A Foucauldian critique of the development and the implementation of South African National Qualifications Framework

This study investigates the development and implementation of the South African National Qualifications Framework (NQF) since its conceptualisation in the early 1980s, up to 2005. Premised on the concern that power struggles are having a negative effect on the development and implementation of the NQF, the purpose of the study is to support improved future development and implementation of the NQF by describing the amalgamation of the different and contradictory views that support the development of an NQF that replaces all existing and divisive education and training structures in South Africa - the NQF discourse. A further purpose of the study is to reveal this NQF discourse as a system in which power is exercised, and then to make recommendations on minimising the negative effects of the power struggles. Based within a Foucauldian theoretical framework, the study includes an extensive review of local and international literature on NQF development and implementation that is used to develop an NQF typology to describe and analyse the various aspects of the NQF. The literature review is followed by a qualitative analysis, using Foucauldian archaeology and genealogy, of an empirical dataset containing 300 interviews (including focus groups) with NQF stakeholders, 90 responses to discussion documents and 72 news articles published between 1995 and 2005. The findings of the study confirm the initial concern that power struggles are having a negative effect on the development and implementation of the South African NQF. The findings also show that the very same power struggles can have positive effects, but that in the South African NQF discourse, the balance of power is skewed towards the negative. Importantly, it was found that NQF development and implementation cannot be divorced from power, and that rather than attempting to undermine power within the NQF discourse, efforts can be better spent on three focused activities: 1. Inculcating an understanding of the NQF as a social construct. 2. Improving the compatibility between the NQF and the South African context. 3. An analysis of the certificate of the theory of accounting knowledge and knower structures : a case study of professional knowledge

This research project explores issues around the poor throughput and high dropout rate in the Certificate of the Theory of Accounting (CTA) by focusing on Accounting knowledge as an object of study. The CTA was identified as a serious block in the steps that one needs to go through on the journey to becoming a Chartered Accountant. Having a clear understanding of Accounting knowledge can lead to finding ways that can make the subject more accessible to students from diverse backgrounds. This study contributes to understanding Accounting knowledge at the CTA level with the aim of clearly delineating its legitimate knowledge and knower structures. It answers the following two research questions: • What constitutes legitimate knowledge structures in the CTA? • What constitutes legitimate knower structures in the CTA? Academics from nine universities and representatives of the South African Institute of Chartered Accountants (SAICA) participated in this study. Data was collected through interviews, observation and document analysis. Eighteen CTA lecturers and two members of the SAICA management team were interviewed. Three universities provided documents on their practices, which included learner guides, examination papers, suggested answers, lecture notes, tutorials and other curriculum documents for each of the four CTA subjects. SAICA provided the competency framework and examinable pronouncements. A conference that was jointly hosted by SAICA and International Financial Reporting Standards (IFRS) Foundation was observed. This study used Critical Realism as its ontological underpinnings and Legitimation Code Theory (LCT) as its substantive theory. It used the Specialisation and Autonomy principles of LCT to analyse the data. Specialization establishes the ways agents and discourses within a field are constructed as special, different or unique and thus deserving of distinction and status (Maton, 2014). The principle of Autonomy is concerned with the extent to which the field is self-governing and can do things of its own free-will (Maton, 2004). The study found that the CTA has a hierarchical knowledge structure, which means that when new knowledge is created in Accounting it is integrated into existing knowledge, resulting in coherent and integrated knowledge. CTA also has a hierarchical curriculum structure. While horizontal curriculum structures evolve through the replacement of existing knowledge by new approaches and content, a hierarchical curriculum typically grows through integration and subsumption of new knowledge into pre-existing knowledge and it relies on the acquisition of knowledge developed in previous modules or levels of study.

Toma como hipótese que no Brasil desde a década de 80 emergi uma vigorosa pesquisa referente ao ensino da Didática na educação escolar universitária e educação básica, e por meio desse vem sendo construída uma teoria crítico-histórica da Didática que brevemente estará presente na tradição da universidade e consequentemente na formação básica no Brasil. No primeiro capítulo realiza-se uma revisão na história da filosofia por meio de reflexão das teorias clássicas de ensino-aprendizagem e seus pressupostos histórico-filosóficos que são vivenciados na história da educação influenciando os fazeres pedagógicos dos professores, e as matrizes filosóficas e epistemológicas que poderão fundamentar a construção das concepções de Didática que fundamentam as aulas de Didática nos cursos de formação de professores das universidades brasileiras nas últimas décadas do século XX. No segundo capítulo desenvolve-se um estudo sobre marcos históricos da universidade brasileira e as concepções epistemológicas da didática hegemônica nos cursos de formação de professores da referida instituição. No terceiro capítulo é discutida a teoria da didática tendo em vista uma proposta a partir da perspectiva histórico-crítica. Taking as problem the contradictions of the epistemological lines of the Similar Didacticism in the histories of the university in Brazil, analyzing the tendencies that point to the direction of the didacticism based in the conception historic-critical that has been built to be adopted in the courses of teachers' formation in the Brazilian higher education. Taking as hypothesis that in Brazil, since the decade of 80, has emerged a vigorous research regarding the teaching of the Didacticism in the academically school education and basic education. And for this reason, has been built a critical-historical theory of the Didacticism that shortly will be present in the tradition of the university and consequently in the basic formation in Brazil. In the first chapter it takes place a philosophy's historical revision through reflection of the classic theories of teaching-learning and your historical-philosophical presuppositions that are witnessed in the history of the education influencing the pedagogic way of acting of the teachers and the philosophical and epistemological head offices and that can base the construction of the conceptions of Didacticism presents in the Didactic's classes in the courses of teachers' formation at the Brazilian universities in the last decades of the century XX. In the third chapter it discusses the theory of the didacticism seeking a proposal starting from the perspective historical-critic. There has been an investigation of how football has been addressed by current approaches to Physical Education. In addition, the research works of authors from the historical-critical pedagogy revealed elements that an approach to Physical Education must have to make it possible to learn football in a view contrary to the dominant ideology. First, we examined specific ideological uses of football. To this end, we chose the periods of dictatorship of the New State and 1964-1985, on the understanding that were historic moments in football that was often used ideologically to serve the interests of the state. Later on, we present the analysis of the ideological use of football on the ground works of authors who studied the football and that, somehow, defend ideas that contribute to the legitimacy of capitalist relations of production. In the analysis of how football is present in the approaches of Physical Education, was made a division between approaches non-critical and critical, so that, without ignoring the contributions of the first, it was emphasized the point: the perception of the objective conditions of culture body that the latter approached a systematization that provides space for the teacher aims to combat the dominant ideology. In the last chapter, corresponding to the analysis of works by artists from the historical-critical pedagogy, which were investigated fundamental aspects of this trend can support a pedagogical teaching the elements of body culture contrary to the dominant ideology, where the football is intercepted in its relations with the concrete material conditions of social existence, in which it is built, and at the same time, this is the prospect of overcoming these conditions. These fundamentals can be summarized as follows: 1) the perception of constraints and objectives of education in the case of Physical Education, the body culture; 2) directiveness; 3) an education that addresses the relationship between content and practice the broader social - which is insufficiently explored, even by critical approaches of Physical Education, which still have attached to the field of experience of the elements of body culture. The purpose of this study is to determine. whether Charles Dickens's educational theories in England during the nineteenth century are conclusively juxtaposed to John Holt's educational theories in America during the twentieth century. Chapter One introduces the proposition and states the general nature of the discussion in -subsequent chapters. Chapter Two presents a history of economic conditions in nineteenth-century England and shows how its evolution influenced Dickens's educational theories. Chapter Three discusses the economic conditions in twentieth-century America, the moral crisis- and its affect on youth, and Holt's theories of how children fail and how they learn. Chapter Four synthesizes Dickens's and Holt's -theories and establishes that their philosophies and aims in the field of education are closely juxtaposed.
