French spatial inequalities in an historical perspective / Les inégalités spatiales en France : une analyse historique

Cette thèse a un double objectif. En premier lieu, elle présente les méthodes ayant permis de construire deux bases de données historiques relatives aux départements français. La première met à disposition les tables de mortalité départementales sur la période 1901-2014. La seconde permet de disposer des distributions départementales de revenu sur la période 1960-2014. En second lieu, cette thèse présente les travaux issus de l'utilisation conjointe de ces deux bases de données et d'autres statistiques: ils concernent aussi bien les dynamiques longues des inégalités spatiales que certains évènements historiques. Ainsi, l'analyse de la répartition spatiale de la population depuis le milieu du 19eme siècle permet de comprendre à la fois la dynamique induite par l'exode rural, mais aussi par les nouvelles tendances des migrations d'aujourd'hui, différentes selon les âges. L'analyse des inégalités de mortalité depuis 200 ans montre quant à elle que les inégalités ont largement baissé depuis la fin du 19ème siècle, alors que la géographie de la surmortalité a profondément changé. Enfin, l'analyse des inégalités spatiales de revenus révèle une baisse continue des inégalités depuis les années 1920, baisse qui n'intervient que depuis 1950 si l'on introduit les inégalités de mortalité dans un indicateur synthétique de bien-être. La thèse se conclut par l'analyse des migrations internes durant la seconde guerre mondiale : leur caractère à la fois massif et à destination de la zone libre témoigne aussi bien de l'impact qu'a eu cet évènement sur la démographie française que de la formidable quête de la liberté des français de l'époque, peu entravée par la ligne de démarcation. / This thesis has a dual purpose. First, it presents the methods used to build two new historical databases relating to departments. The first database provides the departmental lifetables for the period 1901-20-14. The second database provides the departmental distributions of income over the period 1960-2014. Second, this thesis presents the first work resulting from the joint use of these two databases and other statistics: they concern both the dynamics of spatial inequalities and some specific historical events. Thus, the analysis of the spatial distribution of the population since the middle of the 19th century allows to understand the dynamics induced by the rural exodus, but also by the new trends of today's migrations. The analysis of mortality inequalities over the last 200 years shows that inequalities have fallen dramatically since the end of the 19th century, while the geography of excess mortality has changed. Finally, the analysis of spatial income inequalities reveals a continuous decline since the 1920s. This decline occurred only since 1950 spatial inequalities are observed using a synthetic indicator of welfare, combining both mortality inequalities and income inequalities. The thesis ends with the analysis of internal migrations during the Second World War: these migrations were massive, and clearly oriented towards the free zone. These results testify both to the impact of this event on French demography, and to the quest for freedom of the French of that time, little hampered by the demarcation line.

<p>This master thesis presents a theoretical analysis of the interface between the Research&Development units and manufacturing. Streamlining this interface becomes more and more crucial for the smooth and high volume production. A literature research and a theoretical analysis of the crucial elements of inter-departmental communication between design and manufacturing build the basis for an improved communication model. The model acts as a guideline for the implementation of change processes. It emphasises the importance of both structural and individual elements of interventions. Both elements are important and necessary for the success, but their moment of result separates them. Hybrid methods counterbalance these differences. A first questionnaire issues the actual level of communication at the involved companies; a second questionnaire ascertains the attitude of the employees towards the proposed interventions. The model as a framework can be applied in general to all organisations, since the interventions that are necessary to be implemented are resulting from the analysis of the specific environments.</p>

To identify specific problems experienced by the parents of the slow learner. C. To design a parent guidance programme for the head of the guidance department to aid Afrikaans speaking parents of the slow learner to accept their child and to try and solve the problems that their child experiences. D. To evaluate the effectiveness of the parent guidance programme. In evaluating the effectiveness of the parent guidance programme, the specific aims of the study were: - To ascertain what kind of parenting style the parents were using. - To teach the parents the advantage of the democratic parenting style. - To ascertain how the selfimages of the parents have improved in attending the programme. - To design guidelines for the parents how to cope with problems existing in the relationship between parent and child such as: * how to cope with conflict, * how to communicate effectively, * how to motivate the slow learner to become a successful student, * how to improve the selfconcept of the slow learner, and * how to cope with discipline. The Head of the Guidance department has a very important role to play in the establishing of such a parent guidance programme. This can be accomplished by keeping track of the needs of the parents and to update all the information regarding the slow learner. The ultimate goal will still be to create a positive working relationship between parent and teacher, to accommodate the needs of the slow learner and to cooperate in making the slow learner a successful student and eventually a successful adult.

How leadership and management dynamics contribute to school effectiveness

This study compares an effective school and ineffective school, in terms of how internal leadership and management of each school contribute its effectiveness. As a result, the study explores why one of two schools located within the same socio-economic environment, funded uniformly and controlled by the government at same levels of commitments is effective, while the other seems ineffective. Therefore, this thesis raises questions to know how internal school stakeholders’ leadership and management practices contribute to school effectiveness in each of the schools. A comparison was undertaken by firstly exploring how school leadership and management practices of School Leadership and Management Teams (SLMT) and secondly, understanding how teachers’ classroom leadership and management contribute to school effectiveness respectively. Therefore, in an attempt to answer the main research question: How do leadership and management dynamics contribute to school effectiveness? Other identified sub-questions were raised. Furthermore, a review of relevant literature uncovered what makes good and quality school leadership, management and; classroom leadership and management in ensuring school effectiveness. Data was collected from identified key role players within the two sampled schools. They include a school principal, vice-principal, Head of Departments (HOD), a teacher and classroom student leader (class captain) each, making-up a total of ten participants in the study - (five participants from each school). The researcher utilised one-on-one semi-structured interview, observations and document analysis or review in order to obtain rich qualitative data. By adopting the a-priori approach of data analysis, codes were generated manually from the interviews, observations and documents analysis/reviewed and measured against identified school leadership and management and; classroom leadership and management sub-themes/criteria in the literature reviewed in this study. From the data obtained, analysed and discussed, it was found that School A was exceptional in terms of leadership and management practises compared to School B. Although School A and B showed similar, but negligible characteristics in school planning, organising, management of change and; coordination of school teaching and learning, School A’s strength in terms of management of the school, lies in its availability of school policy on teaching, decision-making, delegating, control, motivating, communicating, management of interpersonal relationships, school climate, culture, change, management of conflict and school school-community relationships. In addition, even though School A and B teacher exhibited similar elements like, teaching methods ability, planning of their teaching and they both lack written classroom policy in their classroom leadership and management practices, differences like classroom leadership, motivation, communication, classroom climate and control exhibited by School A teacher during teaching and learning makes him far better, in comparison to School B teacher. Conclusively, the exceptional leadership and management practices by the School Leadership and Management (SLMT) of School A and its teacher in comparison to School B brought about multiplicity of other findings in this study. In the overall, it is believed that the interrelatedness of the exceptional leadership and management behaviour and practices of school A SLMT and teacher, is a consequence of the culture of the school, which has been built and maintained over the years and thus, influenced its climate in contributing to school effectiveness. / Thesis (PhD)--University of Pretoria, 2012. / Education Management and Policy Studies / unrestricted

The response of educators and school management team members on a curriculum delivery intervention programme

The main purpose of this study was to investigate the responses of educators and school management team members on a Curriculum Delivery Intervention Programme (CDIP) in a township school. The study also examined the factors that might influence the opinions educators and school management team members hold about curriculum delivery. The participants of this study were 60 educators who are teaching at an underperforming secondary school in Mpumalanga province. The secondary school was conveniently selected from 8 under-performing schools in the Witbank area. The data were collected through a mix-method approach using questionnaires, individual interviews and an observational checklist. A 100% responses rate was achieved. The literature review was conducted to identify the main interventions contained in the CDIP. Educators and school management teams responded to curriculum delivery interventions questionnaires. Data was collected by means of individual interviews and an observational checklist. The focus fell on the following main interventions: departmental support, professional development and classroom practices. The data for the study were analysed using both quantitative and qualitative techniques. The findings of the study show that both educators and SMT members agree about the value of curriculum delivery intervention programme in the school. They also showed that the school had not been supported with necessary resources by the Department that well. The results also indicate that educators and SMT members disagree that skills development covers everybody in order to pursue educators’ development in the school. The staff agreed that they have an important role to play in ensuring that the implementation of CDIP is successful in their school. The study also revealed that the school did not have all key and relevant documentation as expected in the school files. However, educators indicated that the Department is not objective enough when delivering the curriculum in the school. The results derived from the curriculum delivery intervention might not be that accurate and reliable. The responses of staff correspond with their experiences on curriculum delivery practices initiated by the Department. Most of them also indicated that they have not seen much change since the CDIP started to enhance learners’ performance. The majority of staff members also indicated that factors such as lack of furniture, unavailability of learning materials, lack of teacher professional training and development, large number of learners in classrooms and shortage of educators in scarce subjects, play a significant role in influencing their teaching performance of the school. A number of recommendations were made for further research. Cette thèse porte sur la gestion des routes du département de la Haute-Garonne de 1790 à 1796. Dans ce département né du nouvel ordre territorial et administratif qui s’impose en France en 1790 et formé d’une partie de deux anciennes provinces hétérogènes, la Guyenne et le Languedoc, l’administration locale se voit confier le rôle de maintenir les infrastructures de transport en bon état. Pour ce faire, elle doit faire face aux nombreuses difficultés qui peuvent empêcher localement l’exécution des travaux routiers. Ses compétences à cet égard dépendant étroitement du degré de centralisation de l’administration centrale des ponts et chaussées, composée du ministre de l’Intérieur et du Corps des Ponts et Chaussées. Au cours de la Révolution française, ce jeu de pouvoir entre Paris et le département subit l’influence des contextes national et local, tels que les crises politiques ou la guerre. Le pouvoir local ne peut prendre les mesures qu’il juge nécessaire pour assurer la bonne gestion de son réseau routier que dans les limites de la politique routière imposée par Paris. / This thesis is a study of the management of roads in the “département” of Haute-Garonne between 1790 and 1796. This “département” had been created as a part of the new territorial and administrative order in France established in 1790, and it was made from parts of two former different provinces, Guyenne and Languedoc. In Haute-Garonne the local administration was entrusted with the role of maintaining the infrastructures for transport. To this end the “département” had to face various difficulties that could impede the execution of road works in the locality. Its powers in this respect depended closely on the degree of centralization of the national administration of roads and bridges, an administration composed of the Minister of the Interior and the “Corps des Ponts et Chaussées”. During the French Revolution this power relationship between Paris and Haute-Garonne was dictated by a combination of national and local contexts, including political crises and war. The local authorities could take measures they deemed necessary to ensure the proper management of their road networks only when these were within the limits set by the road policy decided on by the national authorities in Paris.
