[pt] A transição para uma economia circular (EC) requer modelos multidimensionais para a definição de objetivos e metas de circularidade em diferentes horizontes temporais, prazos, diretrizes circulares setoriais, políticas públicas nacionais e regionais, entre outros. Visando fornecer estruturas consistentes para decisões de negócios baseadas em evidências, com implicações para os níveis meso e macro de CE, o objetivo desta dissertação é propor um modelo de mensuração estratégica para monitorar e avaliar o desempenho da circularidade no nível micro, integrando GMA e dois métodos multicritério de tomada de decisão. Os principais resultados deste estudo envolvem: (i) uma matriz morfológica genérica composta por oito parâmetros e seus possíveis estados para definir e representar visualmente possíveis cenários de transição de CE para uma determinada organização que pretende evoluir através de transições de CE; (ii) o uso potencial de uma abordagem metodológica híbrida (que combina GMA com dois métodos MCDM) para selecionar os indicadores C mais relevantes para cada estratégia-R pode ser destacado; (iii) uma lista inicial de 58 C-indicadores e métricas associadas a dez estratégias-R e um conjunto de 38 C-indicadores selecionados por meio da adoção do método híbrido AHP-TOPSIS; (iv) definição de dez indicadores de circularidade compostos associados às estratégias R, bem como um Índice de Performance de Circularidade (IPC) geral, e um procedimento passo a passo para calculá-los em diferentes cenários de transição de CE. De uma perspectiva de transição circular, os resultados destacam implicações práticas para organizações e cadeias de valor, uma vez que o modelo foi concebido para ser aplicado em diferentes contextos de negócio, especialmente em organizações que irão definir seus objetivos de circularidade e respectivas agendas relativas à transição para uma economia circular. / [en] The concept of a circular economy (CE) transition requires multi-level frameworks regarding the definition of goals and targets for different time horizons, desired change timeframes, sectoral circularity guidelines, and national and regional public policies, among other factors. Aiming to provide consistent frameworks for evidence-based business decisions with implications for the meso and macro levels of CE, the objective of this dissertation is to propose a strategic measurement model to monitoring and evaluating the circularity performance at the micro level by integrating GMA and two multicriteria decision-making methods. The main findings of this study are: (i) a generic morphological matrix comprising eight parameters and their possible states to define and visually represent possible CE transition scenarios for a given organization that aims to evolve through CE transitions; (ii) the potential use of a hybrid methodological approach (that combines GMA with two MCDM methods) for selecting the most relevant C-indicators for each R-strategy could be highlighted; (iii) an initial list of 58 C-indicators and metrics associated to ten R-strategies and a set of 38 selected C-indicators by adopting the hybrid AHP-TOPSIS method; (iv) definition of ten composite C-indicators associated with the R-strategies, as well as an overall Circularity Performance Index (CPI), and a step-by-step procedure to calculate them in different CE transition scenarios. From a CE transition perspective, the results highlighted practical implications for organizations and value chains, once the proposed model is designed to be applied in different business contexts, especially in those organizations that will define their circularity targets and respective agendas concerning CE transitions.

[pt] Através de sua abordagem restaurativa e regenerativa por princípio, a economia circular é capaz de trazer inúmeros benefícios quando combinada às práticas de agricultura orgânica, que consistem na produção de alimentos livres de contaminantes e que preza pela segurança e valorização do homem e do meio ambiente. Nesse estudo, a relação entre os dois temas será analisada sob o contexto da cafeicultura orgânica, setor que tem apresentado fortes tendências de crescimento e um amplo campo de desenvolvimento para novas práticas ao longo de toda a sua cadeia de suprimentos. O café é carbono negativo e capaz de ter seu ciclo completamente fechado, podendo ser reinserido de forma integral e segura no meio ambiente. A análise foi realizada utilizando os preceitos da metodologia ReSOLVE, desenvolvido pela Ellen MacArthur Foundation (regenerar, compartilhar, otimizar, ciclar, virtualizar e trocar) em empresas que produzem e/ou comercializam café orgânico, verificando a sua devida aplicabilidade ao longo das respectivas cadeias de suprimentos. O presente estudo é uma pesquisa qualitativa de caráter descritivo. Para isso, foram desenvolvidos estudos de casos com a realização de entrevistas estruturadas em profundidade com os atuais proprietários das empresas focais e a triangulação de dados, buscando validar sua confiabilidade. O resultado dessa pesquisa evidencia como a aplicação da economia circular nos modos de produção da cafeicultura orgânica é capaz de potencializar os resultados obtidos, através da cooperação e integração de sua cadeia de suprimentos, mas também constata a presença de algumas barreiras importantes a sua plena implementação. / [en] Through its restorative and regenerative approach by principle, the circular economy is able to bring numerous benefits when combined with organic farming practices, which consists in producing food free of contaminants and that values the safety and enhancement of man and the environment. In this study, the relationship between the two topics will be analyzed in the context of organic coffee farming, a sector that has shown strong growth trends and a wide field for the development of new practices throughout its supply chain. Coffee is carbon negative and capable of having its cycle completely closed, and can be fully and safely reinserted into the environment. The analysis was carried out using the precepts of the ReSOLVE methodology, developed by the Ellen MacArthur Foundation (regenerate, share, optimize, cycle, virtualize and exchange) in companies that produce and/or sell organic coffee, verifying its proper applicability along the respective supply chains. The present study is a qualitative research of descriptive character. To this end, case studies were developed with structured in-depth interviews with the current owners of the focal companies and data triangulation, seeking to validate its reliability. The result of this research shows how the application of the circular economy in organic coffee production methods is able to enhance the results obtained, through cooperation and integration of its supply chain, but also notes the presence of some important barriers to its full implementation.

[pt] Buscando a manutenção de sua capacidade operacional e a racionalização dos seus meios, o Exército Brasileiro passou recentemente por uma renovação da sua frota de veículos, incluindo veículos blindados, viaturas administrativas, como ambulâncias e automóveis, e viaturas operacionais não blindadas sobre rodas, como jipes e caminhões. Este processo de renovação possibilitou que veículos mais antigos, com mais de 15 anos de uso, fossem levados a leilões. Ocorre que nem todos os veículos são comprados nos leilões realizados, por motivos diversos, como os elevados valores de recuperação e manutenção, o baixo valor comercial, etc, ficando armazenados em pátios em áreas militares por todo o país, categorizados como sucatas, aguardando a abertura de novos processos licitatórios. Geralmente esses novos processos têm o mesmo resultado negativo, a não venda. Diante das novas aquisições de veículos já realizadas e das futuras aquisições anunciadas, mais unidades veiculares serão inutilizadas, indicando um aumento do número de sucatas militares. Nesse contexto, este trabalho realizou um estudo para destinar sucatas militares para a indústria siderúrgica, apresentando a viabilidade legal para o desfazimento de viaturas, formulando um processo sustentável, por meio do conceito de economia circular, causando impactos positivos para o meio ambiente com a eliminação de sucatas, e gerando, com esse projeto, receitas da ordem de 3,6 milhões de reais para o Exército. / [en] Seeking to maintain its operational capacity and rationalize its means, the Brazilian Army has recently undergone a renewal of its fleet of vehicles, including armored vehicles, administrative vehicles such as ambulances and automobiles, and unshielded operating vehicles on wheels, such as jeeps and trucks. This renovation process allowed older vehicles with more than 15 years of use to be auctioned. Not all vehicles are purchased at auctions held for various reasons, such as high recovery and maintenance values, low commercial value, etc., and are stored on patios in military areas throughout the country, categorized as scrap, awaiting opening of new bidding processes. Usually these new processes have the same negative result, not selling. Faced with new acquisitions of vehicles already made and future acquisitions announced, more vehicular units will be rendered useless, indicating an increase in the number of military scrap. In this context, this work carried out a study to assign military scrap to the steel industry, presenting the legal viability for vehicle depletion, formulating a sustainable process, through the concept of circular economy, causing positive impacts to the environment with the elimination of scraps, and generating, with this project, revenues in the order of 3.6 million reais for the Army.

Development of a Methodology to Characterize Sustainability in Hidraulic Systems by Applying Indicators that Evaluate Goals Contained in the Sustainable Development Goals

Rapid urbanization poses significant challenges for city management, necessitating actions to ensure sustainability and mitigate resource depletion. The conservation of water resources turns out to be an important focus, particularly in society's development due to the number of factors that depend on this resource. Water resources are essential for, serving critical roles in human health, agriculture, and industry, while also facilitating economic activities, cultural values, and climate regulation. In this context, the sustainability of water systems encompasses social, environmental, economic, and asset dimensions. Nevertheless, the accelerated social growth, exacerbates the strain on water supplies, necessitating measures to ensure sustainability. Key considerations include ensuring equitable access to water services, minimizing environmental impact, implementing cost-effective policies, and enhancing infrastructure resilience. Adopting sustainable practices encounters obstacles, particularly in data measurement and analysis, hindered by the complexities of emerging technologies. Addressing these challenges requires leveraging indicators to assess progress towards Sustainable Development Goals (SDGs) quantitatively. Despite significant strides, evaluating progress toward SDGs remains a complex task, particularly in urban water systems. Consequently, ongoing efforts are essential to advance sustainable development initiatives and ensure the long-term viability of urban water resources. Even though the SDGs have motivated several projects to advance sustainable development. However, it is complex to determine the progress made in fulfilling these goals, especially in particular cases like urban water systems. The development of a framework to measure sustainability in urban water systems contributes to the decision- making process to optimize system performance across the entire water cycle. These decision-making processes are crucial for various stakeholders, including governmental entities, the general population, and, of course, water resource managers. Considering the above, the main objective of this doctoral thesis consists of the development of a methodology to measure and categorize hydraulic systems according to their contribution to sustainability from their three dimensions. The methodology is based on the implementation of a series of indicators linked to each of the goals of the Sustainable Development Goals established by the UN. In this way and as a result of this work, it will be possible to categorize any type of urban water system with labels that indicate the level of contribution to achieving the SDGs and highlight the importance of water resources in meeting the SDGs. Also, another objective of the methodology's implementation is to validate by assessing the progress of the indicators if it is sufficient, or if acceleration and additional measures are required. This will serve as a benchmarking tool, as a support point for decision-making by the different actors involved in hydraulic management, thus achieving more sustainable water management. To achieve this objective, the doctoral thesis has been developed in three phases, the results of which have been published in 3 articles in indexed journals (JCR). The phases of work development are as follows: (i) Contextualization and development of the methodology (Publication I): an investigation was carried out on the concept of sustainability and what it encompassed, as well as the definition of the goals, their progress, and indicators currently used by both the UN and other entities for the evaluation of these. La conservació del recurs hídric resulta ser un focus important, particularment en el desenvolupament de la societat a causa de la quantitat de factors que depenen d'este recurs. Els recursos hídrics són essencials per a exercir funcions crítiques en la salut humana, l'agricultura i la indústria, al mateix temps que faciliten les activitats econòmiques, els valors culturals i la regulació del clima. En este context, la sostenibilitat dels sistemes hídrics abasta dimensions socials, ambientals, econòmiques i d'actius. No obstant això, el creixement social accelerat exacerba la pressió sobre el subministrament d'aigua, la qual cosa requerix mesures per a garantir la sostenibilitat. Les consideracions clau en este assumpte inclouen garantir l'accés equitatiu als servicis d'aigua, minimitzar l'impacte ambiental, implementar polítiques rendibles i millorar la resiliència de la infraestructura. L'adopció de pràctiques sostenibles troba obstacles, particularment en el mesurament i anàlisi de dades, obstaculitzats per les complexitats de les tecnologies emergents. Per a abordar estos desafiaments és necessari aprofitar els indicadors per a avaluar quantitativament el progrés cap als Objectius de Desenvolupament Sostenible (*ODS). Malgrat els importants avanços, avaluar el progrés cap als *ODS continua sent una tasca complexa, particularment en els sistemes d'aigua urbans. En conseqüència, els esforços continus són essencials per a promoure iniciatives de desenvolupament sostenible i garantir la viabilitat a llarg termini dels recursos hídrics urbans. Encara que els *ODS han motivat diversos projectes per a avançar en el desenvolupament sostenible. No obstant això, és complex determinar els avanços en el compliment d'estes metes, especialment en casos particulars com els sistemes d'aigua urbans. El desenvolupament d'un marc per a mesurar la sostenibilitat en els sistemes d'aigua urbans contribuïx al procés de presa de decisions per a optimitzar el rendiment del sistema al llarg de tot el cicle de l'aigua. Estos processos de presa de decisions són crucials per a diverses parts interessades, incloses entitats governamentals, la població en general i, per descomptat, els administradors de recursos hídrics. Considerant l'anterior, l'objectiu principal d'esta tesi doctoral consistix en el desenvolupament d'una metodologia per a mesurar i categoritzar els sistemes hidràulics segons la seua contribució a la sostenibilitat des de les seues tres dimensions. La metodologia es basa en la implementació d'una sèrie d'indicadors vinculats a cadascuna de les metes dels Objectius de Desenvolupament Sostenible establits per l'ONU.
