Vývoj eGovernmentu a informačních a komunikačních technologií ve veřejné správě a jejich dopad na podnikatelské subjekty a občany České republiky / The development of the eGovernment and information and communication technology in Public Administration and their imapct on buseness entities and the citizens of the Czech republic

Šťastná, Veronika January 2010 (has links)
Introducing electronic devices into Public Administration is a long-term process that has begun in the Czech Republic in 1990. Until the present day, a number of measures to support the advancement of Electronic Public Administration has been made. The basic changes were also made in the legislative framework, the Offices of Public Administration, and, in accordance with the strategies of the European Union, some strategic documents have been passed. All these steps have impacted Czech society, the relationship between the citizens, companies and Public Administration. In this Thesis I would like to define the causality between introducing electronic devices and subjects in the Czech Republic and at the end of the Thesis I would point out the impact of the changes on the concrete course of Public Administration. To achieve this goal I am going to use the analytical methods, the ratio analysis that explores the dependencies between the two phenomena, and casual analysis that is focused on the research of phenomena causes. The currently available data shall be used as evaluation input.

A Review of the Factors Affecting User Satisfaction in Electronic Government Services

Weerakkody, Vishanth J.P., Irani, Zahir, Lee, Habin, Hindi, N., Osman, I. January 2014 (has links)
No / Even after more than a decade of intensive research work in the area of electronic government (e-government) adoption and diffusion, no study has yet undertaken a theoretical evaluation of research related to ‘e-government satisfaction'. The purpose of this study is to undertake a comprehensive review of the literature related to e-government satisfaction and adoption with a particular focus on the most critical factors and their manifested variables that influence user satisfaction in e-government. Usable data relating to e-government research were collected from 147 papers identified from the Scopus database and by manually identifying relevant articles from journals dedicated to e-government research such as Electronic Government, an International Journal (EGIJ), International Journal of Electronic Government Research (IJEGR) and Transforming Government: People, Process, and Policy (TGPPP). A meta-analysis of existing e-government studies found that the majority of the construct relationships demonstrated a significant range of average summative correlation, and effect size, but the influence of perceived ease of use, effort expectancy on behavioural intention, behavioural intention on use behaviour, and perceived trust on risk were still found to be non-significant. A broader analysis of e-government satisfaction and adoption research seems to reflect that although a large number of theories and theoretical constructs were borrowed from reference disciplines such as Information Systems, e-commerce and public administration, their utilisation by e-government researchers appears to be largely random in approach.

Analýza vybraných zahraničních Government Cloud řešení a návrh koncepce pro ČR / The Analysis of Selected Foreign Government Cloud Solutions and the Design of the Concept for the Czech Republic

Petráš, František January 2015 (has links)
This work deals with Government Cloud (G-Cloud) solutions which provide shared ICT services in the field of public authorities. These solutions are deployed mainly because they bring significant financial savings for government. The aim of this work is to analyse three selected G-Cloud solutions and based on this analysis propose a concept of the solution suitable for the Czech Republic. G-Cloud solutions used in Denmark, Great Britain and Slovakia were selected for this analysis. First, a set of unified criteria was established to allow an objective analysis. Through these criteria, analysed solutions were described in terms of concept, offered services, delivery process and service usage, scheduling the entire solution and its component parts, security, legislation, and providing information to interested parties. The main benefits of this work are the comparison of analysed solutions and the draft concept of the solution for the Czech Republic.

Modelování vybraných procesů Úřadu MČ Praha 4 / The Modeling of selected processes in the Prague 4 City District Office

Gerlický, Filip January 2011 (has links)
This work consists of theoretical and practical part. The theoretical part provides an introduction to the problems of public administration and local government in particular. It deals with municipalities, their legislation (Act on Municipalities and the City of Prague), types, responsibilities, authorities and the difference between self-dependent and devolved matters. It puts municipality into the context of eGovernment, presents two types of classification of eGovernment and highlights the specifics of administrative duties to which belongs also an electronic identity card (eOP) issue. It deals with a history and a purpose of the identity cards and with requirements they are connected to. A large part discusses the eOP, its differences from previous types, functionality, advantages and disadvantages that it brings, and its safety. It describes the procedures and the requirements for its issuance, proposes some improvements and looks into its future. It doesn't forget to evaluate the project of the eOP. It briefly mentions the process modeling. In the practical part is created a new classification of the services of eGovernement and outlines probably the first complex methodology for such classification. In here there is developed an extensive detailed process model describing the issuance of the eOPs in the Prague 4 City District office, measured this service and evaluated its effectiveness. Then survey focused on citizens' views on electronic identity cards and on the procedure of their issuance is processed.

"e" i retorik och praktik. : Elektronisk förvaltning i översättning. / "e" as rhetoric and practice. : eGovernment in translation.

Giritli Nygren, Katarina January 2009 (has links)
The overall purpose of this study is to contribute to the discussion of eGovernment implementation by making the implicit organisational micro dynamic processes involved in the framing and implementation of eGovernment explicit. I want to highlight the important process trough which eGovernment is framed and translated by organisational members and in what way it effects different divisions of practice. To do so, two different analytical aspects of organisational life, the rhetoric of management and the reality of work practices are used as a theoretical context for analysing some implications of eGovernment implementation. These analytical dimensions of organisational life are used to discuss a case study looking at the implementation of eGovernment in a local Swedish municipality.   The main contribution of this thesis is a theorisation of how to understand the organisational micro dynamic processes involved in the implementation of eGovernment in public administration. New insights could be gained, for researchers and practioners, by analysing the transformation of practice as an ongoing process characterised by micro-political translation processes involving actors as well as actions and meanings in both rhetoric and practice.

Assessing Standard-compliance Of Public Institution Web Sites Of Turkey

Yalcinkaya, Sinem 01 September 2005 (has links) (PDF)
Since 2003, almost every public institution has developed a web site through etransformation project (eDTr) in Turkey. When there are so many institutions and different web sites, a need for standard becomes inevitable. To address this need, a standard was published by T&Uuml / RKSAT A.S. in January 2009 which constitutes of the rules and recommendations for these web sites referencing international web standards as well. The purpose of this study is to analyze the compatibility of public institutions&rsquo / web sites in Turkey with the T&Uuml / RKSAT standard. In this study, 32 rules are selected to be verified for 50 public institution web sites. 20 of the rules are verified with a tool named WSSCV which is developed in the context of this thesis, 5 of the rules are verified with a commercial tool named Total Validator, and 7 of the rules are verified manually. Results show that, the standard prepared by T&Uuml / RKSAT is not used during the development of a public institution web application. Compliance of the checked web sites to the standard is very low. However, the standard also needs to be updated according to today&rsquo / s technology.
