資源委員會的特種礦產統制(1936-1949 ) 資源委員會是抗戰時期舉辦國防工業,充實抗戰力量最重要工作有二:一是舉辦工、 礦、電各業以應政府抗戰之需;一是運銷事宜。所謂的出口礦產即鎢、銻、錫、汞等 特種礦產。 抗戰期間,中國因為財政的匱乏,軍需的不足,亟需各前提的國際社會並不能真正伸 出援手。中國要以本國所特有國的借款。在中國所蘊藏的資料中,鎢、銻藏量高居世 界第一的藏量則較不重要,但因它們都是有關軍需工業的重要資料下,以換取中國所 需的軍火及各項工業產品。 中國戰時輸出特礦,一則提昇本身的抗戰力,一則幫助之虞。所以資源委員會特統制 特種礦產,自有其不可磨滅的 本文的討論,除前言,結論外,分為四章。 第一章,探討統制特種礦產的原因。先由中國既有的資源基礎,再由中國財政,運需 兩方面,分析統制特礦的主要觀念。 第二章,討論中國和各國借款的簽訂以及統制機關的確認特種礦產為抵押品的各國借 款;第二神職人員敘述中國為因應償還之歷史。 第三章,討論特礦統制工作的推展。以生產,運輸,推廣。 第四章,檢討資源委員會統制特種礦產的成效。 本文所使用的資料,以庋藏於中央研究院近史所以及國為主,其次為資源委員會出版 的月刊、季刊、公報。 第一節由統制法規之頒布與各地之反應談起,第二∼四節, 則以價格為討論之中心,分述資委會統制活動中產收,運輸,銷售三種業務的推展情 形及其所遭遇之困難。 第五章,檢討資委會統制特種礦產之成效,並探究影響資委會統制成效的最大的環境 因素。

Para chegar a esse objetivo, buscou-se pesquisar a inovação como recurso no processo de internacionalização de empresas, através de um estudo de caso na empresa Forjas Taurus S.A., cujo foco foi avaliar se o processo de internacionalização com a introdução de um produto, o revólver The Judge, gerou vantagem competitiva no mercado norte-americano. A dissertação foi constituída através de um estudo de caso único, descritivo e de natureza qualitativa. A coleta de dados foi efetivada por meio de análise documental, observação direta e entrevistas em profundidade com gestores que tiveram envolvimento no processo de desenvolvimento e introdução do revólver The Judge no mercado norte-americano. De acordo com a análise, foi constatado que a possibilidade de explorar o mercado norte-americano com um produto inovador foi fundamental no seu processo de internacionalização para os Estados Unidos. Também foi identificado que a inovação do produto foi o principal recurso estratégico no processo de internacionalização do revólver The Judge. Além disso, evidenciou-se que o revólver The Judge demonstrou ser, sob o ponto de vista da RBV, um produto valioso, raro, inimitável e insubstituível, gerando vantagem competitiva no mercado norte-americano. / This work aimed to evaluate the product innovation as a resource in internationalization of Brazilian companies and how the product innovation was employed as a strategic resource, through the lens of Resource Based View, in the internationalization of a Forjas Taurus S.A. company. Conceptual models of innovation, companies’ internationalization and Resource Based View were used to this end. Therefore, the intention was to discuss the role of innovation as resource for the generation of knowledge and learning during the process of internationalization. To achieve this purpose, it was investigated the innovation as resource into the business internationalization process, through a case study in the company Forjas Taurus S.A., whose focus was to evaluate whether the introduction of Judge revolver’s internationalization process created competitive advantage in the US market. The dissertation was established through a descriptive, single and qualitative case study. The data collection was carried out through documental analysis, direct observation and in-depth interviews with managers who have had involvement in the developing and introduction process of The Judge revolver, in the north-American market. According to the analysis, it was found that the possibility of exploring the north-American market with an innovative product was essential in its internationalization process to the United States. It was also identified that product innovation was the main strategic resource in the internationalization process of The Judge. In addition, it became clear that The Judge revolver attested been, from the point of view of RBV, a valuable, rare, inimitable and irreplaceable product, generating competitive advantage in the US market.

Growth Capital Strategies for Defense Industry Women-Owned Small Businesses

Access to growth capital, a critical factor for growing a successful, sustainable business, is a challenge for women-owned small businesses. Following the resource based theory, the purpose of this multiple case study was to explore what capital growth strategies 6 small women-owned business leaders in the defense industry in Dayton, Ohio used to ensure business sustainability beyond the initial start-up period of 1 year. Data were collected through semistructured interviews and company documents. Methodological triangulation, member checking, reflexivity, and an audit trail were used to strengthen credibility and trustworthiness. Based on thematic analysis of the data, emergent themes included growth strategies, risk, and cultivate relationships. Participants pursued low-cost slow-growth strategies to remain viable in a highly competitive marketplace; mitigated risk by aligning business decisions with their strategic plans and diversifying their business and customer base; and cultivated relationships with government agencies, customers, partners, and employees to obtain capital to sustain and grow their businesses. The implications for positive social change include the potential to provide women-owned small business leaders with strategies to obtain growth capital necessary for sustainability, contributing to economic growth of businesses, employees, employees' families, and communities.

任何國家在面對安全威脅時,其關鍵在於強盛的國防軍力,現代戰爭已由「單純武力戰」轉為「全民總體戰」,而且台海一旦發生戰事,其作戰縱深短淺,已沒有前方和後方的分別,囿於國際情勢使武器外購受限,國防工業發展成為關鍵因素,我們應發展「小而精、小而強、小而巧」的國防武力,並建立全民國防理念與全民防衛動員機制,運用軍民一體的力量,共同來防衛我們的國土。本文將從「綜合性安全」的角度,以文獻分析法,透過國家安全的觀點,探討我國全民國防的建構、運用與軍備發展,並從中華民國國家安全遭受的威脅及全民防衛動員與軍備發展所面臨的挑戰,探討「全民國防」與「軍備發展」之涵義與重要性,並區分政策面、執行面兩個構面加以說明。在「政策面」的層次分析在「全民防衛動員準備法」的基礎上,闡述「全民國防的理念」與「軍備發展」;在「執行面」上,則針對塑造軍民共用之「國防工業發展」,以為「全民國防軍備體系」之實行方向等,說明全民國防與軍備發展的關係。俾整合全國產、學、研資源,推動國防和民生合一,釋出國防科技轉為民用,並藉由民生產業技術的提升,戰時能支持國防的需求,支援軍事作戰。達成「平時國防支持經建」、「戰時經建支持國防」的國家戰略目標。 / First of all whenever a country faces a threat security, the decisive point relies on the strength of its national power. This critical element has evolved over time from tangible arms forces into spiritual “All -out Defense”. Secondly due to our country’s long and narrow geography , as long as hostility breaks out across the straits, short battlefield depth makes no distinct from the area to frontline. Furthermore our foreign procurement for military we apons is subject to the international circumstance. Apparently “small but precise and strong” defense capability and All-out Defense Mechanism should be more suitable as the determining guidelines towards our defense industry. This study aims for the upcoming threats and challenges when it comes to our national security and is divided into 2 aspects: policy guidance and execution. The former focuses on the analysis of All-out Defense and Mobilization Law and sets forth concept and development tendency of the military preparedness. The latter direct at the relationship and interaction between the All -out defense and armament development. In the long term, we hope to consolidate efforts of the private sectors to develop defense technology industries, the public and civilian assets can be merged into a single whole; such combination can prompt the private sectors to support military missions in wartime and vice versa.

The last project assumes the consolidation and joining of all producers of civil and military aviation into one united corporation in order to save the technological and productive potential of the sector after serious crisis in 1990-s. On the other hand, this project can be considered as one of the measures to establish state control and hierarchy in the defense industry. The current project tries to analyze the necessity and the possible impacts of restructuring processes. In order to perform such analysis, I need to observe the evolution of the sector, which involves the description of the restructuring and reforming of the industry since the disintegration of the Soviet Union. The current situation in aviation sector was shaped by number of reforms performed by Government of Russian Federation, which I describe in phases: conversion, privatization, decentralization, followed by evident desire of the state to establish control over some companies. Later on, I am trying to understand the reasons lying behind all reforms of 2000-2006 and the integration of the industry. I also try to predict which impacts on the companies it will have. The last part presents the main conclusions of the paper.

Kunskapsåteranvändning i kravhantering : En fallstudie av IT-säkerhetskonsulters arbete mot Försvarets Materielverk

IT-system är något som finns nästan överallt, även i myndigheter. Dessa system har många gånger en betydande roll för verksamheten, och kravhanteringsprocessen är central för att systemen ska stödja verksamheten som tänkt. IT-system som används inom Försvarsmakten ska uppfylla ett stort antal säkerhetskrav, vilka många härstammar från styrdokumentet Krav på Säkerhetsfunktioner (KSF). Dessa krav är på hög nivå och ger utrymme för tolkning. Denna uppsats syftar till att studera hur kunskap från kravhanteringsprocessen kan återanvändas; till exempel krav, kravtolkningar, eller arbetssätt. Studien har utförts genom att intervjua konsulter på Lüning Consulting, vilka jobbar nästan uteslutande mot Försvarsmakten, och analyserats med en modell för återanvändning inom kravhantering. Studien visade att kontext, organisation och sekretess är tre nyckelfaktorer som måste tas hänsyn till för att myndigheter ska kunna införa återanvändning. Den tydliga byråkratin, med lagar och styrdokument, kan både möjliggöra och hindra återanvändning, och att återanvända utan kontext i åtanke kan få konsekvenser. Då många myndigheter hanterar sekretessbelagd information, må det vara personuppgifter eller försvarshemligheter, är det också av stor vikt att förstå när återanvändning helt enkelt inte är möjlig. / IT systems are present almost everywhere, even in government authorities. These systems have a significant role for the business, and the requirement management process is an important part in making sure that systems are supporting the business as intended. IT systems used in the Armed Forces must meet a large amount of security requirements, many of which derive from the Krav på Säkerhetsfunktioner (KSF) document. These are high level requirements, which allow for interpretation. This essay seeks to examine how knowledge from the requirements engineering process can be reused; e.g. requirements, requirements interpretations, or work methods. The study was conducted by interviewing consultants at Lüning Consulting, which work almost exclusively with the Armed Forces. The data is analyzed by using a model for reuse in requirements engineering. The study shows that context, organization and confidentiality are three key factors that must be taken into account in order for authorities to reuse knowledge from the requirements engineering process. The bureaucracy, with laws and control documents, can both enable and prevent reuse, and reuse without context in mind can have negative consequences. Since many authorities handle confidential information, may it be personal data or defense secrets, it is also important to understand when reuse is simply not possible

This thesis deals with the topic of international arms trade. More particularly, it deals with the arms trade in three chosen countries - the United States, Sweden and Russia. In general, this work brings coherent data and analyzes the arms trade issue, especially in the countries chosen for this academic work. The aim is to present arms trade problematics of these three countries to the reader as well as to bring the valuable analyzes on the chosen topic and finally to compare the case countries in order to find the differences and common characteristics. The main goal of this thesis is to find the answers on the research questions. The two most important research questions are: What are the current trends and future of the international arms trade in the U.S., Sweden and Russia? How does the arms trade differ in these countries? The first research question is focused on present and future development of arms trade, on the other hand second one gives partially comparative nature to the thesis. The thesis is based on comparative case study method. Through the deep examination of this three case countries the work comes to the answers designed in the research questions. A Study of High Technology and Self-Sufficiency Based Defense Industry as Middle Power : Focus on Republic of Korea and Sweden

This research focuses on understanding the defense industry of Sweden and the Republic of Korea (ROK), two middle powers renowned for advanced technology and weapon self-sufficiency. Previous studies have not explained why Sweden and Korea are competitive in the defense industry. This research aims to answer the question: What determinant factors have made ROK and Sweden to develop competitive defense industries on their own with sophisticated technology? The study seeks to enrich our understanding of the defense industry in Sweden and the ROK. Utilizing a case study approach, this research closely examines the specific contexts influencing the defense industries of these countries. The key findings are that Sweden needs to strike a balance by expanding government-led arms production facilities. In contrast, ROK needs to cooperate more actively with its allies, including the U.S. This thesis contributes by presenting future development directions based on the results.

Deviation management in high-mix low-volume production : A case study conducted in the defense industry

In a period marked by escalating demands for defense equipment, this master thesis aims to explore deviation management practices within HMLV (High-Mix Low-Volume) productions, a common practice among firms operating in the defense sector. To achieve this objective, a case study methodology has been employed, drawing insights from a representative company within the industry. The study adopts a qualitative approach, incorporating internal interviews and on-site observations, thereby grounding its findings in firsthand data. Concurrently, a comprehensive literature review was conducted to contextualize the findings, examining theories such as ISO standards, lean principles, and Smart Manufacturing in the specific context of HMLV productions, facilitating the derivation of informed conclusions. The analysis of gathered data revealed four primary areas posing challenges to effective deviation management within the case company: process development, organizational development, resource management, and data management and analysis. Building upon these identified challenges, an action plan was developed to ensure deviations are addressed in proportion to their impact on production, emphasizing a proactive stance. Drawing from the current state of affairs within the case company, the study underscores the imperative to prioritize deviation management, particularly given the heightened production demands within the defense industry. Furthermore, it suggests that many of the identified issues across the aforementioned areas could be mitigated by fostering a culture of continual improvement. By implementing strategies aligned with this and enhancing their deviation management practices, the company can transition from a reactive to a proactive approach, leading to increased efficiency and quality within the HMLV-production.
