Conditionalizing Conduct: Political Economy and the Limits to Governance in European Union Enlargement

This dissertation argues that European Union membership conditionality operates as a modality of political-economic governance directed at securing the conditions of possibility for a harmoniously functioning political economy of Europe. I argue that conditionality can best be understood not as a series of requirements for EU membership, a set of incentives for rule adoption, or a vehicle for the transmission of European norms to candidate states, but as an ensemble of discursive and material practices – fragile, dispersed circuits of governmental activity directed at a particular strategic ambition. I argue that existing accounts of EU membership conditionality are informed by predominantly rationalist understandings of political economy which work to conceal various cultural, social, and subjective sources of disharmony in political-economic life. Thinking about the political economy of conditionality through rationalist lenses privileges the study of bargaining and negotiation and institutional reform and overlooks the ways that conditionality targets the transformation of problematic socio-cultural and subjective elements of political economy – among them particular habits of culture, patterns of sociality, and subjective qualities and capacities of the person deemed essential to securing order and abundance. Re-reading canonical works in classical and critical traditions of political economy by James Steuart, Adam Smith, and Karl Marx makes clear that political economy as a field of knowledge and practice has long been concerned with understanding the political, legislative-legal, institutional, socio-cultural, and subjective conditions of possibility for securing order and abundance and has long reflected on the potential and limits of governance to secure these conditions in a world of shifting circumstance. I argue that a political economy of EU membership conditionality concerned with disharmony should investigate the ways that particular socio-cultural and subjective features of political-economic life are problematized in the discourse of conditionality and subsequently targeted for transformation through the work of instruments and agents of conditionality operating in a variety of institutional contexts. On this basis, I analyze conditionality as practice – tracing the emergence of instruments of conditionality currently at work in the Republic of Macedonia through official documents produced by the EU and the Republic of Macedonia from 2001-2011. I then examine the ambitions and limits of the Operational Programme Human Resources Development 2007-2013 (OP-HRD) – a program tasked with translating the aims of conditionality on paper into concrete activities for implementation in the fields of employment, education and training, and social inclusion. I outline some limits to the program derived from personal interviews with officials of the EU and the Republic of Macedonia who work to implement the OP-HRD "on the ground." In reflecting on these limitations, I return to the political economy of disharmony, concluding that constraints on the operation of conditionality in practice are not merely the product of technical and political impediments but are also derived from inherent limits to the old dream of political-economic harmony to which the ambitions of conditionality are ultimately directed. / Ph. Theme of despair in Charles Mungoshi's Shona works : a critical study

The study makes an analysis of Charles Mungoshi's Shona works from a Modernist perspective. In this study, Modernist literature is shown as full of change and adventure that has seen characters failing to catch up with the speed at which their social lives are going. The change is continuos and has resulted in many characters continuously failing to cope, which in turn has resulted in continuous frustrations, here described as despair. The study also shows how the despair is being nurtured in the circumstances of crumbling social institutions which, in the past, had acted as the haven for devastated individuals. The crumbling social institutions are shown to be triggering the despair and the characters are given no room to recuperate. The study makes an analysis of what brings this despair and how in the end, particular individual characters fight to ward off the despair. / African Languages / M.A. (African Languages)

The disharmony between parents-baby revealed during the visits to the pediatrician can arise from conflicts of the parents´psychism and interfere in the emotional availability necessary to the practice of preventive parenthood against pathologies and global development disorders. The method used was the open interview with six pediatricians according to their different personal ways: allopathy, psychoanalysis, anthroposophy, acupuncture, family. We based ourselves on the hypothesis that by knowing better the pedriatrician´s experience, it is possible to put same, during the consultation, into interdisciplinary dialogue with the findings available in the literature about the Parenthood Clinic developed by psychologists and psychoanalysts. The discussion of the material was effected using the winnicottan concepts and the more debated subjects in papers already published on Parenthood. We concluded that the disharmony between parents-baby reveals itself under the form of dysfunctional symptoms in the child or the caregiver. The pediatricians´intervention includes advice and encouragement to the parents, however there is no symbolic elaboration of the symptom, leaving the baby or even the foetus defenseless against more complex parental conflicts but that affect its health, with possibilities of affective, social and cognitive limitations in the adult phase. Vulnerabilities in the building of parenthood, since gestation, can hinder the caregiver´s emotional availability to follow the doctor´s advice and the practice of a healthy parenting. The interviews with the pediatricians brought evidences that they cannot treat the dysfunctional symptoms like a psychoanalyst due to their formation, the time and frequency of the puericulture consultation, but can understand them as a psychoanalyst can, promoting more integrating interdisciplinary interventions for the human coming about / Este trabalho discute as concepções e intervenções propostas pela Clínica da Parentalidade como base promotora de saúde. As desarmonias entre paisbebê que se revelam nas consultas pediátricas, podem emergir de conflitos do psiquismo dos pais e interferir na disponibilidade emocional necessária para o exercício da parentalidade preventiva das patologias e dos distúrbios globais do desenvolvimento. O método utilizado foi a realização de entrevista aberta com seis pediatras segundo diferentes percursos pessoais: alopatia, psicanálise, antroposofia, acupuntura, família. Partiu-se da hipótese que conhecendo melhor a experiência do pediatra durante as consultas é possível colocá-la em diálogo interdisciplinar com os achados encontrados na literatura sobre a Clínica da Parentalidade desenvolvida por psicólogos e psicanalistas. A discussão do material foi feita utilizando os conceitos winnicottianos e os temas mais discutidos em trabalhos já publicados sobre a Parentalidade. Concluiu-se que as desarmonias entre pais-bebê revelam-se sob a forma de sintomas disfuncionais na criança ou no cuidador; a intervenção dos pediatras inclui orientação e encorajamento aos pais, porém não há elaboração simbólica do sintoma, deixando o bebê ou mesmo o feto desprotegido dos conflitos parentais que afetam sua saúde com possibilidades de limitações afetivas, sociais e cognitivas na fase adulta. Vulnerabilidades na construção da parentalidade, desde a gestação, podem impedir o cuidador da disponibilidade emocional necessária para seguir as orientações do médico e o exercício da maternagem saudável. As entrevistas com os pediatras trouxeram evidencias de que eles não podem tratar os sintomas disfuncionais como um psicanalista, em função da especialidade, da formação, do tempo e da freqüência que dispõe na consulta de puericultura, mas podem entendê-los como um psicanalista promovendo intervenções interdisciplinares mais integradoras para o acontecer humano

Využití logistiky ve výrobním podniku / The use of logistics in a manufacturing company

The graduation thesis deals with the use of logistics in the brewery Pivovar Protivín a. s. The paper presents a view of the current situation of Czech breweries in the Czech Republic as well as in the world. It maps the trends of recent years in the brewing industry and shows how Czech breweries have faced up the economic crisis. The results of Pivovar Protivín are presented and compared with the results of Svijany brewery. The distribution of Protivín brewery products is analyzed. Based on the analysis, the time frame of beer delivery to customers is made. Further on, the questions of the packaging management in Protivín brewery are dealt with. Breweries are specific for complex and expensive reverse logistics of returnable packaging. The question whether producing beer in PET bottles would be appropriate for Protivín brewery is studied. Determining the level of services provided for brewery customers is examined. According to the results presented here, the greatest demands on services provided by breweries appeared to be those by the customers in gastronomy sphere. Based on the questionnaire investigation, the standards in providing brewing services were set together. Finally, I suggested possible improvements that should lead to cost savings, greater flexibility of operations and competitive advantages for the Protivín brewery as well as for the whole K Brewery Group.
