the real-world complexities and challenges faced in policy implementation. This study identifies several core issues that affect policy implementation: ambiguity in role definitions, inconsistencies in policy communication at different organizational levels, and the frequent need for individuals to adapt policies to practical and situational needs. These factors contribute to the risk of security breaches by creating conditions in which policies are misunderstood or incorrectly applied. The findings highlight a significant discrepancy between how policies are intended to function and how they are implemented in daily operations, revealing a critical vulnerability in organizational security frameworks. This thesis contributes to the existing body of knowledge by mapping the landscape of security policy implementation within the context of the highly regulated defense industry. The results provide empirical evidence that improves the understanding of the interaction between policy, practice and the human element in security regimes with the aim of improving clarity and reducing the incidence of human error in security practices.

Economie de la défense et industries des petits Etats européens : diversité et recomposition des capacités industrielles nationales au niveau de la construction de plateformes dans un secteur en mutation / Defense economics and industries of the small European countries

Alors que la période qui suit la fin de la guerre froide est caractérisée par une restructuration profonde des industries de la défense au niveau mondial, la plupart des études portent sur les mutations à l’œuvre au sein des principaux pays producteurs et de quelques grands pays émergents. Face à cette situation, ce travail doctoral s’intéresse plus spécifiquement au cas des « petits Etats ». La littérature spécialisée tend en effet généralement à considérer qu’après la fin de la course aux armements qui caractérise la période de l’affrontement bipolaire, seules les principales puissances conserveraient la maîtrise de la conception d’armements sophistiqués alors que les Etats aux budgets militaires significativement plus faibles n’auraient d’autre possibilité que d’accepter un rôle de plus grande subordination à travers une modalité principale : l’intégration au sein des chaînes de valeur des principaux producteurs mondiaux en tant que fournisseurs de systèmes, sous-systèmes et composants. Dans ce cadre, la capacité à concevoir des plateformes (véhicule, navire, sous-marin, avion, hélicoptère…) échapperait définitivement aux « petits Etats » et serait le seul apanage des grandes puissances. Partant du constat du maintien de capacités au niveau de la construction de plateformes dans plusieurs « petits Etats » européens, ce travail s’interroge sur les conditions dans lesquelles ces derniers sont parvenus à conserver un tel niveau de compétence industrielle. Organisé autour de quatre études de cas (Suisse, Finlande, Pays-Bas et Suède) dans trois secteurs distincts (terrestre, naval et aéronautique militaire), il cherche à comprendre si ces capacités constituent un héritage du passé tôt ou tard condamné à disparaître, ou si elles s’insèrent dans des stratégies viables et potentiellement transposables à d’autres trajectoires nationales. Pour ce faire, ce travail commence par revenir sur les apports des principales recherches françaises dans le champ de l’économie de la défense, puis il mobilise les travaux de Michael Porter sur le positionnement concurrentiel et sur les déterminants de l’avantage concurrentiel national afin de les appliquer à l’étude des industries militaires des « petits Etats ». / While the period that follows the end of the cold war is still characterized by a deep restructuring of the world defense industries, most of the studies focus on the changes at work within the main producing nations and a few large developing countries. By contrast, this doctoral dissertation focuses more specifically on the situation of the “small states”. Specialized literature tends to suggest that following the arms race that prevailed during the years of bipolar confrontation, only the largest powers would dominate the research and development of sophisticated armaments, while the weaker nations with significantly lower defense budgets would be reduced to playing a minor role through a core modality – their integration within the value chains of the main world producers as suppliers of systems, subsystems and components. In this framework, the ability to design and build platforms (i.e. vehicle, ship, submarine, aircraft, helicopter...) would definitively elude the “small states” and would remain the sole prerogative of the biggest powers. On the basis of the fact that several “small” European states still do have some platform-building capabilities in the military area, this dissertation investigates how the latter succeeded in retaining such a level of industrial competence. Based upon four case studies (Switzerland, Finland, Netherlands and Sweden) in three different sectors (military land, naval and aeronautics), its aim is to understand whether these industrial capabilities do constitute a legacy that will inevitably disappear in the long run, or whether they are integrated within viable strategies that might be succesfully implemented in other national trajectories. To do so, this doctoral work starts by investigating the findings of the main French researches conducted in the field of defense economics, and it subsequently uses the contributions of Michael Porter on competitive positioning and the determinants of the competitive advantage of nations in order to apply them to the study of the military industries of the “small states”.

The aim of this study is to analyze the origin of this institution, the reasons for its creation and the role of the main actors involved, as well as present the main projects developed in CTEx. Initially, we analyze the field of Science and Technology in Brazil between 1960 and 1980, and then deepen fundamental aspects of the history of CTEx between 1979 and 2013. Finally, one presents the results obtained from interviews with 26 (twenty-six) servers (military and civilian) working mainly with research and development in CTEx

A pesquisa enfatizou os processos históricos e econômicos que dificultam a possibilidade de ampliar a autonomia e a integração regional no campo da produção de armamentos, especialmente a dependência de fornecedores externos, infraestrutura tecnológica insuficiente e o baixo investimento em P&D. A análise dos documentos dos Comitês Consultivo e Técnico do programa do avião de treinamento, identificou uma correlação entre a paralisação do projeto e os dois principais objetivos do CDS para a produção colaborativa de armamentos: a integração regional e a busca por maior autonomia no desenho, desenvolvimento e produção de sistemas de armas. Até a sua paralisação, duas vertentes com interesses distintos buscaram espaço no programa Unasul I: a de integração autonomista, coerente com os princípios da iniciativa do CDS e constituída por países com baixa capacitação tecnológica e industrial no setor aeronáutico; e a assimétrica, representada por países com maior capacitação na indústria de defesa e no setor aeronáutico. Não obstante a distância tecnológica que separa os países sul-americanos dos principais fabricantes mundiais de armamentos, há ainda uma notável assimetria entre o Brasil, único país que possui um parque industrial de defesa na região, e os seus parceiros sul-americanos, o que teve peso decisivo no processo de produção colaborativa coordenado pelo CDS. Nesse sentido, o modelo de produção colaborativa proposto pelos quatro países membros do CDS, se mostrou disfuncional, caracterizado pelo desequilíbrio na divisão de atribuições entre os parceiros no desenvolvimento e fabricação do avião sul-americano, o que levou a paralisação do programa. / The purpose of this thesis is to understand the reasons that led to the discontinuity of the primary flight training aircraft program, named Unasur I, developed under the coordination of the South American Defense Council (CDS) and four countries: Argentina, Brazil, Ecuador and Venezuela. It sought to establish a correlation between the discontinuity of the aircraft training program and the two main objectives of the collaborative weapons production project, namely regional integration and the quest for greater autonomy in the design, development and production of weapons systems. In a subsidiary way, it was sought to understand the interests involved in the program. It was verified that until the discontinuity, two areas with different interests sought space in the program, the autonomic integration, consistent with CDS initiative’s principles, but formed by countries with low technological and industrial capacity in the aeronautical sector; and the asymmetric, represented by countries with greater capacity both in defense and aeronautical sectors. The discontinuity of the Unasul I program is related to its asymmetric and dysfunctional model. In addition, we will emphasize historical, economic, and regional geopolitical processes that impede broaden the regional autonomy and integration in the field of weapons production, such as reliance on external suppliers, low R&D investment and insufficient technological infrastructure. Despite the technological disparity between South American countries and the world major arms producers, there is still an asymmetrical regional relationship between Brazil, the only country with a defense industrial park in the subcontinent and its South American counterparts, which is decisive in international collaborative production processes. / CAPES pro-estratégia: 2612/2012

L’avion de combat Rafale est l’aboutissement du programme d’armement le plus important jamais engagé par l’armée de l’air puisqu’il sera, à terme, l’unique avion de chasse en service dans les armées françaises. Par conséquent, il structurera les forces aériennes françaises au moins jusqu’en 2040. Le programme Rafale conjugue des enjeux opérationnels, politiques, industriels et financiers majeurs et constitue à ce titre la quintessence d’un programme d’armement majeur. Cette caractéristique fondamentale nécessite d’adopter une approche transverse afin d’appréhender le plus largement possible les différents enjeux relatifs à sa conduite. Le programme Rafale connaît une trajectoire singulière. Après une première phase de définition s’effectuant dans le cadre d’une coopération européenne, le besoin opérationnel est finalement revu et affiné dans un cadre uniquement national. Cette phase de maturation débouche sur le lancement d’un programme conjoint à l’armée de l’air et à la marine nationale dont la réalisation dans les années 1990 se heurte aux ajustements budgétaires post-guerre froide. Suite à sa mise en service opérationnel au milieu des années 2000, le Rafale est employé avec succès dans les opérations en Afghanistan et en Libye auxquelles la France participe. Parallèlement, l’avion français débute sa campagne d’exportation dont les enjeux sont particulièrement importants pour la politique de défense française. Celui-ci connaît une première consécration avec la décision indienne en janvier 2012 d’engager des négociations exclusives en vue d’acquérir le chasseur français. / The Rafale fighter is the outcome of the most ambitious armament program ever engaged by the French Air Force. Projected to be the only fighter serving in the French military in the coming decades, it will shape the French Air Forces until 2040. The Rafale program intertwines military, political, industrial and financial interests at the highest levels of the French government and represents the essence of a French major armament program. This essential feature requires a comprehensive approach in order to meet this broad array of interests. The Rafale program has had a specific trajectory. After an initial definition stage which took place in the context of European cooperation, the operational need was finally reviewed on a national basis. This phase resulted in the official launch of the Rafale program both for the French Air Force and the French Navy. During the 1990s, it faced a severe budget constraint which hampered development and production. Following its initial operating capability in the mid-2000s, the Rafale fighter was successfully employed in operations in Afghanistan and Libya. Simultaneously, the Rafale began its marketing campaign to win international bids. The Rafale realized its first achievement with India’s decision, in January 2012, to purchase the French fighter.

Navigating through Frustrations : A User-Centered Approach to Enhancing Airborne Early Warning and Control System Operator Experience

This master thesis focuses on enhancing the user interface experience for Airborne Early Warning and Control (AEW&C) system operators in a military context. Collaborating with Saab, a defense sector company, the study employs the research through design and a user-centered design approach to investigate user needs and how they interact with the interface. The research reveals that despite the unique nature of the defense industry, operators respond poorly to a difficult-to-use interface, leading to frustration and underutilization of functionalities. The study identifies contextual factors such as information overload, user interface design and personalization, task difficulty and lack of help systems, stress, and cognitive load. Through the development and testing of a new interface prototype, incorporating design feedback sessions and iterations, the thesis addresses these contextual demands. The findings highlight the significance of introducing user experience in military environments, where complex system engineering and functionality have been traditionally preferred over simplicity and usability.

Peace-washing : The pacifization of the Swedish arms export

Sweden’s role internationally is often cited as a paradox which is argued to have its origin in the opposition between the state’s international humanitarianism and its large arms export. The tension here has often been examined from the perspectives of militarization in research on the subject. This thesis instead argued that a comprehensive understanding of peace is needed to analyze the paradox holistically. By semiotically engaging with the Swedish Government's annual reports on arms export control, this thesis could identify the construction of peace within the arms export during the years 2014-2021. A usage of the combined perspectives of pacifization, militarization and an in-depth review of the peace concept, allowed for a comprehensive understanding of peace within these discourses. The thesis discovered that elements of the Swedish arms export were framed as (1) a precondition for peace, (2) an agreement of peace, and (3) an enhancement of peace. Moreover, the material revealed the juxtaposition of two different versions of peace, one liberal and one emancipatory understanding. As these versions are associated with different values and practices of peace, their coexistence in Swedish arms export is argued to be the heart of Sweden’s foreign policy paradox.

依據我國國防報告書指出,國防部近年基於我國「國防法」之立法精神,結合行政院「擴大內需」與「激勵市場」之政策指導,逐步推展各項「國防資源釋商」規劃及相關作為,藉以將國防資源挹注國內市場,提升我國科技及工業水準。 依現階段我國國防資源釋商規劃,除了增加國防預算投注國內金額比例,期達成有效提高民間參與國防建設之意願與能力,促進國家產業及經發展等目的,並且逐步落實一般性軍需全部向國內採購,現有武器裝備之非核心維持能量,亦逐步規劃釋出民間承接;新武器裝備需求,民間能自製者,則不向外採購,軍方得不建立能量;運用「減少軍中自辦業務」、「降低國外採購金額」及「擴大釋商預算規模」等3原則,進行國防資源配置調整,以擴大國內釋商規模。 以「國有民營」計畫為例,國防部自民國88年進入實驗規劃階段,並於民國90年11月依「國防法」第22條授權制定完成「國防部科技工業機構委託民間經營管理辦法」,業經行政院召開跨部會會議審核通過,於民國91年3月1日施行,據以加速國有民營個案推動。國防部現已完成軍備局第302經理品生產工廠轉型,成為軍方國有民營成功首例,未來可針對機敏性低且軍民通用性高之國防科技工業機構,逐依執行成效檢討辦理委託民營;本研究旨在探討國防資源釋商政策─國有民營案執行成效,並提出未來策略規劃精進建議。 / The National Defense Report indicates that the MND has been prosecuting various privatization plans of national defense resources. These plans are based on the conception of the National Defense Act and are to cooperate with the Executive Yuan's policy to expand domestic needs and to stimulating market. It also aims to inject capital to the domestic markets and to improve domestic technology levels. MND will reduce military engagement and foreign procurement expenditure to expand privatization budget. The capital injection into domestic market is intended to encourage non-military industries to participate in defense developments and to promote domestic economics. General military necessities will continuously be purchased from domestic supplier and the maintainance of the subordinate military components will be taken over by non-military industries. The future purchase of new weapons and equipment which can be domestically manufactured will be exclusive to non-military suppliers in Taiwan. Take the Government-Owned Company-Operated project (GOCO) for example. MND has initiated the test-run phase of the project since 1999. In November 2001, MND promulgated the draft of “Regulations of the Operation and Management of National Defense Technology Institutions by Private Entities”, according to Article 22 of the National Defense Act. The draft has been reviewed and approved by the Executive Yuan and took effect on March 1 2001 to boost the promotion of GOCO system. MND has completed the privatization of Military Necessity Factory No. 302, which is the first success of GOCO. MND will keep privatizing national defense industry of low confidentiality and high common utilities. This thesis aims to analyse the policy of defense resources privatization, by virtue of the case study of GOCO, and to offer suggestions for policy formulation in the future.

Cooperação no desenvolvimento de aeronaves militares a partir das estruturas regionais : lições do F-104 e Tornado para a Unasul

Certains avaient avancée majeure dans l'intégration, comme l'Union européenne. Mais le point est qu'il avancé plus d'efforts ont eu un programme de sécurité et de coopération en matière de défense, et économique. Cette recherche vise à comprendre comment les arrangements de coopération dans les équipements aéronautiques de la défense peuvent influencer l'intégration régionale et de tirer des conclusions applicables à Unasur. Nous commençons donc à la question de savoir comment les différents modèles de coopération dans le développement de l'impact des avions militaires sur le processus d'intégration régionale? Nous croyons que la coopération dans le développement des équipements des avions militaires, de la création d'une chaîne d'approvisionnement régionalisé a la capacité de contribuer à une meilleure relation entre les membres de l'UNASUR, surmonter les obstacles et les visions déformées qui entravent le processus d'intégration régionale. Pour cela, la recherche sera structurée autour de la politique comparée, appuyée par d'autres théories actuelles des relations internationales. Dans ce cas, nous allons examiner les leçons qui peuvent être tirées de l'élaboration de programmes européens, avec les combattants F-104 et Panavia Tornado. Vous thèse sera structuré en quatre chapitres: d'abord sur la question de la coopération de la défense, à la fois l'aspect conceptuel et théorique, que le biais pratique, avec le débat sur le régionalisme. Après, dans la deuxième partie, avec une analyse de l'industrie de l'aviation et de sa réflexion en tant que puissance dans le système international. Dans la troisième partie, nous analysons les programmes F-104 et Tornado et contribué au processus d'intégration en Europe. Alguns tiveram maior avanço na integração, como a União Europeia. Mas o ponto é que, os esforços que mais avançaram possuíam uma agenda de segurança e cooperação em defesa, além do econômico. Esta pesquisa tem como objetivo, compreender como os arranjos cooperativos em material aeronáutico de defesa podem influenciar na integração regional e extrair inferências aplicáveis à Unasul. Logo, partimos da pergunta de, como diferentes modelos de cooperação no desenvolvimento de aeronaves militares impactam no processo de integração regional? Pensamos que a cooperação no desenvolvimento de material aeronáutico militar, a partir da criação de uma cadeia produtiva regionalizada tem a capacidade de contribuir para uma melhor relação entre os membros da UNASUL, superando os entraves e visões distorcidas que dificultam o processo de integração regional. Para isso, a pesquisa se estruturará entorno da Política Comparada, apoiado por outras correntes teóricas das Relações Internacionais. No caso, iremos analisar as lições que podem ser aprendidas com o desenvolvimento dos programas europeus, com os caças F-104 e Panavia Tornado. Some had major advance in integration, such as the European Union. But the point is that it advanced more efforts had a security agenda and cooperation in defense, and economic. This research aims to understand how cooperative arrangements in defense aircraft equipment can influence regional integration and draw inferences applicable to Unasur. So we start with the question of how different models of cooperation in the development of military aircraft impact on the regional integration process? We believe that cooperation in the development of military aircraft equipment, from the creation of a regionalized supply chain has the ability to contribute to a better relationship between the members of UNASUR, overcoming barriers and distorted views that hinder the process of regional integration. For this, the research will be structured around the Comparative Politics, supported by other current theories of International Relations. In this case, we will examine the lessons that can be learned from the development of European programs, with the F-104 and Panavia Tornado fighters. You thesis will be structured in four chapters: first on the issue of defense cooperation, both the conceptual and theoretical aspect, as the practical bias, with the debate on regionalism. Following, in part two, with an analysis of the aviation industry and its reflection as power in the international system. In part three, we analyze the F-104 programs and Tornado and contributed to the process of integration in Europe. Finally, in part four, I discuss how the lessons of the programs analyzed in Chapter 3, can be applied in the case of UNASUR, emphasizing the interference of external powers and views on cooperation between members of the bloc.

Certains avaient avancée majeure dans l'intégration, comme l'Union européenne. Mais le point est qu'il avancé plus d'efforts ont eu un programme de sécurité et de coopération en matière de défense, et économique. Cette recherche vise à comprendre comment les arrangements de coopération dans les équipements aéronautiques de la défense peuvent influencer l'intégration régionale et de tirer des conclusions applicables à Unasur. Nous commençons donc à la question de savoir comment les différents modèles de coopération dans le développement de l'impact des avions militaires sur le processus d'intégration régionale? Nous croyons que la coopération dans le développement des équipements des avions militaires, de la création d'une chaîne d'approvisionnement régionalisé a la capacité de contribuer à une meilleure relation entre les membres de l'UNASUR, surmonter les obstacles et les visions déformées qui entravent le processus d'intégration régionale. Pour cela, la recherche sera structurée autour de la politique comparée, appuyée par d'autres théories actuelles des relations internationales. Dans ce cas, nous allons examiner les leçons qui peuvent être tirées de l'élaboration de programmes européens, avec les combattants F-104 et Panavia Tornado. Vous thèse sera structuré en quatre chapitres: d'abord sur la question de la coopération de la défense, à la fois l'aspect conceptuel et théorique, que le biais pratique, avec le débat sur le régionalisme. Après, dans la deuxième partie, avec une analyse de l'industrie de l'aviation et de sa réflexion en tant que puissance dans le système international. Dans la troisième partie, nous analysons les programmes F-104 et Tornado et contribué au processus d'intégration en Europe. Enfin, dans la quatrième partie, je discute comment les leçons des programmes analysés dans le chapitre 3, peuvent être appliquées dans le cas de l'UNASUR, mettant l'accent sur l'ingérence des pouvoirs et des points de vue extérieurs sur la coopération entre les membres du bloc. / No cenário internacional do pós Segunda Guerra Mundial, surgiram vários esforços de cooperação e integração regional em todo o mundo. Alguns tiveram maior avanço na integração, como a União Europeia. Mas o ponto é que, os esforços que mais avançaram possuíam uma agenda de segurança e cooperação em defesa, além do econômico. Esta pesquisa tem como objetivo, compreender como os arranjos cooperativos em material aeronáutico de defesa podem influenciar na integração regional e extrair inferências aplicáveis à Unasul. Logo, partimos da pergunta de, como diferentes modelos de cooperação no desenvolvimento de aeronaves militares impactam no processo de integração regional? Pensamos que a cooperação no desenvolvimento de material aeronáutico militar, a partir da criação de uma cadeia produtiva regionalizada tem a capacidade de contribuir para uma melhor relação entre os membros da UNASUL, superando os entraves e visões distorcidas que dificultam o processo de integração regional. Para isso, a pesquisa se estruturará entorno da Política Comparada, apoiado por outras correntes teóricas das Relações Internacionais. No caso, iremos analisar as lições que podem ser aprendidas com o desenvolvimento dos programas europeus, com os caças F-104 e Panavia Tornado. Está tese se estruturará em quatro capítulos: inicialmente sobre a questão da cooperação em defesa, tanto pelo aspecto conceitual e teórico, como pelo viés pratico, com o debate sobre regionalismo. Seguindo, na parte dois, com uma analise da indústria aeronáutica e do seu reflexo como poder no sistema internacional. Na parte três, analiso os programas F-104 e Tornado e como contribuíram no processo de integração na Europa. Finalizando, na parte quatro, debato como as lições dos programas analisados no capitulo 3, podem ser aplicados no caso da Unasul, ressaltando a interferência de potencias externas e as visões sobre cooperação entre os membros do bloco. / Post international scenario Second World War, there were several efforts of regional cooperation and integration in the world. Some had major advance in integration, such as the European Union. But the point is that it advanced more efforts had a security agenda and cooperation in defense, and economic. This research aims to understand how cooperative arrangements in defense aircraft equipment can influence regional integration and draw inferences applicable to Unasur. So we start with the question of how different models of cooperation in the development of military aircraft impact on the regional integration process? We believe that cooperation in the development of military aircraft equipment, from the creation of a regionalized supply chain has the ability to contribute to a better relationship between the members of UNASUR, overcoming barriers and distorted views that hinder the process of regional integration. For this, the research will be structured around the Comparative Politics, supported by other current theories of International Relations. In this case, we will examine the lessons that can be learned from the development of European programs, with the F-104 and Panavia Tornado fighters. You thesis will be structured in four chapters: first on the issue of defense cooperation, both the conceptual and theoretical aspect, as the practical bias, with the debate on regionalism. Following, in part two, with an analysis of the aviation industry and its reflection as power in the international system. In part three, we analyze the F-104 programs and Tornado and contributed to the process of integration in Europe. Finally, in part four, I discuss how the lessons of the programs analyzed in Chapter 3, can be applied in the case of UNASUR, emphasizing the interference of external powers and views on cooperation between members of the bloc.
