The environmental degradation, through the incorrect and indiscriminate natural resources use, is demanding a deep revision of the relationship between man and nature. In the last times the development of the farming and the intense urbanization provoked serious unbalances to the nature elements with its physiochemical and biological properties alterations. Considering that problem, this present research has as objective applies geotechnologies to the environmental area, seeking to know the impacts of the antropic action in the Taquara and Inhamandá stream catchments, located in the Municipal District of São Pedro do Sul Rio Grande do Sul State. They were used pre existent data, field research and computational techniques for the execution of the study. Among the computational techniques, it stands out the use of Spring 4.2 Software in the elaboration of the base map and thematic maps as: clinographic, permanent preservation areas (PPA) and earth use. The earth use rising took into account the LANDSAT-7 ETM+ (1999) and CBERS-2 (2005) satellites images. Starting from the crossing of PPA with the earth use was noticed that of 1999 to 2005 the urban area passed from 17.51 to 23.38ha; the area with cultures obtained growth, passing from 574.35 to 1,027.07ha; in compensation, the fields that were occupied 500.15ha, they presented, in 2005, only 120.07ha.The forests had a smaller fall, passing from 757.54 to 742.22ha. The water, as well as in the whole study area, it showed a significant reduction; in 1999, it occupied 74.23ha and in 2005, 11.04ha. Therefore, the chosen area possesses environmental problems, especially in the urban district, where the deposition of residues was evidenced in inadequate places, and the location of residences in risk areas, besides the sewer thrown at the two streams that permeate the city. Those problems interfere in the population s life quality and also in the surface and underground water quality in the micro basins. Its suggests that must have a larger concern in managing in a maintainable way the natural resources of the area, especially the hydrics resources, avoiding larger environmental damages. / A degradação ambiental, através do uso incorreto e indiscriminado dos recursos naturais, vem exigindo uma revisão profunda da relação homem x natureza. O desenvolvimento da agropecuária e a intensa urbanização nos últimos tempos, provocou graves desequilíbrios, com alterações nas propriedades físicoquímicas e biológicas dos elementos da natureza. Considerando essa problemática, a presente pesquisa tem como objetivo aplicar geotecnologias à área ambiental, visando conhecer os impactos da ação antrópica nas Microbacias Hidrográficas da Sanga da Taquara e do Arroio Inhamandá, localizadas no município de São Pedro do Sul-RS. Para a execução do estudo, foram utilizados dados pré-existentes, pesquisa de campo e técnicas computacionais. Entre as técnicas computacionais, destaca-se o uso do Spring 4.2 na elaboração do mapa base e mapas temáticos como: clinográfico, áreas de preservação permanente (APP) e uso da terra. O levantamento do uso da terra levou em consideração as imagens dos satélites LANDSAT-7 ETM+ (1999) e CBERS-2 (2005). A partir do cruzamento das APP com o uso da terra percebeu-se que de 1999 para 2005 a área urbana passou de 17,51 para 23,38ha; a área com culturas obteve crescimento, passando de 574,35 para 1.027,07ha; em contrapartida, os campos que ocupavam 500,15ha, apresentaram, em 2005, apenas 120,07ha. As florestas tiveram uma queda menor, passando de 757,54 para 742,22ha. A água, assim como em toda a área de estudo, mostrou uma significativa redução; em 1999, ocupava 74,23ha e em 2005, 11,04ha. Portanto, a área escolhida possui problemas ambientais, em especial na zona urbana, onde se evidenciou a deposição de resíduos em locais inapropriados, a localização de residências em áreas de risco, além do esgoto lançado em córregos que permeiam a cidade. Esses problemas interferem na qualidade de vida da população e também na qualidade da água superficial e subterrânea das microbacias. Sugere-se que haja uma maior preocupação em gerenciar de modo sustentável os recursos naturais da área, em especial os recursos hídricos, evitando maiores danos ao ambiente.

For the Good of Society:public participation in the siting of nuclear and hydro power projects in Finland

Abstract This thesis addresses the conceptual and institutional framework of current planning and assessment processes for large-scale energy projects in Finland. In particular, recent proposals for nuclear and hydro power projects are described and theoretically discussed in regard to the procedural capacities that allow for public participation. It is argued that because of ill-defined purposes of public participation and an institutional bias towards conflict-free siting processes, opportunities for participation have little relevance in terms of the overall aim of rendering decisions legitimate. Rather, participatory procedures exhibit a strong ritualistic character within a legalistic atmosphere, thereby excluding political argument whenever citizens are encouraged to engage. A normative account of the welfare society – expressed in Finland through the notion of the overall good in energy decision making – advocates reflection on current practices against the background of conceptualisation of political engagement in planning and decision making. In addition, it is argued that despite efforts to strengthen local government and administration, public institutions appear to refrain from engaging in the planning process. This vacant space is filled by private institutions, though these lack a political mandate for their activities. Thus, this thesis argues that instead of increasing the legitimacy of procedures and decisions, the opposite is taking place through a weakening of public institutions and representative functions. More generally, it is emphasised that the participatory imperative has to be considered a paradigmatic shift that requires reflection. The thesis discusses the influence of academic scholars on the formulation of a “participatory turn” that has produced an understanding of underlying expectations towards participating citizens in planning and assessment processes. Based on a review of theoretical outlines of reasonable and rational discourse, it is stated that these notions neglect important motivational factors and reinforce the exclusion of citizen participation in political struggle. / Tiivistelmä Tämä väitöskirja käsittelee laajojen energiahankkeiden nykyisten suunnittelu- ja arviointiprosessien käsitteellistä ja institutionaalista rakennetta. Erityisesti kuvataan ja tarkastellaan teoreettisesti viimeaikaisia ydin- ja vesivoimahanke-esityksiä suhteessa menettelytapojen kykyyn ottaa huomioon kansalaisten vaikutusmahdollisuudet. Osoitetaan, että epämääräisten julkisen osallistumisen tavoitteiden ja yksipuolisen sijoitusprosessien konfliktittomuutta suosivan institutionaalisen suhtautumisen vuoksi osallistumistilaisuuksilla on vain vähän merkitystä päätösten legitimoinnin tavoitteen kannalta. Legalistisen ilmapiirin vallitessa osallistavat menettelytavat näyttäytyvät pikemminkin luonteeltaan ritualistisina, ja tähän liittyen poliittiset argumentit jätetään huomiotta aina, kun kansalaisia rohkaistaan vaikuttamaan. Normatiivinen kuvaus hyvinvointiyhteiskunnasta – joka Suomessa ilmaistaan energiapäätöksenteossa yleisen hyvän käsityksen kautta – vaatii nykyisten käytäntöjen uudelleenarviointia suunnitteluun ja päätöksentekoon liittyvän poliittisen sitoutumisen käsitteellistämisen taustaa vasten. Lisäksi osoitetaan, että huolimatta yrityksistä vahvistaa paikallista hallintoa, julkiset instituutiot näyttävät olevan haluttomia sitoutumaan suunnitteluprosesseihin. Tämän vapaan tilan täyttävät yksityiset instituutiot, vaikka niiden toiminnalta puuttuu poliittinen mandaatti. Siten tämä väitöskirja esittää, että menettelytapojen ja päätösten legitimiteetin lisäämisen sijaan on julkisten instituutioiden ja edustuksellisten tehtävien heikkenemisen kautta käymässä päinvastoin. Yleisemmällä tasolla painotetaan, että osallistava imperatiivi täytyy ymmärtää paradigmaattiseksi muutokseksi, joka vaatii pohdiskelua. Väitöskirja käsittelee akateemisten tutkijoiden vaikutusta ”osallistavan käänteen” formulointiin, joka on vaikuttanut käsityksiin suunnittelu- ja arviointiprosesseihin osallistuvista kansalaisista. Järkevän ja rationaalisen diskurssin teoreettisten yhteenvetojen uudelleen tarkastelun perusteella todetaan, että nämä käsitykset jättävät huomiotta tärkeitä motivaatioon liittyviä tekijöitä ja vahvistavat kansalaisten osallistumisen sulkemista poliittisen taistelun ulkopuolelle.

The environmental impact and sustainability of irrigation with coal-mine water

The environmental impact and sustainability of irrigation with coal-mine water was investigated from an agricultural point of view on different coal-mines in the Republic of South Africa. Field trials were carried out on a commercial and plot scale, on sites that could offer a range of soil, crop, weather conditions and water qualities such as gypsiferous, sodium sulphate and sodium bicarbonate waters. Crop production under irrigation with gypsiferous mine water is feasible on a field scale and sustainable if properly managed. No symptoms of foliar injury due to centre pivot sprinkler irrigation with gypsiferous water were observed. The presence of high Ca and Mg in the water suppressed plant uptake of K. This could be corrected by regular application of K containing fertilizers. The bigger problem experienced was waterlogging due to poor site selection, especially during the summer months. The problem is not related to the chemistry of the gypsiferous water used for irrigation. Pasture production with Na2SO4 rich mine effluent was also feasible, at least in the short term, but would need a well-drained profile and large leaching fraction to prevent salt build up. Forage quality was not affected by the Na2SO4 water used. NaHCO3 water was of very poor quality for irrigation and is not recommended for irrigation. Salt tolerant crops that are not susceptible to leaf scorching can be produced with this water, but only with very high leaching fractions and careful crop management. Regular gypsum application will be required to prevent structural collapse of the soil. Most of the salts applied will leach from the soil profile, and will probably need to be intercepted for treatment or reuse. The Soil Water Balance (SWB) model was validated successfully. The model predicted crop growth, soil water deficit to field capacity and soil chemistry reasonably well, with simulated results quite close to measured values. Soluble salts have to be leached from the soil profile, so that crop production can be sustainable, but will externalize the problem to the receiving water environment. To assess the environmental impact of irrigation with coal-mine water, it is valuable to develop a tool that can assist with prediction of offsite effects. SWB was validated for runoff quantity and quality estimations, and was found to give reasonable estimates of runoff quantity and quality. SWB also predicted the soil water and salt balance reasonably well. This gives one confidence in the ability of the model to simulate the soil water and salt balance for long-term scenarios and link the output of SWB to ground and surface water models to predict the wider impact of large scale irrigation. This will also link the findings of this work to other research oriented towards the management of mine water and salt balances on a catchment scale. It will also help authorities make informed decisions about the desirability and consequences of permitting mine water irrigation on a large scale. Irrigation with gypsiferous mine water can be part of finding the solution to surplus mine water problems. The impact of eco-tourism on land-use patterns: The case of Dinokeng eco-tourism pilot project in Gauteng Province

The objective of this study is to look into the changes in land-use patterns on the mostly private land properties brought about by the envisaged Dinokeng Pilot Project on State-owned land properties since it was introduced in 1995. This is a critical parameter for the success of otherwise of the implementation of the broader project on the mostly private properties earmarked for inclusion in the project surrounding the pilot site. The method employed entailed analyzing progress indicators to gauge whether adequate progress was made between 1995 and 2001 in implementing the project. Indicators used were the finalization of the project process by DACEL, large scale sales and consolidation of affected properties and applications to the Metsweding District Municipality for change of land use by the present landowners. Several procedures were employed to determine whether there was adequate progress or not. The initial programme of Dinokeng Project Concept was studied and envisaged progress was compared with the implementation phase the project was in as at December 2001. The records of the Metsweding District Municipality were studied to find out the types and number of land use change applications by private landowners. The deeds records were also sampled to detect any large scale property sales and consolidations that can be ascribed to the envisaged project. The response of DACEL to criticism by affected landowners was also studied. A literature review of similar projects was undertaken to understand the methods employed to achieve desired results. The study found that there is lack of adequate progress on the finalization of the precise site for the project and agreements with present landowners on the tenure issue and other administrative matters that are a prerequisite for the proclamation of the project. Proclamation is necessary to restrict the land use activities within and around the proposed project site so as to make all affected stakeholders to be committed to the implementation of the project. The failure by the project to achieve the desired results of being in whole or partially up and running within five years of its inception is ascribed to the initial adopted strategy of depending on complementary changes in land use patterns in the privately owned land properties to consolidate the properties into a contiguous ecological area large enough to accommodate the Big Five. This shows that although the political developmental framework has changed, certain old order strategies and procedures are still as effective as ever. It is recommended that the project area be subdivided into phases without any regard to land ownership. The core area should consist of land properties ecologically suitable and forming a large enough area to contain the proposed Big Five. The total project area should be proclaimed with provision being made for a phased implementation approach with definite timetables and concrete deliverables. A conceptual analysis of environmental justice approaches : procedural environmental justice in the EIA process in South Africa and Zambia

This study argues that the basis of all environmental justice variations is the consideration of fairness, equity and justice in the environmental processes that resolve environmental problems. A Procedural Environmental Justice Model (PEJM) has been developed for the purpose of evaluating the procedural environmental justice content of Environmental Impact Assessment (EIA) legislation in South Africa and Zambia. EIA as a tool for mitigating adverse environmental impacts arising from development activities aims at identifying, predicting, evaluating and mitigating the bio-physical, social, and other relevant effects of development proposals prior to major decisions being taken. This makes it an apt case study for evaluating how procedural environmental justice works. The PEJM developed in this thesis is important because it can be used as a mechanism for evaluating how procedural environmental justice works in practice. Apart from developing the PEJM, this research provides an in- depth evaluation of procedural environmental justice and proceeds, in a novel manner, to focus on South Africa and Zambia. The concept of environmental justice originates from the civil liberties campaigns of the 1960s and the more recent Environmental Justice Movement in the United States. It was historically concerned with widespread distributive inequalities which manifested as discrimination mainly on the basis of race and economic status in environmental matters. In more recent years, environmental justice concerns have become more profound owing to the diversity and gravity of global environmental problems such as global warming and climate change, natural resources depletion and widespread air and water pollution. The effects of these global environmental problems have been predicted to affect inhabitants of developing countries more than those of the developed ones, thereby emphasising procedural environmental justice concerns.This research shows that in the present day environmental parlance, environmental justice should be increasingly used to connote inclusiveness in addressing global, national and grassroots environmental problems. There has been a distinct tendency to move beyond the traditional description of environmental justice as being distributive, or primarily concerned with the allocation of environmental advantages and disadvantages. This is due to the realisation that distributive environmental justice aspects are inadequate in addressing historical and present day environmental challenges. This research emphasises that environmental justice incorporates procedural, corrective and social aspects of justice. The promotion of inclusive participation or procedural environmental justice transcends all conceptions of the concept. Therefore, in order to promote environmental justice, environmental legislation must focus on procedural features that incorporate effective public participation mechanisms.

An Integrated Multi-Agent Framework for Optimizing Time, Cost and Environmental Impact of Construction Processes

Environmentally conscious construction has received a significant amount of research attention during the last decades. Even though construction literature is rich in studies that emphasize the importance of environmental impact during the construction phase, most of the previous studies failed to combine environmental analysis with other project performance criteria in construction. This is mainly because most of the studies have overlooked the multi-objective nature of construction projects. In order to achieve environmentally conscious construction, multi-objectives and their relationships need to be successfully analyzed in the complex construction environment. The complex construction system is composed of changing project conditions that have an impact on the relationship between time, cost and environmental impact (TCEI) of construction operations. Yet, this impact is still unknown by construction professionals. Studying this impact is vital to fulfill multiple project objectives and achieve environmentally conscious construction. This research proposes an analytical framework to analyze the impact of changing project conditions on the relationship of TCEI. This study includes green house gas (GHG) emissions as an environmental impact category. The methodology utilizes multi-agent systems, multi-objective optimization, analytical network process, and system dynamics tools to study the relationships of TCEI and support decision-making under the influence of project conditions. Life cycle assessment (LCA) is applied to the evaluation of environmental impact in terms of GHG. The mixed method approach allowed for the collection and analysis of qualitative and quantitative data. Structured interviews of professionals in the highway construction field were conducted to gain their perspectives in decision-making under the influence of certain project conditions, while the quantitative data were collected from the Florida Department of Transportation (FDOT) for highway resurfacing projects. The data collected were used to test the framework. The framework yielded statistically significant results in simulating project conditions and optimizing TCEI. The results showed that the change in project conditions had a significant impact on the TCEI optimal solutions. The correlation between TCEI suggested that they affected each other positively, but in different strengths. The findings of the study will assist contractors to visualize the impact of their decision on the relationship of TCEI.

Development of a procedure for power generated from a tidal current turbine farm

A tidal current turbine is a device functioning in a manner similar to wind turbine for harnessing energy from tidal currents, a group of which is called a farm. The existing approaches used to predict power from tidal current turbine farms oversimplify the hydrodynamic interactions between turbines, which significantly affects the results. The major focus of this dissertation is to study the relationship between turbine distribution (the relative position of the turbines) and the hydrodynamic interactions between turbines, and its impact on the power from a farm. A new formulation of the discrete vortex method (DVM-UBC) is proposed to describe the behavior of turbines and unsteady flow mathematically, and a numerical model is developed to predict the performance, the unsteady wake and acoustic emission of a stand-alone turbine using DVM-UBC. Good agreement is obtained between the results obtained with DVM-UBC and published numerical and experimental results. Then, another numerical model is developed to predict the performance, wake and acoustic emission of a two-turbine system using DVM-UBC. The results show that the power of a two-turbine system with optimal relative position is about 25% more than two times that of a stand-alone turbine under the same conditions. The torque such a system may fluctuate 50% less than that of a stand-alone turbine. The acoustic emission of such a system may be 35% less than that of a stand-alone turbine. As an extension, a numerical procedure is developed to estimate the efficiency of an N-turbine system by using a linear theory together with the two-turbine system model. By integrating above hydrodynamic models for predicting power and a newly-developed Operation and Maintenance (O&M) model for predicting the cost, a system model is framed to estimate the energy cost using a scenario-based cost-effectiveness analysis. This model can estimate the energy cost more accurately than the previous models because it breaks down turbine’s components and O&M strategies in much greater detail when studying the hydrodynamics and reliability of the turbine. Managing human-induced material use : adding cyclic inter-sectoral flows to Physical Input-Output Tables to analyse the environmental impact of economic activity

Current human activity is degrading the environment and depleting biotic and abiotic resources at unheard-of rates, inducing global environmental change and jeopardising the development of humankind. The structure of human activity determines which resources are extracted, how they are transformed and where and how they are emitted back to the environment. Thus, the structure of human activity ultimately determines the human-Earth System interaction and human-induced environmental degradation. Several theories and empirical findings suggest that a cyclic structure would lower the resource requirements and emissions of the economic system, decoupling production and consumption from their environmental impacts. However, the cyclic structure has not been fully characterised nor related to the resource requirements or emission generation estimates of environmental impacts as calculated through models representing the physical structure of the economic system. This thesis is interested in developing tools to analyse the physical structure of the economic system and, ultimately, to develop a method to identify its cyclic structure and relate it to the environmental impact induced by economic activity. Using this new knowledge, it might be possible to reduce the environmental impact of the economy by altering its physical structure. In chapter 3, the different methods to calculate the emissions and resources associated to a given final demand of physical input-output tables are reviewed because they gather different results; it is argued that only two are valid. Surprisingly, these two methods reveal different physical structures; these are explored using a backward linkage analysis and their differences explained. It is found that only one method is appropriate to analyse the physical structure of the economic system and this method is in fact a new input-output model capable of tracing by-products as final outputs. Also, since traditional input-output structural analyses provide aggregate measures, a visual representation of input-output tables enabling researchers to perform disaggregated structural analyses and identify intersectoral patterns is developed. In chapter 4, a method to derive the full cyclic structure of the economic system is developed using network analysis within the Input-Output framework; it identifies the intersectoral cycles and the resources and emissions associated to cycling. It is shown that cyclic flows maximise the system throughput but lower the resource efficiency of the system vis-à-vis the system outputs. It is demonstrated that 1) the complete structure is composed of a cyclic-acyclic and a direct-indirect sub-structure, challenging the common understanding of the functioning of the structure, and 2) cycling is composed of pre-consumer cycling, post-consumer cycling, re-cycling and trans-cycling. In chapter 5, a set of indicators are developed to capture the weight and emissions associated to each sub-structure and the sub-structures are related to the economy's resource efficiency and emissions. In chapter 6, it is illustrated how to use the concepts, indicators and methods developed in previous chapters to identify strategies to improve the resource efficiency of the economy by altering its structure. Finally, in chapter 7, it is suggested to refine the definition of recycling to integrate the different systemic effects of pre-consumer and post-consumer cycling and it is argued that the ideal structure of a circular, close-loop economy should minimise its pre-consumer cycling in favour of more efficient acyclic flows while maximising its post-consumer cycling.

Méthodologie d'évaluation de l'impact environnemental des textiles par l'Analyse de Cycle de Vie

Ces dernières années, les législations dans le domaine du textile et de l’environnement se sont multipliées. Au niveau européen, les directive IPPC , REACH, ont obligé les industriels Européens à prendre en compte les aspects environnementaux de leurs produits et services. En France, suite au Grenelle de l’environnement, de nouvelles obligations apparaissent concernant les déchets textiles ou l’affichage environnemental (Grenelle environnement 2011). Parallèlement, une prise de conscience internationale de la nécessité de concevoir des produits limitant l’utilisation de ressources non renouvelables et diminuant leur impact environnemental, est apparue. L’éco conception implique la mise en oeuvre de nouvelles matières et de nouveaux procédés. L’ACV, analyse du cycle de vie est un outil qui permet l’évaluation des impacts environnementaux. Cette thèse a été lancée par Bureau Veritas CODDE et le laboratoire GEMTEX, suite à l’identification d’un besoin significatif de développement de données et méthodologies ACV pour le secteur du textile. En effet, les méthodologies et les outils existants ne sont pas adaptés à l’évaluation de l’impact environnemental des produits textiles car le secteur présente des caractéristiques spécifiques contraignantes. Ces outils doivent permettre autant aux concepteurs, qu’aux fabricants et distributeurs de réaliser des ACV à des niveaux de granulométrie différents. / In recent years, the European textile industry and textiles imports have had to comply with an increasing number of environmental policies. Emissions from industrial installations have been subject to EU-wide legislation for over 10 years: the IPPC Directive, the European Pollutant Release and Transfer Register (E-PRTR)… Since 2007, European textile producers also have to comply with a substantial number of obligations under REACH. Furthermore, in France environmental labelling for certain convenience goods (including textile products) might become mandatory in 2020. In parallel, national awareness appeared on the necessity of designing consumer products with limited use of natural resources and decreased the environmental impacts. Eco-design involves the implementation of new materials and new processes. Life Cycle Assessment, LCA, is a tool that enables the assessment of environmental impacts. This thesis was initiated by Bureau Veritas CODDE Company and the GEMTEX laboratory, following on the identification of a significant need for the development of LCA data and methods in the textile sector. This is because the existing methods and tools are not suitable for the environmental impact assessment of textile products since the textile sector presents specific constraining characteristics. These tools should enable designers, manufacturers and retailers to perform LCA on their products.

Evaluation environnementale des besoins de mobilité des grandes aires urbaines en France - Approche par Analyse de Cycle de Vie / Environmental assessment of urban area trip purposes in France with Life Cycle Analysis

Les déplacements de personnes et de marchandises sont responsables d’une part importante des impacts environnementaux à l’échelle de la ville. Cette thèse part des hypothèses que, les impacts environnementaux des phases situées en amont ou en aval de la phase d’usage ne sont pas négligeables et que l’étude différenciée des besoins de mobilité peut apporter un éclairage nouveau aux méthodes traditionnelles d’évaluation. La façon de répondre à chaque besoin induit, a priori, des impacts environnementaux différents. Ces derniers sont calculés à l’aide de la méthode d’Analyse de Cycle de Vie. La méthodologie a été développée sur un cas d’application : les émissions de GES de l’Agglomération de Saint-Etienne afin de se confronter à la réalité du terrain et de se procurer des données spécifiques. Ce cas d’application a donné une première série de résultats, confirmant à la fois la part non négligeable d’impacts hors phase d’usage et la disparité des émissions pour une personne.kilomètre selon le besoin de déplacement. Ensuite, une proposition de typologies urbaines a été faite en réalisant une Analyse en Composantes Principales, couplée à une Classification Ascendante Hiérarchique, sur les grandes aires urbaines de France, sur des variables influentes pour la mobilité. Trois classes d’aires urbaines ont été étudiées. La méthodologie a été appliquée aux données des Enquêtes Ménages Déplacements de Bordeaux, Toulon et Valenciennes. Des disparités sont observées pour certains motifs et il est possible de calculer des marges de progression pour chaque agglomération. Enfin, l’utilisation de l’ACV, multicritère a également révélé la nécessité de travailler avec plusieurs indicateurs. / Transportation of goods and people is known as a key environmental impact contributor in a city. However, traditional impact assessment methodologies don’t consider environmental issues all over the life cycle. The cause of a trip is also rarely taken into account in an environmental assessment. This thesis aims at proposing a new impact assessment methodology that considers the influence of indirect emissions (using Life Cycle Assessment (LCA) methodology) and causes of trips on the environmental footprint. Two main hypotheses are settled at the beginning: the environmental impacts of mobility do not only occur during the use phase (the trip by itself) but all over its life cycle. Also the trip purposes may change the choice of way to travel and consequently affect environmental impacts. The global Functional Unit (FU) is “transport people and good in a French urban area during a year” and is divided in intermediate FU referring to each trip purposes, such as “allow commuter trips in a French urban area during a year”. The methodology was developed, tested and validated through a real case: the agglomeration of Saint-Etienne (France). During this phase, mobility territorial actors were met and real data provided that allows facing methodology to possible field limitations. This application case shows first results. First, it confirms importance to consider impacts all over the life cycle (17% of GHG emissions occur out of the use phase). Second, it shows significant differences of emissions by person.kilometer between trip purposes categories. Then a typology of urban area was proposed based on literature about travel determinants. Principal Component Analysis used on French big urban areas (more than 250 000 inhabitants) identified 5 classes. The methodology was applied to three of them (Bordeaux, Toulon and Valenciennes) using data from a standardized survey on households and mobility in order to compare them. It shows disparities on global results partly due to total annual travel distances. The trip purposes differentiation also shows important differences between urban areas. For each cause trip category and emission reduction potentials were calculated for each urban area by extrapolating differences for a pkm to the total annual distance for the trip. This can provide helpful information to deciders. Finally, the need to provide a multicriteria evaluation that is provided by LCA was committed. However methodological improvement would be necessary to better reflect local and regional impacts in LCA.
