Previous issue date: 2017-07-26 / O presente estudo teve como objetivo discutir a forma??o continuada em servi?o promovida pela Secretaria Municipal de Educa??o de Natal, em especial, sobre os pressupostos da Educa??o Inclusiva na Educa??o F?sica Escolar no per?odo de 2014 at? 2016. Esta pesquisa delineia, como objetivos espec?ficos, a apresenta??o da trajet?ria de inser??o da tem?tica na forma??o continuada em servi?o para professores de Educa??o F?sica e a identifica??o da concep??o de inclus?o expressa pelos professores. O fundamento epistemol?gico deste estudo tem por base a multirreferencialidade (BARBOSA, 1998) e como delineamento metodol?gico uma abordagem qualitativa a partir do estudo de caso (YIN, 2001). As fontes documentais utilizadas neste estudo consistiram na an?lise da avalia??o anual da forma??o continuada em servi?o produzida pela equipe de professores-formadores, e por um question?rio semiestruturado respondido pelos professores participantes, assim como observa??es realizadas pelo pesquisador durante a forma??o. Os professores apresentaram uma concep??o de inclus?o por meio da an?lise do discurso (P?CHEUX, 1988) percebendo a inclus?o na Educa??o F?sica numa perspectiva voltada para a defici?ncia. Este estudo considera que a forma??o continuada em servi?o para os professores de Educa??o F?sica foi um importante l?cus de pesquisa sobre forma??o docente e que a tem?tica da inclus?o se tornou sistem?tica dentro do calend?rio anual da forma??o promovida pela Secretaria Municipal de Educa??o de Natal. / This study has the general objective to discuss the continuing training promoted by Educational Department of Natal-BRA, especially on the assumptions of Scholar Inclusive Physical School Education from 2014 to 2016. The specific objectives were both to present the trajectory of insertion of the theme in the in-service training for Physical Education teachers of the Education Department who participated in the training and the apprehension of the conception of inclusion expressed by them. The epistemological basis used in this study was Multireferentiality (BARBOSA, 1998), having as a methodological delineation a qualitative approach through the case study (YIN, 2001). Documentary sources of the training and semi-structured questionnaire were used in the composition of this study, as well as observations made by the researcher during the period. The Continuing education has brought a conception of inclusion as well as the conception of teachers, which refers to the importance of reflecting on the construction of the engagement and meanings attributed to what will be inclusion in Physical School Education, as we will see through discourse analysis (P?CHEUX, 1988). Based on documents and actions carried out by the training team as well as by the senses attributed by the participating teachers, this study concluded that the training promoted by the Education Department presented assumptions of an inclusive education focused fundamentally on the disability. It also pointed to important approximations of an inclusive Physical Education that dialogues with the diversity present in the educational contexts. The demand for the permanence and expansion of this debate arises in the formative horizons in-service.

Com fundamento na abordagem s?cio-hist?rica (FREITAS, 2003); e aporte em Bakhtin (1995), Vygotsky (1998) e nos Estudos Culturais (JOHNSON, 1999; MATTELART, NEVEU, 2004) com ?nfase nos Estudos Surdos (DORZIAT, 2009; 2011; SKLIAR, 2011; S?, 2011; 201?; LODI, MELO; FERNANDES, 2012). Como aportes te?ricos tamb?m foram importantes as contribui??es sobre o Curr?culo Escolar (SILVA, 1995), Educa??o de Surdos (LOPES, 2007; 2013) e Comunidade e Cultura Surda (S?NCHEZ, 1990; LANE, 1997; SACKS, 2010). A pesquisa foi realizada entre o segundo semestre de 2014 e o primeiro semestre de 2015, em um dos CBRS da rede municipal de ensino de Natal/RN, tendo como objetivo geral a an?lise do curr?culo da E. M. Luiz Maranh?o por meio das a??es e enunciados de parte de seus profissionais envolvidos com a educa??o de alunos surdos e como objetivos espec?ficos identificar a concep??o de sujeito surdo na proposta dos Complexos e a finalidade da educa??o desses sujeitos nesses espa?os. Como instrumentos, foram utilizados o roteiro de entrevista e os question?rios e como procedimentos de pesquisas a observa??o participante, as entrevistas coletivas e a an?lise documental. Os dados foram analisados com base na An?lise de Conte?do (RAMPAZZO, 2002; FRANCO, 2005; BARDIN, 2011). A an?lise dos dados fez emergir as contradi??es e os descompassos nas narrativas e nas pr?ticas curriculares. Diante dos dados analisados, conclu?mos que, nos anos iniciais no CBRS de Cidade Nova, Zona Oeste de Natal/RN, os fundamentos e as pr?ticas manifestas v?o de encontro ? proposta de educa??o bil?ngue do Movimento Surdo. A maioria dos colaboradores, como se pode constatar, concebe o sujeito surdo como deficiente e a educa??o bil?ngue como mais um desdobramento da educa??o de pessoas com necessidades especiais. / This qualitative research approach aims to study both practices and narratives in the curriculum of a municipal public school by the implementation of public inclusion policies in natalense educational field through Bilinguals References Complexes for Deaf people ? Complexos Bil?ngues de Refer?ncia para Surdos (CBRS). It was Based on social ? historical methodological (FREITAS, 2003), and supported in Bakhtin (1995), Vygotsky (1998) and on social cultural studies (JOHNSON, 1999; MATTELART; NEVEU, 2004) with emphasis on deaf studies (DORZIART, 2009; 2011; SKLIAR, 2011; S?, 2011; 2012; LODI; MELO; FERNANDES, 2012). As theoretical support it was also important the contribution on the school curriculum (SILVA, 1995), deaf people education (LOPES, 2007; 2013) and community and deaf people culture (S?NCHEZ, 1990; LANE, 1997; SACKS, 2010). The research was carried out between the second half of 2014 and the first half of 2015 in one of the CBRS in Municipal educational system from Natal/RN. By aiming this way, the general curriculum analysis of Luiz Maranh?o Municipal School through actions and announced of parts of its professionals involved with deaf students? education and as specific aim to identify the deaf subject conception of proposals from the complexes and goals of education of these subjects in these spaces. For developing this paper. However, it was used tools such as interviews and questionnaires and as a research procedure the participant observation and group interviews. The data analyzed were based on content analysis (RAMPAZZO, 2002; FRANCO, 2005; BARDIN, 2011). The data analysis brought up contradictions and differences on narratives and curricular practices. Before the analyzed data we came into the conclusion that in the first grades of CBRS in Cidade Nova, West Zone of Natal/RN, the fundamentals and demonstrated practices are not in accordance with the proposal of bilingual education of the Deaf movement and Deaf studies. The majority of collaborators see the deaf as a disabled person and bilingual education like one more expansion of people?s education with special needs.

Previous issue date: 2017-07-27 / Nas ?ltimas d?cadas, transforma??es substanciais, motivadas pelo movimento em prol da inclus?o, v?m ocorrendo no tocante ? educa??o das pessoas com defici?ncia visual. Nesse contexto, temos verificado o aumento do ingresso de alunos com defici?ncia visual no ensino regular, inclusive no Ensino M?dio Regular ou Integrado, no ?mbito da Educa??o Profissional. A inclus?o dos alunos com defici?ncia visual no Ensino M?dio, mais especificamente no Ensino M?dio Integrado, desencadeia desafios para a institui??o escolar em v?rios ?mbitos, entre eles os que se referem ? forma??o de professores. Entre as institui??es que ofertam esse n?vel de ensino, temos o Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Rio Grande do Norte (IFRN), campus Zona Norte, que, no ano de 2014, recebeu um aluno com defici?ncia visual, fato que provocou na institui??o e no curso t?cnico de Eletr?nica a necessidade de se adequar para atender ?s necessidades do discente. Entre essas adequa??es, destaca-se a forma??o continuada dos professores do Ensino M?dio Integrado, j? que uma parte consider?vel dos docentes n?o detinha conhecimentos sobre as necessidades provenientes da defici?ncia visual. Isso suscitou nosso interesse de empreender uma investiga??o, cujo objetivo geral foi analisar as contribui??es do projeto de interven??o voltado para a forma??o continuada dos professores do Ensino M?dio Integrado, atuantes no IFRN, na ?rea da Educa??o Especial numa perspectiva inclusiva, voltada para o ensino do aluno com defici?ncia visual, com vistas ? sua inclus?o. De maneira espec?fica, objetivamos: a) conhecer as concep??es, saberes e necessidades formativas dos docentes no que tange ao processo de ensino-aprendizagem do aluno com defici?ncia visual com vista a sua inclus?o educacional; b) desenvolver um projeto de interven??o com vistas a atender essas necessidades formativas levantadas pelos docentes. Para atingirmos esses objetivos, desenvolvemos uma pesquisa qualitativa, que envolveu a pesquisa bibliogr?fica, a pesquisa documental e a pesquisa-a??o, cujos instrumentos de coleta de dados foram a entrevista semiestruturada, a observa??o direta e o di?rio de campo. Os resultados obtidos ratificaram a pertin?ncia da realiza??o de um curso de atualiza??o voltado para a inclus?o do aluno com defici?ncia visual, por meio do qual os saberes dos docentes frente a esse aluno foram constru?dos ou reconstru?dos. Nesse sentido, vimos que a forma??o empreendida propiciou crescimento no tocante ? concep??o bem como ? pr?tica pedag?gica e aos recursos utilizados em sala de aula com tais educandos. Tal fato nos faz refletir o papel da forma??o continuada frente ao contexto da inclus?o, que precisa ultrapassar o muro de cursos pontuais, configurando-se como cultura na institui??o de ensino, como algo institu?do e formalizado no calend?rio acad?mico. Enfim, a escola precisa se configurar como um espa?o formativo sistem?tico, estimulando nos seus professores a constru??o de uma identidade profissional de educador-pesquisador. / Over the past decades, substantial transformations have occurred regarding the education of the visually impaired motivated by the movement towards inclusion. In this context, we have verified an increase of the integration of visually impaired students to mainstream schooling, including mainstream or Integrated High School, within the sphere of Professional Education. Such inclusion of visually impaired students to mainstream education, more specifically in the Integrated High School, bring about challenges for educational institutions in many levels, especially concerning teacher training. Among the institutions that offer this level of instruction, there is the Federal Institute of Education, Science and Technology of Rio Grande do Norte (IFRN), Zona Norte campus, which, in 2014, admitted a visually impaired student, a fact that led the institution and the Electronic technical course to adjust in order to meet the needs of this student. Among the adjustments, the most prominent one is the continued teacher training in Integrated High School, considering that a large amount of teachers did not have knowledge about the needs that visual impairment entails. In light of this, we took interest in fostering an investigation whose general objective was to analyze the contributions of an intervention project focused on the continued training for Integrated High School teachers, IFRN educators, in the field of Special Education with an inclusive perspective, focused on the teaching of the visually impaired, with the view to promoting inclusion. Specifically, our objectives are: a) know the conceptions, knowledge and training needs of teachers regarding the teaching-learning process of students with visual impairment with a view to their educational inclusion; b) develop an intervention project aiming at attaining the formative needs raised by the teachers. In order to reach these objectives, we developed a qualitative research that encompassed literature review, documental and action research, whose data collection instruments were semi structured interviews, direct observation and field journal. The results obtained validated the importance of holding a refresher course focused on the inclusion of visually impaired students, where the knowledge of the educators towards these students were built and rebuilt. In this sense, we found that the training undertaken allowed some growth in regards to conception, as well as to pedagogical practice and resources used for these students in the classroom. This fact made us reflect on the role of a continued training in the context of inclusion that needs to surpass occasional courses and become routine at the educational institution, as something stablished and formalized in the academic calendar. Therefore, the school needs to be a systematic and formative space, encouraging its teachers to construct a professional identity as an educator-researcher.

Previous issue date: 2015-09-30 / The inclusive education policy results of any global and national movements oriented what is subscribed in the legal basis of human rights. In Brazil, it has been gaining space and supporters in research field and practices in the last two decades, in order of minimize and overcome the barriers imposed by the society throughout the history and faced by the people with disabilities and their family. The Brazilian counties had access to principles of this policy through of Program of Inclusive Education: Diversity Right, instrument used by the Ministry of Education for guide in the transformation of the teaching systems In this sense, this research has it a central issue how it gave the implantation of the Policy of Especial Education in the Perspective of the Inclusive Education (PNEE-EI) in the county of Tucano-Bahia in the period from 2005 to 2012 and as general objective analyze the process of the implantation of this same policy in the Municipal Department/Network of Education in Tucano-BA. The methodological path adopted was based on the Policies Cycle approach, allowing what the object was understood from the three primary contexts indicated: influence, text production and practice. Of qualitative character, this research show the case study about the implantation of Special Education Policy on the Education Inclusive Perspective in the Municipality of Tucano, whose data were produced through of the documentary research, focus group, semi-structured interview, questionnaire, being the data analysis supported on the content analysis. The studies revealed the existence of Inclusive Education Policy in progress in Tucano-BA, unleashed by accession of the county to Program of Inclusive Education: Diversity Right, in 2005 and, although it is not yet documented in the municipal scope, has followed the PNEE-EI's guidance, of 2008, changing, therefore, the history of Especial Education and regular local education. They was indicated as main difficulties the teachers' resistances in receive the students with disabilities in regular classrooms, parents of children and adolescents with disabilities in take them for the common schools and, mostly, of Apae, that was the single Especial Education institution in the county and, in that context, expressed contrary to this policy. In respect of to the proposed nationally and the implemented in Tucano, it was checked that happened advances in the formation of managers and teachers, in the realization of the Educational Service Specialist (ESS), the inter sectoral actions, accessibility, family participation, continuing education, but that such advances are still shy for the county's demand. / A pol?tica de Educa??o Inclusiva resulta de v?rios movimentos mundiais e nacionais orientados no que est? inscrito na base legal dos direitos humanos. No Brasil, foi ganhando espa?os e adeptos no campo da pesquisa e das pr?ticas nas duas ?ltimas d?cadas a fim de minimizar e superar as barreiras impostas pela sociedade ao longo da hist?ria e enfrentadas pelas pessoas com defici?ncia e suas fam?lias. Os munic?pios brasileiros tiveram acesso aos princ?pios dessa pol?tica por meio do Programa Educa??o Inclusiva: Direito ? Diversidade, intrumento utilizado pelo Minist?rio da Educa??o para orientar na transforma??o dos sistemas de ensino. Nesse sentido, esta pesquisa tem como quest?o central como se deu a implanta??o da Pol?tica de Educa??o Especial na Perspectiva da Educa??o Inclusiva (PNEE-EI) no munic?pio de Tucano-Bahia, no per?odo de 2005 a 2012 e como objetivo geral analisar o processo de implanta??o dessa mesma pol?tica na Rede Municipal de Educa??o de Tucano-BA. O percurso metodol?gico adotado fundamentou-se na abordagem do Ciclo de Pol?ticas, permitindo que o objeto fosse compreendido a partir dos tr?s contextos prim?rios indicados: o de influ?ncia, o de produ??o do texto e o da pr?tica. Previous issue date: 2016-07-08 / The process of inclusion of students with disabilities at school has triggered prospects for teacher training, the relationship teaching and learning and teaching practice. Thus there has been an exclusive assignment to the teacher who works directly with students with disabilities in establishing and ensuring the school inclusion prospects of access, retention and learning. From these considerations, the present study established the general objective analyze the perception of teachers who work in a special education school for the organization of their teaching in an inclusive perspective. To achieve the proposed goal we chose a qualitative approach by oportunizar a rich detail in the description of the collected data, the data analyzed in the light of Content Analysis (FRANCO, 2005). The choice of this method was due to the possibility of description, analysis and interpretation of messages and statements of all forms of speech, the social context of their production, the ideological influence and conceived with a great deal of meaning. The instrument used was the interview applied to five teachers who work at a special education school in one of Bahia within the municipality. This instrument allowed immediate capture and stream the desired information for the purpose of increasing the understanding of how teachers interpret the everyday aspects of their teaching experience in an inclusive perspective. The theoretical framework used as a subsidy for the development of the research was based on the sources of approaches (2000), Freire (2005), Januzzi (2012), Sacristan (1998), Stob?us and Mosquera (2012), which are based discussions about educational process of students with disabilities and how the teacher can organize their practice in an inclusive perspective. The study provided the presentation of the school setting of a special education unit and conflict and / or challenges faced by teachers of the institution. The analysis of the interviewees testimonies presented specific questions about the teacher look about disability and inclusion, teaching in Special Education and the repercussions of this in schools, especially in the teaching-learning. The accounts showed that there is a substantial gap between what needs to be done and what the teachers perform, but can develop activities that value the individuality of each student, respecting differences and seeking to place the student in various social contexts, in approximating family at school, for example. / O processo de inclus?o do aluno com defici?ncia no espa?o escolar tem desencadeado novas perspectivas para a forma??o do professor, a rela??o ensino e aprendizagem e a pr?tica do professor. Desta forma, observa-se uma atribui??o exclusiva ao professor que atua diretamente com o aluno com defici?ncia, no estabelecimento e garantia da inclus?o escolar nas perspectivas de acesso, perman?ncia e aprendizagem. A partir dessas reflex?es, a presente pesquisa estabeleceu como objetivo geral analisar a percep??o de professoras que atuam em uma escola de educa??o especial acerca da organiza??o da sua pr?tica pedag?gica, em uma perspectiva inclusiva. Para alcan?ar a meta proposta optou-se por uma abordagem qualitativa, por oportunizar um rico detalhamento na descri??o dos dados coletados, estes analisados ? luz da An?lise de Conte?do (FRANCO, 2005). A escolha do referido m?todo deu-se pela possibilidade de descri??o, an?lise e interpreta??o das mensagens e enunciados de todas as formas de discurso, o contexto social de sua produ??o, a influ?ncia ideol?gica e idealizada com uma grande carga de significados. O instrumento utilizado foi a entrevista, aplicada em cinco professoras atuantes em uma escola de Educa??o Especial, em um munic?pio do interior da Bahia. O referido instrumento permitiu uma capta??o imediata e corrente das informa??es desejadas, com o prop?sito de ampliar o entendimento de como as professoras interpretam os aspectos cotidianos de sua experi?ncia docente em uma perspectiva inclusiva. O quadro te?rico utilizado como subs?dio para o desenvolvimento da pesquisa teve como base as abordagens de Fontes (2000), Freire (2005), Januzzi (2012), Sacrist?n (1998), Stoba?s e Mosquera (2012), os quais fundamentam discuss?es acerca do processo educativo do aluno com defici?ncia e como o professor pode organizar a sua pr?tica pedag?gica em uma perspectiva inclusiva. O estudo proporcionou a apresenta??o do cen?rio escolar de uma unidade de educa??o especial e os conflitos e/ou desafios enfrentados pelas professoras da institui??o. As an?lises dos depoimentos das entrevistadas apresentaram quest?es pontuais a respeito do olhar docente acerca da defici?ncia e inclus?o, a doc?ncia na Educa??o Especial e as repercuss?es desta no contexto escolar, principalmente na rela??o ensino-aprendizagem. As narrativas evidenciaram que h? um substancial distanciamento entre o que precisa ser feito e o que as docentes realizam, no entanto conseguem desenvolver atividades que valorizam a particularidade de cada aluno, respeitando as diferen?as e buscando inserir o aluno em diversos contextos sociais e na aproxima??o da fam?lia no espa?o escolar, por exemplo.

Data was collected by means of documental analysis and semi-structured interviews with the Director and graduated students of the Speech-Language and Hearing Pathology Course of a university. Previous issue date: 2009-12-16 / This study aims to analyze the school staff pedagogical inclusive work, throughout of one Full-Time elementary School Full-Time (FTES) at public school in S?o Paulo State, with the inclusion students with visual disability. School Census Data of 2006 reveal the number of students with disabilities envolled in elementary schools has been increasing yearly. This increase in enrollment requires an inclusive educational activity which contributes to the skillful support and support for regular education class teachers. Through a survey done in Board of Education in S?o Paulo State on the number of students with visual disability enrolled in the FTES, it was found that: in only one of them those students FTES enrolled. The theoretical basis of this study was gotten were the authors who advocate the inclusion as a principle of political consciousness such as Educator: CAIADO (2008); JANUZZI (2006); MANZINI (2008); ARRUDA (2008) and others. Qualitative, the research had as a methodological design: the document analysis focused on legislation for specialized educational services and the Guidelines for the FTES, and twelve pre-qualification interviews and post-qualification semi-structured interviews held with regular education, the ones from specialized educational services, the pedagogical coordinator, the principal and teacher who coordinates pedagogical workshop. The collected data were analyzed based on the historical-critical pedagogy, contextualizing the inclusive education which aims to meet the special and specific educational needs of students with visual disability inserted the FTES. From the interpretation of the data we could reflect on the proposal for inclusive education which has been trying to be held in this FTES and then we pointed the need to reinterpretation of specialized educational services for their inclusive pedagogical actions to be worthier and emancipatory for those students with visual disabilities who are part of the ordinary classroom diversity. We also noticed the pressing need to promote the special education merge with primary education which will provide a great quality of education for all come true. / Este estudo tem como objetivo analisar o trabalho pedag?gico inclusivo de uma equipe escolar, do ensino fundamental de uma Escola de Tempo Integral (ETI) da rede p?blica estadual paulista, junto aos alunos com defici?ncia visual inclu?dos. Dados do Censo Escolar do ano de 2006 revelam que o n?mero de alunos matriculados com defici?ncias no ensino fundamental aumenta anualmente. Esse aumento de matr?culas exige uma a??o educativa inclusiva que contribua com o apoio e suporte especializado aos professores da sala regular de ensino. Em um levantamento em uma Diretoria de Ensino Paulista sobre o n?mero de alunos com defici?ncia visual na ETI, constatou-se que: em apenas uma encontram-se esses alunos matriculados. A fundamenta??o te?rica, deste estudo, foi baseada nos autores que defendem a inclus?o como princ?pio de consci?ncia pol?tica e de ser Educador como CAIADO (2008); JANUZZI (2006); MANZINI (2008); ARRUDA (2008), e outros. De car?ter qualitativo, a pesquisa teve como delineamento metodol?gico: an?lise documental com foco na legisla??o para o atendimento educacional especializado e das Diretrizes para a ETI; e 12 entrevistas realizadas em dois momentos: pr?-qualifica??o e p?s-qualifica??o junto aos professores do ensino regular, ao professor do atendimento educacional especializado, ao coordenador pedag?gico, ao diretor e ao professor coordenador da oficina pedag?gica. Os dados coletados foram analisados com base na pedagogia hist?rico-cr?tica, contextualizando com a educa??o inclusiva que pretende atender ?s necessidades educacionais especiais e espec?ficas dos alunos com defici?ncia visual na ETI inseridos. A partir da interpreta??o dos dados pudemos refletir sobre a proposta de educa??o inclusiva que vem tentando ser realizada nesta ETI e apontamos a necessidade de ressignifica??o do atendimento educacional especializado para que suas a??es pedag?gicas inclusivas sejam de mais valia e emancipat?rias para o aluno com defici?ncia visual que ? parte integrante da diversidade da sala de aula comum. Previous issue date: 2015-08-24 / This thesis analyzes the public policies of Education for the care of persons with disabilities. In the proposed cut, we seek to highlight the service from the perspective of inclusive education. This thesis studies the process of implementing the Education for Public Policies focused on Inclusion of People with Disabilities in the counties of Itaqui, Sao Borja and Uruguaiana in the Frontier West Rio Grande do Sul region. Visa demonstrate the contradictory nature of the recommendations for policies and in execution. Is For this, the recognition of segregation, integration and inclusion, which are strategies used to "include" people. After all, what strategies the company is following in social relations, implementation of public policies that put as a condition the existence of a policy to "include" people? Reflections are built during the doctorate and aims to contribute to the debate on a societal project that includes all people. For this qualitative research was conducted in those municipalities addressing managers, teachers, and people with disabilities.The dialectic method Critical subsidized the research with the categories, Totality, Historicity, Contradiction and Mediation, a perspective to explain the reality studied. These results emphasize the need to eliminate barriers interposed historically prejudiced and discriminatory notions to ensure information regarding disability, suit architectural structure building ramps, media, furniture, fixtures and equipment adapted. What it turns out, the impact of educational legislation and school realities is the feeling of incompleteness, of powerlessness, educational networks in general, schools, teachers and community to enforce this proposal. It is noticed that still lack the understanding of inclusive education proposal, the corresponding conceptual training. Many see only the pedagogical aspects in the inclusion process, ignoring the benefits achieved through socialization. This position, however, is not exclusive, and appear along with traditional moral concepts, especially those involving individuals and their families by instability in which they are. More than an ambiguity, the presence of supposedly contradictory positions indicates the worsening social issue and how the State could improve driving this context. / Esta tese analisa as Pol?ticas P?blicas de Educa??o para o atendimento das Pessoas com Defici?ncia. No recorte proposto, busca-se evidenciar o atendimento na perspectiva da educa??o inclusiva al?m de estudar o processo de implementa??o das Pol?ticas P?blicas de Educa??o voltadas ? Inclus?o das Pessoas com Defici?ncia nos munic?pios de Itaqui, S?o Borja e Uruguaiana na regi?o da Fronteira Oeste do Rio Grande do Sul. Visa demonstrar o car?ter contradit?rio entre o preconizado pelas pol?ticas e na execu??o. Para isto foi realizada pesquisa qualitativa nos referidos munic?pios abordando gestores, professores, e pessoas com defici?ncia. O M?todo Dial?tico Cr?tico subsidiou a pesquisa com as Categorias, Totalidade, Historicidade, Contradi??o e Media??o, numa perspectiva de explicar a realidade estudada.Conclui-se pela necessidade de eliminar as barreiras interpostas historicamente, no??es preconceituosas e discriminat?rias para garantir a informa??o a respeito da defici?ncia, adequar a estrutura arquitet?nica construindo rampas, meios de comunica??o, m?veis, utens?lios e equipamentos adaptados. O que se constata, na repercuss?o entre a legisla??o educacional e as realidades escolares ? o sentimento de incompletude, de impot?ncia, das redes de ensino em geral, das escolas, professores e comunidade, para fazer cumprir esta proposta. Percebe-se que ainda falta-lhes a compreens?o da proposta de educa??o inclusiva, a forma??o conceitual correspondente. Muitos visualizam apenas os aspectos pedag?gicos no processo de inclus?o, deixando de lado os benef?cios alcan?ados atrav?s da socializa??o. Essa posi??o, por?m, n?o ? exclusiva, e aparecem junto com concep??es morais tradicionais, em especial as que comprometem os indiv?duos e suas fam?lias pela instabilidade em que se encontram. Mais do que uma dubiedade, a presen?a de posi??es supostamente contradit?rias indica o agravamento da quest?o social e o quanto a condu??o do Estado poderia melhorar este contexto.

Previous issue date: 2017-01-31 / CAPES / This dissertation is linked to the line of research: Contemporary Studies and Educational Practices of the Graduate Program in Education, Contemporary Contexts and Popular Demands (PPGEduc) of the Federal Rural University of Rio de Janeiro (UFRRJ) and the Observatory of Education Program (OBEDUC), funded by the Coordination for the Improvement of Higher Education Personnel (CAPES) entitled "The schooling of students with intellectual disabilities: public policies, cognitive processes and evaluation of learning". Three postgraduate programs participate in this project: Federal Rural University of Rio de Janeiro (UFRRJ), State University of Santa Catarina (UDESC) and University of Vale do Itaja? (UNIVALI). This dissertation aims to analyze the multiple dimensions of school inclusion, at the interfaces between the teaching conceptions and the mediation processes of the learning of students with intellectual disabilities, in the common classes of schools in the Baixada Fluminense. For this, the following specific objectives were outlined: analyze the conceptions of mediation and school inclusion from the perspective of teachers; Identify the level of involvement of students with intellectual disabilities and their learning in this process. As a theoretical basis, we refer to the historical-cultural perspective of Vygotsky. The methodology was based on the qualitative perspective because we believe that research of this magnitude allows us an analysis that considers the particularities of the investigated reality. As data collection instruments, we used classroom observation, the scale of involvement, open interviews and semi-structured questionnaires. For the analysis of the data we used the content analysis that allowed us to relate the data obtained in the research with the theoretical reference that guides the study. In these aspects, after the data analysis, the results indicate that the level of involvement of the subjects with intellectual disability in the proposed activities is entirely related to the pedagogical mediations directed to them. In addition, the data showed that quality mediations work as compensatory in the schooling process of subjects with intellectual disability, providing the acquisition of scientific concepts and the development of higher psychological functions. However, it has become clear that it is not any kind of mediation that provides learning opportunities for people with intellectual disabilities. The research also presents the teaching conceptions about the policy of school inclusion, the historical-cultural perspective and its concepts. Para a an?lise dos dados utilizamos a an?lise de conte?do que nos permitiu relacionar os dados obtidos na pesquisa com o referencial te?rico que norteia o estudo. Sob esses aspectos, ap?s a an?lise dos dados, os resultados apontam que o n?vel de envolvimento dos sujeitos com defici?ncia intelectual nas atividades propostas est? inteiramente relacionado com as media??es pedag?gicas direcionadas aos mesmos. Al?m disso, os dados evidenciaram que as media??es de qualidade funcionam como compensat?rias no processo de escolariza??o de sujeitos com defici?ncia intelectual, proporcionando a aquisi??o de conceitos cient?ficos e o desenvolvimento das fun??es psicol?gicas superiores. S utilisant comme recours m?thodologique de la recherche-action, le programme d intervention s est structur? autour de troix axes th?matiques : l attitudinal, le p?dagogique et le v?cu en milieu scolaire, sous la forme de discussions th?oriques et la mise en oeuvre de ces th?matiques. Les donn?es qui devraient ?tre soumises ? l analyse ont ?t? collect?es ? partir des proc?d?s d observation, d entretiens avant et apr?s l intervention, du r?gistre de photos et d un questionnaire. Les interpr?tations faites, bas?es dans la comparaison du discours des sujets ont signal? que les enseignants ont progress? dans la ma?trise des savoirs scienfiques concernant la paralysie c?r?brale et dans la connaissance des personnes atteintes par cette d?ficience. Par rapport aux valeurs et significations attribu?es par les enseignants ? ce programme d intervention ? partir de leur choix des photos dans l ensemble du d?roulement de ce processus formatif, elles s expriment par une prise de conscience tr?s marqu?e, de la part des enseignants, par rapport :aux besoins ?ducatifs des ?l?ves atteints de paralysie c?r?brale ; ? l importance et au vrai r?le que l ?cole doit jouer face aux politiques d ?ducation inclusive ; aux difficult?s v?cues par ces personnes, qui r?clament le plus profond respect de leurs ingularit?s ; la reconstruction d une nouvelle image concernant ces personnes ; la constatation qu il est possible aux enseignants d adapter et m?me de cr?er ? l ?cole des ressources et mat?riaux p?dagogiques envisageant la qualit? du processus d enseignement et apprentissage de l ?l?ve atteint de paralysie c?r?brale ; finalement, la perception de l importance du travail en ?quipe, d un milieu scolaire accessible ? ces personnes et de l appuis de la famille dans le contexte de l ?ducation inclusive. Utilizando a metodologia da pesquisa-a??o, o programa desenvolvido se estruturou em tr?s eixos tem?ticos: o atitudinal, o pedag?gico e o ambiental envolvendo discuss?es te?ricas e pr?ticas. Os dados para an?lise foram coletados a partir de observa??es, de entrevistas antes e ap?s a interven??o, do registro fotogr?fico e de question?rio. As interpreta??es realizadas com base na compara??o dos discursos dos sujeitos evidenciaram que os professores conseguiram aprofundar conhecimentos espec?ficos e avan?ar no entendimento acerca da educa??o do aluno com paralisia cerebral.
